LAW ON INFLATION INADVISABLE IN ARMENIA

A law on wage, pension and allowance adjustment for inflation would
entail inflation risks in the country, which might cause a collapse
of the state’s macroeconomic system, RA Prime Minister Tigran Sargsyan
stated in Parliament on March 17, commenting on a legislation initiated
by the independent MP Victor Dallakyan.

According to him, legislations like that are adopted in the countries
with inflation exceeding 10%. "But in countries like Armenia,
with stable inflation, such a law would be inadvisable," Sargsyan
said. He stressed that the Government is now trying to curb a price
rise. "It would be more advisable to curb inflation than adjust the
population’s incomes for inflation, and the Government is doing it
now," the Premier said.

An inflation rate of 0.3% was registered in Armenia’s consumer market
this February, and 2% this January-February. An annual inflation rate
of 6.5% was registered in the country last year. The Central Bank of
Armenia forecast an annual inflation rate of 7-8 per cent for late
April- early May.

Delegation Headed By Artur Baghdasaryan Will Depart For Moscow

An Armenian delegation headed by the Secretary of the National
Security Council of Armenia Artur Baghdasaryan will depart for Moscow
on March 17, upon the invitation of Baghdasaryan’s Russian counterpart,
Nicolai Patrushev.

According to a release issued by the RA National Security Council
press service, Baghdasaryan and Patrushev will discuss prospects of
bilateral cooperation on security. An agreement on cooperation is
set to be signed between the two National Security Councils.

Artur Baghdasaryan is also expected to hold meetings with other
Russian officials, Russian Deputy Prime Minister Sergei Ivanov and
Collective Security Treaty Organisation Secretary General Nikolai
Bordiuja among them. Another meeting is planned with the executives
of the Russia-Belarus Defense Systems intergovernmental group of
financial and industrial issues.

A commentator has wondered why French mediator Bernard Fassier
did not protest more strongly at distortions of his remarks on the
Armenian army.

Madat Chemenli reviewed the incident in his piece for 1news.az.

The co-chairman of the OSCE Minsk Group, mediating a settlement to
the Karabakh conflict, told a NATO seminar in Yerevan on Friday that,
‘Azerbaijan’s victory in the event of renewed war is impossible,
because I know about the bravery of Armenian and Karabakh warriors,’
according to the Armenian media.

Azerbaijani political scientist Ilgar Mammadov confirmed to 1news.az
that he had heard these words used by the official interpreter in
English during the seminar.

Bernard Fassier telephoned the Azerbaijani foreign minister yesterday
to say his statement had been completely distorted. He said that as
the co-chair of the OSCE Minsk Group he could never evaluate any army
or soldiers and would never make such a mistake as a mediator. He said
that the quality of translation was poor both in Russian and English.

1news.az tried to to contact Bernard Fassier and the French Foreign
Ministry for official comment. They were asked to put their questions
in writing via e-mail, which they did, but they have yet to receive
a response.

‘So, what do we have?’ asked Madat Chemenli.

The seminar was organized by the NATO Parliamentary Assembly, along
with the National Assembly of Armenia. It was the second seminar of
its kind held in Armenia (the first was in 2005), which means that
Armenia had experience of holding the event, he said.

‘And now it turns out that during an event that involved dozens
of senior officials from different countries and organizations, an
OFFICIAL interpreter RUDELY distorted the words of the co-chair of
the organization that is MEDIATING the Armenian-Azerbaijani conflict,’
Chemenli wrote.

‘In addition, the distortion (and possibly the attribution) of words
said by the co-chair seemed to be a sensitive issue that could
almost lead to an international scandal. This means that Armenia
is officially organizing provocation on an international scale,
since the translator was provided by the organizer of the event –
the National Assembly of Armenia.

‘Meanwhile, Armenia dares to "cross" even the OSCE Minsk Group
co-chair, attributing to him words that he did not say.’ The
commentator went on to say that ‘Armenian provocations have long ceased
to surprise Azerbaijan, but Bernard Fassier’s tolerance is astonishing.

‘The reason why neither Fassier nor the Foreign Ministry of France
made an official protest, but contented themselves with a telephone
comment is still unclear to us.

‘We think it would have been more appropriate to send an official
protest to the organizers of the event, voicing indignation at such
provocations by the Armenian side in order to avert a repetition of
such incidents.

‘There are no doubts that the attribution of words to the co-chair is
not the initiative of the translator. This was a provocation planned
at the highest level in Armenia.

‘Meanwhile, Bernard Fassier’s silence about the provocateur is at
the least awkward and just arouses unnecessary suspicions.’ 1news.az

MINSK GROUP CO-CHAIRMEN TO VISIT YEREVAN, STEPANAKERT, BAKU

The co-chairmen of the Organization for Security and Cooperation in
Europe’s Minsk Group, brokering the Nagorno-Karabakh settlement
(representatives of Russia, France and the United States) are expected
to visit Yerevan, Stepanakert and Baku in late March – early April,
Russian Foreign Ministry spokesman Andrei Nesterenko has announced.

"In late March – early April, the co-chairmen of the Minsk Group are
expected to travel to Yerevan, Nagorno-Karabakh and Baku to try and
draw up the parties’ positions on the basic principles of settlement,"
Nesterenko said at a press briefing in Moscow on Thursday.

He said the parties in the conflict received proposals from the
brokers about two months ago on the main principles of the Nagorno-
Karabakh settlement, named "The Renewed Madrid Document."

"The mediators are studying the parties’ reaction to these proposals,"
the diplomat said. The co-chairmen of the Minsk Group last week met
with the Azeri foreign minister and they will meet with the Armenian
foreign minister next week. "As far as I know, the same issues will be
discussed during Armenian President Serzh Sargsyan’s visit to France,"
Nesterenko said, adding that Sargsyan had discussed the same issue
with President Dmitry Medvedev in Moscow earlier.

The brokers will travel to Yerevan, Stepanakert and Baku after all
these meetings, discussions and talks, Nesterenko said, adding that,
"the talks are well underway."

France and Russia have few levers for rapid resolving of the
Nagorno-Karabakh conflict, despite the similarity of views on this
issue, experts say.

"It is one of those non-conflict topics, where there is convergence
of views between Moscow and Paris, head of Russian, Eurasian trend
and International Energy Security at the Heritage Foundation (USA),
political analyst Ariel Cohen told Trend News. I do not see real levers
of pressure on Armenia which Russia or France could propose to change
the current strategic position of the parties. Such a statement does
not change the status quo. Such a declaration will not change the
position of Yerevan.

Paris has recently noticeably intensified efforts to resolve the
Nagorno-Karabakh conflict.

France and Russia intend to continue to cooperate closely to resolve
the situation in Nagorno-Karabakh, French President Nicolas Sarkozy
said after talks with Russia’s counterpart Dmitry Medvedev in late
February.

During his visit to Paris, Azerbaijani Foreign Minister Elmar
Mammadyarov met with French President Nicolas Sarkozy’s chief foreign
policy adviser Jean-David Levitte, Azerbaijani Foreign Ministry
spokesman Elkhan Polukhov told Trend News.

During the meeting they discussed the Armenian-Azerbaijani
Nagorno-Karabakh conflict. Azerbaijani Foreign Minister informed
French adviser about Azerbaijan’s position.

French diplomat, in his turn, stressed French President Nicolas
Sarkozy’s promise, given at a recent meeting with Azerbaijani
President Ilham Aliyev on his personal intervention in the matter
and continuation of efforts to resolve the conflict, remains in force.

Yerevan and Baku must reach a compromise to resume the "peace dynamics"
in the Nagorno- Karabakh problem, French President Nicolas Sarkozy
said. On March 10 he expressed this opinion at the talks with the
Armenian counterpart Serzh Sargsyan.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s resolutions
on the liberation of the Nagorno-Karabakh region and the occupied
territories.

According to observers, the initiative of France and Russia to resolve
the Nagorno-Karabakh conflict will inevitably face U.S. interests in
the South Caucasus.

According to Azerbaijani political scientist Tofiq Abbasov, the
view of Moscow is important for Sarkozy. But within this problem,
the upcoming visit of the French President to the United States can
have effect on the nature of affairs in the Caucasus region.

"Paris operates in many problems of modern geopolitics looking over
Washington, Azerbaijani political scientist Tofiq Abbasov told Trend
News. I think the problem of Nagorno Karabakh is just one of them,"
he said.

According to Cohen, the problem is that the European Union today is
not actually operating as an effective foreign policy player. "It
does not have a well-coordinated working-out of foreign political
course and a very weak mechanism for implementing such a course. Each
capital is fighting for its interests. The status of the President
and Foreign Minister is low," he said.

While the EU has no effective process of formulating and executing
foreign policy decisions, including sanctions, not to mention the
overall armed forces, it can not act as an effective player in big
geopolitics, Cohen said.

But senior fellow of European Policy Center in Brussels, Amanda Paul
speaks optimistically about the role of Russia and the EU in resolving
the conflict between the two parties.

"Today, Russia, the European Union and the United States largely agree
how to resolve the conflict, she said. All three parties support the
territorial integrity of Azerbaijan and stand for withdrawal of troops
from areas adjacent to Nagorno-Karabakh."

According to Paul, earlier Russia’s statements were contrary to the
opinion of other members of OSCE Minsk Group. But a few years ago,
Russia changed its approach to solve the problem in favor of other
international players in the region.

Experts said that the main thing is not to allow Yerevan to delay
the settlement of the Nagorno-Karabakh conflict.

According to Abbasov, Paris states that it supports discussion of the
Madrid principles by the parties as a coherent model for resolving
the conflict.

"Just persistence and focus on a quick break from the Minsk Group
co-chairmen must conceive a serious effect on Armenia because
the Armenians tell a lie all the time by distorting the topics
of discussion. They delay working out of the document by such an
approach," Abbasov said.

Now, when two problems, including a 100-year-old Armenian-Turkish
conflict and a 22-year-old Armenian-Azerbaijani one, are joined in the
same plane, obligatory synchronization determination must be ensured.

Otherwise, there will not be stability in the Caucasus for a long time,
Abbasov said.

"That is why countries-mediators should not indulge Armenia by special
stimulatory attitude. France, too, has fault. … But in vain because
France is interested in Azerbaijan for economic reasons more than in
Armenia", Abbasov said.

On March 16, RA Minister of Foreign Affairs Edward Nalbandian will
depart for Paris, where he will meet with the OSCE Minsk Group
co-chairs, according to diplomatic sources. The parties will discuss
Armenia’s proposals to the revised Madrid Principles.

Last week, Azerbaijan’s Minister of Foreign Affairs, Elmar Mammadyarov,
met with the co-chairs.

The OSCE Minsk Group co-chairs had planned to visit the region
-Yerevan, Nagorno-Karabakh, and Baku, in particular – in late March
or early April, with the aim of reconciling the parties’ positions
on the not-agreed principles of conflict resolution.

Yerevan (Yerkir) – The NATO Parliamentary Assembly attaches high
importance to Armenia and the entire region, Loic Bouvard, the former
President of the North Atlantic Parliamentary Assembly and French
Parliament member stated at the NATO PA Rose-Roth Seminar in Yerevan.

He maintained that conflicts impede regional development. In this
context, Mr. Bouvard pointed out that the NATO PA will contribute
to settling of regional conflicts, including the Nagorno-Karabakh
conflict.

Speaking of the Armenian-Turkish ties, Bouvard welcomed the two
nations’ efforts to normalize the relations. He voiced hope that
all the obstacles will be removed, adding that history is not to be
consigned to oblivion. "I hope the nations will find the strength to
admit their history," Bouvard said.

He stressed that the Rose-Roth seminar in Yerevan allows for a
dialogue between the countries of the region. Although, unlike Georgia,
Armenia is not seeking NATO membership, yet it is a crucial partner,
the official stated.

A 3-day "Regional processes in the South Caucasus: Challenges,
Opportunities, Prospects" NATO PA Rose-Roth seminar opened in Yerevan
on March 11.

Ziyafet Asgarov Resolution on recognition of so-called "Armenian
genocide" is upsetting, vice speaker of Azerbaijani parliament said.

The resolution on the recognition of the so-called "Armenian genocide"
in the Osman empire adopted by the Swedish parliament is upsetting,
said first vice speaker of the Azerbaijani parliament Ziyafet Asgarov.

"We condemn this decision of the Swedish parliament and naturally,
we cannot accept it", Asgarov told local ANS TV channel.

He considers that this decision adopted by the Swedish parliament is
based on double standards in international policy. "As is known, the
Azerbaijani parliament has repeatedly appealed to the parliaments of
the world countries and informed them that this Armenian ‘genocide’
is mythical. Unfortunately, double standards are still applied and
the parliaments of the world countries take such decisions without
getting any objective information and studying historical facts",
the first vice speaker of the Azerbaijani parliament noted.

"We call on the deputies of the world parliaments not to take such
decisions without studying the truth", he said.

Minister Donald Tusk laid a wreath and kneeled before the Armenian
Genocide Memorial. He also planted a fir at the Memory Alley and made
a note in the Commemoration Book.

"I bow to the memory of Mets Eghern victims. Poland, which lost
millions of people last century, understands the calamity that befell
Armenians. We share your grief," Mr. Tusk wrote.
