/PanARMENIAN.Net/ We are going through a truly challenging period,
Armenian Foreign Minister Edward Nalbandian said in his address to
the 64th session of the UN General Assembly in New York.

"This year we were all devastated by the impact of the financial
crisis. The crisis did not leave a corner of the world or an economic
sector untouched. Many countries in the world experienced unprecedented
economic decline seriously challenging the hard-earned advancements and
the prospects for reaching the Millennium Development Goals by 2015.

Armenia was not void of the dramatic effects of the on-going financial
crisis. However, the Armenian government did its best to safeguard
the socially vulnerable. No cuts in the budget were made in the
social sector.

We believe that our endeavors must be guided, first and foremost,
by the need to mitigate human costs of the crisis in order to avoid
serious consequences on human security. We believe that an equitable
global recovery requires full participation of all countries,
irrespective of their size and level of development, in shaping
appropriate responses to the crisis. And we have to come together here,
in this universal body, to take decisions that help us overcome the
past and build future because there are still painful gaps between
our people’s dreams and prospects.

United Nations funds, programs and agencies, in accordance with their
respective mandates, have an important role to play in advancing
development, in accordance with national strategies and priorities,
to achieve the internationally agreed Millennium Development Goals.

We understand that these goals for which the deadline set is the year
2015, will require enormous efforts to achieve. The General Assembly
will continue to address this issue during its sixty-fourth session,
and Armenia is ready to contribute to the process of preparing for
a high-level meeting in September 2010.

We embarked on ss of UN reforms in order to reflect the present world
in this fora and to enhance its capabilities and effectiveness in
addressing modern challenges. Armenia commits itself to strengthening
the institutional capacities of the United Nations, supports the UN
reform processes and is ready to bring its contribution.

We were successful in agreeing on several vital decisions, creation
of Peacebuilding Commission and Human Rights Council among others. We
aspire to further advance the human rights protection in conformity
with the obligations of member-states, and we see an honest discussion
on outstanding issues and sharing of experience on how to overcome
them within the Human Rights Council as a true path to success in
this respect.

We regard the principles of Prevention of Genocide and Responsibility
to Protect as the key principles, cornerstones of the overall human
security system. In this respect we commend the report of the Secretary
General on "Implementing the Responsibility to Protect", which charts
a course for the United Nations to prevent genocide, war crimes,
ethnic cleansing through bolstering the capacities of the Organization.

As it is rightly stated, in the Report, genocides do not happen all
of a sudden. The instigators propagate intolerance and hatred, setting
grounds for violence. As survivors of genocide, we, Armenians welcome
all efforts to prevent and combat racist and xenophobic attitudes. We
have been and will be doing everything to provide for a continuous
advocacy for prevention of genocide. The international community
must be vigilant over the development of such situations and events,
and demonstrate its ability to act timely to prevent future tragedies.

We consider the goals of disarmament and non-proliferation major
elements of global and regional security systems. We must shoulder
the responsibility and work not only towards non-proliferation
and elimination of nuclear weapons but also towards elimination of
militaristic aspirations of some states. It is totally unacceptable
wh ve the conflicts through military means are made on the highest
level, and those are left unabated by the international community…

Trust and accountability among neighboring states are guarantees
for sustainable cooperation and durable security in the region. We,
in the South Caucasus, have yet to report on that. Our region,
in fact, is among the most sensitive hot spots on the world’s
political map overloaded with almost a full set of security threats
and challenges. The region is devastated by conflicts and interstate
tensions, dividing lines and economic blockade. Closed borders and
ruptured ties have become the norm of life. However, a courageous act
and a courageous response hold the promise of changing the situation
to the better.

The process of the normalization of the Armenian-Turkish relations
that started by the initiative of the President of Armenia Serzh
Sargsyan last September, known as "football diplomacy," promises to
bear fruit despite all difficulties.

Over the past year with the help of our Swiss mediators and other
international partners we have advanced towards opening one of the
last closed borders in Europe and normalization of our relations
with NO preconditions. We wish to be confident that the necessary
political will can eventually leave behind the mentality of the past,
and we hope that the wisdom and courage will prevail to make the last
decisive steps.

We have been most encouraged by the support of the international
community. We are well aware of the fundamental and positive
implications of the normalization of Armenian-Turkish relations and of
the opening of the border for the security and stability of the region.

We must reinforce the bridges between UN member-states, working
out mutually beneficial and comprehensive security and cooperation
schemes. And our common objective should be the shaping of an
environment that is safe and prosperous for all.

To meet the political, economic, environmental and social challenges,
we have to put our efforts, resources and political tion together. Only
together we can withstand these challenges and push ahead the
international development agenda," the Minister said.

In today’s discussions on the protocols signed between Armenia and
Turkey in the Ararat and Vayots Dzor provinces the Armenian Deputy
Foreign Affairs Minister Karine Ghazinian also took part.

She welcomed conduction of community discussions and noted that
she heard numerous interesting opinions and conclusions from the
participants. "The issue of Armenian-Turkish relations concerns
everyone including the Diaspora. I have the following conclusion
on this issue: the Armenian-Turkish border must by all means be
opened. Discussions round my table also showed that the border must
surely be opened. There were people troubled about the difficulties,
the opening of Armenian-Turkish border may create, at the same time
opinions sounded that there will be mechanisms regulating them,"
she said. As one of the positive sides of opening of the border

to the world not only through Georgia, which is very expensive,
but also through Turkey, which is much cheaper.

"There were also discussions on the issue of recognition of the
Genocide; our nation must be sure that it is not an issue for

the two states without preconditions go towards the improvement
and establishment of diplomatic relations is considered a crucial
one," the Deputy Foreign Affairs Minister said. With the support of
"Eurasia" Partnership Foundation the "International center for human
development" NGO has initiated community discussions to fully involve
the Armenian citizens of the provinces in the discussions ongoing
round the protocols on regulation of relations between Armenia and
Turkey and establishment of diplomatic ties.

OVER 10,000 CALL FOR COMMITTEE VOTE ON ARMENIAN GENOCIDE RESOLUTION

— California Rally Urges Chairman Howard Berman
to Immediately Schedule Human Rights Measure for a
Vote of the Foreign Affairs Committee

WASHINGTON, DC – More than 10,000 Armenian Americans from
throughout California, who gathered in Glendale yesterday for a
grassroots rally, called upon U.S. House Foreign Affairs Committee
Chairman and longstanding friend of the Armenian American community
Howard Berman (D-CA) to immediately schedule a vote of his panel on
the Armenian Genocide Resolution, H.Res.252, reported the Armenian
National Committee of America (ANCA).

The grassroots resolution, prepared by the organizations serving on
the rally’s host committee, represents the broad range of
grassroots constituencies and Armenian American civic groups active
in California. It was read in full before the capacity crowd in
Pelanconi Park and adopted by a unanimous roar of approval from
those in attendance. A second resolution was also adopted that
called on the Armenian government to refuse to approve a set of
highly controversial protocols that represent a surrender of
Armenian rights, security, and dignity.

The Berman resolution also encourages "all the members of the
powerful California Congressional delegation, most notably Speaker
Nancy Pelosi, Chairman Berman, and the lead authors of this
legislation, Adam Schiff and George Radanovich, to ensure that this
genocide-prevention measure is adopted by the full U.S. House of
Representatives. Nearly the entire California delegation, the
largest and clearly the most influential in the House, is on record
in support of Congressional recognition of the Armenian Genocide.

A CALL FOR IMMEDIATE ACTION BY THE U.S. CONGRESS ON

THE ARMENIAN GENOCIDE RESOLUTION

We, over ten thousand Americans of Armenian descent, gathered at
this political rally on September 27, 2009, at Pelanconi Park, in
Glendale, California, make this call for immediate action by the
U.S. Congress on the adoption of the Armenian Genocide Resolution.

We call upon our friend, Congressman Howard Berman, the Chairman of
the House Foreign Affairs Committee, to immediately set a date, in
the coming weeks, for a vote of his panel on the Armenian Genocide
Resolution, H.Res.252.

We encourage all the members of the powerful California

Edward Nalbandyan met with some of his counterparts, including Russian
FM Sergey Lavrov and Swiss FM Michel Kalmi-Rey.

Discussion with Sergeay Lavrov focused on issues concerning bilateral
relations, as well as regional problems. Edward Nalbandyan introduced
his Russian counterpart to Armenian-Turkish process.

Armenian FM also thanked Swiss Foreign Minister for assisting in
Armenian-Turkish talks, expressing hope that opening of a Swiss
representation office in Armenia would strengthen cooperation between

HERNING, Denmark- Iranian Greco-Roman wrestler Hamid Sourian won the
title of the 2009 FILA World Championships in Herning, Denmark to
collect his fourth gold medal of the World Championships.

Sourian defeated Spanish Joaquà – n Martà – nez 2`0, Spenser
Mango from the U.S. 2`0, Erhan Karakus of Turkey 2-0, Dane Hakan
Nyblom 2-0 and advanced to the final game.

Sourian defeated Armenia’s Roman Amoyan 2-0 in the final and won his
fourth straight World title in Greco-Roman.

The talented Iranian wrestler had already claimed the gold medals in
2005 Budapest, 2006 Guangzhou and 2007 Baku. He has also won the 2007
Bishkek and 2008 Jeju City in the Asian Junior Championships.

`I tried hard in the past ten months to get gold in the World
Championships. I believed in myself and proved my failure in the 2008
Beijing Olympic Games was accidental,’ Sourian said.

Armenian Deputy Foreign Minister Karine Ghazinyan received the EU
Special Representative for the South Caucasus, Peter Semneby
accompanied by the head of the EU delegation in Armenia, Raul de
Luzenberger, and the Lithuanian Ambassador to Armenia, Gedrus Apuokas,
who represents the EU Swedish Presidency.

Attaching great importance to the EU Eastern Partnership Initiative,
Karine Ghazinyan voiced hope that it would give new impetus to the
cooperation between Armenia and the European Union, as well as the
multilateral cooperation between the countries of the region.

During the meeting Mrs. Ghazinyan and Ambassador Semneby discussed
issues related to different spheres of Armenia-EU cooperation.

At the request of the guest, the Deputy FM presented Armenia’s stand on
the recent developments in the normalization of the Armenian-Turkish
relations and the settlement of the Karabakh conflict.

On October 1 President Serzh Sargsyan will start on a pan-Armenian
journey, Deputy Head of the President’s Staff Vigen Sargsyan told
reporters today.

`The President’s trip is aimed at listening to the opinion and
approaches of the Armenian Diaspora on an important issue like the
Armenian-Turkish normalization,’ Vigen Sargsyan said.

Within a week President Sargsyan will visit Paris, New York, Los
Angeles, Bairut and Rostov-on-Don.

The meeting in Paris will be attended by representatives from all
European countries. Representatives of the Armenian communities of the
East Coast and Canada have been invited to participate in the New York
meting.

`Representatives of the West Coast and Latin America will attend the
meeting in Los Angeles. The meeting in Beirut will bring together
guests from Iran, Syria, Egypt, as well as countries of the Persian
Gulf. Representatives of the Armenian communities from CIS countries
will partake in the meeting in Rostov-on-Don,’ Vigen Sargsyan
clarified.

According to Vigen Sargsyan, the President will spend less than 24
hours in every city.

NEW YORK, N.Y.-Over 800 people turned out for the "Protest for Justice"
organized by the Armenian Youth Federation-YOARF Eastern Region USA
on Sat., Sept. 19 in front of Armenia’s Permanent Mission to the
United Nations.

Displaying Armenian flags and signs protesting the announced
protocols for diplomatic relations between Turkey and Armenia, the
crowd chanted slogans in support of the independence of Artsakh
(Karabagh), recognition of the Armenian Genocide by Turkey, and
reparations and the restitution of land. "Justice Not Protocols"
was the resounding message.

"We came in the name of justice. The protocols ask Armenia and the
Armenian nation to give up on what is rightfully theirs, what was
taken away from them during the genocide. These protocols are not
only a step backwards for the Armenian nation but also set a dangerous
precedent at the international stage," said Lauren DaSilva, the chair
of the AYF-YOARF Eastern USA Central Executive.

The protocols are the latest manifestation of a continuing Turkish
genocidal policy towards the Armenian nation. It is clear that Turkey,
which imposes an illegal blockade and whose geographic existence
and economic prosperity were founded on the losses of the Armenians,
is using its advantage to convince the Armenian state to concede any
possibility of restorative justice.

These concessions go beyond the authority of the Armenian government,
which has no legitimate right to speak on behalf of the eight million
Diasporan Armenians. Worse, discussions on normalization were held
secretly, in the dark, with no participation from the citizens
of Armenia. Furthermore, unlike Armenia’s concessions, Turkey’s
"concessions" are deferred, reversible, and vaguely worded.

"I am absolutely disgusted with the foreign policy of the
Sargsyan-Nalbandian regime," said Hrag Arakelian, a member of the
Chicago "Ararat" Chapter Executive. "They have either sold out on the
Armenian Cause for their own personal interest or are just incapable
of making sound policy decisions."

Coming from as far away as Racine and Chicago, people of all ages
boarded buses early in the morning from Boston, Providence, Worcester,
Philadelphia, and Washington, D.C. to participate.

The protest began with the singing of "Mer Hairenik" by Nina
Froundjian. Dikran Khaligian then led a program that included speeches
by Lauren Da Silva on behalf of the Central Executive of the AYF,
Antranig Kasbarian and George Aghjayan on behalf of the Central
Committee of the ARF Eastern USA, as well as Mourad Topalian, Levon
Attarian, Hovig Charchaflian, and Hrag Arakelian.

The rally ended with the symbolic presentation of a letter to the
Armenian mission from the AYF on behalf of the "Protest for Justice,"

Foundation’s (ARF) central department has allocated over $ 500
thousand for the development of educational system in Armenia and
beyond its borders.

"ARF has this year allocated Yeremyan scholarship to 19 students from
Armenia, NKR and Diaspora, making total investments in the amount of
USD 11.400," said ARF Central Department Head Mayta Melkonyan. Next
year too, foundation will continue its assistance programs in the
sphere of education. Armenian Relief Foundation also funds "Sose"
kindergartens in NKR as well as "Best Student" and "Orphan Education"
projects.

RA authorities cannot but take into consideration the protest of RA
people. People have to raise their voice," Oskanyan stated, adding
that he’ll be ready to lead those who protested. He expressed his
readiness to collaborate with RA political forces to find optimal
solution, still, he hasn’t yet decided as to the way to do it.
