REPRESENTATIVES OF ARMENIA AS WELL TO LOOK AFTER PRESIDENT’S ELECTIONS TO TAKE PLACE IN TAJIKISTAN

YEREVAN, OCTOBER 30, NOYAN TAPAN. Representatives of Armenia as well
will participate with the observation mission in the President’s
elections to be held in Tajikistan on November 5. As Anahit Adamian,
the Chief of the RA National Assembly’s Public Relations Department
informed the Noyan Tapan correspondent, Gurgen Arsenian, the head of
the ULP party and parliamentary faction, will look after the elections
in the staff of the CIS observation mission.

According to information got from the Central Electoral Commission, a
CEC member Armine Kharatian, CEC Press Secretary Tsovinar Khachatrian
and Arman Ispirian, a member of district electoral commission No11
of the community of Shengavit, Yerevan, were involved in the staff
of the same observation mission.

Armenian Sculpture To Be Placed In Front Of German Church

ARMENIAN SCULPTURE TO BE PLACED IN FRONT OF GERMAN CHURCH

GYUMRI, OCTOBER 30, ARMENPRESS: A sculpture created by a sculptor
in Armenian Gyumri will be placed in front of a Lutheran church in
Germany’s city of Bochum.

The sculpture was made by Albert Vardanian and is called
Pulsar. Vardanian told Armenpress the agreement to erect the
bronze-cast sculpture had been reached two years ago. It will be
placed on November 19 which is marked as a day of remembrance of
peaceful population killed in wars.

Famous Armenian choreographer Vilen Galstyan will be at the head of
a Russian dancing troupe. According to newspaper "Yerkramas", the
troupe will be called "Young Ballet of Kuban". The troupe consists
of both Russian and Armenian dancers.

37% OF RESPONDENTS: ARMENIAN AUTHORITIES SHOULD CREATE JOBS TO WIN PUBLIC CONFIDENCE

YEREVAN, October 30. /ARKA/. Survey conducted by Gallup institute
in association with Armenian Sociologic Association shows that 37%
of Armenian citizens are convinced that Armenian authorities have to
create new jobs to win public confidence.

According to the survey’s results, 18% of respondents think the
authorities should increase pensions and salaries, 14% of surveyed
citizens pointed out economy development as the way to win public
support, 15% singled out transparent elections, 7% fulfillment of
promises given to people and 8% crackdown on corruption.

Besides, 4% of surveyed citizens think the authorities should pursue
a correct policy to enjoy public support, 3% said the members of
parliament should be replaced by others, 3% are convinces that the
authorities should render help to homeless and old people and 2%
to make Nagorno-Karabakh a part of Armenia, 3% to cut taxes, 17%
gave other answers and 9% refused to answer.

It is remarkable that 39% of respondents had absolutely no interest
in political developments, 30% expressed mid-scale interest in them
and 31% high interest.

As many as 1200 older-than-18 Armenian citizens were surveyed at
the order of International Republican Institute (IRI) with financial
support of USAID.

The two fundamental principles of territorial integrity and the right
of self-determination of peoples do not contradict each other,
Azerbaijani Foreign Minister Elmar Mammadyarov declared during the
meeting with members of the US German Marshal Fund delegation, reports
Day.Az., referring to Azeri MFA Press Service. Presenting the recent
developments in the settlement process, Mammadyarov said that the
international legislature clearly regulates the right of
self-determination of peoples with preservation of territorial
integrity of this or that state.

ARMENIAN PARLIAMENT COMMEMORATES 7TH ANNIVERSARY OF OCT 27 TERRORIST ACT

Today is the 7th anniversary of the terrorist act in the Armenian
Parliament.

Today morning Armenian MPs laid flowers on the monument to the
victims of the tragedy in the yard of the Parliament building.
Speaker of the Armenian Parliament Tigran Torossyan says that even
though 7 years have already passed since the tragedy, the witnesses
and the relatives and friends of the victims will never forget it.
"However, we should not only mourn but also learn from this tragedy
to prevent such crimes in the future. The victims of the tragedy
lived for the sake of Armenia’s development and we must fulfill their
goals," says Torossyan.

To remind, Oct 27 1999 a terrorist group led by Nairi Hunanyan killed
the speaker of the parliament Karen Demirchyan, prime minister Vazgen
Sargsyan, vice speakers Yuri Bakhshyan and Ruben Miroyan, MPs Henrik
Abrahamayn, Mikayel Kotanyan, Armenak Armenakyan and minister Leonard
Petrossyan. The terrorists have been sentenced to life in jail.

Lashing Out at France Again

LASHING OUT AT FRANCE AGAIN

A few days ago a new heading in French appeared at the
official website of Istanbul’s tourism department that
protests against the October 12 decision of France’s
National Assembly. The text full of errors announces
that "Turkey has never committed a genocide throughout
its history… the French does not have clear idea of
our European continent… and Turkey came into existence
in 1923 therefore there were neither Turks nor a
Turkish army in 1915." Such statements require no
comments.

This information was sent to the daily by Jean Eskiyan
from France. Mr. Eskiyan added that more than 900
French websites, including those of municipalities,
universities, major organizations and French-Armenian
communities, were attacked by Turkish hackers after
the October 12.

As of October 23, these websites were not restored.
The Turkish hackers got special training in 2003 and
are united under RSF (Rooting Sabotage Forced)
abbreviation.

President, Defense Minister Serge Sargsyan met with French Ambassador
Henry Cuny, who is completing his diplomatic mission in Armenia, RA
Defense Minister’s Spokesman, Col. Seyran Shahsuvaryan told
PanARMENIAN.Net.

When discussing the Armenian-French relations Serge Sargsyan said the
bright proof of their development in the recent visit of French
President Jacques Chirac to Armenia. For his part Amb. Cuny said he
evaluates highly Armenia’s warm attitude to France. `I am going home
taking with me a rich library about Armenia. I am convinced that by
the time of my next visit the peace will be established and borders
will be opened. A closed border is an anachronism and improper
position for a state aspired to join the European family,’ the French
diplomat underscored. Serge Sargsyan thanked the Ambassador for
efficient activities, specifically for cooperation in the military
sector and wished him every success.

UNDP AND HAYASTAN ALL-ARMENIAN FUND JOIN EFFORTS TO ALLEVIATE RURAL POVERTY IN ARMENIA

October 25, 2006 in the UN House in Yerevan, United Nations Development
Programme (UNDP) and Hayastan All-Armenian Fund signed a memorandum
of understanding to closely cooperate in the area of rural poverty
alleviation in Armenia.

Ms. Consuelo Vidal, UNDP resident representative in Armenia and
Ms. Naira Melkumyan, Chief Executive of the Fund signed the memorandum.

Ms. Vidal noted in her speech: "Rural poverty alleviation is a serious
concern both for the government and the United Nations".

Rural poverty eradication was the focus of the recently held
Armenia-Diaspora Third Conference. UNDP and Hayastan All-Armenian Fund
also participated in the conference and presented their respective
programmes in the field.

As of today, village development plans for 20 communities are already
developed with direct participation of the village inhabitants and the
local self-governance bodies, with UNDP’s assistance. UNDP’s support
will not be limited only to infrastructure, but to local projects in
the villages that generate jobs.

"We are very happy with the partnership with Hayastan All-Armenian
Fund that we formally establish today. We strongly believe that through
joining our efforts we will be able to achieve much more in our fight
against poverty in the country," – mentioned Ms. Vidal.

Ms. Melkumyan, in her answers to the journalists’ questions, mentioned:
"We and UNDP agree on the methods to be used while supporting Armenian
villages.

Namely, we tend to provide means to build houses and not ready-made
houses.

That is, we want to create all the necessary conditions for villagers
to become wealthy. Only in this case we will be successful in our
endeavours."

"Who becomes the president he will sign the peace treaty," Armenian
Defense Minister Serge Sargsyan told journalists, Wednesday.

Asked if it will be he who will sign the treaty, Serge Sargsyan said: "
it is possible if you help holding free and fair elections in 2007." To
recap, the parliamentary elections are scheduled for 2007 in Armenia.

Commenting on the allegations by representatives of "Orinats Yerkir"
party, who said that the defense minister and the prime minister exert
pressure on the party, deprive "OY" leader Arthur Baghdsasaryan of air,
the minister said: "no one has a right to judge us and such statements
are just silly." "I assure you that I have more important things to
do than just read someone’s interviews or focus of provision of air
to someone," the minister said.
