Cooperation Fund of CIS-states declares the "Cooperation Stars – 2009"
inter-state award-giving ceremony.
Head of public relations department of the Armenian Culture
Ministry Gayane Durgaryan told Armenpress that the annual inter-state
awards are given for the greatest achievements and contribution to the
spheres of science, education, culture, arts, humanitarian activity.
The award in the sphere of science and education is given for such
a great contribution promoting the general progress of science and
education in CIS region. In culture and arts sphere the award is given
for the greatest achievements, which will have a unique manifestation
in art works and will promote the progress of cooperation in the
sphere of cultural heritage of CIS states. The award in the sphere of
humanitarian activity is given for the greatest achievement in the
whole humanitarian field promoting establishing close relations
between the peoples of CIS states.
The award is comprised of money award, diploma, and order of honor
of the award’s laureate. Three awards are given to each of the three
nominations – 2 million rubles each. The awards are given to the
individual citizens or collectives, who appear to be the members of
Humanitarian Partnership Council or Inter-State Humanitarian
Cooperation Fund. In case of giving the award to a collective, the
money prize is shared between the applicants appearing to be the
laureates of the given award equally, and the diploma, the order of
honor and the attached certificate are given to each of the laureates.
The deadline for putting up the candidacy is September 15. The
tenders in Armenia are necessary to present to the Armenian Culture
Ministry; to "Cooperation Stars" primary inter-state award-giving
electoral commission.
The founders of the inter-state award-giving ceremony are the
Council for Humanitarian Cooperation and Interstate Humanitarian
Cooperation Fund of CIS states.

‘MUSICIANS FOR PEACE’ FESTIVAL TO ENHANCE TOURISM APPEAL OF ARMENIA

/PanARMENIAN.Net/ ‘Musicians for peace’ festival will enhance tourism
appeal of Armenia. The festival will gather 75 young musicians from
Armenia, Georgia and England on August 28 on the shore of the Lake
Sevan. The festival is aimed to support tourism development in Armenia,
as well as to promote cooperation between international organizations
and local musical groups.

As Mekhak Apresyan, head of Development of regional economy and tourism
department of the RA ministry of economy told a press conference today,
due to world economic crisis, the number of tourists to Armenia has
reduced this year.

According to him, over the first half of 2009, 207.729 tourists visited
Armenia, 3 per cent more than within the same period of last year. This
growth rate is very low, last year it reached around 20-25 per cent,
he said.

"Musicians for Peace" is organized by the "Forsh and Friends"
company with support of the ministry of economy of Armenia. Rock and
blues performers, such as Armenian Forsh, "D minor", "Cross roads",
"Reincarnation", "Dorians" and "Bambir", Georgian "String" , "Backur",
"Smile", "Jumbalend" and British "Amtista" will perform in Sevan-based
"Miami" resort .

According to Forsh (Vahan Gevorgyan), strict selection of participants,
who can sing perfectly in live performance, was made for the upcoming
concert. The singer also informed that there’s an idea of organizing
such a festival in Artsakh soon.

Arkadi Andreasyan, the vice-president of the Yerevan club "Ararat",
today celebrates his 62nd anniversary. Famous Armenian football player
was born on August 11th, 1947. In 1973 he became a champion of USSR
and gained a cup as a member of "Ararat". In 1976 he was the best
bombardier in USSR spring championship, and a bronze winner at Olympics
in Munich. He is included in the symbolic team of the 20th century.

Arkadi Andreasyan goes on living along football. Recently his
relations with the authorities of Armenian Football Federation have
been rather strained, but they managed to settle everything down
and would combine their efforts for developing Armenian football,
as well as for overcoming some difficulties of "Ararat".

Arkadi Andreasyan is one of the legends of Armenian football. While
speaking about victories of Ararat, his incomparable game, the quality
of playmaker and bombardier could not but be mentioned. The game,
where he defeated Franz Bekenbauer and hit a head goal during the
final quarter of "Bavaria" Champions Cup.

The best years of our football history are in the past. But we want
to believe that the football career of Arkadi Andreasyan is not in
the past, that he will do his best to forward Armenian football to
make one great flight in our football.

Jermuk 2009 "Grand Prix" tournament third round is under way. The
set that attracted the attention of the participants and chess fans
was Cheparinov-Aronian set. Both chess players had 1,5 points and
chaired the tournament.

Note that earlier Aronian had three sets with Cheparinov, two of which
ended in draw and the third one ended with Aronian’s victory. Experts
expected the history to be repeated but both chess players were not in
good mood to perform a perfect game. Their set ended in draw leaving

WASHINGTON – A high profile Ohio election fraud case revolving around
the Armenian Genocide now includes the testimony of an ex-FBI
translator who claims the US government maintained a relationship with
Osama Bin Laden until September 11, 2001.

Sibel Edmonds, who was recruited by the FBI as a Turkish, Farsi and
Azerbaijani translator immediately after the September 11 attacks, was
fired in 2002 after raising questions about the Turkish government’s
influence on US officials and illegal activities involving drug and
arms smuggling, money laundering and the sale of nuclear secrets.

The election complaint, stemming from accusations that an Ohio
Republican House member took `blood money’ from the Turkish government
in exchange for denying the Armenian Genocide, has given Edmonds a
chance to outline her knowledge of what she says are treasonous acts
committed by Congressional, Defense and State Department officials to
aid Turkish government.

Edmonds has been fighting a `state secrets’ gag order imposed in 2002
by former Attorney General John Ashcroft to stymie her efforts to make
the information public. The Ohio case has provided Edmonds a chance to
defy that gag order after being given permission to testify by the
Ohio Elections Commission.

Edmonds gave a six-hour deposition at the National Whistleblowers
Center (NWC) on August 8.

`Every time I have attempted to [use the Freedom of Information Act],
it’s ended up in court,’ Edmonds said before the testimony. `I’ve been
trying to put this information forth to the American people. This
deposition may achieve this goal to a certain degree.’

`Blood Money’

Edmond’s deposition was sought by Democratic Ohio Congressional
candidate David Krikorian, who has been charged with making false
statements during a 2008 campaign for Ohio’s 2nd district seat against
Republican incumbent Jean Schmidt.

Schmidt took issue with the then-independent Krikorian campaign’s
distribution of a flyer stating she had taken $30,000 in `blood money’
to `deny the genocide of Christian Armenians by Muslim Turks’ as
co-chair of the Congressional Turkish Caucus.

While Schmidt, a four-year incumbent, won the election by a wide
margin, Krikorian contends she filed a `false claims’ complaint with
the Ohio Elections Commission in April after learning that he was
seeking the Democratic nomination as her opponent in 2010.

Krikorian, who two days before the 2008 election demanded Schmidt
withdraw from the race and recommend she `seek the help of
professional counseling,’ said Edmonds’ testimony will prove Schmidt
is unduly influenced by the Turkish government.

`There are no Turkish interests in this district,’ Krikorian said
after the deposition. `Who’s pulling her strings and why is she
allowing it to happen? She lives in the greater Cincinnati area. Why
was she the single largest recipient of Turkish PAC money in the 2008
campaign?’

After hearing Edmonds’ accusations, Krikorian said he now wonders
whether Schmidt may have been forced to file the complaint by the
Turkish government.

`Based on some of the stuff that we heard in Edmonds testimony, it’s
clear that the Turkish government does, or did at least anyway,
actively blackmail members of the US Congress.’

Schmidt’s office did not respond to a request for comment.

Edmonds said she was happy to contribute to Krikorian’s defense, but
that her information reaches far beyond the Turks’ disruption of the
Armenian Genocide recognition legislation, which is awaiting review by
the House Foreign Affairs Committee.

`The Armenian Genocide issue is part of the information [for which]
the US government has invoked the state secrets privilege,’ she said.
`In my case it includes other issues, but the Armenian Genocide is
part of it. The request for [the state secrets privilege] to be
invoked came from the State Department because of Turkish lobbying.’

The Link to 9/11

Much has been made of a recent radio interview in which Edmonds said
Osama Bin Laden and the US government collaborated in operations in
central Asia until the September 11 attacks. Edmonds said some
operations were ongoing at the point of her termination in 2002.

Given the timing of her deposition and what some have deemed a
`bombshell,’ Edmonds stressed that the information is nothing new.

`I have been talking about that for seven years,’ she said. `There’s
nothing explosive about it. I don’t have any control over how certain
groups use the information.’

Among the information that remains under the state secrets label is
her knowledge to events preceding September 11. Edmonds volunteered
her testimony to the 9/11 Commission, but was ignored until the 9/11
Families Steering Committee, appointed to monitor the Commission,
insisted she be included. The contents of her testimony were left out
of the 9/11 Commission Report and remain sealed.

Since the gag order on Edmonds’ information has not been lifted, her
ability to testify was in doubt up until and during the August 8
deposition.

In letters posted online by the NWC, General Counsel of the FBI
Valerie Caproni and Senior Counsel with the Department of Justice
Vesper Mei responded to a request by Edmond’s legal team to review the
gag order by saying Krikorian’s subpoena to testify was not valid.

The Justice Department stated Edmonds is under `no compulsion’ to
testify and the FBI insisted that she, `does not have approval for any
disclosure of any information.’

The deposition, however, went on as scheduled.

`I think people were pretty surprised that the [Department of Justice]
did not show,’ Krikorian said.

Although the Ohio Elections Commission instructed the NWC to ban the
media, the NWC said it hopes to release a video and full transcript of
the testimony.

Objections

Krikorian was on hand at the deposition alongside his attorney, former
Michael Jackson lawyer Mark Geragos. Standing outside the NWC
headquarters, Krikorian gave the assembled media his recollection of
Edmonds’ testimony.

Among the highlights, Krikorian said, was Edmonds’ claim that a
married female member of Congress was enticed into a sexual
relationship with a woman paid by the Turkish government to videotape
the affair.

`Ms. Edmonds said these types of `hooking’ exercises to uncover
somebody’s weaknesses was standard operating procedure,’ Krikorian
said, adding Edmonds did not identify the blackmailed Representative.

Other lawmakers mentioned in Edmonds’ testimony, according to
Krikorian, included Dan Burton (R-IN), who Edmonds alleges took bribes
and `engaged in espionage’ for the Turkish government, former Rep.
Dick Gephardt (D-MO), former Speaker of the House Dennis Hastert
(R-IL) and Stephen Solarz (D-NY).

Congressional newspaper The Hill reported in April that Hastert had
signed a $35,000-a-month contract to lobby against the Armenian
Genocide resolution. Gephardt, a former proponent of the resolution,
began lobbying against it in 2007.

Bruce Fein, an influential Washington attorney and resident scholar at
the Turkish Coalition of America (TCA), is representing Schmidt and
attended the deposition to object to the testimony.

`There are two grounds for the objection,’ Fein said afterwards. `The
first was the attorney questioning her was not admitted as an attorney
in the case. The second was (the testimony) was totally irrelevant.
(Edmonds) hadn’t even read the complaint and admitted to not knowing
anything about the case.’

Fein declined further comment.

Fein is also representing historian Guenter Lewy in a lawsuit against
the Southern Poverty Law Center alleging they defamed him by reporting
the Turkish government paid Lewy to deny the Armenian Genocide.

An outspoken critic of the Armenian Genocide recognition movement,
Fein recently published an article in the Huffington Post titled,
`Recommendations for the Armenian Diaspora,’ in which he asks the
diaspora to re-align its genocide recognition efforts toward, among
other areas, `exposing the futility of political lobbying.’

`This Is What I’ve Been Fighting for’

The Ohio election complaint is scheduled to be heard by the Elections
Commission review board on September 3. Before then, Krikorian said
his legal team expects depositions from Schmidt and TCA President G.
Lincoln McCurdy.

Krikorian added that Edmonds’ testimony will remain sealed from the
public until September 3 in order to avoid further provoking the
Justice Department before he is able to use it.

`Our intention right now is on winning the case,’ Krikorian said. `We
sought the deposition not as a public spectacle but for my defense.
We’ll focus on winning this frivolous lawsuit … What happens after
that we’ll have to wait and see.’
Krikorian added he was unsure as to whether the Justice Department
could block the testimony from being used.

`Based on Ms. Edmonds testimony, I think just about anything our
government wants to do, they can do,’ he said.

For Edmonds, it may finally be her chance to bring to light the
information she has been fighting to disclose for seven years. She
expressed doubt, however, in how much traction her story will gain
from the deposition.

`The mainstream media date has completely ignored the facts confirmed
by Congress, and the extremity of these gag orders have completely
blacked it out,’ Edmonds said. `The American people have a right to
know. They have the right to know about these incumbents and they have
to be informed. In my case, forget about the foreign entities – it
involves elected officials involved in criminal actions.’

Edmonds has often said she would make her knowledge public to any
major media outlet that would present her complete, unedited story.
None have taken her up on the offer.

`This is what I was fighting for for all these years,’ she told
journalists after the six hours of testimony. `At least now a good
chunk of it is out.’

A decade under Putin makes Russia strategic partner for Turkey

Vladimir Putin’s leadership in Russia over the last decade has marked
unprecedented improvement in Turkish-Russian relations. The collapse
of the Soviet Union resulted not in competition between the two
countries, but instead ever-growing cooperation.

Russia and Turkey, possessing similar historical statehood experiences
and striving to redefine their role in a broader region has not yet,
surprisingly, resulted in competition. Turkey’s considerable
dependence on Russia has encouraged Turkey not to confront the country
and made it consider Russia’s national interests in the formulation of
its foreign policy. Being a driving force of the Soviet Union, Russia
had considered Turkey a threat throughout the Cold War. After the
demise of the Soviet Union, Turkey and Russia did not enjoy very good
relations until Putin. Both countries had fallen into deep economic
recession and domestic obstacles hindered the development of
constructive and cooperative foreign policy between two countries.
Turkey’s attempt to create a sphere-of-influence in Turkic countries
in the Caucasus and Central Asia contradicted Russia’s national
interests. Although Russia’s relationship with NATO was not as
confrontational at the time as it was after Putin took power, Russia
and Turkey were still unable to build good relations. Geopolitical
competition, however, did not halt their developing economic
cooperation. Turkey’s increasing trade with Russia marked one of the
few cases in the world of cooperation between two regional
leaders. Russia, in fact, considered the introduction of Western
values a threat to its economic and political interests in its
neighborhood. As a result, Russia took advantage of any available
method to strengthen its economy. Turkey became a promising partner
for Russia.

Before Putin’s rise to power in 1999, succeeding pro-Western Russian
President Boris Yeltsin, the man who put an end to the Soviet Union,
Turkey and Russia did not exchange many significant top-level
visits. A notable exception was then-Russian Prime Minister Viktor
Chernomyrdin’s visit to Turkey in 1997. Following this visit, a series
of high-level visits created fertile ground for cooperation and
partnership between Turkey and Russia. Another remarkable visit from
the Turkish side was then-Turkish Prime Minister Bülent
Ecevit’s visit to Russia in 1999. This was a turning point for the
Russian-Turkish partnership. Recep Tayyip ErdoÄ?an paid a
historical visit to Moscow in 2002, right after his party’s election
in a landslide victory. A year later, Turkish-American relations
worsened due to Turkey’s rejection of a package that would have
allowed the US military to use Turkish soil to launch an operation in
northern Iraq. The shaken relations between
Turkey and the US for the first time in five decades marked a turning
point in Turkish-Russian relations. Hardliner Putin regarded Turkey as
a trustworthy partner in securing itself against American
expansion. One year later, Putin visited Turkey, the first visit of a
Russian head of state in 32 years. Then-Soviet Union Chairman Nikolay
Podgorny’s visit in 1973 had been the last of its kind. Two months
later, Prime Minister ErdoÄ?an organized a one-day visit to
Russia. Turkish-Russian relations achieved unprecedented growth in the
first half of 2009 as five top level visits have occurred in the last
six months.

Russia’s massive trade surplus with Turkey was also unprecedented. The
annual trade volume between Turkey and Russia has reached nearly $40
billion. Russia is Turkey’s biggest trade partner, and Turkey is
Russia’s fifth-largest trade partner. Turkey imports 67 percent of its
energy from Russia. Nearly 3 million Russian tourists visit Turkey
annually out of a total of 17 million tourists that come to the
country.

Russian-Turkish relations did not deteriorate during the
Georgian-Russian war one year ago. Subsequent to the crisis last
August between Georgia and Russia over the disputed territory of South
Ossetia, a Georgian territory currently controlled by Russian military
forces, Russia became the subject of harsh attacks from the
international community and in particular from the US. Russia has been
found guilty of ignoring international norms and standards and using
disproportionate force against its neighbors. In an effort to respond
to all of these concerns and to try to redefine its role in the world,
Russian President Dmitry Medvedev delivered a speech outlining
Russia’s role in the world in late August 2008.

The so-called Medvedev Doctrine embodied the claims that Russia
respects international law and principles; that the world is not
unipolar but multipolar; that Russia will not isolate itself from the
world and will instead build favorable relations with other countries,
including the US; that Russia will support its citizens and business
interests wherever they are; and that Russia has privileged relations
with former Soviet republics. In this context, Russia’s relations with
Turkey are also noteworthy. Being a close ally of both Russia and
Georgia, Turkey’s stance during the August crisis satisfied
Russia. Medvedev expressed this during ErdoÄ?an’s visit to
Moscow. Russia thanked Turkey for maintaining balance during the
conflict.

Trying to position itself and contribute to the balance of power in
the South Caucasus, Turkey proposed the Caucasus Stability and
Cooperation Platform, including Russia. Turkey believes that the
project will be a platform for cooperation, which will eventually lead
to stability in the region. Azerbaijan was opposed to the platform due
to Armenia’s inclusion, and Russia also did not want to be involved as
Georgia was expected to be a member.

In an interview with Sunday’s Zaman, Turgut Gür, honorary chair
of the Russian-Turkish Business Council, said, `Putin visited Turkey
in December 2004, and a protocol on bilateral relations was signed
between the two countries.’ Emphasizing the considerable increase in
relations since then, Gür said, `Four-and-a-half years have
passed, and Turkish-Russian relations have become a multi-dimensional
partnership today.’ Russian Prime Minister Putin’s visit to Ankara was
also a reshuffling in terms of Turkey’s agreement to participate in
the South Stream gas pipeline, which has been seen as a rival of the
Nabucco pipeline, which Turkey is heavily involved in. Turkey’s desire
to help Russia guarantee its southern energy sphere is a new phase
that will bolster increasing Turkish-Russian relations.

Yeritsyan said today at the session of the Armenian government that
as a result of the anti-crisis policy implemented by the government
in the second half of the year restoration tendencies will be noted
in the mine industry sphere.

According to him, the issue of the sphere is that in the first half
of the year the indexes were rather low. Even in case the production
volume increased the volume of export remained low, that is to say
the companies preferred to gather the product which the minister
considered potential export.

"We expect that in parallel with the increase of metal prices in
international market, Armenian mine industry companies will start
their export," N. Yeritsyan said.

According to the minister, usually in the sphere of industry the
decline is more speeded up than the restoration.

Church and even hoist a cross on it will not influence the process
of reconciliation between the two countries, an Armenian expert said.

"The Church will not function since it will have no flock," Sevak
Sarukhanyan, deputy director of Noravank research center, told a
PanARMENIAN.Net reporter.

As to Armenian President Serzh Sargsyan’s recent statement that he
will attend the football match in Turkey this October only in case
the border is open, it’s quite justified, according to him.

"It’s clear that Turkey is not going to open this border. This move
does not depend on Turkey or Europe. It depends on a "small country"
named Azerbaijan," Sarukhanyan underscored.
