ArmInfo. The head of the permanent parliamentary commission on finances
and budget issues, a member of the RPA faction Gagik Minasyan has
called Armenian society to unite against Levon Ter-Petrosyan.

Making a speech at today’s discussions in the National Press Club
organized by the NDI of the USA and commenting on the present domestic
political situation in the country Minasyan said it is important
to start a dialogue among the political forces, the authorities and
the opposition.

Representatives of international organizations and the newly elected
President of Armenia Serzh Sarkisyan always point at this. But
the first Armenian president Levon Ter-Petrosyan still continues
being guided with a principle ‘the worse – the better!’. ‘I call the
society to unite against such a politician as by his actions he does
not promote weakening of tension in the country’, – Minasyan said.

Secretary of the Heritage parliamentary faction Stepan Safaryan, who
was taking part in the discussion, said of the political and legal
crisis in the country. Political, as the political institutions could
not prevent the 1 March tragic events; and legal, as participants in
the rally were disgusted by injustice and serious violation of human
rights, Safaryan said. He declined to comment of PACE Resolution on
Armenia. ‘I can only say, that the resolution that has been recently
adopted by PACe is defeat and pain of Armenia. The point is we cannot
find a way out from the crisis, and Strasbourg points to us how to do
it’, – he said and added that unification of the society around any
politician will hardly promote coming the country out of the crisis.

For her part, member of the People’s Party of Armenia Ruzan Khachatryan
said she does not trust in the pre-election and post-election pledges
of Serzh Sarkisyan and his readiness to start a dialogue.

Belgian VDK Spaarbank To Provide $3 Million To Armenian Inecobank As

BELGIAN VDK SPAARBANK TO PROVIDE $3 MILLION TO ARMENIAN INECOBANK AS LOAN

YEREVAN, April 17. /ARKA/. Belgian VDK Spaarbank is to provide
$3 million to Armenian Inecobank as loan for crediting small- and
mid-scale business.

Inecobank’s press office says the two banks signed the agreement on
March 28, 2008.

"This is the first investment by VDK Spaarbank in Armenian financial
market, which paves the way for mutually beneficial cooperation
between the two banks and will spur Inecobank’s development", the
press release says.

Inecobank closed joint stock company was registered on February 7
1996. In December 1997 the bank became the first bank in Armenia
extending credits for consumer goods.

Among the stockholders of Inecobank are ShoreCap International (13.5%)
and International Financial Corporation (10%). The bank is cooperating
with the EBRD, USAID, KfW, the Black Sea Trade and Development Bank
and other international organizations.

The bank’s assets totaled 35.8bln Drams as of December 31 2007 with
total capital being 6.8bln Drams.

The authorized stock of the bank is 2.4bln Drams, the credit portfolio
– 20.9bln Drams and the profit as of the end of 2007 – 1.1bln Drams.

Currently the bank has 4 branches. ($1- AMD 310.35).

INTERVIEW WITH DAVID HARUTYUNYAN

ArmInfo,Strasbourg, April 15, 2008. The PACE resolution Â"On operation
of democratic institutions in Armenia" by Rapporteur for election
in Armenia John Prescott and Co-Rapporteur for Armenia’s accession
commitments to the Council of Europe George Colombier will be discussed
during a sitting in PACE on April 17. To note, this issue was included
in the session’s agenda as a result of the proposal made on April
14, the first day of the session, to hold extraordinary hearings on
this issue. In case the resolution is adopted, PACE members intend
to hold debates on implementation of the proposed recommendations and
assessment of Armenia’s progress during the summer session of PACE. If
the situation is unsatisfactory, the issue of temporary suspension
of the mandate of the Armenian delegation to PACE may arise. Head of
the Armenian delegation to PACE, Chairman of the Armenian National
Assembly’s Standing Commission on Legal Issues David Harutyunyan said
about possible developments in PACE in his interview.

How important is the adoption of the resolution on operation of
democratic institutions in Armenia, which will be discussed at the
PACE sitting on April 17?

The resolution is crucial for Armenia from the viewpoint of
developments in Armenia and the country’s compliance with the CoE
standards.

What issues will the document cover? Will it touch upon the
post-election situation in Armenia?

First and foremost, it is the post-election situation in Armenia. The
document is not focused on the election itself, but covers a wide
spectrum of problems related to the work of democratic institutions
in Armenia: from the status of mass media to the independence of the
judiciary system.

What facts are the document’s authors going to appeal to?

Usually it is a political assessment. Sometimes we think that the
authors of documents discussed at the CoE must adduce some proofs,
but actually, such documents are just political assessments by the
people assigned by the CoE or the CoE Committee of Ministers to prepare
them. Often the CoE’s position is based on their political assessments.

Taking into account the fact that the co-author of the present report
is John Prescott, who connected the reason of the post-election events
with the lack of public confidence in the electoral process in his
previous report on presidential election observation, can one expect
that the present document itself will have no tough formulations?

Harutyunyan: I don’t think that the report will be soft. That is,
it is not soft. As for the reasons, the document states that the
factor of the lack of public confidence in electoral processes is
rather the society’s problem than the reason of the events over the
post-election period in Yerevan.

Therefore, this should urgently be taken into account to reconsider the
policy in the country. This is not a cause-and-effect relation, this
is a problem faced by the country, i.e. to liquidate the inconfidence
of a part of the society in electoral institutions.

How does PACE determine the degree of the authorities’ responsibility
in the matter of the lack of public confidence? How much does this
factor clearly point at the authorities’ fault and fail to take into
account the general reasons?

This issue cannot be unambiguous, this is a matter of purely political
assessment. It stands to reason that when the issue of responsibility
arises, the authorities’ responsibility is always considered.

What measures is the Armenian delegation going to take to prevent
the adoption of the resolution?

I don’t think that our task is to prevent the adoption of the
resolution.

This is a wrong approach. We think that the resolution should be
unbiased as it may become an efficient tool to achieve the goals of
not only and not so much of the Council of Europe but the goals of
the Republic of Armenia.

The necessity of independent investigation of the post-election events
was much spoken about during the sittings of the PACE session. Are
there any specific initiatives and persons from the CoE who may be
involved in the process?

There is such a proposal though the CoE shows quite controversial
attitude to this, as it will obviously be quite an ineffective
mechanism. Yes, it is necessary to carry out independent
investigation. Yes, it is possible to involve international experts in
it. But this does not mean that the investigation should be carried out
at an international level. It should be carried out by an institution
enjoying the highest confidence in Armenia, and I don’t think that
this institution should be located outside the country.

Would you clarify the situation with the work of the PACE Ad Hoc
Committee on Nagorno-Karabakh? Why have the meetings of the Armenian
and Azerbaijani delegations been suspended within the frames of
sessions?

At the moment we have no new details to tell you.

Is Lord Russell-Johnston’s statement that the parties gave their
consent to a joint meeting true?

Actually, it is. We have always been willing to hold such meetings. I
think that at the moment the meeting is impossible for technical
reasons: today we face other priority tasks at the PACE session, in
any case, we tackle these issues during this session. I admit that
the meeting will be held within the frames of this session, however,
it is scarcely probable. The meeting is most likely to take place
during the interval between this session and the following one.

How effective is the Committee’s work?

The Committee doesn’t settle the Nagorno-Karabakh problem. Its task is
to establish ties between both countries’ parliamentarians, exchange
opinions and find common positions.

How much efficiently does the Committee implement this task?

At the moment, I cannot consider that the Committee’s work has brought
specific results, nevertheless, this doesn’t mean that the work should
be suspended.

The Municipal Council of the northern Bulgarian city of Ruse approved
Thursday a declaration denouncing the genocide carried out by the
Ottoman Empire and later its Young Turks’ government against its
Armenian and Bulgarian population.

"With the adoption of this declaration, the city counselors proved
their responsibility and their compassion to the universal human
values, and demonstrated their civic consciousness and morals",
announced the representatives of the nationalist Ataka party, which
initiated the voting of the declaration.

Ataka expressed its hope that similar declarations would be adopted
by the city and town councils around the country. These declarations
should be treated as a kind of referendum, with whose decisions the
Bulgarian government and parliament would have to comply.

The city of Burgas already approved a declaration recognizing the
Armenian genocide at the end of February. This lead to a harsh reaction
on part of the Turkish city of Edirne, which terminated all common
projects, and severed all connections between the two cities.

He stated that the co-chairs should contribute suggestions on the
meeting of Azerbaijani and Armenian Presidents.

"The meeting of familiarizing character may be held. I am not against
the meeting with Armenian new Foreign Minister even I don’t even know
him. The Co-Chairs should specify the date and place of this meeting.

We should solve the Nagorno Karabakh conflict, but Armenia should
be constructive. If Armenia is constructive, it will bring positive
atmosphere to the region and this country", he said.

Elmar Mammadyarov stressed the importance of resolution to the Nagorno
Karabakh conflict within the framework of Azerbaijan’s territorial
integrity.

"Resolution adopted in the UN General Assembly reflects our position.

Our position remains unchanged. Azerbaijan’s territorial
integrity should be restored and refugees should be returned to
their homelands. As you know, this position has been supported
comprehensively. NATO Bucharest Summit has supported it. The resolution
covers the recognition of territorial integrity of Moldova, Armenia,
Georgia, as well as Azerbaijan", he said.

Mammadyarov noted that there was no need to conduct negotiations from
lower level because of new Armenian Foreign Minister.

"We should not conduct new negotiations. We will continue
negotiations. We have coordinated with several issues within the
framework of the Prague process. International community already knows
that Armenia has not accepted it. Nagorno Karabakh should be solved
within the framework of Azerbaijan’s territorial integrity. We can
discuss the status of Nagorno Karabakh Autonomy under Azerbaijan",
he said. Mammadyarov added that he would meet Bulgarian President,
Prime Minister, and Foreign Minister within the framework of the
visit to Bulgaria.

"This visit will continue the dialogue during Bulgarian President’s
visit to Baku. Azerbaijan-Bulgaria relations are developing
successfully. The cooperation between Azerbaijan and Bulgaria on
economy, energy and agriculture is being developed. We cooperate
within the framework of Nabucco project", he said.

Sargsian began holding advisory meetings on regards to the government
formation with the leaders of the parties, which are in a quadripartite
political coalition.

According to the RA President’s Press Office, the RA President met
with the leader of the Orinats Yerkir Party Arthur Baghdasarian,
the leader of the Bargavach Hayastan Party Gagik Tsarukian, the
representative of ARFD Dashnaktsutyun Party Hrant Margarian and the
representative of ARFD Supreme Organ Armen Roustamian.

The President of the Parliamentary Assembly of the Council of Europe
(PACE), Lluís Maria de Puig said today he is going to visit Armenia
in the nearest future. He highlights PACE discussions of the Armenian
presidential election and the current situation in the country. He is
concerned that some human rights were ignored during the presidential
election in Armenia.

In reply to A1+’s question regarding the release of the political
prisoners of Armenia the PACE President said the PACE session will
pass a resolution which will give the answers to the question.

Lluís Maria de Puig voiced hope that being a EU member Armenia will
fulfill its commitments to the EU and effect important changes.

YEREVAN, Armenia: An Armenian Health Ministry official says the death
toll in the nation’s postelection violence in March has reached 10.

The official said Monday that 27-year-old Samvel Arutunyan died
Friday. He had been in intensive care with head injuries sustained
during clashes between police and demonstrators in the Armenian
capital on March 1.

The demonstrators were protesting alleged fraud in the Feb. 19
presidential election.

On April 11 an Azeri serviceman was arrested when passing to the
Karabakhi side near Yusufjanli village.

Mediamax was told from the NKR State Commission on Prisoners of War and
Missing Persons that the detained had no identification documents. He
identified himself as Vyusal Eybatov, born in 1989.

Corresponding bodies of NKR are clarifying the reasons and
circumstances of Azeri serviceman’s passing to the Karabakhi side.

The NKR State Commission on Prisoners of War and Missing Persons ahs
informed the International Committee of the Red Cross and the OSCE
Offices about the accident.
