BAKU, FEBRUARY 13, ARMENPRESS: Special representative of the chairman
of OSCE Parliamentary Assembly on Karabakh issue Goran Lenmarker
told journalists on Thursday in Baku that the regulation of Karabakh
conflict is already possible this year.

On Thursday evening Lenmarker arrived in Baku from Tbilisi.

The special representative of OSCE Parliamentary Assembly stated that
the regulation of Karabakh conflict will play an important role for
the two countries in the issue of solution of a range of issues.

"In the issue of regulation of the conflict it is necessary to reach
balance between preservation of the autonomy of the country and self
determination of nations as the both principles are very important",
– Lenmarker noted.

The main meetings of the special representative of OSCE Parliamentary
Assembly are planned for today.

The Foundation seeks to facilitate investments in the spheres of
renewable energy and energy saving and promote the development of
renewable energy and energy saving markets in Armenia.

Based on the comments and proposals made during the discussion, the
Board of Trustees approved the 2008 REESF performance report, the
report on the fulfillment of the assignments given at the previous
meeting.

REESF Director Tamara Babayan said that a number of projects launched
in 2006 continued to be implemented during 2008, inclusive of the
World Bank-supported Urban Heating Lending Project, the "Global
Environmental Action" Trust Fund-financed Renewable Energy Grant
Project, as well as the World Bank and RAGP-co-financed Gas and Heat
Supply Grant Project. Ms. Babayan gave information on program budgets
and compliance indicators, procurements and overall performance.

The REESF Director noted that all of the assignments issued at the
previous meeting have been complied with in full and in time. In
particular, she advised that preparations for the Geothermal Project
have been completed already. Talks were held between the World Bank and
the Armenian delegation on January 29, 2009, leading to a co-financing
arrangement with USD 1.5 million available from the Bank as a grant
and USD 300.000 allocated from the Republic of Armenia State budget
(17% of total expenditures). The program is due to be completed in
2010. Tamara Babayan said that considering that the program will be
carried out on a seasonal basis, the Foundation has already launched
a tender process with a view to signing the necessary contracts as
soon as the program is effective.

Account taken of the observations and suggestions made during the
meeting, the Board of Trustees passed a number of decisions concerning
the Urban Heating Project, the procurement plans of Renewable Energy
and Gas and Heat Supply programs, consolidated program budgets,
the Foundation’s agency remuneration and maintenance cost estimate
for FY 2009, the list of vulnerable households eligible under the
Renewable Energy and Energy Saving Program, heat (heating and hot
water) supply rehabilitation in 7 urban boarding schools under the
Urban Heating Project, as well as concerning the decisions passed
on the rulings of tender commissions dealing with the purchase of
commodities, works and services for the Installation of Individual
Gas Heaters in Vulnerable Households program.

The Board of Trustees was provided information on the loan proceeds
extended to Arguishti Condominium as a preparations advance for pilot
projects under the Urban Heating Program. It has been decided to
exempt 0Athe Condominium from fines and penalties only upon repayment
of the credit sum.

Armenian Center for National and International Studies (ACNIS) Director
Richard Giragosian issued a statement today commenting on a recent
report in the Turkish daily newspaper Hurriyet claiming that a new
"partial agreement" has been reached between Armenia and Azerbaijan
over Nagorno Karabakh, brokered by Turkish Foreign Minister Ali
Babacan. The report alleged that Armenia and Azerbaijan reached a
new agreement on four key points of a draft peace plan, including
the reopening of road and rail links between Azerbaijan and Armenia
and the deployment of an undefined international peacekeeping force
to the region.

"While today’s report in the Turkish media remains unsubstantiated by
any Armenian, Azerbaijani or Turkish officials, the rather sensational
claims of a sudden breakthrough over the unresolved Karabakh conflict
raises several concerns. Most notably, the unconfirmed report reveals
the danger posed by the overall lack of transparency and inadequate
public awareness of the status of the peace process.

By its very nature, the closed and secretive process of mediation by
the Organization for Security and Cooperation in Europe’s (OSCE) Minsk
Group only fosters misunderstandings and misinformation, especially
as neither the Armenian nor the Azerbaijani governments are doing
enough to prepare their consti tuencies for a possible peace deal.

At the same time, however, there is no viable alternative to the
OSCE Minsk Group as a mediator for the Karabakh conflict. The Minsk
Group is the sole international body empowered to manage the mediation
effort aimed at resolving the Nagorno Karabagh conflict and has been
long engaged in conducting delicate diplomacy toward that end.

But the OSCE Minsk Group format is also structurally flawed by the
absence of the democratically-elected representatives of the Nagorno
Karabagh Republic (NKR) which, as a party to the conflict, must be
afforded a more direct and formal role in the peace process.

Moreover, the failure to incorporate Karabagh in the peace talks as
a party of equal standing only questions the viability of reaching
a negotiated resolution capable of meeting the minimum standards of
security and sustainability.

The recognition of the vital and primary role of the OSCE Minsk Group
as the mediator for the Karabagh also means that Turkey can have no
direct role in the peace process. By virtue of its close strategic
relationship with Azerbaijan, and in terms of Turkey’s open diplomatic,
economic and military support for Azerbaijan, including its ongoing
blockade of Armenia, Turkey can not been accepted as a neutral broker
or mediator of the Karabagh conflict.

On a broader level, the lack of information concerning the peace
process only leads to misinformation, endangering th e already fragile
and delicate peace talks. For Armenia, the lack of information only
fuels misunderstanding and fosters a deeper sense of apathy among the
population. The Armenian government must do much more to educate and
involve its citizens in the peace process.

Equally important, Azerbaijan has also failed to properly prepare its
public for any possible progress in the peace talks. In addition,
the secrecy surrounding the peace talks has only strengthened the
militant rhetoric of its leadership and has radicalized the discourse
within Azerbaijani society.

Although the August 2008 war in Georgia only reaffirmed the danger of
a sudden outbreak of hostilities in the region, Azerbaijani leaders
continue to dangerously promote an irresponsible language of aggression
and threat, tending to exacerbate regional insecurity.

Therefore, the recent revelations of the Turkish media suggesting a
secret peace deal over Karabagh only serves to complicate efforts to
forge a fair and lasting peace. Most crucially, the lack of information
and transparency encourages a dangerous trend of misinformation and
disinformation that entrenches stereotypes and emboldens more extreme
views. Thus, the failure of all sides to prepare and engage their
publics in the peace process only reveals the deficit of prudent
statesmanship and proper leadership."

the private sector and the international donor community attending the
meeting included Board embers Ruben Vardanian, CEO of Troika Dialog;

Wolters Kluwer/PCi; and Aristomene Varoudakis, World Bank Country

The goal of the National Competitiveness Foundation of Armenia is to
foster sustained economic development and raise Armenia’s level of
competitiveness. The Foundation fosters the formation of a strong
and competitive Pan Armenian world, and assists in the development
of Armenia into a regional and international center in areas where
it has intrinsic potential, such as tourism, healthcare a nd education.

The mission of the Foundation is the development and implementation
of strategic investment projects, the formation of infrastructure
and capacity required for those projects, and the development and,
in partnership with ministries, the implementation of policy and
reform projects aimed at creating a favorable enabling environment.

During the Board meeting, the newly appointed Chief Executive Officer
of the National Competitiveness Foundation of Armenia, Mr. Pegor
Papazian, presented his proposals regarding the strategic approach,
work plan, organizational structure and budget planning aspects of
the Foundation.

Among other issues, Board members addressed the recent developments
of the world economic situation and the actions undertaken by the
Government of Armenia to ensure the sustainable development of
Armenia’s competitiveness in that context.

The Board approved the candidacy of Mr. Armen Hovhannisyan for the
position of the National Competitiveness Foundation’s Tourism Office
Director.

Mr. Hovhannisyan was selected from among 81 applicants by a special
committee composed of Board members, advisors to the Board and the
Chief Executive Officer of the Foundation, Mr. Papazian. The Tourism
office of the Foundation already has a portfolio of projects that are
in the planning or implementation stage, including the development
of the area around the Tatev monastery into an important tourist
destination in conjunction with the restoratio n of the Monastery
and the construction of a ropeway across the Hali gorge undertaken
in partnership with Armenia 2020. Another tourism project under
consideration is the creation a Masters’ neighborhood as a tourist
destination near the city of Spitak, which will showcase the work
of master craftsmen from the region who would live and work in this
special neighborhood.

Several projects in the health sector are under consideration
in collaboration with the Ministry of Health and the Ministry of
Economy, including one project in the advanced planning stage aimed
at establishing a major center for nuclear medicine in Yerevan. The
Board also discussed plans in other target sectors, forming a working
committee to begin developing the Foundation’s project portfolio in
Education and deciding to take up the topic of initiatives in the
financial sector and of Armenia as a center of business excellence
during its next meeting.

The Board also discussed the issue of the Pan Armenian Bank, and
requested that the Central Bank of Armenia assume responsibility for
the selection of international experts who will assist in the design of
the Pan Armenian Bank’s functional and institutional structure. Having
examined more than 140 candidates from seven countries, a committee
of the board made up of Ruben Vardanyan, CEO of Troika Dialog, Vache
Gabrielyan, Vice Chairman of the Central Bank of Armenia, and Andrew
Lazarian, M anaging Director of Ameria CJSC, concluded that although
many candidates were of high caliber, none had the specific experience
required to ensure the success of the Bank’s operations and to fulfill
its vision. Based on the committee’s recommendation, the board decided
to launch a broader and more specifically targeted international
campaign to attract world class candidates for consideration at
subsequent Board meetings.

The Board decided to create a working group together with the Ministry
of Diaspora to develop mechanisms for collaboration with Armenians
from the Diaspora who have high professional qualifications with the
aim of foster a stronger and more competitive Pan Armenian world. The
same working group will also address two other aspects of active
collaboration within the Pan Armenian world, namely the interaction
of Armenians in a virtual electronic environment and the creation
of a network of prominent Diaspora Armenian advisors to provide
the National Competitiveness Foundation of Armenian with a powerful
support structure.

The Board of trustees of the National Competitiveness Foundation of
Armenia decided to hold its next meeting on March 21 and 22, 2009.

February 10, 2009 AUSTRALIA’S Vic Darchinyan is poised to become
one of boxing’s busiest world champions as he prepares to move up
to bantamweight with titleholders from Asia, Africa and the Americas
among his potential opponents.

Returning to Australia on Tuesday, Darchinyan confirmed he intended
moving up to bantamweight after he retained his WBA, WBC and IBF
super flyweight titles with an eleventh round stoppage of Mexican
Jorge Arce in Los Angeles.

Formerly the IBF and IBO flyweight champion, Darchinyan is bidding
to become only the second Australian after Jeff Fenech to win world
titles in three divisions.

The belt-hungry 33-year-old had no intention of stopping at three
weight divisions.

"I want to be (champion in) three weight divisions, four, five,
I don’t want to go to bantamweight and stop," Darchinyan said at
Sydney Airport.

His win over Arce represented his third world title victory in just
six months.

Most champions settle for three fights in a year, but Darchinyan will
try and squeeze in four bouts before 2010.

However doctors have told Darchinyan he cannot box for 60 days after
suffering a cut near his right eye in last weekend’s contest.

Darchinyan’s manager Elias Nassar revealed he was looking at matching
his charge against either Japan’s WBC bantamweight world champion
Hozumi Hasegawa (25-2) or Ghana’s IBF bantamweight king Joseph Agbeko
(26-1).

Nassar said another potential opponent was Mexico’s Fernando Montiel
(38-2-1), who holds the WBO super flyweight title, but is moving up
to bantamweight.

"Montiel actually got in the ring and challenged Vic after the (Arce)
fight," Nassar said.

American cable television network Showtime is poised to broadcast
Darchinyan’s three scheduled fights this year.

They have expressed an interest in coming to Australia but Darchinyan
said he enjoyed fighting in America.

Darchinyan was adamant his convincing victory over three-division
champion Arce would consolidate his place among the world’s best
pound-for-pound fighters.

"I think I’ve got to be in the top ten pound-for-pound, but I don’t
want to be (just) top ten, I want to be closer to number one,"
Darchinyan said.

The Armenian-born Australian citizen still covets fights against two
of the men universally regarded among the world’s best pound-for-pound
boxers, super bantamweight Israel Vazquez and junior welterweight
Manny Pacquaio.

Vazquez has indicated he is set to move up another division but told
Darchinyan at a press conference prior to the Arce fight he would be
prepared to take on the Australian.

Big-hitting southpaw Darchinyan improved his professional record to
32-1-1 with 26 KOs with his win over Arce.

Sharkie’s Machine: Refined Darchinyan by TKO 11 over Jorge Arce

Showtime -Saturday night in Anaheim, WBA/WBC/IBF Super Flyweight
Champion Vic Darchinyan (32-1-1, 26 KO’s) displayed his newest
incarnation; Darchinyan the ambidextrous power boxer, who uses more
than just his left to make his mark. What many expected to be an all
out slugfest, was still a slugfest, but only at intervals and
initiated mostly by his opponent, former champ, Jorge Arce (51-5-1, 39
KO’s), who after losing the first couple of rounds by being out-boxed
from outside, decided to storm the castle and bring the fight inside
to where his wild winging ways would hopefully work wonders.

Since losing to Filipino, Nonito Donaire in 2007, Armenian Darchinyan
has refined his style a bit. Anyone who’s seen his last couple of
fights can tell that his loss to Donaire made him a better fighter. He
keeps his hands up higher for tighter defense, has better mobility and
rhythm when he gets into his groove.. Darchinyan has gone back to the
basics, style-wise and discovered a better way of delivering his power
punches from all angles, to better effect. Darchinyan boxed really
well Saturday night, making easy work of Arce from outside. He set
things up with jabs and then darted in and out to strike with power
punches that took their toll on Arce’s stamina and face.

The most exciting rounds of this fight were the close rounds, from
three through five. That was when Arce, after losing the first two,
discovered that if he followed his corner’s advice and took the fight
to the inside, he could score some good shots and have a better chance
to win. It worked for a while too. After Arce suffered a cut at the
end of the first round, he returned the favor in the third, when he
rallied in close and caused a cut near Darchinyan’s right eye. That
kept the fight competitive for a bit but after the fifth round, it was
all Darchinyan, who administering a beating to Jorge Arce that saw him
bloodied, battered and at times looking ready to fall. With all the
punishment Arce was absorbing, his fatigue faded considerably by the
end of the seventh, which I scored 10-8 for Darchinyan since it was
such a beat down and I don’t know how Arce stayed on his feet. There
were a few rounds that could’ve been scored 10-8 but the seventh for
sure. As Arce’s stamina faded, Darchinyan was still bouncing and with
a three quarters full gas tank. It was all Darchinyan and getting
uglier by the minute.

By the end of the eleventh round. Arce’s cut eye was cut badly, his
face was like pulp. He had nothing left and was in effect, saved by
the bell that ended the eleventh round.

The ringside doctor and Arce’s corner agreed to stop it and Jorge Arce
did not come out for round 12. Vic Darchinyan had won by TKO 11.

Surely Darchinyan wanted to win by KO but he didn’t seem too upset
about that during the post fight interview, where Darchinyan was
surprisingly gracious, and seemed to compliment Arce for his
toughness, saying he landed big shots but Arce took it, and
congratulated Arce for that. It looked like all his `hate’ for Arce
had morphed into respect for a guy who came to fight and showed he
could take a punch. Vic even offered that he took some shots too,
`¦just look at my face.’ Vic went on to say that he said he was
going to punish Arce and he did. As for the knockout, he said anyone
could see after the eleventh round Arce was ready to go down and he
would have made it happen in the twelfth. He also said he was happy
with his performance and he got the knockout anyway because of the
cuts.

Asked about Arce’s comments prior to the fight saying that
Darchinyan’s just a `one handed fighter’ Darchinyan reminded that he
threw a lot of right hooks. Darchinyan is a much improved fighter
these days and his liberal use of right hooks is a serious compliment
to his already dangerous offense.

Arce wasn’t as generous during his interview, where when asked what
happened, said that Darchinyan’s elbows caused a cut on the back of
his head that bled throughout the later portion of the bout and that
disrupted him. When pressed about his comment, Arce did credit
Darchinyan as a good, strong fighter. Arce did complain that
Darchinyan used his elbows often. (I didn’t notice that) Arce also
said he didn’t agree with the stoppage. He said he was still conscious
and able to continue and that he still had a punchers chance. Arce
also indicated interest in a rematch.

I can’t imagine Gary Shaw (Vic’s promoter), would give Arce a rematch,
not with so many other big fish out there to fry. Shaw even discounted
the notion of a rematch against Nonito Donaire, the only guy who beat
Darchinyan, alluding to some `lack of loyalty’ on Donaire’s part.

Though a rematch with Donaire would help cement Vic’s legacy in the
future, there really are several really exciting match ups out there
that Shaw expressed interest in creating, like moving up to 122 to
take on the likes of Israel Vazquez or Rafael Marquez. Either of those
sound like fight of the year quality fights.

I’d like to see Vic take on the slick boxer with the sneaky power,
Fernando Montiel (38-2-1, 28 KO’s), the WBO titlist in Vic’s current
division and the owner of the only other major title in the
division. The winner of that fight would be the WBC/WBA/WBO/IBF
Undisputed Champion of the division.

Congratulations to Vic Darchinyan for a great performance and for
showing good sportsmanship in the end, instead of arrogance. Kudos
also to Jorge Arce, who in the toughest fight of his life, gave his
best effort and never showed any sign of wanting to quit where other
fighters would have crumbled. Arce took a lot of big shots from Vic,
like no one I’ve seen so far and never went down. Arce’s one tough
hombre and I look forward to seeing his next fight. If he really wants
that rematch with Vic, maybe HE should go after Montiel. If he were to
beat the very good Montiel, he’d at least be bringing a title to
sweeten the deal should Shaw consider it.

Diaspora; Armenians in Turkey

"I DID NOT WANT TO UNCOVER THE BLANKET OVER MY FATHER’S ASSASSINATED
BODY IN ORDER NOT TO REKINDLE MY EMOTIONS OF REVENGE"

Invited by newly formed nonprofit and human rights advocate
organization "Friends of Hrant Dink, Inc." Mrs. Rakel Dink, the widow
of assassinated journalist Hrant Dink was in Boston to participate in
the panel discussion at MIT.

The Armenian International Women’s Association that invited Mrs. Dink
last year to its international conference in Buenos Aires, Argentina,
used this opportunity and organized a conference at Armenian Cultural
Foundation in Arlington on Saturday, January 31.

Rakel Dink presented her life. She was born in a village near Syrian
and Iranian borders. Her family members lived together and spoke only
Kurdish. In 1988, when the earthquake happened in Armenia, her father
gathered all the village members and collected money to send to
Armenia and then recommended to all of them by saying, "Now take your
wives and go to your houses and try to have more babies in order to
make up for the loss of the earthquake".

When she moved to Istanbul as a student at a boarding school to learn
Turkish and Armenian, there she met Hrant.

She said she was always in audience when Hrant used to give speeches,
and now after his assassination, she has taken the podium to continue
her husband’s work.

She and her children are continuing the humanitarian work of Hrant
Dink and the conversation that he started with the people of Turkey by
establishing the International Hrant Dink Foundation. Three days after
the assassination, when all the family was seated sadly at home, one
of her daughters said, " I am feeling 1915 recurring". To that, Rakel
comforted her by saying not to compare with that tragedy because at
that time millions were perished and now they have lost only one
person, however precious to them.

Then she said his son once wrote, "I did not want to uncover the
blanket over my father’s assassinated body in order not to rekindle my
emotions of revenge".

"My second daughter said during the funeral, `Please stop the
bleeding, stop the pain, and stop the hate’".

Mrs. Dink continued by saying that her husband’s death, as painful as
it was, brought a strong message to all people of Turkey, people
started to talk about events, which were never presented to the public
before.

"People that I have never heard of even said that if Hrant Dink would
have known that his death would bring more then 100,000 people to the
streets of Istanbul chanting `we are all Armenians’, he would have
wished to be assassinated earlier".

Rakel Dink will continue Hrant Dink’s Humanitarian efforts in Turkey,
she devotes herself to teaching of the Armenian history and culture
and in 2010, she will organize an event in Europe to focus on
tolerance and discrimination.

Two Years Later, Scholars Reflect on Legacy of Slain Journalist

With the second anniversary of Turkish-Armenian journalist Hrant
Dink’s murder renewing attention across the world about his struggle
for reconciliation of the two sides of his identity, Turkish and
Armenian, his widow and colleagues are continuing their plea for Turks
and Armenians to take up the cause.

"In the moment of his death, he was alone," said Armenian Weekly
editor Khatchig Mouradian, who served as the moderator for a
discussion panel on Dink’s legacy held Sunday at MIT’s Kresge
Auditorium. "But as we observe the sacrifices and legacy of Hrant Dink
‘ and work for truth freedom and justice everywhere ‘ we will become
better versions of ourselves."

The discussion was organized by Friends of Hrant Dink, a newly-created
Cambridge-based non-profit group that aims to promote the journalist’s
legacy.

Dink, who founded and edited the Agos weekly since 1996 before his
murder in January 2007, was remembered by panelists from a range of
academic and national backgrounds as both a daring journalist during
his lifetime and a unifying figure in death.

More than 400 people from the Boston area Armenian and Turkish
communities attended the panel, a display of common interest that many
speakers noted as symbolic of the appeal of Dink’s message.

"Ultimately, Hrant Dink’s legacy showed us that neither Armenians nor
Turks can claim ownership of him," Mouradian said. "He does not belong
to Armenians alone, and he does not belong to Turks alone. He belongs
to humanity."

Hrant’s Dream

Harvard Medical School Lecturer Dr. Robert Jay Lifton, a long-time
activist against genocide and totalitarianism, gave introductory
remarks focusing on the search for meaning in the wake of genocide.

"Survivors of the Holocaust are sometimes known as collectors of
justice," Lifton said. "I think many Armenians can well understand
that stance. It wasn’t a call for revenge so much as a need that those
who had perpetrated genocide be brought to some justice or at least
acknowledgment of what they had done and the suffering they had
caused.

"For that cause and for that reason, the life and work of Hrant Dink
¦ all have great importance for Armenians and Turks, but importance
even beyond ‘ for the entire flow of human history."

Speaking in both Turkish and Armenian through a translator, Hrant’s
widow Rakel Dink spoke of the life of persecution she and Hrant
endured as Armenians in Turkey ‘ and the threats that came when Hrant
founded Agos.

In addition to constant threats for his acknowledgment of the Genocide
and calls for increased dialogue between Turks and Armenians, Dink
faced prosecution under the infamous Article 301 of the Turkish Penal
code, which forbade insulting Turkishness.

More than 100,000 demonstrated in solidarity with Dink following his
murder by a young Turkish nationalist.

Rakel Dink recalled the aftermath of her husband’s death, and the
reaction of her children.

"My daughter, she said, `Mother, I feel as if I am in 1915.’ I’m a
mother, and I’m a believer. I was going through the same pain she was
going through," Dink said. "But I had to ask her not to compare (the
murder) with 1915. We were living in the comfort of our home, we were
sitting on our sofa and we had friends supporting us. In 1915, people
did not have everything that we have today. "We do not need to give in
to hatred," she added. "We really do not need to return to the
murder."

Striking on a theme running throughout the event, Dink also noted that
the election of Barack Obama to the presidency holds symbolic meaning
for her.

"The dream of Martin Luther King was realized years later," she
said. "And it is our hope that one day in Turkey all people,
regardless of their ethnic backgrounds, will enjoy equal rights,
justice and freedom. This is Hrant’s dream."

Facing History

Speaking in his new role as a senior manager for educational
non-profit Facing History and Ourselves, former Anti-Defamation League
New England Executive Director Andrew Tarsy stressed the role of the
Boston-area Jewish community in supporting his battle with the
national ADL over Genocide recognition.

Tarsy left his position at the ADL in late 2007 after being fired and
later re-hired as the organization received criticism for its lack of
recognition of the Armenian Genocide.

"I was extremely gratified at the time to know that the entire Jewish
community of Greater Boston stood unanimously with me," he said, "and
for those of you who didn’t know that then it’s important you know
that now."

Through Tarsy’s new position, he said he has worked to ensure the
Armenian Genocide is taught to 1.8 million students around the world.

Oktay Ozel, a history professor at Ankara’s Bilkent University working
as a visiting scholar at Harvard, said Dink’s writing inspired him to
encourage other scholars to look more closely at the Armenian Genocide
‘ a plea, which he said, may gain traction in the wake of Dink’s
death.

"For us historians, along with this sense of guilt, I think the bitter
legacy of Hrant’s death is that historians should do better," Ozel
said. They will feel much better when they do (their job) with a
little decency. Then they won’t need to do anything extraordinary `
just do their job properly. That’s the job in front of historians in
Turkey."

Peter Balakian, an English professor at Colgate University who wrote
the bestseller Black Dog of Fate about his quest to find the meaning
in his ancestral roots, spoke of both the discouraging circumstances
surrounding Dink’s death and the hope that the aftermath could create
a new relationship between the historically feuding Armenian and
Turkish communities both at home and abroad.

"The outpouring of commemoration around the world for Hrant Dink
became an opening to something new. In the two years since his death
commemorative events have created civic spaces where some gurglings of
Armenian memory and history have erupted and certainly a dialogue
about the absences of democracy in Turkey are taking place," Balakian
said.

"Armenians need to embrace that sense of complexity of a possibility
for a shared history, certainly for a shared humanity and a deeper
understanding. I think it’s important for Turks and Armenians to
de-ethnicize the past. The idea that this is somehow a debate between
two cultures is a-historical."

Following the discussion, organizers from Friends of Hrant Dink
presented Rakel Dink with $10,000 for her efforts to continue his work
‘ which she began just after he was killed.

"She has so much wisdom," said Armenian International Women’s
Association member Barbara Merguerian of Dink’s work. "I feel that’s
there’s a new breath of air."

Global economic crisis, which began with the crash of American model
of "capitalization air bubble ", make corrections in the global
political landscape. Brownian movement is observed in the zone of
Russia’s direct influence. While new US power tries to erect again
the global architecture, the post-soviet republics already lost any
possibility of balance in foreign policy and foreign economy.

The temporal withdraw of the USA from the post-soviet area, like

with Russia countries, including Baltic States. Majority from them
showed a total absence of (sovereign) immunity and a little bit well
coordinated mechanisms of crisis resistance.

It is possible to certify that only Kazakhstan, Uzbekistan,
Azerbaijan and Belarus, among all posts-soviet republics had gained
chances on relative stability since their independence. If the

third countries’ problems.

As for energy, the deficit of political investments, the industry and
prices on hydrocarbons slack period will relegate to the background
such expensive and risky projects as NABUCCO. The direct and more
clear project of gas transit to Europe form Iran via Turkey could
appear, instead of difficult and combined gas pipelines system through
concerned "multi-vector" post-soviet republics. Recent action taken by
the Turkish authorities testify the intention to move closer to Iran,
till the USA is facing a deep knock-down (and there is a risk of two
mores in Iraq and Afghanistan).

Kyrgyzstan declared intention concerning the termination the term
of US airbase Manas in consideration of credit tranche from Russia
is a clear example of republic’s foreign policy co-ordinates system
upset. It seems that deal-making process with Americans round the
fate of Manas airbase did not take place, but it does not mean that
the deal would not start at any appropriate for Washington moment
and on conditions, offered by the United States.

A demarche of Tajik president Emomali Rakhmon, cancelling his
visit to Moscow is fixing the start of new game between Russia
and Iran. Tajikistan had made this choice due to awareness of his
competition position weakness in comparison with Uzbekistan.

The foreign policy of Kazakhstan and Uzbekistan, like oil and gas,
is flowing in the same direction, where is situated functioning
pipe. Retargeting these countries requires huge expenses, comparable
with the total political and economic cost of pipe lying on the Caspian
seafloor. At the moment these expenses are intolerable for the Western
countries. Harsh activation of China is also impossible here, because
China prefers to take an occasion and develop its strategic advantage
on higher circle — directly inside American economy.

An economic crisis will lead to growth of radicalism in the Azerbaijan
policy. Public disappointment concerning the pledged, but frustrated
economic wonder could be reoriented into patriotic track, that fraught
the resumption of Nagorno-Karabakh conflict. It should be noted, that
the beginning of 1990th was the active phase of military operations
in this region, in other words it was a time of socio-economic
catastrophe. Today, the foreign policy of Azerbaijan would be aimed
at creation and withholding of balance between Russia and Turkey
by overwhelming economic advantage of the Turkish side. Supporting
activity towards Russian direction has just one goal – to maximally
neutralize Russian influence in Armenia. Herewith, Baku will increase
its economic predomination in Georgia. Moreover, Baku and Ankara will
work simultaneously concerning Georgia.

Moldavia also is verging towards serious shocks. The crisis reached
this country at the pre-election stage. President Voronin shows
activity towards Russia, because he does not see the perspectives of
sovereign coexistence with Romania. Victory of nationalists in Moldavia
will lead to smooth absorption of the country by the Romanian "big
brother". The communist regime regeneration gives chances to maintain
the status quo in Transdnestr conflict and preventive degradation of
Moldavia as a state. It is possible to "deceive" those in Russia,
who wants to be mistaken about Voronin’s negotiability. But, it is
impossible to deceive a crisis.

This scenario around Russia will develop according described
logic only in case if Russia would hold control over its domestic
situation, not complicating a global crisis by showing its weakness or
inefficiency. The crisis "outflow" is unavoidable fact, but Russia’s
returning is only a possibility. By the global decrease of Russian
weight, the political scales in post-soviet area will turn in the
benefit of Russia.

They in Washington could not fail to worry concerning the scenario
of complete evacuation of the USA from Eurasia. This scenario does
not seem to be utopia, taking into account the withdraw of Americans
from Iraq, which entails Turkish-Iranian rapprochement against Israel,
increasing problems in Pakistan, decentralization of US influence in
Europe and CIS countries, economic dictate of China.

In case of rapid rehabilitation of the American economy and renewal
of the traditional regime of ambitious foreign policy, the return of
the USA to Eurasia could be very quick and powerful. In this case
traditionally slow "concentrating" Russia would be tipped from the
new high. Taking into account this fact, now Moscow hardly should fill
in vacuum from Middle Asia to Baltic states in a hurry, uncomplaining
subsidize numerous bankrupts by spending its own immunity here.
