Discussions of the resolution on the state in the occupied lands of
Azerbaijan in the UN General Assembly due on 3 December has been
postponed at the request of the Azerbaijani side due to technical
reasons, said spokesman for Azerbaijani FM Elkhan Polukhov.

Polukhov said the postponement is not related to the negotiation
process.

"These discussions will be held by all means and Azerbaijan continues
preparing for them".

"European conscience is a lady whose whereabouts are lost and unknown
to anyone".

This phrase belonging to German writer Max Nordau is the most accurate
reflection of the history of relations between EU and Turkey. This is
a history of constant provisions, claims, badly hidden but seemingly
firm decision not to admit Muslim Turkey to EU, preserving EU as a
Christian club once and forever.

Naturally, EU does not state this in open but sometimes words are
not needed to understand the essence of some actions. In this case
the confessions are not needed either. Everything is clear: the
relations and cooperation between Turkey and EU started with signing
the due agreement in Ankara in 1994. But Turkey became the candidate
country under EU in 1999 and the EU started negotiations with Turkey on
accession only on 3 October 2005, more than four years after signing
the contract in Ankara. But the most interesting is that there is
still no "light at the end of the tunnel" and the date of Turkey’s
possible accession to EU is not specified.

Moreover, the appointment of German van Rompey who is the most firm
opponent of Turkey’s accession to EU, as a president of the European
Union, is an evidence that Turkey’s EU accession in the nearest
future will be impossible. Moreover, the poll held in five developed
countries of Europe (Germany, France, England, Spain and Poland)
showed that 52% of participants were against Turkey’s membership
in EU. Europeans are ready to go for a rest in that country, listen
to Tarkan, buy relatively cheap and quite qualitative goods and eat
Turkish meals but they are not ready to admit Turkey to the European
community even under the threat of death. Naturally, official Ankara
has not yet heard final ‘no’ from EU.

This is clear because Turkey and EU have common interests on
stability in the Caucasus, peace in the Middle East and security
of energy streams, in other words in everything that responds to
mercantile interests of Europeans that seem to have made up quite
a cynical but effective form of a dialogue with Turkey, promising
the latter to admit it to EU ‘as soon as it complies with the value’
accepted in an open and democratic European society". But these talks
are provisioned by the demand to recognize the so-called "Armenian
genocide". In this connection, it should be noted that Phillip de
Villier, leader of the French party "Movement for France and member
of the European Parliament, has already voiced a strikingly cynical
statement, differing with double standards: "Even if Turkey recognizes
"Armenian genocide" in the Osman empire, this step will not open
doors to the European Union for it.

Turkey must recognize "Armenian genocide", it is her moral duty,
but it is not a provision of EU membership. In this sense, Armenia is
closer to France as it advocates the same moral values as Europeans".

In other words, even the distortion of historical reality and
recognition of the crime that Turkey has not committed will not open
doors to EU. And this is the most obvious proof that Mark Nordau’s
expression is true. Another proof is the part of Vallier’s statement
that Armenia is closer to France as it advocates the same moral values
as Europeans. It is at least ridiculous that the values advocated by
Europeans include genocide of civilians, committed by Armenians in
Khojaly, occupation of the lands of a neighbor state and constant
claims to other neighbors (Georgia and Turkey), execution of the
parliament, regular falsifications of elections and termination of
civilians who do not agree with these falsifications and all other
things that made Armenia "famous".

In continuation of this issue, I would like to say that Leo Suren
Khalebli may become the first Armenian in the history, working in the
Turkish government. He has successfully passed the written exam and if
the results of an oral exam are also positive, he will become one of
the experts of the group on the ties of the Turkish government with
EU. Now show me ethnic Turks if not in the parliament of monoethnic
Armenia (which is impossible) but at least in the parliament of France
that adores speaking about the "European canons of democracy" and is
actively hampering Turkish accession to EU.

And the last moment. Last week Switzerland held voting on the issue
of banning construction of minarets. This was a suggestion of the
National Party whose representatives said they fear Islamization
of the state. The suggestion got support of 57% of the referendum
participants. And there has been information that the representatives
of the rightwing political parties of Holland and Denmark have
already declared the intention to follow the example of Swinzerland
and initiate holding referendums to ban construction of minarets.I
would like to remind that Turkey that is not accepted to EU for
its incompliance "with the European democratic standards" protects
the religious liberties on the highest level and has never voiced a
proposal of the need to ban construction of Christian temples. In
conclusion, I want to ask: should Turkey strive for the EU, whose
member-states correspond to the definition given by Marc Nordau?

the advocacy efforts of the Colorado Armenian American community in
its continued efforts to raise awareness of the Armenian Genocide
reported the Armenian Assembly of America (Assembly).

As part of the Assembly’s nationwide effort to secure passage of H.

Res. 252, the Armenian-American community has proactively reached
out to its elected representatives in Congress to urge support for
this important human rights legislation.

In Colorado, the ECN also highlighted the "quiet" lobbying against
the Armenian Genocide resolution by five military contractors as
reported by the Associated Press (AP). The AP article revealed that BAE
Systems, Inc., Goodrich Corp., Northrop Grumman Corp., Raytheon Co.,
United Technologies Corp., and energy producer Chevron Corp. "spent
$14 million to lobby Congress in the first quarter of this year,"
including against the genocide resolution.

The ECN article picks up where the AP story left off, and pointed
out the contributions these companies make to Members of Congress,
stating that Raytheon was one of the "highest contributors" to a
Congressman in Colorado who supported the resolution last Congress,
and has yet to cosponsor H.Res. 252 this Congress.

Congressman Adam Schiff, who has spearheaded H.Res. 252, along with
his colleagues Congressmen George Radanovich, Frank Pallone, and Mark
Kirk told the AP that businesses that lobby against the resolution
are not being "good corporate citizens."

"In the face of continued denial of the Armenian Genocide, we commend
the efforts of the community from around the country and especially
appreciate the dedicated work of our State Chairs and network of
activists," stated Grassroots Director Taniel Koushakjian.

"Armenia-Turkey relations may have entered a new phase, but that does
not mean U.S. affirmation of the Armenian Genocide should be held
hostage to this process. We strongly urge all Members of Congress
to support this bipartisan bill and would welcome the support of the
entire Colorado delegation," added Koushakjian.

H.Res. 252 is currently pending before the House Committee on Foreign
Affairs and mirrors the Senate version of the bill, of which Senate
Majority Leader Harry Reid cosponsored last month.

International Voluntariness Day. On that occasion in "Eurasia"
international university "Voluntariness fair" will be conducted the
goal of which is to present the idea of Voluntariness and its role
in the development of the public as well as its practical appliance
in Armenia.

An official from the university told Armenpress that students of
Armenian universities, representatives of local non-governmental
organizations, international organizations will participate in the
event. Through exchange of information and interactive assignments
the participants will be informed about the organizations involving
volunteers. At the end of the "Voluntariness fair" the participants
will be suggested to join a number of other events of organization
marking the International Voluntariness Day which will be conducted
in Tsitsernakaberd garden and "Pyunik" Union of Disabled people.

The International Voluntariness Day is being marked from 1985 when
the UN General Assembly offered the governments every year December
5 mark as an International Voluntariness Day for the sake of economic
and social development.

ArmInfo. The negotiations between Armenia and Turkey are still stalled,
Analyst for Eurasia of the US global intelligence company Srategic
Forecasting, Inc. (STRATFOR) Marko Papic told ArmInfo correspondent.

"Eventually it is definitely in Turkish interests to make a deal with
Armenia. Georgia is obviously locked down for the foreseeable future
by Russia. Turkey can have relations with Georgia, but on Moscow’s
terms. But Turkey wants access to the Caspian Sea, because only that
way can it begin to restore its traditional sphere of influence in
Central Asia. For that, it needs a land-bridge across the Caucasus
to Baku and therein lies the strategic worth of Armenian-Turkish
relations", – the expert said.

According to him, all of this is for nothing if Turkey ruins its
relationship with Azerbaijan while negotiating with Armenia. "Armenia
is completely useless to Turkey, from a geopolitical perspective, if
its alliance with Baku is weakened. Turkey does not need Armenia on
its own, it needs it as a land-bridge to Azerbaijan. Therefore, the
key to Turkish-Armenian reconciliation remains the Nagorno Kharabakh
issue",- said Papic.

normalization of relations with Armenia, it will jeopardize the entire
reconciliation process, according to professor Ruben Safrastyan,
director of the RA NAN Institute of Oriental Studies.

"The Kurdish initiative is dominating Turkey’s agenda. Turkish
leadership will address relations with Armenia only after progress
is registered in the Kurdish issue," he told a news conference on
Wednesday.

He also voiced an opinion that Turkish parliamentary commission will
hardly promulgate its decision of Armenia-Turkey protocols before
December 7.

"If Turkey drags out the ratification process, Yerevan can quit
negotiations," prof. Safrastyan said.

On Monday 30 November 2009, the Ambassador of Argentina Jose Jiares Maxwell
visited His Holiness Aram I in Antelias. They talked about the situation in
Lebanon and the newly appointed government of consensus; the Armenian
community in Argentina; and the Armenia-Turkey Protocol. In connection with
the latter, the Ambassador told His Holiness that relations between
Argentina and Turkey have often been strained because of Argentina’s
unconditional support of the Armenian Genocide.

individuals who provide valuable information about the prisoners
escaped from the Yerevan-based Nubarashen penal institution, press
office of RA Police reported.

Citizens who have information on the whereabouts of escapees may

November 27 at 6:00 p.m. two life prisoners Soghomon Kocharyan
and Mher Yenokyan escaped from the Yerevan-based Nubarashen penal
institution. 34-year-old Mher Yenokyan and 43-year-old Soghomon
Kocharyan condemned to life imprisonment for murder, and they crash
out of the prison for the second time. The first time they eloped in
December 2004 from "Goris" penal institution, but a few weeks later
had been detained and transferred to "Nubarashen".

ATHENS, DECEMBER 1, ARMENPRESS: The OSCE Ministerial Council in
summarizing the works of the gathering in Athens must state that the
Council of Ministers and the whole OSCE community supports the efforts
of the OSCE Minsk Group and readiness of Armenia and Azerbaijan to
settle the Nagorno Karabakh conflict, OSCE acting chairman, Greek
Prime Minister, Foreign Minister Georgiou Papandreou said in the
opening speech of the Ministerial Council, pointing out the essential
work of the Minsk Group.

"Thanks to the efforts of Greek chairmanship the process of settlement
of the conflict has not stopped, last week in Munich the meeting of the
Armenian and Azerbaijani presidents took place," the acting chairman
said, expressing special gratitude to his personal representative
Andrzej Kasprzyk for the efforts which promote the peaceful regulation
of the Karabakh conflict, consolidation of cease-fire regime.

"There still remains a lot to do for reaching the settlement. This
issue is dealt not only by the establishment’s authorized body, not
only by the co-chairs, but we – all the OSCE countries – must think
what steps to undertake to stabilize the situation," he pointed out.

In his speech he assessed the readiness of Armenia and Turkey to
normalize relations as a courageous decision. "This decision was not
made easily but it was possible to reach such a courageous step,"
Papandreou said.

The Greek prime minister said that there cannot be a more convenient
place to give new impetus to the establishment and that is why all
the member states came to participate in the session, sharing the
viewpoint of the Greek chairmanship which is necessary for reaching
serious results.

President of Greece Karolos Papoulias, considering the gathering as an
important political event, noted that Greece, as a chairing country,
initiated the Corfu process and in spite of the progress still there
is much to be done. Not all the disputes have been overcome.

December 2 Armenian Foreign Minister Edward Nalbandyan will deliver
a speech. Bilateral meetings of heads of delegations are expected to
take place. The issue of the 2012 chairmanship of the establishment
will be discussed too.

December 2 the results of the session will be summed up by foreign
ministers of Finland, Greece and Kazakhstan.
