Azerbaijani Press: Expert: Armenian PM’s populist statements aimed solving domestic problems

The populist statements of the Armenian current leadership are usually voiced for the sole purpose of resolving numerous domestic political problems in Armenia, Head of the Baku Network Expert Council, PhD Elkhan Alasgarov told Trend.

In this sense, recent remarks made by Armenian Prime Minister Nikol Pashinyan at a press-conference in Armenia’s Kapan town once again confirmed this.

Referring to the Armenian media, the expert reminded that Pashinyan actually accused Armenian ex-President Serzh Sargsyan that during his power, a document on the Nagorno-Karabakh conflict settlement was adopted, which, according to Pashinyan, was on the negotiating table. In accordance with the document, Armenia was to transfer seven occupied districts to Azerbaijan.

“Pashinyan thereby accused his opponents, the Karabakh clan, including Sargsyan, of allegedly agreeing to withdraw the Armenian troops from the occupied Azerbaijani territories, in particular, to return seven Azerbaijani districts with the condition of preserving the corridor between Armenia and Karabakh,” Alasgarov said.

“Obviously, Pashinyan wants to solve various socio-economic problems, including those related to the purchase of Russian gas, and at the same time, he is trying to win Sargsyan’s associates, the Karabakh clan to his side,” the expert said. “In fact, he is trying to divert the attention of Armenian people from economic problems to those on the political agenda."

Further, the expert drew attention to the negative reaction of the OSCE Minsk Group to the statements of the Armenian Prime Minister, calling it reasonable.

"The dissatisfaction of the OSCE Minsk Group co-chairs is quite justified, since the Armenian prime minister struck the blow not only to the negotiation process, but also to the position of international mediators that has been developed over many years. In my opinion, Pashinyan framed the OSCE Minsk Group co-chairs with this statement. Thought in the framework of the meeting of the Azerbaijani and Armenian foreign ministers with the participation of the OSCE Minsk Group co-chairs, international mediators expressed dissatisfaction with the Armenian foreign minister," Alasgarov said.

The Azerbaijani expert suggested that at the negotiating table in Geneva, the OSCE Minsk Group co-chairs might invite Mnatsakanyan to make a statement that would disavow Pashinyan’s recent statements on the settlement of the Karabakh conflict.

"If the Armenian minister is not proactive on this issue, it is quite possible that the international mediators will issue a new statement confirming the fact that the Armenian side behaved incorrectly, making the OSCE Minsk Group’s long-term activity useless and worthless," Alasgarov said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding regions.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno Karabakh and the surrounding regions.

Asbarez: AMAA Celebrates Christmas with Over 11,000 Children in Armenia, Artsakh


The Armenian Missionary Association of America’s Center on Baghramyan Street in Yerevan was crowded with children and their parents who gathered for special New Year’s and Christmas programs. The programs were held on January 14 and 15, and took place four times each day. They included visits from Santa Claus, cheerful songs, dances, Christmas presents, as well as a Christmas message, which was conveyed from the stage: Share God’s Love with One Another and Give Unselfish Joy to Others.

Through this year’s Christmas play “Three Baskets,” presented by AMAA-Armenia’s “Hayasa” theatrical group, the young actors successfully brought Divine Love to the audience. In the play, written by Director/Screenwriter Nune Abrahamyan, schoolchildren relayed their cherished dreams on Christmas Eve and emphasized that even material dreams can come true if there is a desire and willingness to help others with endless compassion. At the conclusion of the play, the children hugged one another and the most important Christmas message echoed: “Because I came that they might have life and have more.” (John 10:10)

Before each presentation, the Evangelical Church of Armenia’s Christian Education Director Rev. Avetik Khachatryan and AMAA Armenia Representative Harout Nercessian greeted the audience and welcomed them to the program.

AMAA Armenia and the Evangelical Church of Armenia jointly organized these festive Christmas and New Year’s events in 45 towns and villages in Armenia and Artsakh. Over 11,000 children received not only Christmas Joy Packages and visits from Santa, but heard about God’s Divine Love and giving unselfish joy to others.

Former Armenian Official Jailed In ‘Coup’ Probe

A court in Yerevan allowed investigators on Thursday to hold a former 
parliament staffer in detention on coup charges which his lawyers said are 
aimed at stepping up government pressure on Hrayr Tovmasian, the embattled 
chairman of Armenia’s Constitutional Court.

The Special Investigative Service (SIS) arrested Arsen Babayan, the former 
deputy chief of the Armenian parliament staff, on Monday before accusing him of 
involvement in a “usurpation of power” resulting in Tovmasian’s appointment as 
court chairman in March 2018.

The SIS claimed that former parliament speaker Ara Babloyan illegally accepted 
and announced the resignation of Tovmasian’s predecessor, Gagik Harutiunian, 
before receiving a relevant letter from the latter. It said Babayan backdated 
the letter to enable Tovmasian to become court chairman before the entry into 
force of sweeping amendments to the Armenian constitution.

The amendments introduced a six-year term in office for the head of Armenia’s 
highest court. Tovmasian was named to run the court under the previous 
constitution which allows him to hold the post until the age of 70.

Babloyan insisted on Wednesday that he received and signed Harutiunian’s letter 
of resignation on March 2, 2015, not three days later, as is claimed by the 
SIS. The former Constitutional Court chairman said, for his part, that his 
resignation was voluntary and in accordance with Armenian law.

Nevertheless, Babayan was remanded in pre-trial custody. The district court in 
the Armenian capital also refused to free him on bail.

One of Babayan’s lawyers, Lusine Sahakian, condemned the court’s decisions and 
the charges leveled against her client as politically motivated.

“There is no testimony that corroborates the accusations,” Sahakian told 
reporters outside the court building. “There are only testimonies corroborating 
the fact that there was no forgery or backdating.”

“It was obvious to us that with this clearly illegal process they were going to 
imprison yet another person to put further pressure on Hrayr Tovmasian,” she 
said. “The court has ensured that.”

Babayan also denied any wrongdoing in a letter to the Yerevan daily “Hraparak” 
sent through his attorneys. The former official urged his sympathizers not to 
worry about him, saying that he remains in a “combative” mood.

The SIS announced the coup inquiry on October 17 two days after seven of the 
nine Constitutional Court judges dismissed calls for Tovmasian’s dismissal made 
by the current Armenian parliament loyal to Prime Minister Nikol Pashinian. In 
an appeal to the court, the parliament claimed, among other things, that 
Tovmasian cannot act impartially because of his past affiliation with the 
former ruling Republican Party (HHK).

Pashinian similarly charged in July that Tovmasian “privatized” the 
Constitutional Court with the help of the HHK. Tovmasian countered early this 
month that the authorities are seeking to oust him in order to gain control 
over Armenia’s highest court. He said he has no intention to step down.

Critics, notably senior HHK figures, say that Babayan’s arrest and other 
criminal proceedings targeting Tovmasian are part of Pashinian’s efforts to 
force the high court chief’s resignation. The prime minister and his political 
allies deny this.




Court Extends Arrest Of Former Tax Chief

A court in Yerevan on Thursday extended until December 24 the pre-trial arrest 
of former Finance Minister Gagik Khachatrian who is accused abuse of power and 
misuse of public funds.

Khachatrian, who was a member of former President Serzh Sarkisian’s cabinet 
from 2014-2016, was arrested in late August after a law-enforcement agency 
claimed to have recovered 800 million drams ($1.7 million) in “damage inflicted 
on the state” by him.

Khachatrian’s nephew Karen was also arrested and charged at the time. The 
latter used to run an internal security division of the State Revenue Committee 
(SRC). The government agency comprising Armenia’s tax and customs services was 
headed by Gagik Khachatrian from 2008-2014.

Karen Khachatrian’s pre-trial arrest was extended on Wednesday. Both he and his 
uncle deny a large-scale “waste” of government funds alleged by the National 
Security Service (NSS). Details of that accusation have still not been made 
public.

The NSS claims that as head of the SRC Gagik Khachatrian also hired and 
registered employees who never reported for work.

The court allowed the NSS to keep Khachatrian under arrest for two more months. 
Accordingly, it rejected defense lawyers’ latest request to free him on bail. 
One of the lawyers, Yerem Sargsian, said they will appeal against the decision.

Sargsian said that his client has serious health problems and needs to undergo 
surgery abroad.

Throughout his tenure Khachatrian was dogged by corruption allegations, with 
some Armenian media outlets and opposition figures accusing him of using his 
position to become one of the country’s richest men. They cited his family’s 
extensive business interests, which include one of Armenia’s three mobile phone 
networks, a shopping mall, a car dealership and a luxury watch store in Yerevan.

Khachatrian repeatedly denied ownership of these and other businesses, saying 
that they belong to his two sons and other relatives.




U.S. House Set To Vote On Armenian Genocide Resolution

The U.S. House of Representatives is scheduled to vote next week on a 
resolution calling for official U.S. recognition of the 1915 Armenian genocide 
in Ottoman Turkey.

The resolution was introduced by several pro-Armenian U.S. lawmakers, including 
House Intelligence Committee Chairman Adam Schiff, in April this year and has 
had 117 co-sponsors since then. It calls on the U.S. government to “commemorate 
the Armenian Genocide through official recognition and remembrance” and to 
“reject” Turkish and other efforts to deny it.

The resolution is included on the House agenda for next week released by 
Democratic Majority Leader Steny Hoyer. It is due to debated right after a 
House vote on a bipartisan bill that would sanction Turkey for its military 
offensive in northern Syria.

“We're going to have a Turkey sanctions bill and we're going to have an 
Armenian genocide bill,” House Foreign Affairs Committee Chairman Eliot Engel 
told National Public Radio earlier this week. “Both of which I'm sure the 
government of Turkey is not happy with, but then again we're not happy with the 
government of Turkey.”

In a joint statement issued on Thursday, Schiff and other leaders of the 
Congressional Caucus on Armenian Issues said they are “very pleased” that the 
resolution “will receive a vote next week by the full House.”

Armenian-American lobby groups also hailed the initiative which is understood 
to enjoy the backing of House Speaker Nancy Pelosi.

“This latest [Turkish] assault on vulnerable ethnic groups demonstrates the 
need for Congress to unequivocally affirm the Armenian genocide and adopt the 
resolutions pending in the House and Senate,” said Bryan Ardouny, the executive 
director of the Armenian Assembly of America.

“We urge all [House] members to support this important human rights measure and 
send a strong message that the days of genocide denial are over,” Ardouny told 
RFE/RL’s Armenian service.

The Assembly and the Armenian National Committee of America have for decades 
been campaigning for the passage of such legislation. Genocide resolutions 
drafted by pro-Armenian lawmakers have been repeatedly approved by 
congressional committees. But they have not reached the House or Senate floor 
until now because of opposition from U.S. administrations worried about their 
impact on U.S.-Turkish relations.

Successive Turkish governments have warned of serious damage to those ties, 
vehemently denying the slaughter of some 1.5 million Armenian subjects of the 
Ottoman Empire. Ankara has not yet reacted to the announcement of the planned 
House vote.

There was also no immediate reaction from the White House. Like his 
predecessors, President Donald Trump avoided using the word genocide in his 
annual statements on the World War One-era mass killings and deportations of 
Armenians. He has spoken instead of “one of the worst mass atrocities of the 
20th century.”

On Wednesday, Trump lifted sanctions imposed by him on Turkey earlier this 
month, saying that a ceasefire in northern Syria is now permanent.




Armenia Slides In Investment Climate Rankings

The World Bank has downgraded Armenia’s position in its annual survey on the 
ease of doing business around the world despite reporting an improvement in the 
country’s investment climate.

Armenia ranked 47th, together with Belgium and Moldova, in the latest Doing 
Business survey which assessed economic conditions in 190 nations with a range 
of specific indicators. It was 41st in last year’s global rankings.

Armenia scored poorly in two of the ten categories used by the bank for 
evaluating the ease of engaging in entrepreneurial activity: “Protecting 
Minority Investors” and “Resolving Insolvency.” Even so, the World Bank said 
the Armenian authorities have “strengthened minority investor protections” over 
the past year. It also found improvements in taxation procedures and 
construction quality control.

As a result, the country’s overall Doing Business score went up from 73.2 to 
74.5. “This means that over the course of last year Armenia has improved its 
business regulations as captured by the Doing Business indicators in absolute 
terms,” the head of the World Bank office in Yerevan, Sylvie Bossoutrot, said 
in a statement issued on Thursday.

This latest edition of the study documents reforms implemented in the 190 
economies over a 12-month period ending on May 1, 2019, one year after Prime 
Minister Nikol Pashinian and his government took office. Pashinian has 
repeatedly claimed to have eradicated “systemic corruption” and significantly 
improved Armenia’s business environment.

Pashinian discussed the country’s worsened position in the investment climates 
during a cabinet meeting in Yerevan. Economy Minister Tigran Khachatrian blamed 
it on what he described as a change in the bank’s methodology of measuring 
minority shareholder protection. Artur Javadian, the Central Bank governor also 
present at the meeting, claimed, for his part, that Armenia’s poor score in 
that category is the result of a “technical error.”

“Zhamanak” reports on parliamentary debates on a bill that would allow 
political appointees to run Armenia’s police and National Security Service 
(NSS). The paper notes that a deputy chief of the police, Hovannes Kocharian, 
was sacked on Wednesday one day after publicly objecting to the bill drafted by 
the opposition Bright Armenia Party (LHK).It says this is a further indication 
that the law-enforcement system remains “under review.”

“For at least the last two decades Armenia’s entire state governance system has 
been based on crime and corruption,” claims “Haykakan Zhamanak.” “This 
certainly does not mean that everyone involved in the system was a criminal. 
But the system was like that and in order to win promotion any official had to 
execute illegal orders issued by their boss, turn a blind eye to abuses, rig 
elections and so on.” The paper controlled by Prime Minister Nikol Pashinian’s 
family dismisses opposition claims that the arrests of some of those officials 
are politically motivated repressions organized by the current authorities. It 
says that such claims are spread by those who had “forced their subordinates to 
commit those abuses.”

“Aravot” says that Armenian political and public figures engaged in 
increasingly heated debates over high-profile arrests and prosecutions at home 
are overlooking important geopolitical developments unfolding in the broader 
region. The paper singles out Russian President Vladimir Putin’s latest 
negotiations with his Azerbaijani and Turkish counterparts, Ilham Aliyev and 
Recep Tayyip Erdogan, as well as Aliyev’s meeting with Erdogan held in Baku 
earlier this month. It is worried that these developments could have “extremely 
negative and dangerous” ramifications for Armenia. “Yet nobody seems to care 
about that,” it says.

There is only one week left before the deadline for applying for the “NerUzh” Diaspora Startup Program. The program is organized by the Office of the High Commissioner for Diaspora Affairs and the Ministry of High-Tech Industry of the Republic of Armenia. All Diaspora Armenians who have an innovative startup idea and want to return to Armenia to establish their startup in their homeland can apply online. Applications must be submitted by October 21.

Applicants who have passed the selection stage will have the opportunity to attend a four-day launch event in UWC Dilijan from December 16 to 20. Those in attendance will learn about Armenia’s startup ecosystem and the business opportunities available, collaborate with local partners, and further develop their ideas. By the end, the winning teams will receive $15,000 to $30,000 grants, as well as entrepreneurial support to establish their startups in Armenia.

This year’s target areas are financial, social, governance, educational, mobile, internet, agricultural technologies, healthcare, robotics, engineering, and others.

Project partners include FAST and IDeA Foundations, UWC Dilijan College, and more.

Artsakh people have implemented their right to self-determination flawless, deputy foreign minister of Armenia Shavarsh Kocharyan stated at a conference on Artsakh, stressing that this right cannot be opposed by any other, including by territorial integrity.

“The self-determination right exceeds all the other international documents and our duty is to support and be guided by these right,” Kocharyan stated.

He stressed the necessity of effective cooperation with civilized forces and be united.

White House Green Lights Turkey Attack on Kurds in Syria

WASHINGTON (Associated Press)— The White House said Sunday that U.S. forces in northeast Syria will move aside and clear the way for an expected Turkish assault, essentially abandoning Kurdish fighters who fought alongside American forces in the yearslong battle to defeat Islamic State militants.

Turkish President Recep Tayyip Erdogan has threatened for months to launch the military operation across the border. He views the Kurdish forces as a threat to his country. Republicans and Democrats have warned that allowing the Turkish attack could lead to a massacre of the Kurds and send a troubling message to American allies across the globe.

U.S. troops “will not support or be involved in the operation” and “will no longer be in the immediate area,” in northern Syria, White House press secretary Stephanie Grisham said in an unusual late-Sunday statement that was silent on the fate of the Kurds. There are about 1,000 U.S. troops in northern Syria, and a senior U.S. official said they will pull back from the area — and potentially depart the country entirely should widespread fighting break out between Turkish and Kurdish forces.

The announcement followed a call between President Donald Trump and Erdogan, the White House said.

The decision is a stark illustration of Trump’s focus on ending American overseas entanglements — one of his key campaign promises. But his goal of swift withdrawals in Syria, Iraq and Afghanistan have been stymied by concerns from U.S. officials and American allies about the dangerous voids that would remain. As he faces an impeachment inquiry at home, Trump has appeared more focused on making good on his political pledges, even at the risk of sending a troubling signal to American allies abroad.

Key Republican leaders in Congress appeared taken aback by the move.

House Minority Leader Kevin McCarthy, R-Calif., said Monday in an appearance on “Fox & Friends” that he had not spoken with Trump about the decision and had concerns.

“I want to make sure we keep our word for those who fight with us and help us,” he said, adding that, “If you make a commitment and somebody is fighting with you. America should keep their word.”

One of the show’s hosts, Brian Kilmeade, asked McCarthy to try to intervene and “call the president before it’s too late.”

Sen. Lindsey Graham, R-S.C., one of Trump’s most vocal backers, also weighed in via tweet, saying that, “If press reports are accurate this is a disaster in the making.”

Trump, meanwhile, tweeted a lengthy defense Monday morning, writing in all-caps that, “WE WILL FIGHT WHERE IT IS TO OUR BENEFIT, AND ONLY FIGHT TO WIN.”

In December, Trump announced he was withdrawing American troops from Syria but was met with widespread condemnation for abandoning Kurdish allies to the Turkish assault. The announcement prompted the resignation in protest of then-Defense Secretary Jim Mattis, and a coordinated effort by then-national security adviser John Bolton to try to protect the Kurds.

Since January, U.S. officials have tried to broker the creation of a “safe zone” in northern Syria to provide a security buffer between the Turkish military and Kurdish forces, but Turkey has repeatedly objected to its slow implementation.

The White House announcement Sunday came a day after Erdogan offered the strongest warning yet of a unilateral military operation into northeastern Syria, as the Turkish military has been dispatching units and defense equipment to its border with the area.

Prime Minister Nikol Pashinyan has sacked his chief advisor Valery Osipyan.

The decision on relieving Osipyan posted online at e-gov.am did not indicate a reason for the dismissal.

Osipyan was Police Chief of Armenia from May 2018 until September 2019.

He was fired on September 18th, and on the same day was appointed Chief Advisor to the Prime Minister.

Sports: Armenia advances two spots in FIFA rankings

Armenia's national football team has moved up two places to 96th in the latest FIFA world rankings released on Thursday after beating Italy and Bosnia and Herzegovina in Euro 2020 qualifiers.

The rankings are still led by Belgium, followed by France and Brazil. England is ranked fourth and Portugal comes fifth on the list.

Among Armenia’s competitors in the Euro 2020 Group J Italy holds the highest 15th position.
