Obama Said To Have Used ‘Genocide’ To Bargain

OBAMA SAID TO HAVE USED ‘GENOCIDE’ TO BARGAIN
ARA KHACHATOURIAN

The deafening silence from Yerevan after the ill-timed announcement
of a "roadmap" deal last week continues to fuel speculation on whether
there are preconditions attached to the agreement and what role did the
deal play in President Obama’s decision to defy his campaign pledge.

"Turkey seems to have been motivated to produce a headline-grabbling
initiative by the prospect of the US president, Barack Obama,
pushing the US closer to formal recognition of the 1915 events
as genocide. Mr. Obama’s personal position on the issue is clear:
he accepts the Armenian version. However, he has declared himself
willing to hold fire if this will help the cause of normalizing
Armenian-Turkish ties," said a piece entitled "Cooling Off" in the
Economic Intelligence Unit Briefing.

In a report published in the Hurriyet Daily Wednesday, unnamed sources,
once again, are asserting that there was "an implicit threat" by Obama
to use the word "genocide" in his April 24 statement. This "threat" was
"pivotal to strong-arming Turkey and Armenia out of their deadlock,"
according to Hurriyet.

The newspaper reports that the so-called threat was first used by
Obama on April 7 at a meeting with Turkish Prime Minister Recep
Tayyip Erdogan and later by US negotiators, adding that Obama told
urged the announcement of a deal before April 24

"The deal was concluded on April 22 after lengthy negotiations in
both Yerevan and Ankara, under the mediation of U.S. officials. Matt
Bryza, U.S. assistant secretary of state, conducted 14 hours of
marathon talks with the Armenians in Yerevan while talks in Ankara
were conducted between the U.S. Ambassador to Turkey James Jeffrey
and Foreign Ministry Undersecretary Ertugrul Apakan," writes Hurriyet.

"In those talks the Turkish side insisted on a reference to
Nagorno-Karabakh. Ankara specifically sought a pledge to withdraw
from at least five of seven regions surrounding Nagorno-Karabakh
that Armenia had occupied in addition to the enclave, to use as a
bargain chip. Armenians refused to bow to U.S. pressure, however,
the Turkish side was asked to accept the deal without reference to
the Nagorno-Karabakh problem. Turkey only swallowed the package after
it was made clear that in the absence of a brokered deal Obama would
use the word ‘genocide,’" adds Hurriyet.

Meanwhile, the Economist report asserts that "it is understood that
the agreement commits the sides to establishing diplomatic relations,
opening the interstate border gradually and establishing a joint
historical commission to consider the death of Armenians in the
Ottoman Empire during 1915."

If Obama decided to bargain with his pledge to garner a deal, which,
at the end of the day, will benefit only US interests, then his
campaign promise that mobilized an entire community was nothing more
than a farce and he should be held accountable, especially after the
generally rave reviews he received for this first 100 days.

Another problematic element is that Turkish and Western press reports
indicate and assert that there are preconditions attached to this
so-called "roadmap." We have heard not so convincing assurances from
Armenia’s leadership that they would not agree to preconditions,
but unless the Hurriyet, the Economist and the New York Times are
all making the same assumptions and not being "fed" this information
then the Armenian government has a duty to share that information
with the public.

The Armenian foreign ministry spokesperson continually assures
the public that their decision-making is not based on press
reports. However, the sad experience of the road to the "roadmap"
has shown that the foreign press reports have thus far been on the
mark. It falls on the foreign ministry and the Armenian leadership
to prove otherwise, before it’s too late.

ITALY STRONGLY SUPPORTS TURKEY’S EU MEMBERSHIP PROCESS

/PanARMENIAN.Net/ Speaking at a conference in Ankara, Marsili said
that Turkey’s face always turned towards western world.

Noting that EU membership process was difficult, Marsili stressed
that the target of Turkey was full membership to the EU.

Marsili said that if Turkey met all the conditions asked by the EU
in the end of membership negotiations, then there would not be any
obstacle before Turkey’s membership.

He noted that Turkey should speed up membership process and fulfill
the reforms within that scope.

Expressing belief that there would be a "successful marriage" between
Turkey and the EU, Marsili said that he believed the artificial
obstacles before the membership negotiations would be eliminated.

Marsili said that relations with Cyprus and Greece were influential
issues in Turkey’s negotiation process, adding that insolubility of
Cyprus issue damaged Turkey’s EU membership process.

Noting that they did not want the EU to be a Christian club, Marsili
said that objecting Turkey on the grounds that it was a Muslim country
was not appropriate to the founding values of the EU.

Marsili said that Turkey, in all aspects, was a European country,
and it was important as a secular and democratic country.

Noting that Turkey had one of the most dynamic economies of Europe,
Marsili pointed out the economic growth of Turkey despite the global
economic crisis, Today’s Zaman reported.

MOSCOW April 29

The authorities in Moscow welcome the efforts made by Yerevan and
Ankara to normalize their relations, Russian Foreign Ministry
spokesman Andrei Nesterenko told a news conference on Wednesday.

"It offers a real chance to change the status quo and to transfer
their long-frozen relations to a new constructive dimension,"
Nesterenko said.

"These agreements are a bilateral affair of Armenia and Turkey," the
spokesman said.

"As a partly Caucasus country, we welcome any initiatives of Yerevan
and Ankara that will lead to a normalization between the two states
and help ease tensions in the region as a whole," he said.

he said.

Nesterenko said he hopes that "this positive dynamics in Armenian-

Economy Minister: Reverse Of Economic Decline In Armenia Unlikely, B

ECONOMY MINISTER: REVERSE OF ECONOMIC DECLINE IN ARMENIA UNLIKELY, BUT MITIGATION POSSIBLE

ARKA
Apr 30, 2009

YEREVAN, April 30. /ARKA/. Armenian Economy Minister Nerses Yeritsyan
finds it impossible to reverse the 6.1% economic decline registered
in Armenia, but thinks it can be mitigated.

According to the National Statistical Service of Armenia, GDP has
reduced 6.1% over the period between January and March 2009, compared
with the same period of the previous year, to AMD 465.5 billion
($1429.9 million).

Yeritsyan told journalists on Wednesday that Finance Ministry has
set a forecast group that works in cooperation with international
structures and drawn scenarios, which will be made public soon.

He said that comprehensive financing is planned to be launched in July.

"This financing along with expected summer economic rally is believed
to mitigate the decline", he said.

The minister’s optimism is grounded on expectation of growth, since,
as he said, economic things will be no worse this year than in 2007
or 2008.

Important is to make the national economy more mobile and dynamically
diversified by the moment of global recovery, Yeritsyan said.

GDP is planned at 9.2% in the 2009 state budget.

After undergoing amendment, the budget forecasted three-percent-lower
GDP for the first quarter.

In the amended state budget, inflation is planned to be 5.9% by
late 2009.

COORDINATOR OF ARMENIAN NATIONAL CONGRESS URGES PEOPLE TO TAKE ACTIVE PART IN FORTHCOMING ELECTION

ArmInfo. The crisis and the Russia-West geo-political rivalry have
put the region in a very hard situation. Today, our country needs
wise leaders who would adopt decisions serving our national interests,
the coordinator of the Armenian National Congress Levon Zurabyan said
during an opposition rally today.

But we don’t have wise leaders. Our authorities are unable to confront
the present challenges and care for their own interests only.

Zurabyan has urged people to take an active part in the forthcoming
election of elders of Yerevan. This election is a unique chance for
us to overcome the consequences of the presidential election and the
Mar 1 crimes. "We will win this election and will restore the freedom
of assembly. We will stop the current information blockade and will
reopen all TV channels closed by the regime so far. We will eliminate
the existing system of electoral fraud and will improve the political
atmosphere in the country. But this will become possible only if you
take a very active part in the election," Zurabyan said.

Young And Old In Lowell Carry Message: Never Forget Armenian Genocid

YOUNG AND OLD IN LOWELL CARRY MESSAGE: NEVER FORGET ARMENIAN GENOCIDE
By Ed Burns, Sun Correspondent

Lowell Sun (Massachusetts)
April 26, 2009 Sunday

LOWELL — Almost a century has past since the Armenian Genocide,
but local descendents of those who survived are determined not to
let the horrors be forgotten by history.

They rallied in front of City Hall yesterday to commemorate the 94th
anniversary of the genocide, which is generally estimated to have
claimed 1.5 million lives.

To this day, many countries, including the United States, have not
officially recognized the genocide. This upsets many in the Armenian
community, including Gregory Arabian of Belmont.

quot;We are not interested in committees. We are not interested
in investigations. We are not interested in anything other than
recognition of historical fact, quot; Arabian told the crowd.

The only reason the genocide has not been officially recognized by
the United States, he said, is that it has been politically expedient
to avoid the issue.

But many at the ceremony said this failure to deal with past issues
is the reason why things like this still happen today in places
like Darfur.

quot; There’s unfinished business, quot; said John Dagdigian, of the
Armenian National Committee of Merrimack Valley. quot; It’s unbelievable
that this kind of thing can still happen.quot;

Dagdigian said his grandparents, who survived the genocide, told him
stories about the Turkish troops coming into towns and arresting any
able-bodied men.

The Armenian Genocide began in 1915, during World War I. The Ottoman
Empire, which was officially a Muslim state, was distrustful of its
Christian Armenian citizens, and blamed them for defeats against
the Russians.

The Turkish army began rounding up Armenians, who were then either
forced to march to the deserts of Syria or executed.

City Councilor Alan Kazanjian said it is important for the Armenian
community to remember these events, even as they fall further in the
past, especially for their children.

quot;We have to bring it on to our children and don’t let them
forget,quot; he said.

Many at the ceremony spoke of the importance of passing on their
stories to their children. The ceremony culminated as a group of
children raised the red, blue and orange of the Armenian flag outside
City Hall.
