U.S. Senate Foreign Relations Committee Chair Bob Menendez (D-NJ) and House Permanent Select Committee on Intelligence Chair Adam Schiff (D-CA) reacted sharply to President Joe Biden’s decision to once again waive Section 907 restrictions on U.S. aid to Azerbaijan, greenlighting new U.S. military aid to the Aliyev regime despite its ethnic cleansing of the indigenous Armenian population of Artsakh (Nagorno Karabakh), Asbarez reports citing the Armenian National Committee of America.

In a statement released on Friday, Chairman Menendez noted, “I am deeply disappointed to see the Department of State once again make an exception to bypass Section 907 of the FREEDOM Support Act to provide what has become annual assistance to the regime in Baku. Adding insult to injury, the administration chose to move forward with this most recent waiver despite the recent publication of a Government Accountability Office (GAO) report which confirmed the Department of State and Department of Defense have failed to meet statutory reporting requirements to Congress on the impact of U.S. assistance on the military balance between Armenia and Azerbaijan.”

Chairman Menendez continued, “As Azerbaijan continues to further occupy territory from its violent assault on Nagorno Karabakh, during which more than 6,500 people died and more than 100,000 ethnic Armenians were displaced in 2020, it simply makes no sense to say that U.S. assistance and training has not impacted its military balance with Armenia. I will continue to conduct rigorous oversight of any and all assistance to Azerbaijan and expect the Department of State to operate with complete transparency and provide all necessary details for Congress to assess any assistance provided to Baku.”

In commentary released to the ANCA, Chairman Schiff pledged to work with Congressional allies and the Armenian American community to “remove a president’s power to waive Section 907 and to urge the Biden administration to reinvigorate the peace process.”  Chairman Schiff explained, “Azerbaijan is responsible for provoking a horrific war and humanitarian disaster in Armenia and Artsakh, killing thousands of Armenians over 44 days in September 2020 and forcing thousands more to flee their ancestral homelands. To this day, Azerbaijan continues to illegally detain Armenian soldiers who have been subject to torture, and to threaten thousands of innocent civilians in Nagorno Karabakh who live in fear of another attack and invasion”.

Chairman Schiff continued, “Under no circumstances should the United States be providing military support to such a regime – it not only runs counter to our nation’s core democratic values, but could empower the Aliyev regime to continue or escalate its provocative actions against Armenians. President Biden should not have waived Section 907.”

Armenian PM’s spouse attends event marking 35th anniversary of foundation of Parsamian College in Nice, France

YEREVAN, JUNE 27, ARMENPRESS. On June 26 Anna Hakobyan, the spouse of the Armenian prime minister, was hosted at the Parsamian cultural complex in Nice on the sidelines of her visit in France. She was accompanied by High Commissioner for Diaspora Affairs of Armenia Zareh Sinanyan, Anna Hakobyan’s Office said.

The PM’s spouse toured the college, got acquainted with the history of the foundation of school, the key events and traditions.

The Parsamian College is celebrating this year the 35th anniversary of its foundation. 85 students study in the College now. The school has maintained the entire component of the Armenian language.

Anna Hakobyan had a meeting with the executives of the College, the representatives of the community, and members of Parliament. The exchange of views was followed by an event marking the 35th anniversary of the foundation of the College.

The leadership of the College thanked Anna Hakobyan for accepting the invitation to participate in the event, highlighting the importance of her visit both for the College and the Armenian community of Nice.

In his remarks Member of Parliament Éric Ciotti said his close ties with the Armenian community have a history of decades. He expressed hope that the Armenian-French ties will further intensify thanks to the current leadership of Armenia. “In 2018 we were closely following the events in Armenia. What the Armenian people did led by Mr. Pashinyan was a major step of democracy”, he said.

In her turn Anna Hakobyan said that the Armenian community of France with its rich history and heritage, high reputation within the French society, is one of the most important communities of the Diaspora.

“When I received the invitation on the occasion of the 35th anniversary of the foundation of the Parsamian College, I couldn’t reject it because any topic connected with education is familiar and close to me. Parsamian College is really unique: being a French public school, it keeps the entire component of Armenian education while teaching, starting from Armenian language up to Armenian culture, song, dance and theater”, Anna Hakobyan said.

She highlighted the fact that the first congress of Armenian schools of Diaspora was held in the Parsamian College.

“Let us once again express our gratitude to the founder philanthropists of the school – Thoros, Lucy and Suzanne Parsamian. Let there be many such significant jubilees in the Armenian community of Côte d'Azur, let Armenian topics always remain on agenda and be discussed in the native language”, Anna Hakobyan said, expressing hope that their next meeting will take place in Yerevan.

Russian FM speak of some progress in activities of tripartite group on the opening of communications

ArmInfo.There is some progress in the activities of the tripartite working group on the opening of communications in the South Caucasus, Russian FM Sergey Lavrov stated  at his meeting with Azerbaijani President Ilham Aliyev. 

"As for regional issues, we are ready to do everything possible to  facilitate the implementation of the three documents signed by the  three leaders in November 2020, January and November 2021. According  to our assessment, there is some progress in the activities of the  tripartite working group on the opening of communications. We are  discussing the issues to be agreed with the Armenian side. It seems  to me that a general idea is being formed on how to solve the problem  of organizing this work so that there are no artificial obstacles to  the movement of cars with maximum comfort. Russia will help in this  until the results are achieved. I do hope that this will happen soon.  We are also ready to provide consulting services on the work of two  commissions established for the delimitation and demarcation of  borders in Azerbaijan and Armenia in accordance with other  agreements. There are specific proposals on this. I would be glad to  discuss them with you.

"You mentioned the normalization of relations, the peace agreement  and provisions of the future agreement submitted by you. By the way,  we have heard that the Armenian side, Prime Minister Pashinyan, is  ready to hold talks on this issue. We are ready to help here with the  consent of Azerbaijan and Armenia," Mr Lavrov said.

YEREVAN, JUNE 24, ARMENPRESS. Chairman of the State Revenue Committee of Armenia Rustam Badasyan met with Commissioner of South Korea’s Customs Service TaeSik Yoon in Brussels on the sidelines of the 139th and 140th annual meetings of the World Customs Organization, the SRC said.

The sides discussed a broad range of issues of bilateral interest and outlined the prospects for further partnership.

They highlighted the necessity of signing a bilateral inter-governmental agreement on customs cooperation and mutual help.

The meeting also touched upon the opportunities of cooperation between the Armenian and Korean customs services in areas of electronic trade and smart management of risks.

An agreement was reached to organize a cognitive visit of SRC staffers to the country to get acquainted with the activity of local information systems.

The sides expressed readiness to make all efforts to expand the future partnership.

Bayramov: Artificial delay in talks on normalization of Armenian-Azerbaijani relations is fraught with serious risks

The artificial delay in the negotiation process on normalization of Armenian-Azerbaijani relations is fraught with serious risks, said Azerbaijani Foreign Minister Jeyhun Bayramov.

"Today in the talks [with the Russian Foreign Minister] we discussed the post-conflict settlement of the South Caucasus. Azerbaijan has the position that the conflict [with Armenia] is a thing of the past, and cooperation is necessary for lasting peace.

“Azerbaijan's position is conditioned by the need for full and unwavering implementation of trilateral agreements by all parties. The artificial delay in the negotiation process is fraught with serious risks," Bayramov told a news briefing after talks with his Russian counterpart Sergey Lavrov on Friday.

More than 90 European organizations address letter to Charles Michel on his mediation concerning Karabakh conflict

A total of 91 organizations active in the EU Member states sent a letter to the President of the European Council Charles Michel, expressing profound discontent with his statement following the trilateral meeting with the Armenian Prime Minister Nikol Pashinyan and the Azerbaijani President Ilham Aliyev dating to May 23, reported the European Armenian Federation for Justice and Democracy (EAFJD).

The organizations welcome Charles Michel’s efforts for peace negotiations. Nevertheless, they emphasize the importance of ensuring that peace is negotiated based on justice and not by sacrificing the fundamental rights and needs of the Armenian side which has been a victim of vicious aggression of the Turkish-Azerbaijani tandem in 2020. 

The organizations regret that the press statement of 23 May disregards key principles of EU’s documented approach towards the resolution of the Nagorno-Karabakh (Artsakh) conflict and overall endorses the Azerbaijani stance on the conflict resolution in some crucial aspects. This includes using the wording “Karabakh” while referring to the conflict, instead of “Nagorno-Karabakh” which is a political entity with a defined territory. The letter further elaborates that using the term Karabakh by the Azerbaijani authorities is a part of the ongoing state policy of ethnic cleansing against the indigenous Armenian population of Nagorno-Karabakh.

Referring to the statement by the spokesperson of Charles Michel on May 31, the organizations express appreciation that it introduced important clarifications and emphasized key principles. The organizations express hope that EU’s future mediation on the Nagorno-Karabakh conflict does justice to negotiating an equitable and lasting peace. For this purpose the call on the President of the European Council to base the mediation on six concrete aspects.

Ease of visa attracting Gulf travellers to Georgia, Armenia

The ease of getting visas for travellers from Qatar and the Gulf region continues to boost the tourism sector of eastern European countries such as Georgia and Armenia, an industry expert has said.
“Georgia and Armenia are really booming when it comes to visa facility for all Qataris and residents,” Tawfeeq Travel Group CEO Rehan Ali Syed told Gulf Times, stressing that there is a huge interest from Doha to visit eastern and other European countries, especially during the current period.
The main reason, he pointed out, is easing visa access as it enticed a huge number of nationals and expatriates from Gulf countries to visit these countries, especially during holidays like Eid.
According to Syed, travellers from the region get visa-on-arrival to these increasingly popular destinations – “a very good feature for anybody who wants to plan and do not want to spend time and going to queue, particularly at a very busy season for getting visas.”
Visa-on-arrival also serves as a quick fix for travellers who plan to either go solo or pick a group, and join fixed departures, he added.
Syed noted that countries like Turkey, which also offers easy visa access for those who have travelled to destinations such as the US and Europe, remained to be favourite destinations for Qataris and nationals from the Middle East.
“These are all beautiful countries and apart from that they have fantastic weather and nature,” he said, noting that travellers can experience these places at a lesser cost compared “to other big places”.
“That is a big value add, everybody wants to jump on a plane to go on a vacation, this is the first summer after all the pandemic and everything.
“It is a good opportunity for people and nobody wants to let it go whether it is going for a short trip or going back home, they are all intending to travel so it is good news for the travel industry,” Syed said, noting that they witnessed huge bookings coming in.
Tawfeeq saw group departures are sold out despite airfares are soaring high, seeing many people travelling and enjoying short vacations.
Apart from Georgia and Armenia, Syed noted that Kazakhstan, Azerbaijan, and other eastern European places, as well as South East Asian countries like Thailand, are picking up well and have become more lucrative due to visa-on-arrival facilities.
“Thailand is getting a lot of demands again, either for young generation or families. It has always been a very strong destination in the entire GCC, along with Qatar. We feel that going forward as more countries open up borders and ease out restrictions,” he added.

The Head of the Government was introduced to the activities of the Foundation, in particular, the programs implemented in the field of education. The leaders of the Foundation also answered the questions of the members of the Armenian governmental delegation. Opportunities for cooperation with Armenia in the field of education were touched upon, ARMENPRESS was informed from the Office of the Prime Minister.

Prime Minister Pashinyan also visited the Qatar Science and Technology Park. During the visit, the Prime Minister got acquainted with the latter's activities in the field of high technologies.

Armenian side not responsible for skirmishes – minister

ArmInfo.There is some tension along the Armenian-Azerbaijani border, incidents occur, and Armenia's Ministry of Defense is informed of that. In some cases Azerbaijan  disseminates disinformation on Armenian troops allegedly violating  the ceasefire, Armenia's Defense Minister Suren Papikyan said in an  interview with the Public TV of Armenia. 

"Armenia's armed forces prevent ceasefire violations by silencing the  enemy with retaliations. That is, we are not responsible for  skirmishes, and I hope that the neighbor's armed forces will do the  same, and we will be able to achieve stable peace," the minister  said. 

Asked about pile-up of Azerbaijani forces and a possibility of war,  Mr Papikyan could not make any assessments. 

"In any case Armenia's armed forces must be ready to ensure security  of our borders. We do not see any threats now," the minister said. 

Asked about the army's morale, Mr Papikyan said post-war recovery is  a difficult process, but the morale is high. 

"We have to work, to ensure rear security, trust the army. The army  is awaiting support, including moral support. And we must follow this  way, and organic ties between the army and society must work," Mr  Papikyan said. 

He reported that the draft is scheduled for June 13 to July 31. 

"This autumn our conscript will be trained in training battalions  after which they will be sent to military units," the minister said. 

Blankspot: New documents give unique insight into how talks went after Karabakh war

The Swedish portal Blankspot was provided with documents that give a unique insight into how the negotiations took place in the aftermath of the 44-day war in Nagorno-Karabakh during the time of Ann Linde as chairman of the OSCE. Among other things, they show that the allocation of additional resources to reach a peace agreement was not a priority.

Earlier, the portal wrote about the cooperation of the Swedish Ministry of Foreign Affairs with ISDP, a research institute receiving money from Azerbaijan. This cooperation took place when Foreign Minister Ann Linde served as OSCE Chairperson in 2021 and was responsible for initiating peace talks between Armenia and Azerbaijan following the 2020 Nagorno-Karabakh war.

Blankspot has reviewed publicly available documents reflecting the initial peace talks between Armenia and Azerbaijan following the Nagorno-Karabakh war.

Approximately 75-80% of the documents are classified, and the rest of them were edited after checking the secrecy in the Foreign Ministry. Despite this, documents show intense negotiations and the presence of Swedish Foreign Minister Ann Linde at the initial peace talks between the warring parties.

At the same time, the Ministry of Foreign Affairs gave money to the research institute ISDP, which has far-reaching ties with Azerbaijan.

In a dossier sent to the MFA registrar, Blankspot requested all correspondence with accompanying attachments between MFA officials for the OSCE chairmanship and Armenia and Azerbaijan, as well as correspondence with the Minsk Group chair countries (Russia, France and the United States).

In response, Blankspot received 6 documents:

1. E-mail correspondence with the American delegation of the Minsk Group on November 2, 2020, a week before the signing of the ceasefire statement.

2. Briefing for Ann Linde from the Minsk Group on November 12, 2020, three days after the ceasefire.

3. Briefing by the Ambassador of Sweden to Azerbaijan at the Ministry of Foreign Affairs on November 25, 2020. This was before the Swedish chairmanship of the OSCE.

4. Summary of Ann Linde's visit to Azerbaijan on March 14-15, 2021, when the OSCE was supposed to initiate peace talks.

5. Summary of Ann Linde's visit to Armenia on March 16, 2021 for the same purpose.

6. Summary of Ann Linde's talks with the ambassadors of Armenia and Azerbaijan on the continuation of peace talks, 13 May 2021.

In short, the documents reveal trust issues between the warring parties and the OSCE, as well as differing views on such important issues as the status of Armenian prisoners of war. The data also shows that the OSCE considers Russia's presence in Nagorno-Karabakh to be consistent with the previous 2009 peace talks (Madrid Principles).

In addition, the documents serve as a timeline of how the initial peace talks developed within the OSCE.

The first document relating to the final stages of the war (November 2, 2020) states that Sweden has started negotiations with the co-chairs of the Minsk Group (France, Russia and the United States) and the Personal Representative of the OSCE Chairman Andrzej Karspzyk. The latter acted as the closest adviser to Ann Linde during the OSCE chairmanship.

It appears from the correspondence that the American co-chair Andrew Schofer wanted to make sure that Ann Linde during the Swedish chairmanship would stick to the same line as the Minsk Group had up to this point.

Among other things, the issue of a Scandinavian peacekeeping force instead of a Russian one was raised. The American co-chair of the Minsk Group stressed that Russia plans to deploy its own peacekeeping contingents. The United States preferred to find alternatives, or at least be able to offer them in the long run.

It also appears that the United States was disappointed that three previous ceasefire attempts during the war were quickly thwarted. The US delegate states that they believe Armenia wants an immediate ceasefire for humanitarian operations, while the Azerbaijani side does not want a ceasefire until a package agreement on "substantial negotiations" is concluded.

The US delegate also called it "ridiculous" to continue negotiations on a ceasefire when the warring parties did not follow what they had already agreed to.

In addition, it appears that both warring parties wanted to increase the budget for the OSCE's efforts in the peace talks to ensure that more confidence-building measures are taken. The representative of Sweden rejected the request.

Finally, Karspzyk criticizes both sides for not being afraid of the fact that the war threatens the "existence of the OSCE".

On November 12, three days after the signing of a ceasefire agreement between Armenia and Azerbaijan with Russian help, Ann Linde requested a briefing from the Minsk Group.

The American co-chair said at a briefing that it is useless to start peace talks between the parties until they are "genuinely" ready to take this step. Surprisingly, it is also noted that the parties have several points in common, although these points are confidential.

The document notes that the deployment of Russian peacekeeping forces is in line with the 2009 Madrid Principles agreed within the framework of the OSCE. One of the points was that Nagorno-Karabakh would be guarded by international troops until a referendum on the status of the region was held.

The document says that the idea of a Scandinavian peacekeeping force was abandoned. This is mainly due to the fact that, as Ann Linde notes, "Sweden is not neutral, it is non-aligned”. In addition, she adds "we would need to carefully consider any future inquiries – a process that requires time."

It is noted that the role of Ann Linde as OSCE Chairperson is to coordinate the implementation of the field presence with the participating States and initiate peace negotiations.

The November 25 email correspondence, in which Swedish Ambassador to Azerbaijan Christian Camille describes his preparatory meetings, is almost entirely confidential. The only thing that is clear is that he met with assistant Mehriban Aliyeva, who is also the wife of President Ilham Aliyev, and vice president. This indicates that Azerbaijan is curious about what Sweden's position will be during its forthcoming OSCE chairmanship.

The statements of Azerbaijan on March 14-15 and those of Armenia on March 16 are more complete. Previous documents indicated that the OSCE was not going to meet with the parties unless they were sincerely interested in negotiations, and Ann Linde's visits to countries led to the first such high-level talks since the war.

Ann Linde met with the top leadership and foreign ministers of both countries.

The meeting with Ilham Aliyev in Azerbaijan was held in "good spirits," writes Ambassador Christian Camille. Much of the text is confidential, but Ann Linde emphasizes that the Minsk Group format is suitable for "facilitating" peace efforts.

In addition, Ann Linde touched upon the issue of the treatment of prisoners of war, which was one of the most acute problems of the post-war period.

Shortly after the war, Armenia handed over all the prisoners of war to Azerbaijan, and up to 200 Armenians remained in Azerbaijani captivity. Several human rights organizations, including Human Rights Watch, have accused Azerbaijan of failing to comply with the rules regarding prisoners of war. At a meeting with Ilham Aliyev, Ann Linde emphasizes the importance of their return in accordance with international law.

The documents also state that in a subsequent press conference the next day with Azerbaijani Foreign Minister Jeyhun Bayramov, Ann Linde raised the issue again, but Bayramov took the floor and stated that the Armenians were captured after November 10, so they are not considered prisoners of war. .

The way Ilham Aliyev discussed this issue in a conversation with Ann Linde is confidential. However, from the video recording of the conversation between the Aliyevs and the Erdogans, it became known that the prisoners of war were considered a good trump card against Armenia.

Since then, there have been several exchanges of prisoners of war in exchange for Armenia providing Azerbaijan with a map of minefields.

Since then, Ann Linde, like the International Committee of the Red Cross, has referred to prisoners of war as "prisoners". However, the Red Cross has indicated that the status of the prisoners must be resolved between Azerbaijan and Armenia and is ready to ensure a safe transfer. The difference between the status of "prisoner" and "prisoner of war" is whether the detainee is subject to the provisions of the Geneva Conventions.

From the documents of the March 16 meetings in Armenia, it appears that Ann Linde, in addition to meetings with Prime Minister Nikol Pashinyan and then Foreign Minister Ara Ayvazyan, also held a brief informal and undocumented meeting with representatives of Stepanakert.

In a conversation with the Minister of Foreign Affairs, the importance of adding additional resources to the peace negotiations was emphasized, which was also announced on November 2, 2020 and then rejected by the Swedish delegation. Ayvazyan also stressed the fear of the resumption of a full-scale war, which could lead to a new Armenian genocide.

During the conversation with Pashinyan, he again raised the issue of prisoners of war, and also expressed the hope that the Swedish chairmanship in the OSCE would contribute to the final settlement of the conflict, taking into account the status of Nagorno-Karabakh.

Ayvazyan also expressed concern that the Armenian cultural heritage is under threat from Azerbaijan in the large territories seized by Baku.

As Blankspot reports, those fears came true in February 2022. And this despite the fact that the issue was raised at the International Court of Justice in The Hague.

Finally, Ann Linde emphasized that a final peace agreement was not Sweden's priority during the OSCE chairmanship, but rather stated that the ceasefire was respected.

Here is what is written in the documentation: “Sweden’s priorities within the presidency were mentioned. The ceasefire agreement was only such, not a final peace agreement. Here, the OSCE could contribute with further conflict resolution efforts.”

The latest document dated May 13, 2021 states that Linde called for relevant meetings with the foreign ministers of Armenia and Azerbaijan. The reason is reports of Armenia accusing Azerbaijan of invading the Armenian region of Syunik on May 12.

While the Armenian foreign minister highlighted the importance of the world community distancing itself from Azerbaijan's actions, the Azerbaijani foreign minister argues that the borders are not clear after the 2020 war.

Blankspot asked the Ministry of Foreign Affairs about priorities during the presidency of the OSCE. An email to press secretary Ann Linde mentions reports that the budget has not changed despite the war and that Linde, during her visit to Armenia, announced that a ceasefire is taking precedence over a peace deal.

The Ministry of Foreign Affairs responded as follows: "Sweden and the EU welcomed the ceasefire between Armenia and Azerbaijan as it put an end to the fighting. However, the ceasefire was only a first step towards a peace agreement. During the Swedish Presidency, the work for the parties to take further steps towards a peace agreement was a high priority. It was hard work shortly after an armed conflict with many dead and with great human suffering. The Minsk Group and the Presidency’s personal representative have made efforts to move the process forward."
