YEREVAN, JUNE 7, ARMENPRESS. Minister of High Technological Industry Robert Khachatryan received the delegation led by Ambassador of Russia to Armenia Sergei Kopyrkin, the ministry said in a news release.

Welcoming the guests, Robert Khachatryan highlighted the constructive cooperation existing between the ministry and the Russian Embassy, the importance of programs of bilateral interest and expressed readiness to implement them consistently.

The Russian Ambassador congratulated the Armenian minister on appointment and stated that IT industry is very important in terms of developing the Armenian-Russian relations and strengthening the mutual partnership.

The minister introduced the Ambassador on the cooperation process and programs with the Russian side in the field of additive technology.

Robert Khachatryan and Sergei Kopyrkin discussed also issues relating to the Armenian ministry’s participation to the upcoming international economic forum in St. Petersburg in June.

In his remarks Minister Khachatryan said that recently Russian IT companies are showing great interest to working in Armenia, which, he said, could boost competitiveness in the local market.

Robert Khachatryan and Sergei Kopyrkin touched upon also the importance of developing the space services. The minister briefed the Ambassador on some details connected with the first Armenian space satellite.

A broad range of issues relating to the expansion of cooperation in areas of mutual interest were discussed.

Armenian referees will officiate the match. The referee is Ashot Ghaltakhchyan, assistant referees are Mesrop Ghazaryan and Artur Gdlyan, the 4th official is Zaven Hovhannisyan, the Football Federation of Armenia reported.

Film: Artavazd Peleshyan’s ‘Nature’ to premiere in Yerevan

Legendary Armenian filmmaker Artavazd Peleshyan’s “Nature” (La Nature) is set for its Yerevan premiere in Moscow Cinema on June 18, at 7pm.

“Nature”, which is Peleshyan’s first film in 27 years, had its world premiere at the New York Film Festival in September 2021.

The film was produced by the Fondation Cartier and ZKM Filminstitut with support from the Folk Arts Hub Foundation.

The film is made up of found footage sequences that cast humankind as a puny match for the great forces of nature, such as volcanic eruptions, roiling floods, hurricanes and tornados.

Entrance is free.

Armenian diplomat at UN: Azerbaijan is yet to abide by its obligations under international humanitarian law

At the UN Security Council open debate on “Strengthening accountability and justice for serious violations of international law” on Thursday, Armenia’s Permanent Representative to the UN Mher Margaryan alerted about dangers of racism, hate speech and genocidal ideology, stressed the imperative of abiding by the provisions stemming from the Convention on Elimination of Racial Discrimination. The diplomat’s full statement is below.

"Mr. President,

I would like to congratulate Albania on assuming the Presidency of the Security Council and to express our appreciation for the participation of Prime Minister of Albania H.E. Edi Rama during today’s debate. I thank the President of the International Court of Justice Joan Donoghue, the High Commissioner for Human Rights Michelle Bachelet and other briefers for their insightful remarks.

As we reflect on the challenges for justice and accountability in upholding international law, we are reminded that impunity for the past atrocities can lead to the most serious violations, the ultimate manifestation of which are genocide, war crimes and crimes against humanity. We are equally reminded that strengthening accountability and justice for such crimes is essential for the realization of the rights to truth, justice, reparation and guarantees of non-recurrence.

As a long-standing advocate of genocide prevention agenda, Armenia supports efforts towards advancing early warning capacities of the United Nations to monitor and respond to conditions with imminent risk of atrocities, which includes systematic policies of promulgating hate speech, incitement to violence on the basis of ethnicity or religion, as well as denial, justification or even glorification of atrocity crimes, in particular, when such incendiary acts are state led, conducted or cultivated at the highest political level.

Mr. President,

Time and again, Armenia alerted the international community about the dangerously mounting level of hate speech and racist rhetoric dominating the political discourse in Azerbaijan where state-led anti-Armenian policies – extensively reported and documented by international institutions – seek to dehumanize one particular nation, which come to manifest that genocidal ideology does not merely belong to the past.

The fact that a large-scale military aggression was unleashed amidst the unprecedented global pandemic in the fall of 2020 is a crime of global proportion in itself and should be evaluated and addressed as such. The attempt to resolve the Nagorno-Karabakh conflict by use of force, caused thousands of deaths and devastation, putting the lives of tens of thousands of civilians under existential threat.

Azerbaijan is yet to abide by its obligations under the international humanitarian law vis-à-vis the Armenian POWs and civilian hostages who continue to be held in captivity. It should commit, in good faith, to the preservation of the Armenian cultural and religious heritage and effectively address anti-Armenian rhetoric including at the level of public officials and institutions, in accordance with the provisions stemming from the Convention on Elimination of Racial Discrimination.

As the principal judicial organ of the United Nations, the International Court of Justice has a central role in ensuring justice and accountability and upholding the faith in international law.

Armenia remains strongly committed to strengthening accountability and justice agenda, which necessitates in-depth understanding of the patterns of past as well as recuring violations and a victim-centered approach, particularly in conflict situations.

YEREVAN, JUNE 3, ARMENPRESS. The presentation of the Spanish section of ARMENPRESS state news agency and the discussion of issues on further deepening the cooperation with the leading partner EFE were the main goals of the recent visit of Director of ARMENPRESS Narine Nazaryan to Madrid.

The meetings in Spain, which were organized by the efforts of the Embassy of Armenia, were aimed at presenting the broader Spanish-speaking circles that the agency already added the 6th foreign language, which translates the news under a variety of headings, from official news up to important political issues, from economic news to public, cultural, sports news and the coverage of activities of Diaspora-Armenian communities.

During the meeting with Emilio Crespo, the international cooperation coordinator at EFE news agency, the Spanish language service of ARMENPRESS was presented, the prospects of putting the Memorandum of Understanding signed between ARMENPRESS and EFE in 2017 on practical basis and developing the effective cooperation for the exchange of information were discussed.

David Perdue: Former Senator who sought to block passage of Armenian Genocide Resolution loses bid to serve as Georgia Governor

David Perdue, a former Georgia Senator who unsuccessfully sought to block the Senate’s 2019 unanimous passage of the Armenian Genocide Resolution, has been defeated in his bid to serve as Georgia Governor.

Former US President Donald Trump’s grip on the Republican Party suffered a slip after his handpicked candidate for Georgia governor was trounced at the polls.

Mr Trump recruited David Perdue, an ex-senator, to challenge incumbent Brian Kemp in the Republican primaries.

Mr Kemp had rejected Mr Trump’s pleas to overturn the 2020 Georgia election results.

But as ballots were counted, Mr Perdue was so far behind that he was defeated before half the votes were in.

The primary was being closely watched as a test of Mr Trump’s hold over the Republican party, as voters decide who will be the party’s official candidate in the midterm elections in November.

The midterms will decide who controls the two chambers which make up Congress – the Senate and the House of Representatives – and fall halfway through President Joe Biden’s term in office.

Prime Minister of Armenia Nikol Pashinyan sent a congratulatory message to the President of the Oriental Republic of Uruguay Luis Lacalle Pou on the occasion of the 30th anniversary of the establishment of diplomatic relations between the two countries, the PM’s Office said.

The message reads as follows,

“Your Excellency,

Today marks the 30th anniversary of the establishment of diplomatic relations between the Republic of Armenia and the Oriental Republic of Uruguay.

The friendly relations between our peoples, of course, have a much longer history, and during these 30 years they have also moved to the interstate level, continued to develop in an atmosphere of mutual understanding, common values and mutual trust.

We will never forget that Uruguay was the first country to officially recognize the Armenian Genocide in 1965, reaffirming its reputation as an advocate of fundamental human rights and universal values. At present, the Armenian community formed in Uruguay after the genocide is an important factor that strengthens the ties between our countries.

Ahead of the 30th anniversary, I attach great importance to the mutual decision to open embassies in Yerevan and Montevideo, which testifies to the high-level political dialogue and vision for the future.

I congratulate all of us on the 30th anniversary of the establishment of diplomatic relations between Armenia and Uruguay. I reaffirm my readiness to strengthen cooperation with friendly Uruguay in all areas of mutual and multilateral interest.

Armenia Foreign Ministry condemns violation of ceasefire by Azerbaijan and calls for mirror withdrawal of troops

We strongly condemn the flagrant violation of the ceasefire by the Azerbaijani armed forces on on the South-Eastern border of the Republic of Armenia, which resulted in the death of Armenian soldier Davi Vahan Vardanyan, the Armenian Foreign Ministry said, commenting on the case of an Armenian serviceman killed as a result of yesterday's shelling by the Azerbaijani armed forces.

It is notable that this provocation was preceded by destructive, bellicose statements of the President of Azerbaijan of 27 May which included insults to the sovereign territory of the Republic of Armenia.

Since May 2021, the Azerbaijani armed forces have illegally encroached upon the sovereign territory of the Republic of Armenia in the Sotq-Khoznavar segment, occupying over 45 square kilometers of territory.

Similar provocations and incidents, both on 28 May and earlier, regular violations of the ceasefire once again substantiate the need for the withdrawal of troops from the borderline and the deployment of an observer mission, as the Armenian side has repeatedly stated.

Also considering the fact that the Security Commission on Border Demarcation and Delimitation between Armenia and Azerbaijan has already started its work, this incident should be duly investigated and assessed by the Commission.

At the same time, we recall the consequences of the previous gross violation of the statement of 9 November 2020, as a result of which the Azerbaijani Armed Forces invaded the village of Parukh in Nagorno-Karabakh, which is within the zone of responsibility of the Russian peacekeeping mission, have still not been eliminated.

We consider important the proper and targeted assessment by the OSCE Minsk Group Co-Chair countries, the European Union and the entire international community of Azerbaijan's provocative actions and statements, aggressive rhetoric aimed at breaking the efforts to achieve peace in the South Caucasus.

We urge the Azerbaijani leadership to refrain from provocative actions and rhetoric and fulfill its commitments on establishing security and stability in the region, taken on the basis of trilateral statements and meetings in Brussels," the statement from the Armenian Foreign Ministry reads.

Answering the question of ARMENPRESS, the Armenian FM emphasized that they can show a document signed by Azerbaijani president that is still in force, which says that there is Nagorno Karabakh, and that is the trilateral declaration signed on November 9, 2020. Ararat Mirzoyan emphasizes that by signing the document, the president of Azerbaijan acknowledged the existence of Nagorno Karabakh, and this is an irreversible fact.

The Armenian Foreign Minister also referred to Aliyev's statement that an agreement had been reached in Brussels that a corridor linking Azerbaijan with Nakhichevan will pass through Meghri.

Answer – We can show a document signed by Azerbaijani president that is still in force, which says that there is Nagorno Karabakh, and that is the trilateral declaration signed on November 9, 2020. The United States and France made such statements only in the last week. The Prime Minister of Armenia and President of the Russian Federation also emphasized the role of the OSCE Minsk Group Co-chairs in their joint statement on April 19. At the December 2021 summit of the OSCE Ministerial Council in Stockholm, the foreign ministers of dozens of countries stressed the exclusive role of the OSCE Minsk Group Co-chairs in the settlement of the Nagorno-Karabakh conflict. The OSCE Minsk Group was not created by Azerbaijan, but by the international community, so Azerbaijan cannot dissolve it or consider its mission over. The same international community states today that the OSCE MG exists. As I mentioned, it also states that there is a Nagorno-Karabakh conflict that needs to be resolved. This is stated in the above-mentioned statement of the Prime Minister of Armenia and the President of the Russian Federation. The US Ambassador Extraordinary and Plenipotentiary to the Republic of Armenia stated this quite recently, expressing the official position of the USA.

Moreover, in the same statement, it was emphasized that the issue of NK status is on the agenda, the right of Armenians of Nagorno Karabakh to self-determination is also on the agenda. By the way, Armenia has never had territorial claims from Azerbaijan. The Nagorno-Karabakh conflict is a matter of right and is perceived by the international community as so. And that is evidenced from the meeting in Brussels. We have stated that the page of the war is closed for us, there is a problem that must be solved through political and diplomatic means.

Question – Ilham Aliyev also stated that an agreement had been reached in Brussels about a corridor connecting Nakhichevan to Azerbaijan through Meghri.

Answer – We have continuously recorded Armenia's position. But let us repeat again. The existence of any corridor in the territory of Armenia is ruled out. This is not even a matter of debate. Our discussions are exclusively about opening roads, transport and economic communications, unblocking them. As for the routes, we said that before clarifying the routes, we must first agree on the legal regulations for the passage of Azerbaijani citizens and cargo through our territory and the passage of Armenian citizens and cargo through Azerbaijan (including Nakhichevan). However, it is obvious that one branch of the railway will pass through Meghri, Ordubad, Julfa, Yeraskh. There is no agreement on the route of the highways at the moment.

Karabakh Leaders Slam EU’s Michel

Nagorno-Karabakh’s leadership has accused European Council President Charles 
Michel of undermining the Karabakh Armenians’ right to self-determination after 
the latest Armenian-Azerbaijani summit hosted by him in Brussels.

Michel said early on Monday that Armenian Prime Minister Nikol Pashinian and 
Azerbaijani President Ilham Aliyev agreed to “advance discussions” on a 
comprehensive peace treaty between their countries. He said he told them that it 
is “necessary that the rights and security of the ethnic Armenian population in 
Karabakh be addressed.”

Arayik Harutiunian, the Karabakh president, on Wednesday described Michel’s 
remarks are “extremely unacceptable.” He said they are at odds with the “demands 
and aspirations of the Armenians of Artsakh (Karabakh)” based on their right to 
self-determination.

Four of the five political groups represented in the Karabakh parliament, 
including Harutiunian’s party, also denounced Michel in a joint statement 
released late on Tuesday. They said the European Union’s top official 
effectively portrayed Karabakh’s population as an ethnic minority not eligible 
for independent statehood.

Pashinian downplayed Michel’s remark on Wednesday, saying that the EU leader 
simply chose wording which he thought will satisfy both Armenia and Azerbaijan.

“Just how accurate it was is a subject of different discussion,” the prime 
minister told the Armenian parliament.

Harutiunian revealed that he met with Pashinian early this week to discuss the 
results of Sunday’s summit. He said Pashinian assured him that he will not sign 
any peace deals with Baku without consulting with the Karabakh leadership.

Pashinian caused uproar in Armenia and Karabakh after his previous meeting with 
Aliyev held in Brussels on April 6. He declared that the international community 
is pressing Armenia to scale back its demands on Karabakh’s status and recognize 
Azerbaijan’s territorial integrity.

He signaled Yerevan’s intention to make such concessions, fuelling more 
opposition allegations that he has agreed to Azerbaijani control over Karabakh. 
The authorities in Stepanakert also deplored that statement.

Faced with daily anti-government protests in Yerevan, Pashinian and other 
Armenian officials have said in recent weeks that the question of Karabakh’s 
status must be on the agenda of planned talks on the Armenian-Azerbaijani peace 
accord. But they have not publicly clarified whether Yerevan will insist on the 
principle of self-determination of peoples.



Armenian Opposition Keeps Up Protests

The Armenian opposition on Wednesday blocked more government buildings in 
Yerevan and pledged to continue its daily street protests aimed at toppling 
Prime Minister Nikol Pashinian.

Pashinian said, meanwhile, that the “civil disobedience” campaign launched by 
the country’s leading opposition forces on May 1 has failed to attract public 
support.

“This is not against the authorities anymore, this is against the public,” he 
said of the protests involving blockages of major streets and government 
buildings.

“They [the opposition forces] have the following logic: ‘You don’t join us, so 
you should spend more time in traffic jams, we will cause you more 
inconvenience,’” he added during the Armenian government’s question-and-answer 
session in the parliament.

Pashinian addressed the National Assembly hours after opposition leaders and 
their supporters blocked the entrances to the presidential palace and the 
adjacent building of Armenia’s Security Council for nearly three hours. Riot 
police pushed back back some of the protesters who tried to scale a fence 
surrounding the palace.

President Vahagn Khachaturian, who was installed by the government-controlled 
parliament earlier this year, was not in the building. He is currently attending 
the World Economic Forum in Davos, Switzerland.

The opposition launched the campaign after Pashinian indicated last month his 
readiness to “lower the bar” on the status of Nagorno-Karabakh acceptable to

regain full control over Karabakh.

“We have at least managed to thwart a timetable through which the authorities 
planned to surrender the country,” one of them, Ishkhan Saghatelian, told 
reporters on Wednesday.

Saghatelian said he remains confident that the opposition will succeed in 
forcing Pashinian to step down. It will “keep up the tempo and step up the 
pressure” on the government, he said.

Later in the day, a larger number of opposition supporters rallied in Yerevan’s 
southern Shengavit district before marching to the city center where the 
opposition set up a tent camp on May 1.



Envoy Inspects Russian Troops In Strategic Armenian Region

Russia’s ambassador to Armenia, Sergei Kopyrkin, inspected on Tuesday Russian 
troops stationed in Syunik at the start of his latest visit to the Armenian 
province bordering Iran and Azerbaijan.

According to the Russian Embassy in Yerevan, Kopyrkin visited two Russian 
military outposts at local sections of the Armenian-Azerbaijani border and spoke 
with Russian border guards serving there about their “day-to-day combat and 
training activities”.

The commander of the border guards deployed in the strategically important area 
briefed him on “the operational situation developing in this section of the 
Armenian border,” the embassy said in a statement released on Wednesday.

The statement said that at the entrance to Syunik’s administrative center Kapan 
Kopyrkin was greeted by unnamed officials from the municipal administration. It 
said they thanked Russia for its contribution to the region’s security and 
economic development.

Moscow deployed soldiers and border guards to Syunik during and after the 2020 
war in Nagorno-Karabakh to help the Armenian military defend the province 
against possible Azerbaijani attacks.

Armenia and Azerbaijan are to reopen their border to commercial and passenger 
traffic under the terms of a Russian-brokered ceasefire that stopped their 
six-week war in November 2020. The deal specifically commits Yerevan to opening 
rail and road links between Azerbaijan and its Nakhichevan exclave.

Azerbaijani President Ilham Aliyev has repeatedly claimed that it calls for an 
exterritorial land corridor that would pass through Syunik. Armenian leaders 
deny this, saying that Azerbaijani citizens and cargo cannot be exempt from 
Armenian border controls.

Iran has likewise stated that Armenia must have full control and sovereignty 
over all roads passing through its territory. Tehran underscored its interest in 
Syunik when it announced last December its decision to open an Iranian consulate 
in Kapan.

The U.S. ambassador in Yerevan, Lynne Tracy, also visited Syunik on Tuesday. 
According to the provincial administration, she discussed with Syunik Governor 
Robert Ghukasian ways of supporting the region through socioeconomic and 
educational projects.



Armenian Parliament Approves Another ‘Curb On Press Freedom’

Ignoring strong objections from press freedom groups, pro-government lawmakers 
pushed through Armenia’s parliament on Wednesday a bill that empowered state 
bodies to withdraw the accreditation of journalists.

An Armenian law on mass media has until now not allowed the parliament, the 
prime minister’s office and other government agencies to revoke such 
accreditations typically valid for one year.

Under amendments to the law drafted by two deputies from Prime Minister Nikol 
Pashinian’s Civil Contract party, the authorities will now be able to strip 
reporters of their press credentials if they are deemed to have violated 
“working rules” of relevant bodies twice within a year.

The amendments prompted strong criticism from many journalists and media experts 
when they were first circulated in April. Critics believe that the authorities 
want to bar “undesirable” journalists from covering parliament sessions, cabinet 
meetings and other major events.

“Today they may not like the behavior of journalists, tomorrow they may not like 
the way journalists are dressed, and afterwards they may not like press coverage 
and criticism of their work,” Ashot Melikian of the Yerevan-based Committee to 
Protect Freedom of Speech said after the parliament controlled by the ruling 
party approved the amendments in the first reading.

Speaking during a parliament debate on Tuesday, Civil Contract’s Artur 
Hovannisian, a co-author of the legislation, again denied that it constitutes a 
new restriction on press freedom in Armenia. He argued that media outlets will 
be able to quickly replace their reporters stripped of accreditation.

The pro-government lawmaker said earlier that the amendments are primarily 
directed at parliamentary correspondents. He claimed that they have frequently 
insulted and even “threatened” members of the National Assembly.

Pashinian’s political team had already been denounced by Armenian media 
associations as well as Western watchdogs such as Freedom House and Amnesty 
International for tripling maximum legal fines for “slander” and making it a 
crime to insult state officials.

Dozens of government critics have been prosecuted for offending Pashinian and 
other officials since the corresponding amendments to the Armenian Criminal Code 
took effect last September.

Pashinian’s party was also widely criticized for seriously restricting last 
summer journalists’ freedom of movements inside the parliament building in 
Yerevan.
