TYSON SYMPATHIZES VIC DARCHINYAN

"Amateurish box is a duel and professional box is a fight,"
Vakhtang Darchinyan (Vic), 5 times champion in professional
IBF boxing and 4 times world champion in IBO boxing told a press
conference today. Speaking on his upcoming fight with Omar Narvayes,
an Argentinean world champion in WBO boxing, Darchinyan said "he has
had 21 fights, never lost a game, has won by knock-outs a lot but I
will win over him and of coarse by knock-out."

V. Darchinyan has been living in Australia for 6 years and fights
in professional boxing. He has combated 26 times and has as many
victories, 21 of which by knockouts.

Vakhtang says he is a close friend of world famous Mike Tyson and
the latter promised to be present during his fight with Mexican
Luis Maldonado in Las Vegas. However, before the fight Tyson called
Vakhtang saying that he cannot come promising to follow the game on
TV. The fight ended with the victory of Vakhtang Darchinyan over the
Mexican boxer.

Friday held hearings titled "Dual Citizenship: International Law and
Experience," attended by representatives of political parties and
non-governmental organizations. The hearings were initiated by the
NA’s Armenian Revolutionary Federation Dashnaktsutyun faction. Foreign
Relations Committee Chairman Armen Rustamian noted in his opening
remarks that such discussion would be held regularly to study in detail
the international practice and make the future law more consistent
with the international standards.

"The dual citizenship is a crucial issue to us and it we should discuss
it comprehensively in order to adopt a law that would flawlessly
contribute to organization of Armenians and strengthening of Armenia,"
Rustamian said. Science and Education Minister Levon Mkrtchian made
a report on the international regulation of the dual citizenship,
noting that the discussion has been going on for over 10 years. But
following the latest amendments to the constitution, a new situation
has emerged, Mkrtchian noted. Constitutional Court President Gagik
Harutiunian, in turn, reminded that only 54 out of 191 member states
of the United Nations recognize the dual citizenship, and that in
1950’s many voiced concerns about it. Therefore, Harutiunian said, it
is critical to adopt such law that would dismiss those concerns. Other
politicians and experts also presented their views, reported Yerkir.

BAKU, June 23 — Azerbaijan has lost hope for regulating mechanisms
of international organizations in settlement of the Nagorno-Karabakh
conflict.

The settlement talks are continued, but they are "not yielding any
effect," Azerbaijani President Ilham Aliyev said on Friday at a
graduation ceremony at a military college named after his father
Geidar Aliyev.

He said that decisions of international organizations, including the
four known resolutions of the US Security Council calling for the
pullout of "occupation forces" from seized chunks of Azerbaijan’s
territory were not fulfilled.

"Armenia ignores them and in such conditions we on the whole have no
hope about the international regulating mechanisms," Aliyev said.

He stressed that "Azerbaijan will try to end to use possibilities of
the peaceful negotiation process".

He said that the "subject of the talks can be only the restoration
of the territorial integrity of Azerbaijan and ensuring security of
all peoples living in the region".

"Outside these bounds, the achievement of an accord on the problem
is impossible," the president stressed.

He highly appraised the efforts of international organizations,
including the Minsk Group of the OSCE, in mediating conflict
settlement, but added that a "lack of progress forces Azerbaijan to
make adjustments to its policy".

Azerbaijan’s rapid economic development is superior to Armenia’s,
Aliyev said.

"According to estimates of international financial structures,
Azerbaijan will get in the coming years 140 billion dollars
on implementing oil projects alone. Considering that the Karabakh
conflict is problem number one for Azerbaijan, we shall doubtless use
this possibility to strengthen he the army in order it could return
the seized land at any moment. Azerbaijan will never reconcile to
the loss of its territories. We shall return our land in either a
peaceful or a military way," Aliyev said.

ETCHMIADZIN, JUNE 21, NOYAN TAPAN – ARMENIANS TODAY. His Holiness
Karekin II, Supreme Patriarch and Catholicos of All Armenians departs
for Istanbul, Turkey for a seven-day Pontifical Visit. His Holiness
is traveling to Turkey upon the joint invitation of His Beatitude
Archbishop Mesrob Mutafian, Armenian Patriarch of Constantinople; and
His All Holiness Bartholomew I, Ecumenical Patriarch of Constantinople.

As Noyan Tapan was informed by the Information Services of the Mother
See, during this first Pontifical Visit of His Holiness Karekin II to
Turkey, the Catholicos of All Armenians will visit Armenian churches
and holy shrines, extend his pontifical blessings to the Armenian
community of Istanbul, and meet with Armenian intellectuals and young
men and women. On Sunday, June 25, His Holiness will celebrate a
Pontifical Divine Liturgy in the Armenian Patriarchate’s Cathedral
of the Holy Mother of God.

For two days during the trip, His Holiness will also be the guest of
the Ecumenical Patriarch in a fraternal visit. His Holiness will have
a number of ecumenical meetings in the Armenian Patriarchate as well.

A meeting is also planned between the Pontiff of All Armenians and
the Governor of Istanbul.

His Holiness’ return to the Mother See of Holy Etchmiadzin is scheduled
for June 28.

Accompanying the Catholicos of All Armenians during the journey is His

Azerbaijan included issue on military conflicts influence on human
rights to work program of UN Human Rights Council. Mahmud Mamedkuliyev,
deputy Foreign Minister of Azerbaijan, participating in first session
of newly established Council in Geneva, told Trend that he put forward
this offer while speaking at the session.

In his speech, Azeri official stressed positions, vision and
recommendations Azerbaijan made in a view to activity of UN Human
Rights Council. He also touched upon violation of human rights in time
of military conflicts. Within this topic, Azeri-Armenian conflict
and its consequences and Armenia’s destructive position have been
discussed, diplomat said.

The said Azerbaijan’s proposal was supported by Brazilian delegation.

Mamedkuliyev said within the session he met with Brazilian Minister
of Human Right Protection that told him that Brazil is ready to extend
relations with Azerbaijan in this sphere.

Azeri diplomat said also he held a number of meetings in Geneva. In
particular, a meeting was held with delegation of Republic of
Kyrgyzia. The meeting was dedicated to Azerbaijan’ joining WTO.

Azerbaijan asked for Kyrgyzia’s support on this matter, and the latter
shall give its answer in short.

This theme was in the center of attention at the meetings Mamedkuliyev
held with the EU representative, Russian official and WTO secretariat
executive.

It has been found that the Armavia Airbus A320 aircraft that crashed
into the Black Sea in May was intact and its engines were operating
normally.

The aircraft also had enough fuel to land, according to a Russian
transport ministry commission. The commission, which is investigating
the crash, said that the Armenian aircraft was under manual control
of its pilots up to the moment of impact.

The commission has not attributed any blame for the crash after
examining the aircraft’s flight recorders.

The crash of the aircraft killed all 113 people on board.

YEREVAN, June 19. /ARKA/. Armenian Foreign Minister Vardan Oskanyan
is to head to Geneva this Tuesday to attend the first session of UN
Human Rights Council. Armenian Foreign Ministry pres service reports
that the minister intends to meet with representatives of Armenian
community in Switzerland.

Oskanyan is to fly back to Yerevan on Wednesday.

The UN Human Rights Council will replace UN Human Rights Commission,
which stopped functioning on June 16. The resolution on the Council’s
powers was approved by General Assembly on March 15, 2006.

The Council includes following groups: on Eastern Europe, Africa,
Asia, Latin American and Caribbean countries as well as on Western
Europe.

On June 17, the Interstate Aviation Committee has completed
the decoding of the parameter recorders of the crashed A-320
airbus. According to the release of the Chief Department of the Civil
Aviation, the recorder fixed the 8 flights of the airbus made on
April 30-May 3. The record lasts 26 hours and 26 minutes, including
the last flight.

As a result of decoding, it was found out that the airbus was crashed
in the air and the engines worked properly. Before plunging into the
sea, the plane had enough fuel to safely land. Up to the last minute
of the flight the crew directly piloted the plane, without switching
to the autopilot regime.

At present, we have no official information about the cause of the
crash of A320.

Dear Heads of State and Government!

Ladies and gentlemen!

First of all, I would like to express gratitude to Nursultan Abishovich
Nazarbayev for the hospitality and excellent organization of the
summit.

We consider the 2nd CICA summit as an event of great importance in
terms of further coordination of our states’ efforts to strengthen
security measures in the region and establish effective economic
cooperation.

The Asian region is the most dynamically developing region in the
world; today and in the future, prospects of its development will
open new opportunities for more effective cooperation in all areas.

Our countries have high-level political ties, and we are bound
up with regional issues. However, we would like to have more
achievements and advancements also in economic cooperation. In this
context, realization of the important transportation projects that
we are planning can create new conditions for regional development;
this is an important element of strengthening security measures and
stability in our region. Azerbaijan, in its turn, is ready to play
a substantial role in transportation and communication projects. We
are active participants of the project Transport Corridor East-West.

Issues concerning restoration of the historical Silk Road are of great
interest for both regional development and Europe-Asia relations. Now,
we are actively involved in the important Europe-Asia railway
communication project, and in this one, Azerbaijan is a natural
bridge connecting Asia and Europe, and our aim is to strengthen
this structure, and create beneficial conditions for our partners,
and thereby enable our countries to use their potential in full
measure. We attach great attention to the project Transport Corridor
North-South, in which Azerbaijan is also an active participant,
and is ready to place its infrastructure at the disposal of the
partner-countries. Development of any state is possible only if
stability is ensured. Positive example of our states proves that
development and social consensus exist where there is stability. The
rapid growth of our economies is a graphic evidence of that. However,
a big threat also exists in our region. It has already been mentioned
today. First of all, it is the international terrorism, which can
seriously blast our plans and lead to unpredictable consequences. The
experience proved it impossible to fight this evil alone. It is
necessary to consolidate efforts of all states, have common approach
and get rid of double standards one in this issue. Terrorism has
no nationality or religion, and serious efforts are needed for the
common approach. There are no bad terrorist organizations or neutral
terrorist organizations – common approach should be applied to all
of them. As a country which suffered from terrorism is participating
in a number of events aimed at fighting terrorism, and we will do
continue to work in this direction. Armenian terrorist committed 32
terror acts in our country killing two thousand innocent people. The
pain terrorism inflicted on our people is well known. So, I want to
repeat that only joint efforts and common approach can allow us to
overcome the evil. Another potential and practical threat is the
unresolved conflicts in our region. Azerbaijan is the country 20%
of territory of which has been under Armenian occupation for over 10
years. As a result of the ethnic cleansing against Azerbaijanis, over
a million of our citizens are refugees and internally displaced. We
believe that the resolutions adopted by authoritative international
organizations on the Armenia-Azerbaijan conflict will be realized.

Unfortunately, UN’s four resolutions have not yet been fulfilled.

These resolutions demand unconditional withdrawal of the occupation
forces from the territory of Azerbaijan. The principle of territorial
integrity and inviolability of borders is a standard principle of
international law, and must be observed undeviatingly. As for the
issue of security for minorities in the territories of our countries,
practically each of them has ethnic minorities. To be a minority,
however, does not mean the right to demand separation of the territory
the minority lives in or to pursue policy of aggressive separatism. The
Declaration to be signed today determines it clearly.

Territorial integrity and fighting separatism are the firm elements
of regional development and security. Conniving separatist tendencies
and applying in this context double standard approach – to think
that violation of territorial integrity is possible in one place and
is not in other one will lead to catastrophic consequences for many
countries and the whole world. Therefore, there is a need to think
seriously about it and develop a common approach to resolution of
such problems. There is a quite positive experience of autonomies in
the world. They exist in both Asian and European regions. So, each
conflict of this kind should be settled only and only in the frame
work of the international legal norms, and under the conditions of
strengthening confidence measures.

Azerbaijan considers its participation in regional cooperation as
a very important element of its foreign policy. We believe that
cooperation in the Asian region will further develop due to both
economic potential and political interaction of our countries. For
our part, we are ready and we intend to be actively involved in all
regional projects.

Robert Kocharian To Visit Iran

YEREVAN, JUNE 16, NOYAN TAPAN – ARMENIANS TODAY. President of Armenia
Robert Kocharian, in all probability, will pay an official visit
to Tehran in July. President’s Press Secretary Victor Soghomonian
informed Radio Liberty about it. According to him, President
Kocharian’s official visit is scheduled for "the middle of summer,"
most probably, in July.

During the visit paid the last month to Tehran, Energy Minister
of Armenia Armen Movsisian discussed with the Iranian high-ranking
officials details of the President’s envisaged visit. It is proposed
that discussion of the Armenian-Iranian energy programs will have a
central place during the visit.
