Bequest Revives Program At UConn

STORRS — A former Enfield woman who happened upon the University of
Connecticut to see an exhibit of Armenian rugs and other artifacts in
the early 1980s has bequeathed more than $500,000 to restart an
Armenian studies program.

Alice Norian, a longtime Enfield elementary school teacher who
graduated from Eastern Connecticut State University, became friendly
with Arppie Charkoudian, the former director of Jorgensen Auditorium,
and Frank Stone, a School of Education professor with an interest in
Armenia.

When Norian died in 1999 with no heirs, she bequeathed $504,000 to
UConn. The endowment is expected to be supplemented by a $252,000
state grant.

The university offered a small Armenian studies program from 1987 to
the mid-1990s, supported by the fund-raising efforts of Stone and
others. But the money dried up and when Stone retired in 1994, the
program ended except for an ongoing faculty and student exchange
program with Yerevan State University in Armenia.

The new interdisciplinary program will be developed by the School of
Social Work, the Center for European Studies and the Office of
International Affairs.

The program will expand the exchange program, offer an annual lecture
series, provide courses on culture and history and develop
publications to help educate Americans about Armenia. There are 4,849
Armenian Americans in Connecticut, with the biggest population in New
Britain, where 277 live, according to UConn’s Center for Population
Research.

Bulgaria’s President Georgi Parvanov will receive the Doctor Honoris
Causa academic title of the Yerevan’s State University.

Bulgaria’s President Georgi Parvanov will receive the Doctor Honoris
Causa academic title of the Yerevan’s State University later on
Wednesday.

During the second day of his visit to Armenia Parvanov will lay a
wreath at the Monument of the victims of the Armenian genocide. He
will also visit the “Peyo Yavorov” school, where he will meet
representatives of the Bulgarian community in Armenia.

President Georgi Parvanov is at an official visit to Armenia October
5-7, to be followed by a two-day stop at Azerbaijan October 7-8.

Parvanov is scheduled to confer with counterparts and other state
officials, together with the Transport and Communications Minister
Nikolai Vassilev and the mayors of several cities who accompany
him.Business forums and bilateral agreement signing ceremonies are
also on the agenda of the visit.

Despite Azerbaijan’s protests, Armenian MPs should attend the NATO
[Parliamentary Assembly’s] Rose-Roth seminar scheduled for 27-29
November in Baku, Vaan Ovanesyan, deputy speaker of the Armenian
parliament and a member of the Armenian Revolutionary Federation –
Dashnaktsutyun [ARFD] bureau, told our correspondent today.

He said that by their failure to attend a session of the defence and
security commission of the CIS Parliamentary Assembly [in Yerevan],
Azerbaijani MPs made it clear to their Armenian colleagues that they
should not arrive in Baku either to participate in the Rose-Roth
seminar.

However, the deputy speaker said that the Armenian delegation should
attend the seminar despite Azerbaijan’s efforts to turn their visit
into a political show. “Armenian MPs’ refusal to visit Baku will be
perceived incorrectly by NATO and put Azerbaijan and Armenia on the
same scale in the eyes of the international community,” Ovanesyan
said.

Minister Oskanian Receives Mayor of Grenoble Michel Destot

On 2 October, Minister Oskanian received a delegation of France’s Isere
canton and Grenoble city headed by Grenoble’s Mayor Michel Destot. The
delegation visited Armenia in the framework of developing Armenia-France
bilateral relations at a local level.

During the meeting, the parties expressed their appreciation for
Armenia-France relations aimed at development of South Caucasus countries
and European integration. In this context, they also addressed the priority
of development of cooperation at the local level. The parties also exchanged
ideas on formulation of specific cooperation programmes in areas of
education, healthcare and tourism development. The Mayor of Grenoble
informed the Minister that on October 3, a cooperation agreement will be
signed between France’s Grenoble and Armenia’s Gegharkunik region.

Grenoble maintains traditional ties with Armenians; this center of Armenian
community of Isere canton hosts several Armenian organizations. Michel
Destot, who is also a member of France’s National Assembly, informed the
Minister that several years ago, a monument symbolizing Armenian-French
friendship and commemoration of 1.5 million victims of 1915 Genocide was
installed at a square adjacent to the municipality of Grenoble.

WAR FIGHTERS PROTESTING

Authorities manage to split and incite the various strata against each
other. The families of invalid and perished war fighters of Artcakh
now face the situation.

The point is that the families of dead fighters will be granted to
apartments under the prior order set by Armenian Government. The
invalid and wounded war fighters consider the decision absurd since
sometimes a few wives of one dead fighter who had given birth to one
and more sons of the same fighter are allocated apartments.

The initiative group of commanders of Artcakh War has today held a
press conference in Armenian Aryans’ Union. They set Government a
deadline till tomorrow to respond to their demand of 6 points or else
they will go on a termless sit-in in front of the Government building.

Initiative group demands:

1. to declare 2005 the Year of War Fighters;
2. to pass a law on the status of war fighters;
3. to restore the privileges provided by the decree of President in 1992;
4. to reconsider Government decision and to increase the least wage of invalid war fighters to the least pension for a military man retiring;
5. to grant the dwelling problem of perished and dead war fighters;
6. to count and to involve the expenses for the above issues in 2005 budget.

TABRIZ, East Azarbaijan Prov, Oct 5 Asia Pulse – Some 6,500 tons of
non-oil goods valued at US$4.2 million were exported from this
northeastern province during the first half of the current Iranian
calendar year (started March 20, 2004).

This was a 5 per cent increase compared to the figures of the
preceding year.

The goods were exported to the Azerbaijan Republic, Armenia and the
Autonomous Republic of Nakhichevan.

Consumer goods, construction materials and foodstuff were among the
main goods exported.

Armenian Church Youth Organization of America (ACYOA), St. Mary Chapter, and

The presentation is entitled `A 21st Century Struggle: How Environmental
Conservation Will Save Armenia’ and is hosted by St. Mary Armenian Church.
It features keynote speaker Professor Charles Duncan, Director and Assistant
Professor, Environmental Conservation and Research Center, American
University of Armenia, and Research Fellow, University of California, Santa
Cruz.

Professor Dunlap has lived and worked in Armenia since 1998, serving as
project director and consultant for programs funded by the USAID, the UN
Development Program, the State of California, the USDA, the World Bank, the
Urban Institute, the U.S. Embassy in Yerevan, and the Civilian Research and
Development Foundation, among others. He was the first to identify the
national threat of chronic lead poisoning among Armenian children caused by
the improper disposal of car batteries, and his ongoing work encompasses
projects to alleviate the cycle of poverty and deforestation; provide safe
drinking water and modern hospital laboratory facilities to the people of
NKR; develop innovative approaches to environmental education that stimulate
civic participation in problem solving.

Azerbaijani Parliament speaker Murtuz Alasgarov told journalists on
Friday that he does not object to the Armenian parliament members’
participation in the NATO Parliamentary Assembly “Rose Roth” seminar
to be held in Baku on November 26-28.

AssA-Irada — He said that since the Armenian MPs are not military men
but civilians, he does not object to their participation. “Let them
visit, we will hold talks and learn their position,” Alasgarov said.

Deputy Foreign Minister Araz Azimov said earlier that the issue of
Armenian MPs’ participation in the mentioned seminar in Baku depends
on the Azerbaijani parliament.

Armenian “Armenmotor” and Iraqi “Novruz Group” companies signed a
treaty in Yerevan for creating a joined Armenian-Iraqi “ArNov”
company. Mustafa Jaf, owner of the Iraqi company, informed Azg Daily.

=1F”Novruz Group” consists of 9 branches and is specialized in the
spheres of tourism, transportation, contract construction projects,
good importation and other spheres. The headquarters is in Baghdad.

“Armenmotor”, founded in 1928, is specialized in motor
producing. Today the company produces electric motors of different
types, pumps, air-conditioners and other things.

As we have informed in our previous coverage, Mustafa Jaf and the
former Iraqi ambassador to Armenia Tarik Muhammad Yahya met with Ruben
Shugarian, deputy foreign minister of Armenia. Mustafa Jaf expressed
his willingness in importing Armenian goods and especially in opening
a joined Armenian-Iraqi enterprise and a bank.

Jaf said that 0.5 million tones of cement, big quantity of tobacco and
lamps will be imported to Iraq due to the signed agreements. “We hope
to come to an agreement with other Armenian companies as regards
importing water, juices and meat”, Jaf said.

There are no intergovernmental relations between Armenia and Iraq
these days, embassies are closed in Yerevan and in Baghdad. Mustafa
Jaf believes that the embassies will open soon and adds, “We represent
Iraq’s private sector and have no problem with good importing and
exporting.”

Jaf says that almost 80 percent of the Iraqi market is active today,
the north and the south of the country are quiet. “Today’s Iraqi
government is able to solve the existing problems, but they need
time. Iraqis are a patient nation”, he said.

Mustafa Jaf said that not everything we see on the TV corresponds to
reality. They only show explosions, kidnapping and bombing. “We will
cooperate with our Armenian partners. There are lot of big
international companies in Iraq, let the Armenian be one of them”, he
said.
