Apparently, the relations between Armenia and Karabakh are becoming
a key issue to the Karabakh settlement. Differences in the stances
of the governments of Armenia and Karabakh are becoming obvious. For
instance, on the day when Serge Sargsyan and the OSCE Minsk Group
co-chairs arrived in Stepanakert, people spontaneously rallied on the
Square of Victory in Stepanakert. About 150 people gathered to ask
Serge Sargsyan on what territories and peacekeepers he agrees with
the Russians and others. They were able to "persuade" people to stop
the rally, and on that day enhanced measures of security were taken
in the city.

And yesterday young people held a round-table meeting in
Stepanakert. It was organized by the youth wing of the ARF
Dashnaktsutyun but the young people participating in it announced
firmly that "the current system of security is the most optimal one
as of today."

Even the president of Karabakh made a statement, obviously
contradicting to the principles of Madrid. He said: "There is no notion
of liberated territories now, there is the territorial integrity of
NKR". Then the leader of the faction of the ruling Democratic Party
of Artsakh Vahram Atanesyan unexpectedly arrived in Yerevan and held a
news conference, making several sensational statements. In particular,
he said the stances of Armenia and Karabakh have always differed.

On the whole, the moods in Karabakh have changed considerably over the
past month. If people used to say that the Armenian government will
never make a deal and will never give up on the interests of Karabakh,
now after the public speeches of Serge Sargsyan there are worries
that the Armenian government may agree to yield the territories. And
they talk about this everywhere, in shops, at work, at home, even in
the parliament.

In their recent visit the OSCE Minsk Group co-chairs suddenly decided
to meet with the Karabakh parliament members. They did it late
in the evening, in a session behind closed doors. We have learned
that the Karabakh parliament members presented harsh criticism to
the co-chairs. They stated to defy the principles of Madrid, and
that all those arrangements behind the back of Karabakh are empty
talks, that Karabakh is not afraid of war and is ready to protect
its interests. The co-chairs listened to all that but noted that the
accusations should not be addressed to them. They are merely mediators
between the presidents and they only try to bring their stances
closer. The co-chairs also pointed to those who should be accused. It
is the government of Armenia, particularly Robert Kocharyan, who took
up the mission of representing Karabakh in the talks. It is the people
of Karabakh who allowed him to do that, who were silent for 10 years,
although it could have stated at least once not to trust Armenia. It
is the government of Armenia who tell the mediators they can have the
people of Karabakh accept any settlement. And the mediators stated
this openly and straightforwardly, though on the condition that it
would not be published.

Meanwhile, the public already knows about it. The public even knows
that the controversies between the governments of Armenia and Karabakh
may favor the international mediators. However, this does not change
the situation. There is no need to allow the talks to pursue the path
for a resolution which does not favor the Armenian people out of the
fear that someone may benefit from controversies.

The only way out of this situation may be the rejection of Armenia to
participate in the talks and to return the authority of Karabakh. In
case it is not done voluntarily, at some moment they will be forced
to do that under the pressure of Karabakh. Because in Karabakh they
disagree with the policy of Armenia on the talks.

Armenian President Serzh Sargsyan will visit Turkey in 2009, Armenian
Foreign Minister Eduard Nalbandian told a press conference in Istanbul.

"The Turkish President Abdullah Gul came to Armenia in September to
see a football match between the national teams of our two countries.

Yes, the Turkish president has invited Sargsyan to visit Turkey. Our
president accepted this invitation, and I hope that he will come to
Turkey in October 2009 to see the return game," Nalbandian said as
cited by the Turkish publication Hurriyet.

"I do not see serious obstacles on the way of settlement between our
countries. The establishment of diplomatic relations should be on
the necessary level. This is not a problem, this is the job of our
relations," Nalbandian said.

"The position of Yerevan is clear," he said. "My optimism derives from
the talks with the Turkish side. We began our talks immediately after
the visit of the Turkish president to Armenia in September. We have
had constructive, interesting and honest talks. As for direct flights,
I came directly from Yerevan. If THY decides to conduct direct flights
between our countries, why not. This will contribute to business and
tourism," Nalbandian said.

Nalbandian will visit Istanbul for one day in terms of Armenian
presidency in the Organization of the Black Sea Economic Cooperation
(BSEC).

Founder of Maine’s Barber Foods dead at 87

PORTLAND, Maine – Augustus "Gus" Barber, a former meat cutter who
built an innovative food business that provided jobs to thousands of
immigrants in his native Portland, has died at the age of 87.

Family members say the founder of Barber Foods died Friday at Maine
Medical Center after going into cardiac arrest.

The son of immigrants who fled Ottoman rule during the Armenian
genocide, Barber grew his business from a kitchen-based operation to a
company of 800 employees. He began by offering cut-up chicken parts
and later shifted to stuffed chicken entrees such as chicken cordon
bleu and chicken Kiev.

The family says more than 40 percent of the company’s employees are
immigrants, many of whom take English courses on-site.

If in international market hesitation of provisions’ prices NKR
has felt basically as consumer, so recently decrease of price of
non-ferrous metals in international market can have more direct
influence upon the country’s economical life. The fact, that in
Armenia in some large-scale enterprises embraced in the sphere of
mining industry after-effects of hesitations fixed in international
market have already begun to make felt.

Naturally, it’s impossible not to take care of destiny of NKR mining
industry and generally "Base Metals" company. "Mninig industry is
one of the economy’s branches, where almost without exception,
they do non-financing by the state proceeding from the present
indexes in international market. What has happened because of the
crisis? Prices of copper have decreased about two times. At present
they pay twice little, than two months ago", the executive director
of "Base Metals" CJSC Arthur Mkrtumyan represented the situation,
answering our question.It has created rather difficult situation for
working organizations in the sphere of mining industry.To question
of getting out from the created situation the choice is not so great,
our interlocuter finds, either measures are obtained from other sources
for going on the works, or merely the company stops its works. There is
another version, but if the prices go on to decrease, it will help only

has been rather boldly expressed in Armenian market. It can have rather
serious after-effects not only for economical, but for social condition

of large-scale production, which in regard to a month reprocesses
about 40 thousand tons of ore, it will be already the second month,

company. But today we stand before the reality, when the question of

or foresees? " About 20 days that we are occupied with decrease of
our expenses. It has been realized basically in the sphere of capital
construction and in a number of branches not connected directly with

only to wait and to follow the change of the market, and what we are

state? "Now it’s difficult to say. While we are in the first stage of
the crisis’ overcome and we try to overcome the created problems by
our efforts. From the other hand the state has rather serious problems
just because of the same economic crisis. Nevertheless, I’m sure,
that in case of necessity the state will do all the possible for not
stopping the activity of "Base Metals", – the executive director of
the company is sure.

DRESDEN, Germany (AP) — The Russian team — touted as the strongest
ever assembled for a Chess Olympiad — was derailed in Thursday open
division play in round seven of the tournament by the defending gold
medal Armenian team 2.5-1.5, which took sole possession of first place.

In the only decisive game of the match, Gabriel Sargissian defeated
Alexander Grischuk on board three.

The other three games were all draws, with Armenian Levon Aronian
versus Vladimir Kramnik on board one, Vladimir Akopian versus Peter
Svidler on board two, and Tigran L. Petrosian versus Dmitry Jakovenko
on board four.

The win gave Armenia 6.5 match points out of seven. France, Germany and
Israel are tied for second with 6 points. Russia remains at 5.5 points.

The 38th Chess Olympiad, a biennial event that started Nov. 13,
includes 146 teams in the open division — often referred to as the
men’s division although it includes a few women. The separate women’s
division includes 111 teams.

It was a good day for both United States teams.

In the open section, the American men defeated a strong Hungarian
team 2.5-1.5 to move up to 5.5 points. China, Vietnam and Ukraine
also have 5.5 points.

On board one for the American open team, Gata Kamsky got into some
hot water against Peter Leko but was able to escape with a draw.

Zoltan Almasi, playing board two for Hungary, pressed Hikaru Nakamura
for 84 moves, much of it with an extra pawn, before conceding the draw.

The American’s only win came from Alexander Onischuk on board three,
converting an extra pawn in a rook-and-pawn endgame against Csaba
Balogh. American Yuri Shulman and Ferenc Berkes drew on board four.

In the women’s section, the U.S. held China to a 2-2 tie. China had
won all six of its earlier matches.

This result leaves China in first place with 6.5 points. Ukraine is
in second place with six points. Hungary, India, Russia, Serbia and
the United States all have 5.5 points.

On board one for the Chinese women, 14 year-old Hou Yifan,
who earlier this year become the youngest woman ever to become
a grandmaster, defeated Irina Krush when Krush frittered away a
promising position. The veteran of the Chinese team, Zhao Xue, 23,
drew Anna Zatonskih on board two.

Nineteen-year-old Shen Yang of China drew Rusudan Goletiani on board
three. The American win came from Katerina Rohonyan on board four
against 17 year-old Tan Zhongyi and was the first game the Chinese
women have lost in this year’s event.

In other results in the open section: Germany beat Romania 2.5-1.5;
England and Azerbaijan tied 2-2; France defeated India 2.5-1.5;
Bulgaria crushed Australia 4-0; New Zealand overcame Bosnia-Herzegovina
2.5-1.5; and Canada annihilated Macau 4-0.

On the women’s side: Russia and Poland tied 2-2; Ecuador beat England
2.5-1.5; Slovenia demolished Canada 3.5-0.5; and Venezuela steamrolled
Australia 4-0.

In other news, representatives for Kamsky and Bulgarian Veselin Topalov
confirmed that the two players have signed a contract to play match
for the right to play a title match against world champion Viswanathan
Anand of India. The match will take place in Sofia in February.

Round eight takes place on Friday where leading Armenia will take on
seventh-seed France in the open division.

In both events, the United States faces top seed Russia.

defeated the Azeri team with a score 2,5:1,5 at the Chess Olympiad
in Dresden. Levon Aronyan-Teymur Rajabov and Tigran Petrosyan-Rauf
Mammadov games ended in a draw; Vladimir Hakobyan defeated Shahruyar
Mammadyarov 1:0.

The Armenian team, the reigning Olympic champion, along with the
Russian team occupies top positions in the tournament chart.

So, after the 6th round Armenia and Russia have 11 points each,
Germany, Ukraine, India, Israel, France, China and Romania came up
with 10 points, Hungary, Azerbaijan, Greece, Netherlands, Spain,
Vietnam, Belarus, UK and U.S. garnered 9 points each.

Yerevan, 17 November: Russian co-chair of OSCE Minsk Group [which
mediates a solution to Nagornyy Karabakh conflict] Yuriy Merzlyakov
stated that the basic principles of Karabakh settlement, proposed in
Madrid, "open up additional opportunities for us to act within the
provisions of Moscow Declaration, signed by the three presidents"
[Armenian, Azerbaijani and Russian, on 2 November].

Mediamax reports that the Russian mediator said this on 15 November
in Stepanakert [Xankandi, Karabakh capital]. According to him, no
one is going to artificially delay the process, and in the nearest
future the meeting of the Armenian and Azerbaijani foreign ministers
is expected to take place. "We hope that we will manage to organize
another meeting of the presidents as well," Yuriy Merzlyakov stated.

In their turn, the French and US co-chairs of OSCE Minsk Group Bernard
Fassier and Matthew Bryza spoke for the necessity to step by step
consolidate trust among the sides of the conflict, describing it as
an important vector of their work.

Commenting on the meeting of the mediators of with NKR [Nagornyy
Karabakh republic] president Bako Sahakyan, Yuriy Merzlyakov
described it as "very substantial and constructive", informing that
NKR president "gave the most positive assessment to the Declaration,
signed in Moscow".

Yerevan, 18 November: The leaders of the parties included in
the opposition Armenian National Congress (ANC) have received an
invitation from Armenian President Serzh Sargsyan to participate in
a round table discussion on the process of the Karabakh settlement,
ANC coordinator Levon Zurabyan said in Yerevan today.

He said that the ANC political council, and the leaders of the parties
of the Congress have the right to make their own decision. Zurabyan
said that after announcing a moratorium on rallies, former President
Levon Ter-Petrosyan has been holding meetings with the representatives
of the ANC parties during which he also discussed the Karabakh conflict
settlement with them.

Zurabyan admitted that there are disagreements among the ANC parties on
the issue of returning the territories. He added that the OSCE Minsk
Group’s US co-chair, Matthew Bryza, at the meeting on 16 November,
gave some details of the negotiations process. Zurabyan said that
"several points raise our concerns".

YEREVAN, NOVEMBER 19, NOYAN TAPAN. During the November 18 meeting with
the Armenian Prime Minister Tigran Sargsyan, the President of the
Asian Development bank (ADB) Haruhiko Kuroda spoke favorably of the
current state of the Armenian economy, taking into consideration the
high economic growth, moderate inflation and the sound macrpoeconomic
policy. According to the president of ADB, Armenian economy needs
high-quality infrastructures today, and ADB and the Armenian government
are already cooperating in this direction. H. Kuroda said that this is
his first visit to Armenia, and it has two major goals: to discuss the
directions of further cooperation and to attend the opening ceremony
of the ADB Office in Yerevan.

T. Sargsyan expressed gratitude to the bank for its assistance to
reconstruction of rural roads, the projects on water supply and
sewerage sector, and preparation of a strategy of developing the
transport sector in Armenia. He presented the possible directions of
future cooperation and the existing potential. The prime minister in
particular underlined the assistance for reduction of the consequences
of the global financial crisis and for introduction of electronic
governance in Armenia, and the crediting of SME sector through
provision of credits to Armenian banks. T. Sargsyan anticipated the
ADB’s participation in formation of technoparks and free economic
zones in Armenia, and development of transit transport infrastructures.

According to the RA Government Information and PR Department, H. Kuroda
added the IT sector to those indicated by T. Sargsyan, noting that in
his opinion, Armenia has serious potential in IT sector. The president
of ADB promised to discuss the presented proposals in the coming week
and respond to them.
