Baku will continue its policy of isolating Armenia, unless the latter
ends its occupation of Azerbaijan’s lands, Azerbaijan President
Ilham Aliyev said on Monday at a government’s expanded meeting on
the results of the country’s socio- economic development in the first
nine months of 2008.

"As long as our lands remain occupied, the policy of a total
offensive against Armenia will continue diplomatically, politically,
economically, as well as in transport, military, propaganda and other
areas. This is certain," Aliyev said.

"Until the [Karabakh] issue is resolved there can be no cooperation
with Armenia, nor their participation in any regional project. And
we will do everything we can to make sure that today’s situation
continues, that their [Armenians’] isolation gets worse so that they
better understand what their future depends on," the president said.

To speed up resolution of the Karabakh conflict, Azerbaijan is
strengthening its army, with $4.5 billion having been invested in
the defense sector over the past five years, Aliyev said.

>From the Balkan Pact to the Caucasus stability platform

On 11 August 2008, at the height of the military and political crisis
in Georgia, Turkish Prime Minister Recep Tayyip Erdogan came out with
an initiative to set up a Caucasus Peace and Stability Platform on the
basis of the OSCE principles. Within the framework of this initiative,
the Turkish prime minister shuttled from Ankara to Moscow, Tbilisi
and Baku. He also briefed Iranian President Mahmud Ahmadinezhad on
his idea, and Turkish President Abdullah Gul informed his Armenian
opposite number Serzh Sargsyan of this [proposal] in the course of his
"football visit" to Yerevan.

Erdogan’s initiative generated wide-ranging reactions which were mainly
of sceptical nature. And Washington expressed its surprise at Ankara’s
initiative to set up the Caucasus Peace and Stability Platform. "We
thought Turkey and the USA pursue concurrent policies in the South
Caucasus region. Nevertheless, Ankara did not inform Washington of this
matter and we were openly surprised at the behaviour of our partner,"
US Deputy Secretary of State Matthew Bryza noted cunningly.

It is unlikely that Americans, who first initiated this project,
were not aware of the launched move. For the first time, the idea of
establishing a system of the regional security in the South Caucasus in
line with a western interpretation sounded at a NATO jubilee summit in
Washington in April 1999. At that time, US representatives supported
peace in the Caucasus region through economic cooperation and put
forward an initiative to establish a Caucasus Cooperation Forum and
all the three Southern Caucasus countries were suggested to join it,
naturally under the aegis of the USA without involvement of Russia
and Iran.

In the same year, at the OSCE Istanbul summit, [then] Azerbaijani
President Heydar Aliyev developed this idea and proposed to sign a
pact for security and cooperation in the South Caucasus on a formula
of 3+2+2 (the South Caucasus countries + Turkey, the EU plus the
USA). [Then] Armenian President Robert Kocharyan came out with a
similar proposal at the summit. He proposed to set up a system of
the regional security under a formula of 3+3+2 (the South Caucasus +
Iran, Russia, Turkey + the EU and the USA as observers). The difference
between the initiatives of Aliyev and Kocharyan lied in the fact that
the Azerbaijani president gave preference to the Euro-centrist project
patronizing (Turkey-Russia-EU-USA), whereas the Armenian leader backed
the regional one (Iran-Russia-Turkey) assigning the EU and the USA
a role of observers.

In 2000, then Turkish President Suleyman Demirel initiated the pact of
stability in the South Caucasus. The pact should have been implemented
under the aegis of the OSCE which excluded Iran from it. Demirel’s
plan also assumed to envisage the Black Sea basin with an exit to
the Balkans where the pact of stability for south-western Europe had
already shaped. Demirel’s project was broader and more exact for the
circle of the players and geography, relying on the Euro-Atlantic

An important precondition is also a plan for a peaceful resolution of
conflicts within the framework of the stability pact (for example,
the Karabakh problem) which coincide with the fundamentals of the
OSCE Minsk Group, (with Russia’s involvement) envisaging a stage
by stage resolution of the problem, the liberation of the occupied
territories, the return of the refugees, the establishment of all
forms of cooperation in the region and the return to the issue of
future status in a completely new and favourable conditions.

The last stipulates formation of democratic governments elected
through free and just elections and establishment of democratic
forms of government, an accession of the region to NATO, EU and
other organizations. That is to say, this means the transition of the
negotiating process from the platform of distrust and offence to the
platform of trust and mutual respect. The platform provides unique
opportunities for all the sides in the region to come out from the
complicated and dangerous situation that has emerged after the Georgian
crisis. First of all, we speak about Russia – a key regional player
which has fallen out of the Euro-Atlantic cooperation process with
heavy consequences for itself. At the same time, Russia’s involvement
in he Caucasus stability and cooperation platform in alliance with
the EU-USA, which is unavoidable, would give an impetus not only to
pacification of the South Caucasus but also of the restless North
Caucasus.

Regrettably, one of the influential regional players Iran, despite its
wish to join the process, will so far remain outboard from the South
Caucasus peace project. This is mainly connected with nuclear ambitions
and open hostility of the clerical Tehran to the global leadership of
the USA. Proceeding from the unity of positions of the UN Security
Council members with regard to Iran’s nuclear ambitions, Russia and
other potential players of the stability platform in the Caucasus
will not insist on the Islamic Iran’s involvement in the Caucasus
peace process within the framework of Erdogan’s plan. Nevertheless,
in the future, given democratic reforms are conducted in Iran, this
country’s accession to the stability project will become unavoidable.

MOSCOW, October 19 (RIA Novosti) – Russian President Dmitry Medvedev
will discuss trade, energy and the South Caucasus situation with his
Armenian counterpart during a visit to Armenia October 20-21, a Kremlin
source said on Sunday.

Medvedev will pay an official visit to Armenia on the invitation of
Armenian President Serzh Sargsyan. The visit aims to strengthen the
relations of strategic partnership between Russia and Armenia, the
Kremlin source said.

Bilateral trade and economic cooperation will top the agenda of talks
between the Russian and Armenian leaders, the Kremlin source said.

"Bilateral trade grew 13%, year-on-year, in the first eight months of
2008 to $536.5 million. Russia is a leading trade partner of Armenia
and holds leading positions in terms of investment in the Armenian
economy, with accrued investment from Russia topping $1.6 billion from
1991 to July 1, 2008," the Kremlin source said.

The parties will also focus on joint energy projects and the industrial
development of uranium deposits in Armenia, the source said.

At their talks in Yerevan, the Russian and Armenian leaders will also
discuss the situation in South Caucasus following Georgia’s recent
attack on breakaway South Ossetia, and other topical international
issues, the Kremlin source said.

Russia recognized South Ossetia along with Abkhazia as independent
states on August 26, two weeks after it forced out Georgian troops that
had tried to retake control of South Ossetia. Tensions remain high in
the region, and Georgia continues to demand that Russia withdraw its
troops from the two republics.

ST. PETERSBURG, October 15 (RIA Novosti) – Members of the Commonwealth
of Independent States have agreed to conduct joint air defense
exercises in the summer of 2009, the Russian defense minister said
on Wednesday.

"The joint exercises with live firing, dubbed Combat Commonwealth-2009,
will be held in June-September 2009," Anatoly Serdyukov told a news
conference after a meeting of CIS defense ministers.

The Council of CIS defense ministers held its 55th meeting in
St. Petersburg on Wednesday, focusing on the role and activities of the
collective CIS peacekeeping force in the Georgian-Abkhazian conflict
zone, and improving the integrated air defense system of CIS countries.

The CIS, a loose alliance of former Soviet states, comprises Russia,
Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan, Armenia, Moldova,
Tajikistan and Uzbekistan. Ukraine is a founding and participating
country but technically not a member state. Turkmenistan holds
associate status.

An integrated air defense network was set up by 10 CIS member countries
on February 10, 1995.

Turkish law for criticising the state, used his opening address at
the Frankfurt Book Fair to decry the "oppression" of Turkey’s writers.

Speaking alongside Turkish president Abdullah Gul, Pamuk deplored how
"a century of banning and burning books, of throwing writers into
prison or killing them or branding them as traitors and sending them
into exile, and continuously denigrating them in the press" has made
Turkish literature poorer.

Turkey is the country of honour at this week’s Frankfurt Book Fair,
and hundreds of Turkish writers and publishers have descended on the
city to celebrate "Turkey in all its colours".

In August 2005, Pamuk was charged with "public denigration of Turkish
identity" under Article 301 of the penal code after he said in an
interview with a Swiss newspaper that "30,000 Kurds and a million
Armenians were killed in these lands and nobody but me dares to talk
about it".

The case against him was subsequently dropped, and Article 301 was
amended earlier this year, but Pamuk said yesterday afternoon in
Frankfurt that "the state’s habit of penalising writers and their
books is still very much alive; Article 301 of the Turkish penal code
continues to be used to silence and suppress many other writers,
in the same way it was used against me; there are at this moment
hundreds of writers and journalists being prosecuted and found guilty
under this article."

Turkish authors who have been tried under Article 301 include
novelist Elif Shafak over a remark by a fictional character in her
novel The Bastard of Istanbul referring to the Armenian massacre
as genocide, and writer and journalist Perihan Magden, who said in
her weekly magazine column that Turkey needed an alternative to
compulsory military conscription. Both were acquitted. Publisher
Ragip Zarakolu was convicted in June this year of having "insulted
the Turkish republic" after publishing The Truth Will Set Us Free,
which acknowledges the Armenian genocide.

Pamuk called on the Turkish writers and publishers present at the
fair, including Magden and Shafak as well as Aslı Erdogan and Sebnem
Isiguzel, to "speak openly about [their] experiences over the past
century".

"Since they have come to Frankfurt to let the whole world hear their
voices, it follows that we can shake off just a bit of our gloom about
no one understanding us," he said, referring to his depression when
starting out as a novelist over the lack of interest or understanding
in Turkish writing in the west. "Are we going to convince ourselves
that our own culture and identity is unique, and then shut ourselves
away, or are we going to value the richness of our cultural traditions
and our own uniqueness while giving equal value to free expression?" he
asked.

Pamuk said that while he was working on his novel Museum of Innocence,
published earlier this year in Turkish, he needed to research old
Turkish films and songs. He did this easily enough on YouTube, but
after the site was banned in Turkey in 2007, he would no longer be
able to do so.

"YouTube, like many other domestic and international websites,
has been blocked for residents of Turkey for political reasons,"
Pamuk said. "Those in whom the power of the state resides may take
satisfaction from all these repressive measures, but we writers,
publishers, artists feel differently, as do all other creators of
Turkish culture and indeed everyone who takes an interest in it:
oppression of this order does not reflect our ideas on the proper
promotion of Turkish culture."

But Pamuk said that despite the obstacles Turkish writers and
publishers face, they have not let their spirits flag. "Over the past
15 years, Turkish publishing has expanded at an astonishing rate;
there are more books being published in Turkey than ever before,
and in my view, Istanbul’s vibrant book trade at last represents its
rich and layered history," he said.

"When young writers coming from Turkey to Frankfurt see how large
the world publishing industry is, I can well imagine that they will
feel as empty and useless as I did. But when Turkey’s young writers
turn in on themselves to find the inner voices that will turn them
into interesting writers, they will no longer need to succumb to
dark thoughts like, ‘No one would be interested in a Turkish writer
anyway.’ May the Frankfurt Book Fair bring hope and happiness to
us all."

recent interview with BBC proved that he is a biased mediator, who
openly supports Azerbaijan in Karabakh talks, an Armenian expert said.

"Moreover, he is not aware of the conflict’s history and hardly
understands the meaning of his utterance that ‘juridically, Nagorno
Karabakh is a part of Azerbaijan.’ This interview is crude and
provocative," Eduard Abrahamyan , expert at Mitq analytical center,
told a PanARMENIAN.Net reporter.

"The point is that legal borders between the states are determined
neither by international structures nor by intermediaries but by
special governmental commissions. As to the Armenian-Azeri border,
it was not demarked after the USSR decline. Furthermore, Azerbaijan
is the legal successor of the Azerbaijani Democratic Republic which
was not even recognized as a state. The Azeri SSR has nothing to do
with the process," he said.

There is no law or juridical viewpoint that could influence the
Karabakh problem resolution, according to him.

"This is a regular invention of the U.S. mediator who can’t enjoy
Armenia’s confidence any more. The Armenian lobby in the U.S. should
urge dismissal of dubious officials like Bryza while the Armenian
government should redouble efforts for international recognition of
the Nagorno Karabakh Republic," Abrahamyan said.

ArmInfo. Ardshininvestbank anew opened a repaired branch "Goris" in
the town of Goris, equipped with updated technologies, necessary for
a full work, and ready to serve the clients in a modern hall. This
branch, the opening of which was held on October 10, is the fourth
subdivision of the bank in Syunik region. Presently, Ardshininvestbank
takes the second place in the banking system of Armenia by the number
of active branches – 55 branches, 13 of which are in Yerevan, 36 –
in the regions and 6 – in Nagorno Karabakh.

The bank also has a representation in Paris. Today, 47% of the bank
branches have been repaired and meet the up-to-date requirements.

According to the data of Ardshininvestbank, upon the results of 9
months, 2008, all the financial indicators of the bank have shown
growth. So, the bank’s assets grew by 27% to 119.2 bln drams,
the liabilities – by 28,2% to 94.5 bln drams, the total capital –
by 22,3% to 22.7 bln drams. At present, the bank serves 160,000
clients, including big companies and representatives of small and
middle-size business, as well as natural persons. From the beginning
of the year to September inclusively, the volume of time deposits of

keeps on crediting the industrial sector, the areas of trade and
construction, dues to which the bank increased the credit portfolio

Over 9 months, 2008, the volume of the bank-attracted funds from
the international financial organizations and banks made up 9.3 bln
drams. The number of the bank-issued plastic cards by September 30 grew
to 41656. 16 automated teller machines were installed over 9 months,
thus totaling 41, as well as 51 new POS-terminals – to 240. As of July
1, 2008, Ardshininvestbank had 11 shareholders (7 – natural persons
and 4 legal persons), among which the Investment Financial Corporation

Boston – When taking his world-famous portraits, Yousuf Karsh sought
to reveal his subject’s "hidden" character by capturing ephemeral
emotions concealed beneath the mask of celebrity.

Combining a courtly demeanor with darkroom brilliance, the Armenia
native photographed royalty and despots, starlets and artists,
transforming their public faces into iconic images.

In celebration of the 100th anniversary of Karsh’s birth, the Museum of
Fine Arts is exhibiting a broad sampling of memorable black-and-white
photographs that display his eye-catching artistry throughout the
arc of his career.

Pablo Picasso gazes with penetrating eyes past a vase bearing the
figure of an amply endowed nude. Regal yet reserved beneath her
crown, Princess Elizabeth stands at rest in her royal gown. Pale as a
corpse, a cadaverous Andy Warhol holds a paintbrush in his delicate,
hairy hands.

The just-opened exhibit, "Karsh 100: A Biography in Images," comprises
about 100 images including famous personalities and lesser-known
landscapes, experimental shots and photos of Canadian laborers and
landscapes that show another side of the artist.

Organized by curator Anne Havinga, the exhibit presents a balanced,
visually pleasing portrait of one of the 20th century’s great portrait
photographers.

Born in 1908 in the former Eastern Ottoman Empire, now present day
Turkey, Karsh achieved international recognition following decades of
diligent preparation. After relatives were killed during the Armenian
genocide, his family moved to Syria and Karsh was sent in 1924 to live
in Canada with an uncle who was a professional photographer. Impressed
by his nephew’s ability, his uncle sent Karsh to Boston to serve as
an apprentice with John Garo, an experienced photographer who became
his mentor.

During his formative years in Boston, Karsh hones his signature style.

Karsh’s best-known work, a portrait of a defiant Winston Churchill
that launched his career, resulted from a fortunate mix of the
photographer’s determination and instinctive professionalism, Havinga
said. Allowed only two minutes to photograph Churchill, who was
visiting Canada just weeks after the bombing of Pearl Harbor, she
said Karsh "respectfully" plucked a cigar from his lips, prompting
an expression of indomitable will that came to represent British
resistance.

Opening the exhibit, Estrellita Karsh said her late husband
photographed "people who mattered, people who left their mark on
the world."

"I hope this exhibit shows what kind of person Yousuf was," she
added. "I think it shows the intertwining of his personality and work
because they are one and the same thing."

Shedding a different sort of light on Karsh’s personal and technical
approach, the exhibit also includes one of his large-format cameras,
preparatory studies for his portraits and a revealing transcript of
a conversation with Albert Einstein during a 1948 photo session that
clearly intended to put the great man into a pensive mood.

In a revealing back-and-forth, Karsh asked Einstein about possible
connections between music and mathematics, the likelihood of Russian
imperialism and whether he felt optimistic about the future during
the atomic age.

Throughout the mid-20th century, Havinga said, "Karsh’s name became
synonymous with the highest level of photographic portraiture and being
‘Karshed’ was an honor for sitters."

Visitors to the show will feel as if they’re viewing a cavalcade
of 20th century stars such as Audrey Hepburn, Ernest Hemingway,
Jacqueline Kennedy, Mother Theresa, Rudolf Nureyev, the Duchess of
Windsor, Harry Truman, Georgia O’Keeffe and Ronald Reagan.

Jerry Fielder, who served as a consultant for the show, praised Karsh
for his meticulous preparation for each photo session and expertise
editing his images. The curator and director of Karsh’s estate,
he explained the artist typically shot with a large-format camera
that used an 8-by-10-inch negative that captured his subjects in
remarkable detail.

Karsh usually shot about 15 negatives for every two-hour
session. "Yousuf researched his subjects for talking points during
the session," Fielder said. "And he had an extraordinary control of
light. In the dark room, he was the master of light and composition."

Karsh’s images became so ingrained in the popular mind that viewers
passing through the galleries may have the curious sensation of seeing
famous people who looked just like they thought they would.

Sitting beneath a horned elk skull, a black-clad Georgia O’Keeffe
resembles a monk meditating in an austere cell. Wearing a dark burnoose
and white hood, Ibn Abdul Aziz Faisal, who became king of Saudi Arabia,
appears to be lost in deep thought. Practically spilling out of her
gown, sexy Swedish starlet Anita Ekberg purses her lips and closes
her eyes in a seemingly private rapture.

Shot in extreme close-up, Fidel Castro’s deep-eyed gaze exudes a
somber gravitas. Boris Karloff sits pensively, looking tired rather
than monstrous. Appearing atypically nervous in a strapless gown,
28-year-old Jacqueline Kennedy looks quizzically into the camera.

In a memoir titled "Portfolio," Karsh wrote of photographing the
famous: "The endless fascination of these people for me lies in their
inward power… It is part of the elusive secret that hides in everyone
and it has been my life’s work to catch on film. The mask we present
to others, and too often to ourself, may lift only for a second —
to reveal that power in an unconscious gesture, a raised brow,
a surprise response, a moment of repose. This is the moment to record."

YEREVAN, OCTOBER 8, NOYAN TAPAN. The 8th international trade and
industrial exhbition "Armenia Expo 2008" will open at Yerevan’s
Dynamo Stadium on October 14. The exhibition is being organized
on the initiative of the Logos Expo center and with the support
of the RA ministry of economy, the RA foreign ministry, the Union
of Manufacturers and Businessmen of Armenia (UMBA). More than 120
industrial and commercial companies will participate in it.

The director of the center Ara Stepanian said at the October 7 press
conference that Armenia Expo is considered one of the major exhibitions
in the region, with the number of its participants – foreign
organizations growing year by year. In his words, the exhibition
allows foreign companies to find reliable partners in Armenia.

At the same time he noted that unlike the previous years, this year
the number of participating companies will not exceed 120 as the
halls of Dynamo Stadium are small. In response to the question about
why K. Demirchian Sport and Concert Complex has not been chosen as
the place for holding the exhibition, A. Stepanian replied that the
management of the complex should be asked this question. "Negotiations
with the management lasted over 3 months. As a result, DigiTec and
Armenia Expo (both are considred brand exhibitions) are held in
places not convenient for such events," he said, adding that he has
repeatedly applied to the government but no solution to the problem
has been found so far. Whereas, according to him, 20-30% of business
links in the world are established through exhibitions.

Within the framework of Armenia Expo 2008, the European Economic
Chmaber of Commerce, Industry and Trade will organize an international
conference on October 15 with the support of the RA ministry of
economy. Problems of food indutsry, as well as issues related to the
export of mineral waters and natural and tinned fruit and vegetables
to European markets will be discussed at the conference.

Today a ceremony devoted to the Day of Teachers was organized in
Philharmonic hall named after A. Babadjanyan. The Prime Minister
of Armenia Tigran Sargsyan, the Minister of Education and Science
Spartak Seyranyan, high ranking officials, representatives of civil
society were also present at the event.

Congratulating the guests, the Prime Minister mentioned that in order
to make the future of Armenia visible we should look at the pupils,
who are being grown up and educated by our teachers. "This is the
7th year the Teacher’s Day is being celebrated by the decision of
Government. This holiday gives chance to signify the role and the
mission of the teachers. The teachers’ problems are always under
Government’s special attention. We’ve decided to increase the salaries
of teachers up to 120 thousands drams," he said.

The Minister of Education and Science Spartak Seyranyan congratulated
the teachers and said that in those hard years of Armenia, teachers
took the responsibility to educate our future and they have met that
challenge with honor.

During the event the results of state annual competition have been
summarized and the winners of "Best teacher of 2008", "Best director
2008", and "Best tutor 2008" nominations have been announced and
