USAID delegation visits Armenia to assess needs of forcibly displaced persons of Nagorno- Karabakh

YEREVAN, OCTOBER 6, ARMENPRESS. Chief of Staff of the Prime Minister’s Office Arayik Harutyunyan has met with USAID Deputy Assistant Administrator (DAA) in the Bureau for Europe and Eurasia Alexander Sokolowski, USAID Armenia Mission Director John Allelo and USAID emergency response coordinator Mike Lambright.

The USAID delegation is visiting Armenia to assess the needs of the forcibly displaced Armenians of Nagorno-Karabakh.

“In this context, issues related to the strategic communication, reforms plan carried out by the government of the Republic of Armenia, and the needs for rapid response were discussed. Both sides attached importance to institutionalization of the communication system,” the Prime Minister’s Office said in a readout.

The USAID officials expressed readiness to provide continuous support to the government of Armenia for capacity building, exchange of experience, as well as in the area of rapid response in the current situation.

LONDON – Over 93,000 ethnic Armenian refugees have fled Nagorno-Karabakh as of Friday, local authorities said, meaning 75% of the disputed enclave's entire population has now left in less than a week.

Tens of thousands of ethnic Armenians have been streaming out of Nagorno-Karabakh following Azerbaijan's successful military operation last week that restored its control over the breakaway region. It's feared the whole population will likely leave in the coming days, in what Armenia has condemned as "ethnic cleansing."

Families packed into cars and trucks, with whatever belongings they can carry, have been arriving in Armenia after Azerbaijan opened the only road out of the enclave on Sunday. Those fleeing have said they are unwilling to live under Azerbaijan's rule, fearing they will face persecution.

"There will be no more Armenians left in Nagorno-Karabakh in the coming days," Armenia's prime minister Nikol Pashinyan said in a televised government meeting on Thursday. "This is a direct act of ethnic cleansing," he said, adding that international statements condemning it were important but without concrete actions they were just "creating moral statistics for history."

The United States and other western countries have expressed concern about the displacement of the Armenian population from the enclave, urging Azerbaijan to allow international access.

Amenians have lived in Nagorno-Karabakh for centuries but the enclave is recognised internationally as part of Azerbaijan. It has been at the center of a bloody conflict between Azerbaijan and Armenia since the late 1980s when the two former Soviet countries fought a war amid the collapse of the USSR.

That war left ethnic Armenian separatists in control of most of Nagorno-Karabakh and also saw hundreds of thousands of Azerbaijani civilians driven out. For three decades, an unrecognised Armenian state, called the Republic of Artsakh, existed in the enclave, while international diplomatic efforts to resolve the conflict went nowhere.

But in 2020, Azerbaijan reopened the conflict, decisively defeating Armenia and forcing it to abandon its claims to Nagorno-Karabakh. Russia brokered a truce and deployed peacekeeping forces, which remain there.

Last week, after blockading the enclave for 9 months, Azerbaijan launched a new military offensive to complete the defeat of the ethnic Armenian authorities, forcing them to capitulate in just two days.

The leader of the ethnic Armenian's unrecognised state, the Republic of Artsakh, on Thursday announced its dissolution, saying it would "cease to exist" by the end of the year.

Azerbaijan's authoritarian president Ilham Aliyev has claimed the Karabakh Armenians' rights will be protected but he has previously promoted a nationalist narrative denying Armenians have a long history in the region. In areas recaptured by his forces in 2020, some Armenian cultural sites have been destroyed and defaced.

Some Azerbaijanis driven from their homes during the war in the 1990s have returned to areas recaptured by Azerbaijan since 2020. Aliyev on Thursday said by the end of 2023, 5,500 displaced Azerbaijanis would return to their homes in Nagorno-Karabakh, according to the Russian state news agency TASS.

Azerbaijan on Friday detained another former senior Karabakh Armenian official on Thursday as he tried to leave the enclave with other refugees. Azerbaijan's security services detained Levon Mnatsakanyan, who was commander of the Armenian separatists' armed forces between 2015-2018. Earlier this week, Azerbaijan arrested a former leader of the unrecognised state, Ruben Vardanyan, taking him to Baku and charging him with terrorism offenses.

Armenia urges UN to monitor human rights in Nagorno-Karabakh

While Azerbaijan has promised to safeguard human rights in Nagorno-Karabakh, ethnic Armenians left behind are fearing persecution.

Armenia on Sunday called for the deployment of a UN mission in Nagorno-Karabakh to monitor human rights and ensure the safety of ethnic Armenians in the region.

The call for a UN mission comes after Azerbaijan launched a military operation to take full control of the disputed enclave, forcing Armenian fighters there to surrender. A cease-fire deal was agreed on Wednesday.

Azerbaijan has said it is committed to protecting the rights of ethnic Armenians Nagorno-Karabakh. But fear of persecution is soaring high among the civilian population left behind in the breakaway region.

"The international community should undertake all the efforts for an immediate deployment of an interagency mission by the UN to Nagorno-Karabakh with the aim to monitor and assess the human rights, humanitarian and security situation on the ground," Armenian Foreign Minister Ararat Mirzoyan said in a speech to UN delegates in New York.

While speaking at the UN, Azerbaijan's foreign minister said the government would continue with efforts towards "advancing post-conflict peace-building, reintegration, and peaceful coexistence."

The flare up in the region has prompted a strong response from members of the UN Security Council who have condemned the military operation by Azerbaijan and called for peace.

Russia had been a traditional ally of Armenia, but their relations have deteriorated recently. Armenia also held military exercises with the US this month, angering Moscow.

Armenian Prime Minister Nikol Pashinyan said on Sunday that his country's current foreign security systems "ineffective," a veiled criticism towards Russia.

"The systems of external security in which Armenia is involved are ineffective when it comes to the protection of our security and Armenia's national interests," Pashinyan said.

Russia had peacekeeping troops deployed in the region under a 2020 cease-fire agreement between Armenia and Azerbaijan, to prevent fresh violence from breaking out.

Moscow was also overlooking the disarmament of ethnic Armenian separatists.

The latest conflict in Nagorno-Karabakh left some 200 people dead, according to Armenia. It has also sparked protests in Armenia against Russia, which had been tasked with ensuring the truce after the 2020 fighting.

Dismissing its role in the conflict, Russia has instead accused Western leadership of "pulling the strings" to undermine Moscow. Russian Foreign Minister Sergei Lavrov said that, "Unfortunately, the leadership of Armenia from time to time adds fuel to the fire itself."

The Azerbaijani Ministry of Internal Affairs announced Friday that intentional fires were started by Armenians in Khankendi in the Karabakh region while administrative archives were also burned and destroyed.

It said all areas were kept under full control and observation after the anti-terrorist operation was carried out in Karabakh.

"It is observed that in the city of Khankendi, the opposing party deliberately set fires and destroyed documents, material evidence and archives in various administrative buildings," it said in a statement.

The Azerbaijani army launched an anti-terror operation in Karabakh on Sept. 19 to establish constitutional order.

Heavy responsibility rests upon new leader of Nagorno-Karabakh – PM

YEREVAN, SEPTEMBER 11, ARMENPRESS. Very heavy responsibility rests upon Samvel Shahramanyan, the new elected leader of Nagorno-Karabakh, Armenian Prime Minister Nikol Pashinyan has said.

In an interview with Public Television on Monday, PM Pashinyan said he regrets that Arayik Harutyunyan resigned.

“I regret Arayik Harutyunyan’s resignation. I can say that during the whole time we had a very good working environment and mutual-understanding. I can express regret over his resignation. Regarding the new elected leader of Nagorno-Karabakh, Samvel Shahramanyan, I think the situation is such that there’s not much to congratulate. Very heavy responsibility rests upon him,” Pashinyan said.

PM Pashinyan said that Armenia must be guided by the logic of combining the stances and approaches with the international community, and not contrasting them. He said that the humanitarian crisis in Nagorno-Karabakh must not be politicized.

“We must focus our efforts on overcoming the ongoing humanitarian crisis in Nagorno-Karabakh. We shouldn’t allow the issue’s humanitarian essence to transform into a political one by unnecessary politicization. Our approaches stem from this logic,” the Armenian PM said.

Asked whether he maintains contact with the NK authorities, the PM said, “Yes, there’s contact, it has been, it is important for the authorities of Armenia to get first-hand information to get acquainted with the situation.”

YEREVAN, SEPTEMBER 7, ARMENPRESS. Armenian Minister of Foreign Affairs Ararat Mirzoyan on September 7 met with the Minister of Foreign Affairs of the United Arab Emirates Abdullah bin Zayed Al Nahyan in Abu Dhabi.

FM Mirzoyan and his Emirati counterpart commended the strong and dynamically developing cooperation during the 25 years of diplomatic relations based on the traditionally warm ties between the two friendly nations, the foreign ministry said in a readout.

Mirzoyan underscored that the UAE is one of the important partners for Armenia in the region and expressed readiness to continue the mutually-beneficial dialogue in various areas through joint efforts.

Speaking about enhancing political dialogue and sustainable progress of cooperation, the ministers attached importance to carrying out mutual high-level visits and regular consultations between the foreign ministries of the two countries.

In the context of further intensifying trade-economic ties and implementing various investment projects, the importance of the effective activities of the Armenian-Emirati Intergovernmental Commission was noted.

The FMs also emphasized that the weekly 30 flights between the two countries are significantly contributing to the intensification of business ties, tourism, cultural and decentralized cooperation. In this regard, the ministers commended the upcoming Armenia-UAE Business Forum in Yerevan.

The areas of high technologies, digitization, cybersecurity and innovation were pointed out as promising directions for partnership. The inclusion of new areas of interest in the bilateral agenda was also discussed.

Issues of regional and international importance were also addressed.

FM Mirzoyan briefed the UAE Foreign Minister on the current security situation in the South Caucasus and Armenia’s vision to achieve peace and stability in the region.

Speaking about the ongoing, nine-month-long blockade of the Lachin Corridor by Azerbaijan, FM Mirzoyan underscored that Nagorno-Karabakh’s population of 120,000 is facing grave humanitarian challenges incompatible with dignified life, which can cause irreversible consequences. FM Mirzoyan underscored the need for the implementation by Azerbaijan of the ICJ rulings.

Lachin Corridor, the only road connecting Nagorno-Karabakh to Armenia and the rest of the world, has been blocked by Azerbaijan since late 2022. The Azerbaijani blockade constitutes a gross violation of the 2020 Nagorno-Karabakh ceasefire agreement, which established that the 5km-wide Lachin Corridor shall be under the control of Russian peacekeepers. Furthermore, on February 22, 2023 the United Nations’ highest court – the International Court of Justice (ICJ) – ordered Azerbaijan to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.  Azerbaijan has been ignoring the order ever since. The ICJ reaffirmed its order on 6 July 2023.

Azerbaijan then illegally installed a checkpoint on Lachin Corridor. The blockade has led to shortages of essential products such as food and medication. Azerbaijan has also cut off gas and power supply into Nagorno Karabakh, with officials warning that Baku seeks to commit ethnic cleansing against Armenians in Nagorno-Karabakh. Hospitals have suspended normal operations.




Experts warn of ‘genocidal intent’ behind Azerbaijan’s blockade starving 120,000 Armenians

Experts warned a bipartisan congressional human rights commission Wednesday that the United States must be careful to avoid complicity in what they said could be an ongoing "genocide" against 120,000 Armenians living in Nagorno-Karabakh whom Azerbaijan forces have deprived of food and other crucial supplies for months. 

The Tom Lantos Human Rights Commission held a hearing on the ongoing blockade of the Lachin Corridor, which connects Armenians to Artsakh, a self-declared Armenian breakaway state internationally recognized as part of Azerbaijan with a predominantly Christian population.

Azerbaijan sealed off the Lachin Corridor last December after regaining control of territories surrounding Nagorno-Karabakh after a six-week war with Armenia in 2020. Armenian forces had captured the territory in a conflict that ended in 1994. 

A Russia-brokered armistice left the region connected to Armenia only by the Lachin Corridor, where Russian peacekeepers were supposed to ensure free movement.

Commission co-chair Rep. Chris Smith, R-N.J., led the hearing, which featured expert testimony from Luis Moreno Ocampo, an Argentine lawyer who served as the prosecutor of the International Criminal Court from 2003 to 2012; and David Phillips, the director of Columbia University's Artsakh Atrocities Project and an adjunct professor at Georgetown University.

As the U.S. government conducts negotiations, Smith said U.S. Congress must determine if what is happening against the Armenians is a genocide and what the government's duty is to prevent it under the Genocide Convention, an international treaty. 

Smith highlighted Ocampo's written testimony, which cautioned the U.S. for taking on a mediatory role, warning that accepting the existence of "genocide" as part of a negotiation is "complicity." 

During the hearing, Smith pointed out that two empty chairs were reserved for the U.S. State Department and the U.S. Agency for International Development (USAID), both of which did not respond to multiple invite requests. 

During his testimony, Ocampo clarified that one misconception people have is that an action must involve many deaths before it's considered genocide. 

The witness noted that the Azerbaijani security forces' blockade of the Lachin Corridor impedes access to food and other essentials, arguing that the intent to starve the Armenians is a genocidal action. 

"There are many different forms of genocide. One form requires zero victim," he said. "Genocide, under Article 2-C, requires just to create the conditions to destroy the people. The crime is to create the conditions and blocking the Lachin Corridor with the life system for the Nagorno-Karabakh people is exacting the conditions."

"The physical issue is intentions. Can we say President Ilham Aliyev or anyone else in the Azerbaijani state has genocidal intentions? My thing was if you follow different quotes, then something very clear, the facts speak for themselves," he added.

"In December '22, the blockade of the Lachin Corridor started by people not formally connected to the states. However, in January this year, Secretary of State [Antony] Blinken called President Aliyev, asking him to remove it. President Aliyev didn't follow the request. In February, the International Court of Justice unanimously said to President Aliyev, 'This is creating risk for life of the Armenians in Nagorno-Karabakh' and ordered to open the Corridor. He did not follow. What he did instead was to create a security forces blockade." 

In February, 15 judges from the International Court of Justice ordered Aliyev to remove the blockade, but the leader did not comply. 

Ocampo said that Aliyev's actions send a "very clear signal" that he knows that the blockade puts lives at risk. According to Ocampo, this is a clear sign of Aliyev's genocidal intentions, as ICJ was clear about the consequences of the blockade and its impact on the Armenians. 

"So when he is doing this now with security forces, obviously, he had intention to do that. That intention is confirmed because a few months later, he closed off all the traffic," Ocampo said. "For me, at this stage, there is no doubt that genocidal intentions are there."

In a report last month, Ocampo warned that there was a "reasonable basis to believe that a genocide is being committed," suggesting that starvation was being used as an "invisible genocide weapon." He called for the U.N. Security Council to intervene, which would be necessary because Azerbaijan is not a signatory to the statute that established the International Criminal Court.

Phillips agreed that Aliyev's actions could constitute genocide against the Armenians and discussed how Azerbaijan security forces are firing on Armenian farmers, shortening their food supply and terrorizing them with psychological torture. 

In his testimony, Phillips argued that Aliyev has waged campaigns intended to dehumanize Armenian Christians. 

Regarding the steps that the U.S. should take to prevent these atrocities, Phillips recommends enforcing the sanctions described in Section 907 of the Freedom Support Act, which restricts assistance to the government of Azerbaijan to prevent conflict with neighboring Armenia.

Phillips also cited the Global Magnitsky Act, which consists of targeted sanctions to combat human rights abuses and corruption. 

On Wednesday, the U.S. Department of State announced that Blinken spoke with Aliyev about the situation in Nagorno-Karabakh earlier this month. 

"[Blinken] reiterated our call to reopen the Lachin Corridor to humanitarian, commercial, and passenger traffic while recognizing the importance of additional routes from Azerbaijan," the statement read. "The Secretary underscored the need for a dialogue and compromise and the importance of building confidence between the parties. He pledged continued U.S. support to the peace process." 

The bipartisan Tom Lantos Human Rights Commission was established by the House of Representatives in 2008 to promote and advocate for international human rights.

‘I can’t slam doors and withhold dinner!’ Top Armenian rider compares horses with husbands

  • Anyone who has ever ridden understands the sense of partnership between human and horse. However, Carrie Schopf, Armenia’s sole international dressage rider, takes it a step further. Competing at the European Dressage Championships with her partner of five years, the chestnut gelding Saumur, Carrie likened their relationship to “more of a marriage”.

    After scoring 67% in the grand prix test, Carrie explained that, however much she loves her horse, they hadn’t quite seen eye to eye in the Riesenbeck arena.

    “Anyone who has been married or in a long-term relationship knows what that can be like,” says Carrie, 66.

    “My horse really uses critical moments as a discussion point. I don’t have big expectations with him – some days he goes for a 73 and other days he has an issue with me. Today was an issue day, not a serious issue as we still scored over 67% but certainly an under-achieving day. But that’s OK! I ride for myself, and I enjoy it. I enjoy cheering for other riders who don’t ride for themselves. I don’t have a sponsor and I am an amateur.”

    Carrie explains how she never wants to pressurise Saumur to perform perfectly, even though he’s not always as sharp as she’s hoping for, but they have fun.

    “He just was going to underperform today,” she says. “My husband says I’m too soft. Perhaps sometimes I should be more assertive and say, ‘Today you cannot underperform’.

    “But it’s a difficult balance. You love your horse and want to be really kind to him, but on the other hand you have to be a showman. And if your horse has a bad day, what am I going to do? I would have liked it if he wanted to give me a bit more, but I wasn’t going to scream at him! I can’t slam doors, tell him he’s going without dinner, tell him to get out of the house – all the things you can do in a marriage!” she jokes.

    Although both of Carrie’s parents are Armenian, she was born in the US and is based “down the road” in Germany. After her European Dressage Championships test, she was heading off to ride her other grand prix horse, a mare.

    “I find it interesting to compare the two,” said Carrie, who believes the mare might be her Olympic ride for 2024 – if she can control her hot side.

    “Saumur is a gelding, though he was a real boy for a long time. Mares are so much more black and white, it’s yes or it’s no. My mare is opinionated, but I can talk with her in a whisper. I have a feeling that if I did raise my voice, she would raise her voice, and then I’d talk a bit louder, and she would talk a bit louder – and in the end we’d find a compromise. With Saumur, he just sulks. He says, ‘Why don’t you like me now?’.

    Carrie was lying in 24th spot at the midway stage of the grand prix, out of 32 combinations to compete so far.

    We launched the "No cash" campaign in 2020, but in fact, much earlier, we talked about the fact that cash is no longer modern if there is a payment method like Idram. Of course, saying “no cash” when you still have about 2,000 points of sale where you can pay for Idram, and saying when the number of these points is already about 17․500, you see, these are completely different things (smiles – ed.). Yes, we were sure that the future belongs to cashless and contactless payments, where QR payments play their irreplaceable role, and indeed, contactless payment is more convenient than cash and even cards. Our users remember well the catchphrases of our campaign, which, frankly, sound very good in Armenian and are difficult to translate into other languages, but I will still try to translate: “Cash is the dirt of hands”, “Are you ancient?” etc. It seems that these are just expressions, but at first our society fell in love with these labels, stickers, and then, yes, our campaign gave an impressive result. Proof of this is also the number of daily QR payments, which has increased by almost several dozen times compared to 2020.

    And the action was more than relevant in 2020, when COVID-19 spread, and it was necessary to exclude contact with cash as much as possible, which in turn are the cause of the spread of microbes. Therefore, Idram not only began to actively increase the number of partners, but also expanded the tipping functionality at all possible food points of sale so that our citizens do not even have to touch cash to leave a tip.

    As you mentioned, there are about 17.5 thousand partners who accept payments via Idram. This is a really impressive figure, and in this respect Idram is the undisputed leader. What are the benefits for partners?

    Now there are about 17.5 thousand points, but their number is growing every day. Let's start with the fact that Idram's cooperation with any point of sale is mutually beneficial. Since Idram is the most popular financial app in Armenia, we have over a few hundred thousand active users and it is only natural that most of them prefer to make payments with Idram. If a few years ago the Idram sales department tried to attract new points of sale, now this process is two-way. That is, in many cases, retail points of sale themselves turn to us with a request to “install Idram”, and often the motive for this is the desire of buyers. In this regard, I also want to thank our customers and partners, who, like us, are guided by the idea of providing customers with the best experience and comfort. At the same time, from the point of view of points of sale, the possibility of paying by Idram is not only a tool for loyalty to its customers, but also aimed at increasing sales. As you know, in 2020, Idram and IDBank were the first in Armenia to introduce Rocket Line digital installment plan, which is a financial instrument that works on the principle of “Buy now, pay later” and is gaining wide popularity in the world. On the one hand, this frees our users from unnecessary trouble, because the Bank approves a certain limit for them in advance, and there is no need to submit documents and wait a long time for loan approval. On the other hand, it is a revolutionary tool for merchants, because paying with Rocket Line is technically no different from a regular payment with Idram, and the buyer takes only two or three additional steps and makes an instant purchase.

    The Rocket Line digital installment itself is available at all 17․500 points where Idram payment is available. And if the point of sale chooses the Rocket Line 0% cooperation option, then this is an additional big incentive for sales, because buyers get the opportunity to buy goods at this very moment, paying exactly the same price and not a penny more, up to 12 months. Currently, the number of such points of sale is about 6,000.

     Glad to share another exciting news! For 2-3 months now, our users have been able to use the Rocket Line payment option for up to 36 months. To be more precise, for non-cash payments up to 30,000 AMD, the maximum period for Rocket Line is 12 months, for payments from 130,000 AMD to 500,000 AMD – 24 months, and for payments exceeding 500,000 AMD, the maximum period is 36 months. In this case, at the time of purchase, the buyer simply chooses the term that suits him and makes payments in the manner prescribed by the contract in the form of equal payments, which does not require any further action on the part of the point of sale or the buyer.

    Since you talked about Rocket Line's digital installment plan, let's also touch on how easily this tool has been adopted by our society. Most users were probably not familiar with the Buy Now, Pay Later payment method. What image do you have today, to what extent is Rocket Line used?

    As I already mentioned, IDBank and Idram were the first in Armenia to introduce the “Buy Now, Pay Later” format. Of course, at first this was perceived by our society rather hard, and for comparison, it must be said that in the next year Rocket Line contracts were signed 7 times more than in the first 6 months of the product launch. That is, from the moment our users accepted the product, or rather, got a clear idea of its benefits, we have experienced a sharp increase in the use of Rocket Line digital installment plan. Today, Rocket Line has become a daily tool for our users: many use it when they need to make an urgent purchase, but there are still a few days before payday, after which they repay it, paying interest for just these few days, or pay no interest at all with Rocket Line 0%, many choose to sell with Rocket Line 0% and then repay on their own schedule within up to 12 months. Everyone uses Rocket Line according to the needs of the moment, adapted to their lifestyle. It should be noted that since the launch of the product, about 2.2 million contracts have already been concluded, that is, over the past 3 years this tool has been useful to our clients as many times. This is a serious indicator that our users like the product. Of course, we continue to develop the Rocket Line, making it more convenient and profitable for our users.

    You talked about customer loyalty and we can't get around the Idplus loyalty platform. What are the features of the product of the strategic partner Idram and why did you decide to cooperate?

    The Idplus loyalty platform has converted the bonus cards known to all of us into a digital field and gives bonus points at more than 1100 points where it is possible to pay by Idram. They are automatically accumulated on the digital bonus card of this point of sale. What does it mean? If you download the Idplus application, you will see that it combines a number of advantages. At the same time, no additional actions are required on the part of the buyer and the point of sale to issue a bonus. All operations are automated, both in the case of Idram and with all services provided by partners.

    Proof of this is the recently created Idram Junior app for children and teenagers up to 16 years old. This project shows that Idram is also taking responsibility for raising a financially literate generation. The app, of course, has limited features and allows teens to make payments up to 17․500 points, make transfers to family members and top up their phone balance. This functionality will be further expanded, and will also teach you how to save, manage your own funds, etc. Of course, it should be noted that our young users will perform all these actions exclusively under the supervision of their parents, because each Idram Junior is "attached" to the Idram&IDBank application parent.
