/PanARMENIAN.Net/ The Assembly of Georgian Armenians is indignant
at the statements by Georgian MP Jondi Bagaturiya as regards the
visit of the RA Prime Minister to St. Norashen Armenian Church,
the Assembly told PanARMENIAN.Net.

The Assembly called on members of Georgian parliament to address the
attempts of religious and inter-ethnic speculations.

The Assembly members also sent a statue of a Neanderthal man to Jondi
Bagaturiya as a symbol of return to cave nationalism.

On Wednesday 14 January 2009 in the morning representatives of the Sunni and
Shi’ite Clergy Association visited His Holiness Aram I. They informed His
Holiness of the statement they are preparing to address the violence and
bloodshed in Gaza from a Lebanese perspective. His Holiness encouraged this
initiative proposing that the representatives of the clergy of both
Christian and Muslim communities be part of this initiative.

Kayseri May Host Turkey-Armenia Return Match

/PanARMENIAN.Net/ Hailed as Turkey’s most modern football stadium,
the Kayseri Kadir Has Stadium prepares for its premiere. While the
stadium is still under construction, the mayor has voiced his will
to see Kayseri host an international game, especially the match
against Armenia.

With work soon to be completed on the 32,500-capacity Kadir Has
Stadium, Kayseri Metropolitan Municipality and Kayserispor Honorary
Chairman Mehmet Ozhaseki voiced his will to see some important games
in the Central Anatolian city.

Ozhaseki first wanted Kayseri to host Turkey’s crucial World Cup
Qualifying Group 5 game against Spain on April 1, but that was vetoed
by Turkish Football Federation, or TFF, chairman, Mahmut Ozgener.

Ozhaseki also wants the Armenia game on Oct. 15 to be played in
Kayseri as well. "The world will be watching that game, so the
official premiere will be worthy of Turkey’s most modern stadium,"
said Ozhaseki. "The fact that our president was born in Kayseri will
add another meaning to that day of tolerance."

The first game between the two national teams caused much debate, as
President Abdullah Gul accepted the invitation of Armenian President
Serzh Sargsyan to watch the game together in Armenia. The Presidents
described the event as a serious impetus for further dialogue.

Were the British Young Turks planning a coup in Turkey? This certainly
appears to be the case, given that Turkish authorities issued a new
round of detention orders and carried out arrests over the weekend,
revealing that the Ergenekon was planing a strategy of tension aimed
at launching a coup.

Called Operation â~@~^Glove," the coup was planned for shortly before
the elections, which are to take place March 29, 2009. Following a
classic strategy of tension scenario the Ergenekon was planning to
assassinate leaders of the Armenian and Alevi minority communities,
leading up to an assassination of Prime Minister Recep Tayyip Erdogan
and members of the Supreme Court of Appeals, according to arrest and
detention warrants.

This follows the discovery of a munitions cache in a forest just
outside of Ankara, where 30 grenades, plastic explosives, ammunition
and Uzi machine guns were being stored. Weapons were also seized at the
home of Lt. Col. Mustafa Donmez, who is said to be on the run, and Oguz
Bulut, former leader of the Sivas Idealist Clubs, which were close to
the Nationalist Movement Party and the Gray Wolves pan-Turkic fascists.

The authorities believe that retired Generals Tuncer Kilinc and Kemal
Yavuz, both of whom were arrested and questioned, were training
military cadets who would participate in the coup. They had also
chosen who would lead the coup-imposed government, but no names
were mentioned.

Speaking at a meeting of the Justice and Development Party and
defending the operations against Ergenekon, Prime Minister Erdogan
said, â~@~^Those whose shady plans are ruined by the illumination
of the national will and the brightness of the rule of law are
worried." Erdogan was referring to the opposition party and certain
press groups which have been critical of the government’s operations,
and which have had links to some of those who are now on trial for
their roles in the Ergenekon.

our country, cities, and nation from the oppression of gangs and
mafia groups. We have come long distances on this issue. Gangs and
mafia groups used to be the decision-makers in Turkey. Such was the
country we inherited."

The Office of the Ankara Public Prosecutor launched an investigation
into online public apology for the Armenian Genocide.

Six prosecutors submitted a petition calling for a penalty for the
initiators of the apology campaign for "insulting the Turkish nation
openly" under Article 301 of the Turkish Penal Code (TCK), Hurriyet
daily reports.

Over 27 thousand Turkish intellectuals, authors, journalists,
scientists and musicians have already signed the petition which reads,
"My conscience does not accept the insensitivity showed to and the
denial of the Great Calamity that befell the Ottoman Armenians in
1915. I reject this injustice and for my share, I empathize with the
feelings and pain of my Armenian brothers. I apologize to them."

Press Secretary of the Republican Party of Armenia, MP Edward
Sharmazanov expressed confidence today that no sanctions will be
applied against Armenia at the winter session of the Parliamentary
Assembly of the Council of Europe (PACE). The Deputy sees no
prerequisites for it even in case some people speak about the existence
of "political prisoners" in Armenia.

Edward Sharmazanov said there are no threats for Armenia at the
Parliamentary Assembly, since the authorities have taken a number
of steps to soften the attitude of Europeans, Sharmazanov said and
recalled an example – the reforms in the judicial, tax and custom
structures, which now correspond to European standards. Besides,
he stated that the ad hoc parliamentary commission investigating
the events of March 1 did not become the executor of the will of
the authorities.

"I think that the perspective that Armenia will be deprived of the
voting right is very dim, because I do not see serious bases for
it. My subjective sentiment is that there is no serious ground for
depriving Armenia of the voting right."

"Of course, being deprived of the voting right in European structures
does not proceed from Armenia’s interests, because there is an issue of
reputation today. There=2 0are other issue, as well, but I do not keep
to the opinion that if we are deprived of the voting right, a period
of darkness will come and everything will be over," Sharmazanov said.

The 2009 state budget envisages GEL 952 million for defence, a
reduction of about 600 million on 2008. In 2007 the defence budget
was GEL 1.5 billion approximately.

Since 2004 the country has spent more than GEL 4 billion on its
defence alone. Some military experts express their regret that this
huge amount could have been spent more efficiently if the amounts
had been targeted more precisely, covering the exact needs for the
country’s defence system. "If the personnel selection policy had been
based on attracting professionals the outcome of the August war and
the situation today would have been better," says military expert
Irakli Aladashvili. This should be regretted because it is unlikely
that Georgia will be able to afford that much money for its defense
needs in the near future.

Georgia’s neighbours are increasing their military budgets. In
2008 for instance the Azerbaijan defence budget was USD 1.859
billion. In 2009 Azerbaijan intends to increase this figure to USD 2.5
billion. Armenia’s defence budget in 2009 will be USD 493 million. A
separate issue for Armenia is the defence budget for Karabakh, which
is USD 50 million. It should be added that the hardware and ammunition
Armenia receives from Russia is either very cheap or free of charge.

Azeri leader warns of new hostilities in Karabakh, praises economic
growth

Azerbaijani President Ilham Aliyev has promised to continue efforts to
regain control of Nagornyy Karabakh, a predominantly ethnic
Armenian-populated territory that has broken away from the central
government’s control.

In a New Year address to the nation on 31 December, which was
broadcast on state television, Aliyev once again warned that
Azerbaijan could resort to military force to retake the territory
should peace talks fail.

"Nagornyy Karabakh is a historical Azerbaijani territory. We will make
every effort – political, diplomatic and, if need be, military – to
restore Azerbaijan’s territorial integrity. We have the right to do
so. International law allows us," Aliyev said.

Nagornyy Karabakh, which is home to around 140,000 ethnic Armenians,
seceded from Azerbaijan following a separatist war in the early
1990s. Some 30,000 people were killed and over 1 million were driven
out of their homes during the conflict.

International efforts to mediate a peaceful settlement of the conflict
have failed so far as Nagornyy Karabakh remains under Armenian control
along with a chunk of adjacent Azerbaijani territory.

Azerbaijan’s military spending amounted to 2bn dollars in 2008, and it
will be increased further in the coming year, Aliyev said.

"We are doing this. We must do this because we are in a state of war,"
Aliyev said. "The war has not finished yet. Only the first stage of it
has ended, and we should always be ready to liberate our native land
by any means."

Economy

President Aliyev also praised Azerbaijan’s economic performance in the
outgoing year.

"Our economy continued to grow at a high rate in 2008. I can say that
Azerbaijan has been the world’s fastest growing economy in the past
four years. This is a great achievement," Aliyev said.

He went on to say that poverty had been sharply reduced during his
first five-year term in office. While 49 per cent of Azerbaijanis were
poor in 2003, this was reduced to 16 per cent in 2008, Aliyev said,
adding that the figure would shrink further in the future.

Aliyev also said he had fulfilled his campaign promise of creating
600,000 jobs in the country.

"Today I am proud to say that 750,000 news jobs have been created in
Azerbaijan in the past five years. This has given very big impetus to
the development of [Azerbaijan’s] regions," he said.

The Irish diplomatic team of four, led by ambassador Justin Hartman, is
squeezed into a small, remote office in Russia’s polluted capital
according to reports

THE title `our man in Russia’ may hint at a glamorous lifestyle but the
reality is a pokey, understaffed office in an out-of-the-way location
choked by pollution, an embassy inspection report reveals.

The present incumbent, ambassador Justin Harman, has just three staff:
a first secretary, a third secretary and an executive officer,
responsible for promoting international relations with several former
members of the USSR, including Armenia, Belarus, Georgia, Kazakhstan,
Kyrgyzstan, Tajikistan and Uzbekistan.

During a review of the Irish diplomatic presence in Moscow last year,
inspectors from the Department of Foreign Affairs (DFA) discovered the
location of the Irish chancery and ambassador’s residence at Grokholsky
per 5 in Moscow was `not ideal, as it is quite far from the foreign
ministry and other embassies in peak traffic conditions’.

Released under the Freedom of Information act, the report also
describes the `undoubted hardship’ experienced by diplomats posted to
Moscow. Far from the glamorous image of swish diplomatic parties, as
portrayed in the advertisement for Ferrero Rocher chocolates, Irish
staff have to deal with such difficulties as atmospheric pollution,
which `is particularly prevalent during winter’.

The embassy building in the Russian capital has been used by Ireland
since the 1970s. Office space is `tight’ on the first floor and the
ambassador’s quarters comprise a living room, study, dining room,
kitchen and four bedrooms.

The report outlines the difficulty of mastering the Russian language. A
section of the document, which discusses the fluency in Russian of
Irish diplomats working there, has been withheld by the DFA.

A spokesman for the department said that no more staff have been
assigned to the embassy since the report carried out last year, and it
is still located in the same building. `Resource constraints have not
made it possible to respond to some of the points raised in the
report,’ the official said.

The department rates all overseas embassies for their `hardship status’
and diplomats in more challenging locations are given shorter postings
and more frequent trips home.An inspection of the embassy in Ramallah,
Palestine in June 2006 found that it `possesses all of the
characteristics of a Grade 1 hardship post’.

In Abuja, Nigeria diplomats are warned that `the traffic situation is
dangerous in terms of the standard of driving, the number of sellers of
goods on the road and the danger of armed hold-ups’. Health care in
many parts of Nigeria is `rudimentary’ and `most embassies make
arrangements for their home-based staff to be evacuated in the event of
a medical emergency’.

Staff at the Irish embassy in Mexico face `altitude and atmospheric
pollution’ and `stringent measures to ensure personal safety’ are
required due to `frequent attacks and kidnappings’.

In Maputo, Mozambique, `municipal services are both poor and unreliable
and the infrastructure is vulnerable to extreme climactic conditions’.
Generators have been installed at the embassy because power cuts are
regular and medical facilities are `unreliable’. Addis Ababa in
Ethiopia is another difficult posting, with little suitable housing,
poor roads, pollution and medical facilities.

Delhi in India is also considered `a difficult and challenging
environment’, with floods, power outages, 90% humidity and dust storms
in summer. Riyadh in Saudi Arabia is also said to be `difficult and
challenging’, with temperatures in summer reaching up to 50C .

Diplomats at the 77 Irish embassies spent ?¬3m on official entertainment
last year, while the travel bill was ?¬1.5m and ?¬528,000 was spent on
subsistence costs.

The big spender was Brussels, with more than ?¬200,000 spent on
receptions and entertainment. It was followed by Washington (?¬183,000)
and New York (?¬160,000).
