YEREVAN, MARCH 2, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan will pay a working visit to the Kingdom of Belgium on March 3-5, his Office told Armenpress.

During the visit Pashinyan will have high-level meetings with the EU leaders, including President of the European Council Donald Tusk, President of the European Commission Jean-Claude Juncker, EU High Representative for Foreign Affairs and Security Policy / Vice-President of the Commission Federica Mogherini.

After the meetings Pashinyan and Donald Tusk will make a statement for the media representatives. Pashinyan and the President of the European Commission will hold a joint press conference.

The Armenian PM will also visit the European Parliament and will deliver remarks at the foreign affairs committee.

Pashinyan is also expected to visit the Leuven city of the Flemish Region of Belgium. He will get acquainted with the activities and programs of the city’s educational and scientific-research institutions, including the Catholic university, the Research and Development Technology Transfer Office, IMEC Research Center, Healthcare Center.

On the sidelines of Pashinyan’s visit, a Memorandum of Understanding will be signed between Armenia’s ministry of education and science and the Department of Foreign Affairs of Flanders, as well as between the IMEC and the Enterprise Incubator Foundation.

During the visit PM Pashinyan will also meet with the business representatives of the Armenian community.

Sports: Mkhitaryan proving Arsenal don’t need Suarez: Goal.com

It’s not been easy for Henrikh Mkhitaryan to make his mark at Arsenal, but he is beginning to turn a corner, Goal.com reports. 

Since being restored to the team after a metatarsal break – which came before Christmas in the Carabao Cup defeat to Tottenham – Mkhitaryan has arguably been Unai Emery’s top performer, Alexandre Lacazette aside.

He assisted the French forward against Southampton; and a goal of his own meant that this would be the most productive of his three seasons in the Premier League in a scoring sense.

That might not be saying much given that the total for the campaign so far stands at a relatively modest five but it is evidence that Mkhitaryan is improving both in form and confidence under Emery in 2019.

While injured, Mkhitaryan was forced to sit aside and watch as Denis Suarez was acquired on loan from Barcelona. The winger’s impact on the other hand has been scant. He is yet to make a significant mark on the Arsenal side and there would appear to be little opportunity for the 26-year-old to carve out a niche in the team. 

The prospects of Suarez remaining at the club beyond this season right now remain remote. Although a favourite of Emery at Sevilla, sources close to Suarez say he is not taking anything for granted in terms of his future at Arsenal.

He was reasonably optimistic of making a go of it at Barca if Ernesto Valverde was dismissed this coming off-season. However, the Barca coach’s contract extension would appear to have put paid to those chances.

And while he might have thought of Arsenal as a safe haven under a coach he knows – and who trusts him – that has not been the case so far. One reason for that could be that his spell at the club has coincided in an upturn in the form of Mkhitaryan; a bonus for Arsenal but an obstacle for Suarez.

Emery is the type of coach who is prone to change both personnel and shape in a quest for consistency. A select few have made it to undroppable status – a group, it must be said, that includes neither Mesut Ozil nor Aaron Ramsey – and there is a real chance that if Mkhitaryan can definitively put his injury troubles behind him then he can come into that band too.

He has carved out a role for himself on the right side of the Arsenal attack in recent weeks – in either of Emery’s favourite tactical set-ups. Against Huddersfield, away from home when he first came back into the side, Mkhitaryan lined up with Alex Iwobi either side of Alexandre Lacazette. That was the same position he took when BATE Borisov shocked the Gunners in the Europa League round of 32 first leg defeat.

When Emery opted to change to four at the back thereafter – and use five in midfield – Mkhitaryan solidified his place in the team despite calls from the armchair sceptics to remove him. And that pre-empted, arguably, Mkhitaryan’s two most productive games of the season, first against BATE in the return leg and then against Southampton on Sunday.

It’s been a long road back for Mkhitaryan. Many were quick to write him off as a flop following his move from Manchester United. He never fit the bill for Jose Mourinho at Old Trafford but he could hardly be accused of being the only one. The upturn in the form of Marcus Rashford, Anthony Martial, Paul Pogba and more would pay testament to that.

YEREVAN, FEBRUARY 20, ARMENPRESS.President Recep Tayyip Erdogan has mentioned the Armenians living in Turkey in remarks delivered at the 6th Ministerial Conference of Budapest Process in Istanbul. Erdogan mentioned Armenians when he was speaking about Syrian refugees, Anadolu reports.

He said that Turkey currently hosts 3,6 million Syrian refugees, whom they aren’t planning to send back.

Speaking about other ethnicities living in Turkey, Erdogan mentioned also the 100,000 Armenians living in the country.

“Around 100,000 Armenians live in Turkey, 40,000 of whom are citizens of Turkey. The remaining are not citizens, but we aren’t going to expel them also,” President Erdogan said.

Armenian President Armen Sarkissian and Emir of Qatar Tamim bin Hamad Al Thani held a meeting on February 16 within the framework of the Munich Security Conference in Germany.

According to Sarkissian’s office, the sides discussed a “broad circle of issues of bilateral interest.”

“In particular, they spoke about enhancing strategic cooperation in various sectors, effective management of food industry and water resources. Armen Sarkissian noted that the two countries have big opportunities for partnership and Armenia can have important role in production and supply of quality water and healthy food.

The Armenian president invited the Emir of Qatar to pay an official visit to Armenia. In turn, Emir Tamim bin Hamad Al Thani invited the Armenian president to visit Qatar”, Sarkissian’s office said in a news release.

Spokesperson of the Foreign Ministry of Armenia Anna Naghdalyan has commented on the reaction of the U.S. Department of State over deployment of Armenian humanitarian mission in Syria.

“We have acknowledged the US State Department’s statement on the deployment of the Armenian Humanitarian Mission in Syria. It’s a long time Armenia and the USA make joint efforts to respond to the humanitarian disaster in Syria that is accompanied by a major crisis of refugees and deported people.

We reiterate that during the entire process of the Syrian conflict the world-spread Armenian people followed the fates of the civilian people, minorities, including the Armenian community in Syria with great concern. The Armenian public opinion displayed deep concern and compassion towards the sufferings of the civilian people and the demolition of the country. This is a country that had a key contribution to the survival of the Armenian people who escaped the genocide. General Consul of Armenia in Aleppo worked non-stop during the entire Syrian crisis. Armenia has granted asylum to over 22 thousand Syrian refugees and has provided 4 air cargos of humanitarian aid to the Syrian people. Following the establishment of relative tranquility and security Armenia plans to continue its hummanitarian mission, including by providing doctors and specialists for humanitarian demining aimed at supporting the improvment of the living conditions of the war-suffered civilian population of Aleppo. The Armenian mission has exclusively hummanitarian nature, is guided by the international humanitarian law and will coordinate its activities with the institutions and international partners offering humanitarian aid on site.

We share the concerns of the international community about the situation of the ethnic and religious minorities in the Middle East and highlight the continuity of humanitarian aid provided to Syria”.

On February 13, the media published a statement on behalf of the US Embassy in Armenia, in which the US State Department expressed its position on the Armenian humanitarian mission in Syria.

The Catholicosate of Cilicia is organizing an all-Armenian conference on the occasion of declaring 2019 the Year of the Armenian Media. As the press department at the Catholicosate reports, the event will be held on July 2-4, 2019, in Antelias.

Editors and media personalities from Armenia, Artsakh and the Armenian Diaspora will participate at the conference. The topics will include challenges of the Armenian media, ways of cooperation, using modern methods, information security, disinformation, the role of social media, among others.

Attorney slams court ruling on Kocharyan’s appeal as ‘politically motivated’

Hayk Alumyan, a member of second President Robert Kocharyan’s defense team, strongly condemn the ruling of the Yerevan appellate court to keep the ex-president in custody as ‘politically motivated’.

The Yerevan Criminal Court of Appeals, under presiding judge Mnatsakan Harutyunyan, upheld today the ruling of a lower court to keep Kocharyan in pre-trial custody and rejected his lawyers’ motion to release the ex-president on bail.

“I believe the ruling lacks a legal component. This decision is absolutely politically motivated made in the wake of a political order,” the lawyer said.

He added that Kocharyan will appeal the ruling to the Court of Cassation and will also lodge a complaint with the European Court of Human Rights (ECHR).

Earlier on January 18, the Yerevan Court of General Jurisdiction granted the motion filed by the Special Investigative Service to extend the ex-president’s pre-trial arrest for two months and denied his lawyers’ petition to release Kocharyan on bail.

The former president’s defense team appealed the ruling to the higher court.

Kocharyan has been placed in custody since December 7, 2018, pending trial. He is charged with overthrowing Armenia’s constitutional order during the March 1-2, 2008 post-election events in Yerevan, but the ex-president strongly denies any wrongdoing.      

Armenia’s governing agencies racing for €6-million grant – media

YEREVAN, February 7. /ARKA/. Armenia’s governing agencies have started struggling for a €6-million grant, 168 Hours reports. According to the media source, the Armenian government will receive the grant soon, and the governing agencies will compete for obtaining the money – they will have to explain why these financial resources will be given to them. 

Under this grant, digitalization of files connected with government agencies’ activities will be carried out.  
The necessity of optimization will be pointed out as one of arguments in favor of the grant reception. 

Advanced electronic systems have already been introduced in the State Revenue Committee, the Passport Agency, the State Real Estate Cadastre, the labor and social affairs ministry, the national archive and the national library. -0—

YEREVAN, FEBRUARY 7, ARMENPRESS. President of the Central Bank of Armenia Artur Javadyan has departed for Thessaloniki, Greece to participate in the 13th meeting of the Board of Governors of the Black Sea Trade and Development Bank (BSTDB)from February 7 to 9, the CBA told Armenpress.

During the meeting issues relating to the Bank’s activity, funding of various programs being implemented in the region and member states will be discussed.

During the visit the CBA President will meet with the BSTDB President, the presidents of the central banks of the member states, as well as heads of other financial organizations.

The BSTDB has a long and successful experience of numerous programs in real sector and financial system of Armenia.

Armenia sends military deminers and medics to support Russian mission in Syria

Armenia has sent 83 soldiers to Syria as part of a Russian-backed demining and humanitarian mission there.

For years, Russia has been asking its military allies to help out in Syria, but until now no one has taken them up on the offer. The Armenian offer comes as Yerevan-Moscow ties have been frayed following the rise to power of Nikol Pashinyan and his team of pro-Western allies.

But the deployment appears to have gained the Kremlin’s favor, at least for now. “I would like to express my appreciation for the humanitarian assistance to Syria,” Russian Defense Minister Sergey Shoigu told his Armenian counterpart, David Tonoyan, in Moscow. “You were the first to respond to our call for providing assistance to the Syrian people.”

The Armenian side strove to emphasize the non-combat nature of the deployment. “The Armenian specialists will carry out humanitarian activities, connected with demining, anti-mine education, and providing medical assistance in Aleppo, exclusively outside areas where military activities are being conducted,” the Armenian Ministry of Defense said in a February 8 statement. The statement also noted that the soldiers were transported to Syria by Russia, and will operate with Russian logistical support while they are there.

“I express a huge thanks for the aid that Russia has provided, especially the Ministry of Defense and you personally, in organizing our humanitarian aid for Syria. You have made a large contribution,” Tonoyan told Shoigu at their joint appearance in Moscow, the Russian Defense Ministry reported in a statement.

Russia has been pushing its allies in the Collective Security Treaty Organization (CSTO) to send peacekeepers to Syria even before Russia itself got militarily involved. (The CSTO includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan.) Armenia has been mooting the possibility of sending deminers to Syria since 2017.

It’s not clear why it took so long for the deployment to actually take place. But Armenia has been in hot water with Russia, especially with respect to the CSTO, and the deployment will certainly ease some of the pressure from Moscow. An Armenian general, Yuri Khachaturov, had been the secretary general of the CSTO but last summer, following Pashinyan’s coming to power, the new authorities charged Khachaturov in connection with a wide-ranging investigation into the violent breakup of protests in 2008. (Khachaturov was the head of the Yerevan military garrison at the time.)

In November, Armenia formally recalled Khachaturov from his position as secretary-general, whose term was supposed to end in 2020. That prompted a leadership struggle within the organization which has yet to be resolved. Yerevan had hoped to replace him with another Armenian official to fill out the remainder of Khachaturov’s term, but other CSTO members have had other ideas and appear to be coalescing around another candidate: Stanislav Zas, chairman of Belarus’s National Security Council.

As it happens, the day before Armenia’s Syria deployment was announced, Zas told journalists in Minsk that every CSTO member state except Armenia supported his candidacy. And he said that while he had met with the presidents of all the other CSTO member states in December, Armenian officials have yet to respond to his request for a meeting.

“For now, the process [of naming a new secretary-general] is not moving at all,” Zas said. “I sent a proposal [to the Armenians] and am ready to meet at a convenient time for the Armenian side but so far I have not gotten a response.”

The decision is supposed to be made by consensus, but Zas also suggested that a new secretary general could be named without Armenia.

“This isn’t the best variant. These decisions should be made by consensus. This is the guarantee of normal, uninterrupted work. We hope that a decision can be made on a consensus basis in the near future,” he said.

Asked about Zas’ statement, Anna Naghdalyan, the spokesperson for Armenia’s Foreign Ministry, responded: “Considering that important consultations are going on among CSTO members, at the current stage statements and comments do not help the reaching of a legal decision acceptable to everyone, on the basis of a consensus of all six states.”
