POTENTIAL OF SMALL HYDROPOWER PLANTS IN GEGHARKUNIK MARZ MAKES 119 MILLION KILOWATT-HOURS ANNUALLY

YEREVAN, DECEMBER 6, NOYAN TAPAN. The European Commission has
assessed the potential of renewable energy in Armenia, particularly
in the Sevan Lake basin. According to the European Commission, the
potential of small hydropower plants in Gegharkunik marz makes 119
million kwh annually.

Besides, monitoring of wind energy was implemented in the marz –
in the Semyonovka moutain pass. The monitoring has given a basis for
design and feasibility study of a wind power plant with the capacity
of 14.5 megawatts.

During the December 6 meeting with reporters, the RA minister of energy
Armen Movsisian said that Armenia’s small hydropower plants currently
generate energy that meets 5% of the total demand of the country,
and this index will be increased to 10% within the next 2-3 years.

base in Armenia. However, the servicemen marked it on active service
rather than by sitting at desks. Combat is the best training,
military commanders say. Vadim Astafyev reports on how they learn how
to protect Russian skies on Armenian land.

[Correspondent] To detect an airspace intruder before it crosses the
border is the main task of the air defence units of the 102nd Russian
military base. The task is performed here, at the control station, in
cooperation with the Armenian armed forces.

our own control centre where both our and Armenian duty officers
work. Consequently, when we receive some information, we share it
with them thanks to our cooperation, and they share their information
with us.

[Correspondent] This is a radar station. Next to the radar there is a
control station. The term of duty here is six weeks, then a nine-day
leave, four weeks of regular service and again 45 days of duty. Manuk
Oganesyan, a senior sergeant serving on a contract, has been working
like this for 12 years.

unit] Getting a job was the key consideration. Also, there are
benefits such as a travel allowance, housing conditions are likely to
improve upon retirement, pension. That’s why we’ve stayed.

[Correspondent] If living conditions are good, nothing can distract a
radio intelligence officer from performing his task. Information
appears straight on the display of the duty officer at the joint
control centre. The command to destroy an intruder is sent from here.
Servicemen of the 102nd Russian military base guard the southern
borders of our country. The place where the commander reads out his
orders is called a ceremony square. In case of an alert it takes
servicemen only six minutes to take their action posts and start
their mission.

task of protecting and defending the state border of the Republic of
Armenia within the impact area along the state border and also of
alerting the 102nd military base troops about foreign aircraft
trespassing the state border and informing them about aircraft in

[Correspondent] In six months conscripts called up for one-year
service will be taught how to operate modern air defence systems.

YEREVAN, DECEMBER 3, NOYAN TAPAN. Prices of gasoline and diesel
fuel grew by 2.5% and 6.3% respectively in Armenia in November on
October 2007.

According to the RA National Statistical Service, prices of gasoline
and diesel fuel grew by 2.2% and 3.8% respectively in the country in
November 2007 on November 2006 and by 7.3% and 5.7% in November 2007
on December 2006.

conflict are not exhausted, Armenian Defense Minister Mikayel
Harutyunyan said during his meeting with a delegation of the OSCE
Office in Yerevan headed by Ambassador Sergey Kapinos, Tuesday,
the Armenian Defense Ministry’s press-service told ArmInfo.

According to the source, the sides discussed the alternative military
service and improvement of the democratic control mechanisms in
Armenian military forces within the frames of defense reforms. In
addition, the meeting covered a number of issues concerning improvement
of mechanisms of human rights protection in the armed forces under
the Armenia-NATO Individual Partnership Action Plan. Sergey Kapinos
thanked the minister for efficient cooperation with the OSCE Office.

December 3 RA Foreign Minister Vartan Oskanian met with the Foreign
Minister of Estonia Urmas Payet.

Greeting the Armenian Foreign Minister, Mr. Payet noted that Estonia is
interested in reinforcing the bilateral relations in different spheres.

Minister Oskanian expressed Armenia’s willingness to deepen the
cooperation with Estonia in all directions, especially taking into
consideration the existing potential and the historic ties between
the two peoples.

The Foreign Ministers discussed the opportunities of intensifying
the economic cooperation, prioritizing the information technologies
and tourism.

The interlocutors attached importance to the enlargement of the
contractual-legal field between the two countries, which will promote
the deepening and intensification of bilateral ties.

Turning to the Action Plan of the European Neighborhood Policy, the
Foreign Minister of Estonian expressed the willingness of his country
to share the experience of membership in European organizations. Later
Minister Oskanian presented Armenia’s current programs of cooperation
with EU and NATO.

Reference was made to the cooperation between the countries within
international organizations.

During the meeting views were exchanged on regional developments, as
well as Armenia’s relations with neighbor countries. Minister Oskanian
presented the current state of settlement of the Karabakh conflict.

Minister Oskanian invited his Estonian counterpart to Armenia.

The same day Minister Oskanian had meetings with the First Deputy
Speaker of the Estonian Parliament and representatives of the Armenian
community.

Yerevan /Mediamax/. General Prosecutor of Armenia Aghvan Hovsepian
received in Yerevan today the Co-Rapporteur of the Monitoring
Commission of the Parliamentary Assembly of the Council of Europe
George Colombier and the Secretary of the Commission Despina
Chatsivasiliou.

As Mediamax was told in the press service of the General Prosecutor’s
Office, Aghvan Hovsepian stated that the Prosecutor’s Office has
thoroughly examined all the violations, marked during the parliamentary
elections of 2007. As a result of the work, 8 criminal cases against
17 people were sent to courts.

In four cases, 12 members of area electoral commission were passed
in a verdict of guilty, 11 of which – on the fact of falsifications
of the results of voting, and one – on the fact of hindering the work
of the electoral commission, Aghvan Hovsepian stated.

He also noted that in two criminal cases, three citizens were convicted
because of efforts to hinder the right of citizens for free will.

General Prosecutor noted that the gained experience will assist in
preventing violations during the upcoming presidential elections in
February of 2008.

Ms Siranush has been working as a postwoman for 27 years. She finds
it her mission to deliver pension and letters to citizens. Nowadays
postmen are "replaced" by new technologies- Internet, fax and mobile
phones.

"I prefer the Internet to posts as it is quicker and cheaper," says
a Gyumri citizen Siranush Gevorgian.

"I haven’t sent or received letters for a long time as none of my
relatives or acquaintances lives abroad.

But last year I used to send letters by the Internet as it was more
convenient and quicker," says a Yerevan citizen Sona Esafian.

Today one can come across rusty and old postboxes
everywhere. Unfortunately, few people use them nowadays as postmen
deliver letters directly to addressees. Besides, postal service is
mainly available for servicemen who send letters gratis and for people
ignorant of the Internet.

Nevertheless, Ms Siranush still works delivering newspapers, journals,
Internet cards and lottery tickets instead of letters and telegrams.

Vazgen Manukyan as its presidential candidate at its 17th congress
today.

In his closing remarks at the congress, Manukyan said that the tough
task of nomination had been solved and that a very small task of
winning was left.

Out of 262 delegates elected by regional organizations, 184
participated in the congress that lasted two hours.

LATEST UNDP HUMAN DEVELOPMENT REPORT PRESENTED IN ARMENIA

Yerevan, November 28, 2007 – Today Ms. Consuelo Vidal, UN Resident
Coordinator and UNDP Resident Representative, Mr. Simon Papyan, First
Deputy Minister of Nature Protection, and Mr. Nerses Yeritsyan, Minister
of Trade and Economic Development, presented the UNDP’s Human
Development Report 2007/2008 to the Armenian public, during a press
conference held at the UN House.

Published annually since 1990, the Human Development Report (HDR)
provides a thorough and objective analysis of the current state of human
development and draws worldwide attention to issues vital for humanity,
concentrating on a specific theme of global significance. The latest
report, subtitled `Fighting Climate Change: Human solidarity in a
divided world,’ focuses, particularly, on global warming, its
devastating consequences, and the urgency of taking action to help
curtail them.

`The well-being and future development of humanity hinge on the highest
level of awareness regarding the issues facing our world and, as
importantly, the will to address them in a truly collaborative manner,’
Ms. Vidal commented. `The UNDP Human Development Report has fast become
the global standard in the study and mitigation of core problems
affecting our planet.’

The findings of the HDR are factored into the Human Development Index
(HDI), which is designed to assess the relative human-development level
of every country in three basic dimensions: a long and healthy life,
access to knowledge, and a decent standard of living. For 2007/2008,
Armenia’s HDI value stands at 0.775, ranking it at 83 out of 177
countries. These figures represent a gain of .007 points but a
three-level drop in ranking compared with 2006. However, if today’s
revised HDI criteria were to be applied to the 2006 rankings, Armenia
that year would have stood at 90 and thus advanced by seven levels this
year, not dropped by three. In terms of HDI ranking for 2007/2008, the
closest to Armenia from Central and Eastern Europe and the CIS countries
are Ukraine, Georgia, and Azerbaijan, ranked 76th, 96th, and 98th,
respectively. Armenia’s other neighbours, the Islamic Republic of Iran
and Turkey, are ranked 94th and 84th, respectively.

The latest HDR shows that climate change is no longer a matter of
speculation. It goes on to state that exposure to droughts, floods, and
storms is already destroying opportunity and reinforcing inequality.
‘There is now overwhelming scientific evidence that the world is moving
towards the point at which irreversible ecological catastrophe would be
unavoidable,’ it says.

As in previous years, the 2007/2008 HDR stresses that climate change is
not purely an environmental issue but rather a complex phenomenon which
poses a great challenge to the development of humanity and realization
of the UN Millennium Development Goals.

The report indicates that the poorest countries and populations will
suffer the earlier and most damaging setback, even though they have
contributed the least to the problem. Some 262 million people, over 98%
of them in the developing world, were affected by climate-related
disasters annually from 2000 to 2004. Further temperature increases of
3-4° C could result in 330 million people being permanently or
temporarily displaced as a result of floods, and 20-30% of land species
could face extinction. An additional 220-400 million people could be
exposed to malaria – a disease that already claims around 1 million
lives annually. These eventualities represent only a tiny fragment of
the consequences of climate change.

According to the report, in order to effectively fight climate change
and the threats it poses to humanity, mitigation and adaptation must go
hand in hand.
According to the First National Report to the United Nations Framework
Convention on Climate Change, in Armenia the scenario of a 2° C increase
in temperature over the 21 century would have the following consequences:

– Decrease of total annual flow of water by 15-20%;
– Reduction of precipitation by 10%;
– Expansion of desert and semi-desert areas by 33%;
– Reduction of livestock by 30% and dairy production by 28-33%;
– Reduction of crops by 8-14%.

Though the overall economic cost of such scenarios in Armenia has not
yet been calculated, the global picture is clear. The HDR report
indicates that if no action is taken now for a drastic reduction of
greenhouse-gas emissions, the overall cost of adaptation measures may
total around US $86 billion annually by 2015, representing close to 0.2%
of the GDP of developed countries. As significant as these figures may
seem, they pale in comparison to the human and financial costs of the
expected damages in health, livelihoods, ecosystems, property, and
infrastructure if no immediate measures are taken.

`Climate change is exactly the kind of global challenge that the United
Nations is best suited to address,’ Ms. Vidal said. `This is why we have
initiated a study of the actual economic costs of climate change, which
will become a baseline document to help the government of Armenia
institute appropriate adaptation strategies, integrate them into
sectoral policies, and take relevant measures to curb the impact of
climate change in the country.’

issue was discussed during yesterday’s visit of Russian Defense
Minister Anatoly Serdyukov to Azerbaijan," Vasily Istratov, Russia’s
Ambassador to Azerbaijan told reporters 28 November.

"The arms purchase will be carried out in the framework of technical
and military cooperation between the two states," the Ambassador
said. However, he refrained from furnishing any details of the
transaction.

"Azerbaijan and Russia will develop cooperation regarding personnel
training. The Russian Defense Ministry’s training center is ready to
comply fully with Azerbaijan’s requests," the Ambassador said.

The Defense Ministers were satisfied with the talks held in Baku,
the Ambassador resumed, Trend reports.
