/PanARMENIAN.Net/ To protest the settlement of Armenian-Turkish
relations,

Gevorg Eazchian, candidate of historical sciences and the head of the
Genocide Department of the Yerevan State University (YSU) Institute
for Armenology Studies on October 5, submitted the statement with his
resignation to the YSU Rector Aram Simonyan.

Gevork Eazchian in his statement expressed its disagreement with the
current process of settlement of the Armenian-Turkish relations and
qualified it as "national treason".

In his letter, he called unacceptable the silent agreement of Armenian
historians and emphasized that "there is no greater desecration than
the deliberate distortion of the own history".

President Abdullah Gul and his visiting Swiss counterpart Pascal
Couchepin yesterday attended a ceremony at a historical museum in
Ankara along with other high level Turkish and foreign officials as
part of celebrations marking the 80th anniversary of Turkish-Swiss
diplomatic relations. Speaking at the ceremony, Couchepin said that
Switzerland considered Turkey a strategic partner, and expressed
his hope that the cooperation between the two countries would
continue. Pointing to his gladness about signing the Treaty of Lausanne
that the boundaries of modern Turkey were recognized through, Couchepin
underlined that symbols are also important for ties between the two
countries. Couchepin said that he brought the table, on which the
Treaty of Lausanne was signed, from his country to give as a gift to
Turkey. For his part, Gul characterized the table morally "important",
and said that this table will be displayed the best way.

No other political blocs or alliances should be expected to form
besides the alliance formed by the Heritage Party and the Armenian
Revolutionary Federation (ARF) in connection with the Armenian-Turkish
normalization and Nagorno-Karabakh peace processes, Manvel Sargian,
Senior Analyst, Political Affairs, Armenian Center for National and
International Studies, told NEWS.am.

According to him, the two parties’ alliance is the only form of
united Opposition. As to what accounts for the passivity shown
by the extra-parliamentary Opposition represented by the Armenian
National Congress (ANC), the expert said that the ANC must have taken a
wait-and-see attitude. "They have no proposals and are just observers,"
Sargsian said.

has become a subject of speculations for certain forces and
organizations in Armenia, Genocide Museum Director Hayk Demoyan told
a news conference in Yerevan. "Forces which seek to achieve genocide
recognition have not applied to museum for cooperation over the past
3 years since I was Director," he said.

Demoyan believes Armenians do not yet have all-national concept on
international recognition of Armenian Genocide. "It is necessary
to understand that Genocide recognition issue was enshrined in
international instruments long ago. The recognition of the fact
is the aftermath of political processes vs. the result of Armenian
organization’s work. That is first all a method of exerting pressure
upon Turkey," Genocide Museum Director said.

During today’s NA session, NA Speaker Hovik Abrahamyan officially
stated that the member of the Heritage faction, Raffi Hovhannisyan
withdrew his resignation.

Abrahamyan also said the names of two new parliamentary
members. Hovhannes Sahakyan from the Republican ticket became a
parliamentary member who replaces Mjasnik Malkhasyan. And from the
Bargavach Hayastan (Prosperous Armenia, BHK) – Ruben Gevorgyan. The
BHK member Rubik Harutunyan laid down his parliamentary mandate and
resigned from his office of deputy Minister of Emergency Situations.

President of the Nagorno Karabagh Republic Bako Sahakyan met the
Co-Chairs of the OSCE Minsk group Robert Bradtke (USA), Yuri Merzlyakov
(Russian Federation) and Bernard Fassier (France).

At the beginning Bako Sahakyan congratulated Robert Bradtke on his
appointment as a co-chairman and wished him efficient work.

A wide range of issues related to the settlement of the Karabagh
conflict and regional processes were discussed at the meeting.

The Head of the State once again underlined the necessity of restoring
the full-fledged negotiation format stating that it would be impossible
to reach the final settlement of the conflict without full
participation of the Nagorno Karabagh Republic.

Bako Sahakyan underlined that for the comprehensive settlement of the
conflict it is necessary look ahead instead of being guided by the
past. According to the President any attempt to pull back Nagorno
Karabagh to the conditions of 1988 both in terms of status and
administrative-territorial division are pregnant with unpredictable
consequences and will bring the process to impasse.

The president draw the attention of the co-chairs to the need of
activating efforts aimed at strengthening mutual confidence between the
societies, since for the resolution of the conflict the readiness of
the parties to settle disputable issues through sincere dialogue is a
necessary condition. Artificial acceleration in this case is
inadmissible. Bako Sahakyan underlined that militant and policy of
Azerbaijan is among the most important obstacles of the peace process.

Touching upon the Armenian-Turkish relations, the President noted that
this process does not have any relations to the settlement of the
Karabagh conflict and welcomed the joint statement by the Minsk group
co-chairs concerning this very issue made the day before.

Issues related to the situation along the line contact were also
discussed at the meeting.

Azerbaijan stands ready to respect rights of ethnic Armenians

Azerbaijan is ready to respect the rights of ethnic Armenians of
Nagorno-Karabakh on the basis of international law.

"Azerbaijan originally stated resolutely that any attempt to impose the
solution of the conflict to the detriment of the territorial integrity
of the country will not be accepted by Azerbaijan. But we take into
account the real situation and the conditions for further life and
respect for the rights of ethnic Armenians in Nagorno-Karabakh. We are
prepared to respect their rights on the basis of international law,"
Chief of the Public and Political Department of the Presidential
Administration of Azerbaijan Ali Hasanov told reporters.

On Oct. 9, Moldova will host the next summit of the CIS. The next
round of talks between the presidents of Azerbaijan and Armenia Ilham
Aliyev and Serzh Sargsyan is expected to be held during the meetings.

The OSCE MG co-chairs will visit Azerbaijan in early October. In Baku,
the MG will work on preparing a meeting between the Presidents of
Azerbaijan and Armenia scheduled for October 10 in Chisinau, Yuri
Merzlyakov (Russia) told Trend News.

Hasanov said it is difficult to predict the results of talks between
presidents of Azerbaijan and Armenia in Chisinau.

"Unfortunately, nonconstructive position of Armenia impedes
progress. Therefore, it is impossible to predict how the Armenian side
will behave at the meeting in Chisinau and subsequent meetings. There
have been cases where the issues on which agreements were reached were
once again raised at the next meeting as a problem and it prevented
the negotiation process," said the head of the department.

Amid serious domestic opposition in Armenia to plans for reconciliation
with Turkey, the Russian-run Armenian railway company, South Caucasus
Railway, has started work on providing a rail link between the two
countries.

A subsidiary of Russian Railway, South Caucasus Railway has announced
plans to invest roughly $1.5 million to set up a gauge conversion
facility. Such a facility would be necessary to facilitate rail service
between Armenia and Turkey, the Kavkazsky Uzel news service reported
on September 28.

South Caucasus Railway CEO Marat Khakov said he was in negotiations
with the Armenian government about the technical aspects of
establishing the railway link. Khakov estimated that initial export
cargo volumes would reach 6 million tons per year and would lead to
a significant reduction in Armenian exports to and through Georgia.

FILIPINO INTERNATIONAL Master Richard Bitoon (2490) halved the point
with Singaporean GM Wong Meng Kong (2403) to fortify his GM title
bid in the fifth round of the 4th President Gloria Macapagal-Arroyo
Cup International Chess Championship Sunday night at the Duty Free
Fiestamall in Parañaque City.

The Medellin, Cebu native compiled 4.0 points on three wins and
two draws to share 2nd to 4th place with Vietnamese GM Nguyen Ngoc
Truong Son and Armenian GM Tigran Kotanjian, winners over GMs Annuar
Ismagambetov and Pyotr Kostenko, both from Kazakhstan, respectively.

Bitoon, protégé of NM Matias "Bombi" Aznar, will face Kotanjian
using the black pieces in sixth round late Monday. Bitoon needs his
last GM norm here to complete his GM title status.

Wong, on the other hand remained on top with 4.5 points, including
his default win against GM-elect Ronald Dableo in the fourth round.

It can be recalled that six players lost their fourth-round matches
via defaults. The players — Dableo, IM Barlo Nadera, NMs Deniel
Causo and Ali Branzuela, Albert Rivera, and Conrado Diaz — lodged
an appeal with the organizers but their appeal was turned down in the
nine-round Swiss-system event which offers $6,000 to the champion in
the $40,000 total pot prize event.

"No way will the Diaspora abandon its pursuit of Armenian Genocide
recognition," head of Social Democrat Hunchukian Party’s (SDHP)
American office Hambik Sarafian stated at a press conference today
in Yerevan. Referring to the protest action of three established
parties in Los Angeles yesterday, he stated that diasporan parties
have a united opinion on the Armenian-Turkish Protocols.

According to him, Armenian established parties don’t consider the
pursuit of Armenian Genocide recognition from a political point
of view, and they are of the same opinion on that issue. According
to Sarafian, the Armenian-Turkish Protocols don’t promise anything
positive; rather, they include risks connected with the recognition
and pursuit of the Armenian Genocide.

Sarafian stated that Armenia should have a clear approach in the
issue of Armenian Genocide recognition and they should distinguish
it from state policy. That is, according to him, there should be
Diaspora-Homeland concepts and it should be clear which has what
priorities.

Continuing, Sarafian said Armenia has no right to raise the issue
of the Armenian Genocide, and Diaspora has no right to interfere
with Armenia’s state affairs. "Turkey’s long-lasting policy of
disassociating Armenia from the Diaspora is indirectly becoming
reality," he said.

In Sarafian’s opinion, by getting involved in the current process
of establishing Armenia-Turkish relations, Armenia is putting those
countries that have recognized the Armenian Genocide in an awkward
situation.
