Azerbaijanis burned the wheels and threw them into the gorge on a mountain near the Norabak village of Gegharkunik region, Vazgen Asatryan, the administrative head of the Norabak village, told NEWS.am.

According to him, the fire broke out about four hours ago and the fire has not been extinguished yet.

Asatryan also informed that Norabak pastures were also affected.

Gegharkunik Regional Crisis Management Center received a report that a fire broke out on a mountain near Vardenis. It turned out that it broke out on a mountain near the villages of Norabak and Nerkin Shorzha.

Armenian Trade With Russia Raises Re-Export Questions By Ani Mejlumyan

As international sanctions bite Russia and many Western companies have stopped doing business in the country, Moscow has tried to fill the gaps with a program it calls “parallel imports.”

Armenia has reported a nearly 50 percent increase in trade with Russia, raising questions about what part Armenia is playing in supplying Russia with the foreign goods its economy needs.

While the data are inconclusive about whether Armenian companies are in fact engaging in parallel exports, or re-exports, the raw trade numbers have caught the attention of Western diplomats in Yerevan.

Armenian exports to Russia, its largest trade partner, grew 49 percent in the first half of 2022 compared with the same period last year, the country’s official statistics agency reported at the beginning of August. Imports grew 42 percent.

That suggests a heavy level of re-export, independent economist Suren Parsyan told Eurasianet.

"There is no data that would specifically measure re-export, but there are clear economic indicators that help us understand that the volume is high,” he said. One example: that manufacturing has only grown 2.7 percent, compared to an overall export growth of over 50 percent.

Still, authoritative data are difficult to come by. The Armenian customs authorities release statistics only twice a year, and the last they have published are for 2021. Russia, meanwhile, has stopped publishing data. Russia’s customs service had previously published foreign trade numbers monthly, but the last such update came in January, the month before Russian tanks rolled into Ukraine.

Without those figures, it is impossible to know whether the increased exports from Armenia originated there or in a third country. 

Western embassies in Yerevan are trying to determine whether the growth in exports to Russia is “natural” or “unfavorable,” one diplomat told Eurasianet on condition of anonymity.

Among the “natural” explanations: a rising dram has made Armenian exports to Europe comparatively unfavorable and exporters have shifted to Russia; Armenian companies can be trying to take advantage of the new paucity of Western goods in Russian markets; and Russian emigres to Armenia have set up businesses there and do business with Russia.

“However we don’t know, and we have doubts, if these three natural causes would explain such an upswing in trade,” the diplomat said.

There are varying levels of concern about what may be happening, the diplomat said: “Sanctions evasion is the center of our attention, but we don’t have enough data yet. But re-exports are of course a concern, too.”

Sanctions against Russia and a potential economic crisis in that country are fraught with consequences for Armenia’s own economy, which depends heavily on Russia. But Armenian officials also have emphasized the positive of the new environment. Russian “companies under restrictions can enter the international markets in other ways, including through Armenian territory,” Minister of Economy Vahan Kerobyan told Shant TV shortly after the war in Ukraine started. “Along with many problems, there are also small opportunities.”

The ministry did not respond to queries from Eurasianet by the time this story was posted.

Armenia’s main export is heavy metals, which saw only a 4 percent increase in the first half of 2022 compared to the same period last year. But processed food exports increased 36 percent, and the fastest growing sector of exports was land, air, and water vehicles, which increased 2.3 times and is now the second-largest category of exports. That pattern suggests that the increase in exports is due to re-exports, wrote commentator Hakob Kocharyan on the news website 168.am. 

While Western diplomats have expressed concern about similar patterns of re-export to Russia via Turkey, the volume of Armenian trade is so much lower that it is not as much of an issue, the diplomat said.

Given Armenia’s geopolitical situation, Western governments have long been lenient when it comes to economic relations with Yerevan’s anti-Western partners. 

Now, Armenia finds itself more dependent on Russia than at any time in its post-independence history. Meetings between Armenian and Russian officials have become ever more frequent since the end of the 2020 war with Azerbaijan; Russia brokered the ceasefire to that war and Russian peacekeepers now protect the Armenian population of Nagorno-Karabakh. 

Armenia, in turn, has abstained from many anti-Russia votes in international fora, has agreed to buy Russian gas in rubles and even plans to subsidize Black Sea ferry connections from Georgia to boost trade with Russia. 

As long as Armenia is not abetting sanctions evasion, “I don’t believe this will seriously impact the West’s relations with Armenia,” analyst Benyamin Poghosyan told Eurasianet. “The U.S. is interested in weakening Russia’s positions in Armenia,” he said. But they also don’t want to weaken the position of Prime Minister Nikol Pashinyan, he said.

“They know very well that they can’t find better candidates for leadership, so I don’t believe that the U.S. is interested in making economic life in Armenia even harder, thus putting pressure on Pashinyan.” 

“We understand the impact sanctions against Russia have on the Armenian economy,” a spokesperson from the U.S. embassy in Yerevan told Eurasianet. “We appreciate the government’s continued commitment to comply with these sanctions.”

According to the department, the deceased was an elderly resident of Houston, Harris County, with a weakened immune system.

"The case is being investigated to find out what role the monkeypox played in the death of the citizen," the press release said.

Texas officials and media say this is the first case in the state.

Karabakh: Russia breaks silence on situation along Lachin corridor

PanARMENIAN.Net - The situation around the Lachin corridor in Nagorno-Karabakh should be tackled based on Paragraph 6 of the Trilateral Statement from November 9, 2020, lawmaker Taguhi Tovmasyan cited the Russian Embassy in Yerevan as saying on Monday, August 22.

The Lachin corridor currently used as connection between Armenia and Karabakh was supposed to serve its purpose at least until the fall of 2023, but Azerbaijan has built a new road and is now demanding that the corridor be moved now. Karabakh authorities have already informed the few remaining Armenian residents of the town of Berdzor and the villages of Aghavno and Sus – all three in the Lachin corridor – that no Russian peacekeepers will be left in the territory after August 25 and, therefore, they needed to leave their homes before the end of the month. However, a top Russian diplomat has said that the peacekeepers were not going to move an inch.

Tovmasyan said Monday she wrote a letter to Russian Ambassador to Armenia Sergey Kopirkin to draw his attention to the fact that Azerbaijan attacked Artsakh (Karabakh) on August 1, using mortars, grenade launchers and attack UAVs and trying to cross the contact line.

The lawmaker said she then received a response from the Russian Embassy, according to which the situation in the area of responsibility of the Russian peacekeeping contingent and on the Armenian-Azerbaijani border is an important issue for Moscow.

“We would like to draw your attention to the Statement by the MFA of Russia on August 4 with regard to the escalation of the situation on the Nagorno-Karabakh conflict zone. The Ministry called the two sides to show restraint, hold the ceasefire regime and confirmed the necessity for the regulation in accordance with the Statements by the leaders of Russia, Azerbaijan and Armenia on November 10, 2020, January 11 and November 26, 2021. (…) Russian peacekeepers make all possible efforts to stabilize the situation on the ground. The important role of Russian peacekeeping contingent was stressed in Baku and Yerevan many times. They are sure that they totally deserve the trust. We are ready to further show any necessary support to the normalization of the ties between Armenia and Azerbaijan”, Tovmasyan cited the Russian side's letter as saying.

The Embassay said in another letter that the situation around the Lachin corridor should be tackled based on Paragraph 6 of the Trilateral Statement.

According to Paragraph 6, "the Parties have agreed that a plan for the construction of a new route along the Lachin corridor shall be determined within the next three years, providing communication between Nagorno-Karabakh and Armenia, with the subsequent redeployment of Russian peacekeeping troops to protect this route."

Tovmasyan also noted that the the Russian side is said to be maintaining constant communication with the sides to settle the matter.

Artsakh opposition deputies to meet with Russian peacekeepers leadership

Opposition parties represented in Artsakh parliament, Justice, ARFD and Democratic Party of Artsakh applied to the heads of Russian peacekeeping forces deployed in Artsakh with the request to meet and get comments on the statement made by the advisor-consul of the Russian Federation in Armenia Maxim Seleznyov.

Russian peacekeepers' leadership is ready to meet and comment on this statement in the coming days.

Earlier Seleznyov said that Russian peacekeepers will not move an inch from the current Lachin corridor, until the new road is used.

The high-ranking diplomat stressed that there are agreements on this matter and the parties are in direct contact, without explaining what agreements and between whom exactly they are talking about.

"Russian peacekeepers will move only when the new Lachin corridor is opened. The trilateral statement (of November 9, 2020) spelled out the steps, the sequence of steps: first the corridor is completed, before it comes into effect, Russian peacekeepers occupy a five-kilometer corridor around this road," Seleznyov said.

"Russian peacekeepers will not occupy the new corridor until it is operational, and there are agreements on this. The parties are in direct contact, and I assure you, the peacekeepers will not move an inch until the new corridor is in place," Maxim Seleznyov said.

Mr. Grigorián, You have been appointed the representative of Enterprise Armenia in Spain, it is planned to open an office in Spain, when will it officially start its activities?

It has been an honour to be appointed as representative of Enterprise Armenia in Spain. Since the appointment in end-June, the entire Enterprise Armenia team in Spain is already assisting Spanish companies interested in the Armenian market.

The office’s opening to the public will be on September 1st, which will be seated in the iconic building of “Casa Comalat” -Avenida Diagonal 442, 3-2, 08037 in Barcelona-. So, from September, we welcome and await with open arms the visit of any foreign enterprise or entrepreneur interested in the Armenian market or companies willing to expand their activities abroad.

How do you imagine the office’s activities to attract investments from Spain to Armenia? How are you going to promote that investment, how are you going to help investors?

Economic diplomacy is becoming increasingly important in foreign policy and a political priority for the Armenian Government. Strengthening the internationalisation of Armenian companies and attracting productive foreign investment to the country will increase the competitiveness of the Armenian economy and build up our diplomatic relations with third countries.

The office in Spain will have two vectors of work: to promote and facilitate foreign investment in Armenia and position Enterprise Armenia as a one-stop shop for investors.

As a representative office of a national authority for investment promotion in Armenia, we will focus on raising awareness in Spain of Armenia’s investment and business opportunities and contributing to Armenia’s positioning on the investment map for Latin-American and Spanish companies.

We will play a pivotal role in developing institutional cooperation between the Spanish and Armenian authorities, partner organisations, BSOs, business circles and international companies. For such purposes, from September, we will organise monthly business events to attract new investments, promote exports, expand the business network in Spain, and introducing Armenia’s investment climate and the advantages of doing business in Armenia.  In addition, at least once per year, we will organise a business trip for the Spanish companies interested in Armenia.

Once the investors are interested in the Armenian market, we will consult them on Armenia’s investment legislation, regulations, government incentives, and potential investment partners.

In addition, the Enterprise Armenian team provides aftercare services to existing foreign investors in Armenia.

To invest in Armenia, which sector might be of particular interest to Spanish businessmen? What potential do you see in Armenia?

The main sectors of interest to the Spanish companies are renewable energies, construction, IT, science, bio-agriculture, textile, tourism and hospitality, luxury goods, pharmaceutical, and winemaking.

Armenia has a unique geostrategic position that can serve as a bridge between east and west, EEU and EU. Therefore, we need to work towards such a goal to show that Armenia can be a natural hub for regional international companies, as it has access to large export markets under preferential conditions.

In addition, Armenia has skilled, well-educated, and cost-efficient talent and low business costs, which are difficult to find in Europe. Besides, we must highlight the comprehensive fiscal and financial incentives system, macroeconomic stability, reliable financial sector, and open-door policy towards foreign investors.

One of the organisation’s goals is to help Armenian exporters enter new markets. In this regard, what opportunity do You see in Spain, how could you help Armenian exporters position Armenian products in the Spanish market?

Although the promotion of export and import is beyond the scope of Enterprise Armenia, we aim to foster the presence of Armenian businesses abroad.

Therefore, we will organise business delegations to accompany them on visits to Spain and help them through our business partners to organise institutional capacity building, networking, or business-to-business events.

Such services will be provided not only to large companies but also to medium-sized and small companies to strengthen their presence abroad.

The main opportunities of the Armenian companies are related to the IT sector and the export of bio-agricultural, pharmaceutical, and cosmetic products and raw materials to Spain. However, we will help analyse Armenian companies, case by case, the business opportunities in Spain.

And finally, what else would You like to say about the office and Your work?

As a diasporan Armenian, I realised the importance of engaging more actively to strengthen the country’s economy.

In this regard, I hope that my knowledge of the political, economic, and commercial situation in Spain will play a vital role in developing the country’s economy through the investment of foreign companies and the internationalisation of Armenian companies.

As an international business lawyer, I finished an LLM in International Legal Studies at Georgetown Law in Washington, D.C. Since 2012, I have worked in one of the best law firms in the Iberian market in cities such as New York, London, Sao Paulo, Barcelona, and Madrid. Gyumri tax inspection agency evacuated after bomb threat

The chief of the Shirak provincial rescue department Alexan Gyozalyan told ARMENPRESS that bomb squads are now searching the building.

He added that they’d received a bomb threat targeting the same building on August 15 as well, and the call was determined to be a hoax threat.
