YEREVAN, May 26. /ARKA/. Armenian Genocide can’t go unpunished,
Slovakian Justice Minister and Deputy PM Stefan Harabin said at a
press conference on Monday.

"Some people permit themselves to deny the fact of Armenian Genocide.

Freedom of speech is one of the most important human rights, but this
freedom can’t be unlimited. Some people make unacceptable statements
against the genocide-stricken nation", he said.

Harabin said that the genocide-related has already put on Slovakian
Parliament’s floor. Under this bill, all those denying the fact of
Armenian genocide will be prosecuted.

He said that the previous bill envisaging punishment for denying the
fact of Holocaust was imperfect. The provision added to the bill will
improve it.

Armenian genocide was the first genocide committed in XX
century. Turkey denies the fact of killing one and a half million
Armenians during World War I.

The fact of the Armenian genocide is recognized by many countries,
particularly by Uruguay, Russia, France, Lithuania, most of the
U.S. states, as well as by the parliaments of Greece, Cyprus,
Argentina, Belgium, Wales, National Council of Switzerland, Common
House of Canada, the Seym of Poland and Lower House of Italian
parliament.

It’s too late for Hrant Dink, the brave Armenian-Turkish newspaperman
who was murdered in 2007, not long after being convicted of violating
Turkey’s medieval Article 301 which made it a crime to "insult
Turkishness," which is pretty hard to do when so much of your history
is built on bayoneting babies and your national sport is invasion.

The European Union has weakly requested that Turkey scrap Article 301
as one requirement to become a member of the European Union, where it
is okay to insult all nationalities, allowed in real democracies. With
Dink’s murder safely behind them, and knowing the economic benefits of
being in the EU are looming, Turkey has amended its law so that it’s no
longer a crime to insult Turkishness. You just can’t insult the Turkish
nation, which means you can only insult foreigners there apparently.

What’s worse than this pretentious little tap dance around the truth
is that the EU has accepted it, allowing European politicians to save
face while smooching behinds at the same time, an acceptable maneuver
as they’ve long had the former so close to the latter. Any closer and
they’d pass the European Commission job test. The European Parliament
has said the change is not enough, but that’s yesterday’s resolution
for them, so they can move on to hiding their expense allowances. The
change regulating alleged freedom of speech in Turkey was greeted
with a quiet hallelujah in the EU, which called it "a constructive
step forward." Wrong direction. Turkey prefers its critics to be six
feet under.

"This step is both positive for Turkey and an indication of Turkey’s
continuing commitment to the reform process," the EU said, in a press
release and not face-to-face with journalists who have a nasty habit
of asking pesky questions about cowardly gestures.

Turkey is getting there though. They’ve also reduced the penalty for
insulting Turkey – which is indistinct from Turkishness – from three
years in jail to two, which, if you’ve seen Midnight Express, means
you’ll still come out squealing like a pig. Where is Orhan Pamuk,
the Nobel Laureate who was prosecuted for violating Article 301, to
write that this runningin- place change is a sham? The EU has never
had to worry about insulting Turkey or Turkishness or the Turkish
nation so they don’t really care who goes to jail or gets killed
there as long as trade continues.

The new Article 301 is the same old Article 301. "This is just
lipstick for the European Union," Eren Keskin of the Human Rights
Association told Deutsche Press Agentur (dpa). Keskin was found guilty
of "insulting the armed forces" for suggesting the Turkish military
has too much influence, so her opinion counts.

"I do not want changes. I want the article annulled,"
Keskin said. "Stating your opinion will still be a crime," she
added. Journalist and rights campaigner Ertugru Kurkcu said the new
law "still leaves a lot of space for judges to decide and give their
own definition of the demarcation line between criticism and insult."

Even Council of Europe Secretary Terry Davis, who’s never seen a
malleable law he didn’t like, said he’s unhappy. Well, kind of. "This
is to be welcomed. However, although an analysis of the new wording
indicates some progress in this respect, it does not alleviate all
concerns about excessive restrictions of the freedom of expression,"
he said. Tough talk alright.

If you want to know what happens to people who insult Turkey in any
guise, look no further than those like Dink who write about what
happened in Armenia, where a million or so people were slaughtered
by the Turks in a genocide or, in the Turkish version, all committed
suicide simultaneously. Those dissidents go to jail, or, like Dink,
into the ground, no matter what they name the law.

"This so-called reform is a joke," said Hilda Tchoboian, chairwoman
of the European Armenian Federation. "The European Union should not
let itself be anaesthetised by this gross manipulation of words,"
she said. That’s an insult to the EU, which specialises in the gross
manipulation of words. To be safe, the EU has put out a guide on what
you can say and can’t say about the Turkish nation. So far, there are
no entries in the "safe" category, but the EU should not belong to any
club that would have Turkey as a member. And Greek coffee is better.

The Prime Minister of Armenia Tigran Sargsyan says that Arab states
express a wish to move their financial and banking center from Lebanon
to Armenia as Armenia makes serious steps to become the regional
financial center by dedicating northern town of Dilijan specially for
this purpose.

Mediamax reports that the Prime Minister of Armenia Tigran Sarkisian

conference, organized by the Union of Banks of Armenia (UBA).
`Armenia can become a bridge between Europe and Moslem states’, Tigran
Sarkisian stated, adding that to turn into a financial center for the
Arab world, Armenia should gain the outline of an off-shore zone, which
will present profitable financial services according to world
standards.
The Prime Minister also noted that Armenia can organize trading of
securities of CIS states.
`Along with the development of securities markets of CIS states, there
is yet the problem of securities’ entry to foreign markets unsolved,
and Armenia can propose CIS auspicious conditions to place their
securities.
OMX Group operator, which has entered the Armenian market, may realize
crucial programs’, Tigran Sarkisian stated.
Head of the government also noted the importance of establishing in
Armenia investment funds and systems of assets management. According
to Tigran Sarkisian, the Armenian population has about $2bln cash on
hand and the presence of investment funds will allow placing those
assets. He added that the transition to accumulative pension system
will contribute to the formation of share investment funds and a
system of assets management.
`The insurance market and the market of securities of Armenia fall
behind in development from the banking system, and active reforms are
necessary in these spheres. The main resource of the financial sphere
is intellect, consequently, special attention should be paid to
financial education’, Tigran Sarkisian stated.

YEREVAN, MAY 23, NOYAN TAPAN. The level of inflation is the highest
in Azerbaijan among the CIS countries, Rauf Rajabov, editor-in-chief
of the information and analytical agency "3rd View" (Baku) stated
at "The Caucasus 2007" international conferecne organized by the
Caucasus Media Institute in Yerevan on May 22. According to him, in
2007 inflation made 16.7% against the programmed 9% in Azerbaijan. This
tendency will continue for the next 2-3 years.

The expert said that one of the causes of high inflation is the policy
of "shock therapy" conducted by the government: after remaining at
the same level for several years, the prices sharply went up in early
2007. In particular, power prices grew by 300%, fixed phone tariffs
by 320%, fuel prices by 50% for the population. The expert informed
those present that in 2007 Azerbaijan’s imports exceeded exports by
420 million manats (1 manat is equal to about .1), which means that
Azerbaijan’s dependence on external markets is increasing. "Today the
country imports half the necessary foodstuffs. Unfortunately, we do not
notice wasting our oil revenues," R. Rajabov said. He stated that oil
dollars do not affect inflation as they mainly remain in foreign banks.

In his words, Baku has become the most expensive city in the CIS,
with monopolies and rife corruption. Despite the a 35% growth of
the population’s incomes last year, 20% of citizens live below the
poverty line.

The expert said that GDP per capita grew fivefold – from 714.3 to
3,474 USD in Azerbaijan in 2007 as compared with 2001. However, even
officials admit that the GDP structure does not correspond to the GDP
structure of the developed countries’ economies, and the oil and gas
sector has a leading position in the national economy. According to
R. Rajabov, this year oil production will reach its highest level
followed by a downward tendency. As a result, foreign investments
will decline in parallel with a growth of state investments.

Voting in the Eurovision Song Contest is being skewed by the emergence
of a new "blocs", according to research.

Western European countries like the UK and Ireland – which in the
past did well in the music contest – are being marginalised by their
new-found power, the study indicates.

The blocs tend to be voting in a more "clubby" way than before, leaving
countries like the UK with little chance of winning, according to Dr
Derek Gatherer, a data analyst from Glasgow.

He said three blocs now had such a significant effect on voting that
our prospects of victory had diminished over the last decade.

The biggest is the "Balkan Bloc", consisting of 11 countries including
Turkey, Bulgaria and Hungary.

Next is the "Eastern Bloc" of eight countries including Russia,
Poland and Ukraine.

The final big bloc is the "Viking Empire" of eight Nordic countries.

All tend to give their neighbours higher votes than other countries,
according to Dr Gatherer’s paper, Comparison of Eurovision Song Contest
Simulation with Actual Results Reveals Shifting Patterns of Collusive
Voting Alliances.

He said: "Statistically it is significant. Countries are exchanging
votes with each other."

He found vote-swapping has grown over the last 10 years and now only
seven of 43 countries can be proved to be ‘clean’.

Now about a third of votes come from bloc-voting, he concluded.

Despite a strong song and a proven voice, this year’s UK’s entrant,
former X-Factor runner-up Andy Abraham, was sanguine about his chances
of winning.

He said: "I believe the song is good enough for a top ten. Anything
more than that…well, if I win, I’ll probably collapse on the floor."

The contest is broadcast from Belgrade in Serbia this Saturday night.

The Balkan Bloc: Slovenia, Croatia, Serbia, Bosnia-Herzegovina,
Macedonia, Turkey, Albania, Greece, Cyprus, Bulgaria and Hungary.

The Eastern Bloc: Russia, Ukraine, Armenia, Georgia, Poland, Belarus,

Government unveils long-term energy plans, but public is angered by
rising gas prices.

Raisa Gabrielian, who lives in Stepanakert, the capital of Nagorny
Karabakh, tries not to think about next winter. Her monthly salary
of 65,000 drams, or 210 dollars, is the only income for her family
of four. Now that the price of gas is going up, she says, the money
will only cover basic household expenses.

>From June 4, the price of gas in Nagorny Karabakh will rise from
59 to 84 US cents per cubic metre. Although the government of the
unrecognised republic is planning to diversify its energy sources to
make the region less reliant on gas imported from Armenia, the steep
price hike will hurt the population in the short term. For ordinary
consumers, gas will now cost nearly three times as much as in Armenia.

Artsakhgaz, the region’s gas supplier, announced the price rise on
May 1, but failed to inform the Nagorny Karabakh government commission
that regulates public utilities.

The director of Artsakhgaz, Maksim Mirzoyan, told IWPR that the
price increase was a result of the ending of government subsidies –
a process that parallels what the authorities in Armenia have done –
rather than because of the international price of gas.

After Artsakhgaz’s announcement, taxi-drivers in the local capital
Stepanakert, who run their cars on compressed natural gas, raised
fares from 100 to 120 drams per kilometre, with the minimum cost of
a ride going from 500 to 600 drams.

Vache Adamian, who chairs the public utilities commission, said the
far rises were "patently illegal" as taxi drivers had not in fact
been hit by any price rise.

He added, "Taxi services are not yet under our control and we can’t
intervene."

Stepanakert resident Vardges Babayan said there was little people
could do about the taxi fares.

"I know I’m paying this money for no good reason, but there’s nothing I
can do," said Babayan. "Who can you complain to that you’re being made
a fool of? They’ll just say that they are a private [taxi] business
and that if you don’t want to pay the money, don’t get in the car."

Above a set volume, bulk consumers of gas will continue paying the
old price, but domestic users, taxi drivers and the like do not use
enough to qualify for the reduction.

Artyusha Karapetian owns a shop selling household goods in
Stepanakert, and predicts that his customers will become less keen
on gas appliances.

"Gas stoves used to be a very popular product," said Karapetian. "But
after the price rises, people will probably stop heating their
apartments with gas."

Gas is the commonest fuel used for heating in Nagorny Karabakh,
which has been isolated from the outside world and can only be
reached Armenia since the end of the war in 1994. Around 70 per
cent of the population use gas, with the rest who tend to live in
the more remote villages mainly heating their homes with firewood,
which is widely available.

To make Nagorny Karabakh more self-sufficient, prime minister Ara
Harutiunian has announced plans to compensate citizens and to exploit
other sources of energy.

"The government will try to ease the burden on gas consumers with some
kind of compensation," he said. "In the future, gas will no longer
be the main energy source for Karabakhis. Over the next few years,
we will become a country that produces its own energy, allowing us to
sell electricity to our citizens at a reduced price and also perhaps
to neighbouring countries, thereby circumventing the rise in gas
prices on the international market."

On May 13, Harutiunian announced that the Mataghis reservoir, located
in the north of Nagorny Karabakh and currently in a very poor state
of repair, had been handed over to the Artsakhges company, which will
construct a series of five small hydroelectric power stations over
the next two to three years. The intention is the power stations will
provide for all of Nagorny Karabakh’s energy needs.

In the meantime, other products are also becoming more expensive.

Prime Minister Harutiunian said this was good news for Karabakh
farmers. "We are an agricultural country but we often hear complaints
from farmers that they cannot sell their crops at a reasonable price
and aren’t earning a profit," he said. "Because of the price rises,
our farmers are now pleased with the results of their work."

Seventy-year-old pensioner Karo Gevorgian is furious.

"How can I be happy? What are they doing with people?" he asked. "They
put up the pension by a tiny amount and everything else has become
many times more expensive. How can I live like this? They are driving
people to their graves."

in the past 5-6 years show that European integration development is
the only right model for the region, according to Director of the
Armenian-European Policy and Legal Advice Center (AEPLAC) Tigran
Jrbashyan.

The EU experience can become an impetus to reforms, as the countries
that implement European models advance, Jrbashyan said today at the
Caucasus 2007 international conference on social-economic development
in the South Caucasus.

The AEPLAC Director stressed the importance of the New European
Neighborhood Policy.

The New European Neighborhood Policy must be in line with the
objectives of the governments of the countries involved in the process,
he said.

The expert believes the only country that can swerve from the course is
Azerbaijan, as it can easily implement the so-called resource-oriented
model of economy. "Armenia and Georgia have no alternative to the
European model of reforms," Jrbashyan said.

National Assembly Completes Discussion Of 2007 State Budget’s Execut

YEREVAN, MAY 21, NOYAN TAPAN. The RA National Assembly on May 21
completed the discussion of the annual report on execution of the
2007 state budget.

By the report, the actual revenues made 588 bln drams, the execution –
104.6% as compared with 2006, the growth made 33.2%. The expenditures
made 634.7 bln drams, the execution – 100.3%, the growth as compared
with 2006 – 31.9%. The deficit amounted to 46.7 bln drams, the
execution – 66.2%, the growth as compared with 2006 made 17.6%.

In his concluding speech the prime minister Tigran Sargsian thanked
the NA deputies for thier active discussions and assured them that
no comment and proposal has escaped the government’s attention. He
said that during discussions of the draft budget of next year, the
government will try to give detailed and exhaustive answers to all
the issues of interest to deputies.

The vote on the 2007 state budget’s execution will be held on May 22.

"Heritage" is the only faction that intends to vote against the
execution.

The faction’s representative Armen Martirosian explained their
position by the fact that the 2007 state budget failed to solve the
social problems of ordinary citizens and outline the steps for the
further economic development of Armenia.

Armenian Prime Minister Invited To Brussels

YEREVAN, May 20. /ARKA/. Ambassador Raul de Luzenberger, Head of the
European Commission delegation to Armenia, has invited Armenian Prime
Minister Tigran Sargsyan to visit Brussels.

Luzenberger congratulated Sargsyan on appointment to the premier’s
post, wished him success and invited to Brussels for a more detailed
discussion of cooperation issues.

Sargsyan and Luzenberger discussed prospects of EU-Armenia partnership
and a wide range of issues on reforms initiated as part of the EU
New Neighborhood Program.

Sargsyan said the new government will be consistent in its
efforts aimed at economic integration including formation of a
European-standard market system in the country, deeper trade links
and economic cooperation with the European Union.

The Premier hailed the programs being implemented as part of the
financial instruments of the New Neighbourhood Program, as well as
the establishment of a new fund – Neighbourhood Investment Facility.

Sargsyan also stressed the importance of cooperation between Armenia
and European Investment banks. He said Armenia is seeking to get a
status of a market economy from the EU – an important stimulus for
further cooperation.

Neighbourhood Investment Facility was launched on May 6. The EU
earmarked EUR 400mln for its implementation. The program includes

Armenia, Azerbaijan, Egypt, Georgia, Jordan, Lebanon, Moldova, Morocco,
Palestine, Tunisia and Ukraine.

European Program action plan was signed on November 14 2006 and
officially took effect on January 1 2007.

>From now on the ARF Dashnaktsutyun faction of the National assembly
will be headed by ex-Speaker of Parliament Vahan Hovhannisyan, and
"Orinats Yerkir" will be headed by Heghine Bisharyan, former secretary
of the faction. Chairman of the National assembly Tigran Torosyan
declared at the regular four-day sitting that corresponding decisions
were taken during the sittings of the factions. Newly elected MP
Khachik Harutyunyan will be the Secretary of "Orinats Yerkir" faction.

The position of the leader of the "Orinats Yerkir" faction was
left vacant after Arthur Baghdasaryan was appointed Secretary of
the National Security Council at RA President’s Office. Head of the
Dashnaktsutyun faction Hrayr Karapetyan will compete for the position
of the Vice-Speaker of the National Assembly during the elections
scheduled for the next four-day meeting.
