1) Kocharian, Aliyev Discuss Karabagh Conflict in Bucharest

(RFE/RL/Armenpress)Armenian President Robert Kocharian and his Azeri
counterpart Ilham Aliyev concluded a second round of talks aimed at resolving
the Karabagh conflict, but no progress was reported.
Monday’s talks were the second time that Robert Kocharian and Ilham Aliyev
met
on the sidelines of the Black Sea Summit in the Romanian capital, Bucharest.
The talks were also attended by the French, Russian, and American
Co-Chairs of
the OSCE Minsk Group, which has overseen the peace negotiations since 1992.
Kocharian and Aliyev already had a protracted meeting on Sunday, June 4, at
the Polish embassy in Romania. OSCE Chairman in Office Karel de Gucht, the
OSCE
Minsk Group Co-Chairs, and the Foreign Ministers of Armenia and Azerbaijan
also
attended the meeting. Afterward, the presidents met one-on-one.
The first round of negotiations lasted for over four hours.
American co-chair Steven Mann said that the meeting took place in a “very
good
atmosphere” but gave few details about the nature of the talks.
“The co-chairs still believe that 2006 is the window to reach an agreement
regarding Karabagh, and I don’t want to characterize exactly where we might be
in that process,” Mann said.
Mann also said that the mediators believe that the Karabagh conflict can
still
be resolved this year. “The co-chairs still believe that 2006 is the window to

Asked whether Aliyev and Kocharian made any progress towards a peace deal,
the
American diplomat replied, “I would only say that we have had very, very
detailed discussions.”
He said that he and his two counterparts expect progress in the talks every
time Armenian and Azeri leaders meet to explore ways for ending their dispute
over Karabagh.
These meetings in Romania are the second time that Kocharian and Aliyev have
met this year. The previous talks, held near Paris in February, failed to
yield
any agreement.
The Armenian and Azeri leaders also brought up the Karabagh conflict as they
separately addressed a high-level forum of Black Sea nations at the summit on
Monday.
“The people of Nagorno-Karabagh have implemented in practice the right to
self-determination,” declared Kocharian. “It was done fully in line with the
requirements of international law.”
“We believe that there is a need for effective efforts for a full-scale
integration of the [Mountainous Karabagh] Republic into the international
community,” he added.

2) Armenians Protest Racist Killings in Russia

YEREVAN (RFE/RL/Armenpress)Several dozen people staged a demonstration outside
the Russian embassy in Yerevan on Monday to protest racially-motivated
killings
of Armenians and other non-Slavs in Russia.
The protesters, most of them representatives of several Armenian civic
groups,
accused Moscow of connivance and even complicity in the xenophobic violence
widely blamed on tens of thousands of neo-Nazi skinheads operating across
Russia.
The demonstrators presented a statement to embassy officials, saying that in
2005 there were about 402 attacks and 28 murders of non-Slavs in Russia. In
2006 alone, 6 ethnic Armenians have been killed in Moscow.
“The citizens of Armenia and Armenian non-governmental organizations condemn
the activity of raging nationalistic organizations in Russia and the
negligence
of Russian law-enforcement bodies to detect perpetrators and punish them. We
demand that Russian authorities take speed measures to arrest murderers and
punish them,” the statement said.
The protest was sparked by the fatal stabbing of a 19 year old Russian
citizen
of Armenian descent, Artur Sardarian, by a group of youths on a train in a
Moscow suburb.
Simon Tsaturian, who represents the family of another ethnic Armenian
killed in Moscow in April, cited witnesses as saying the murderers were
chanting “Glory to Russia” while stabbing Arthur Sardarian. The attackers then
stopped the train by setting off an alarm and escaped.
Few of the perpetrators of these racially motivated killings have been
arrested and brought to justice.
A case in point was the St. Petersburg trial of seven teenagers, who were
convicted of stabbing to death a 9 year old Tajik girl but were sentenced only
between 18 months and five years in prison last February.
Protestors also denounced the Armenian Government’s reluctance to bring
Russia
to task over the killings. They marched to the Armenian Foreign Ministry to
condemn its failure to publicly criticize the Russian authorities for their
failure to stop the violence. Armenia’s ambassador in Moscow and other
diplomats say they regularly raise the issue with Russian officials. But the
organizers of the protest insisted that Yerevan is scared of openly
challenging
its closest ally.
“I am convinced that if the Armenian authorities took a tougher line the
situation would not be so grave,” said Ishkhanian.
“The Armenian authorities are not doing anything to stop the killings,”
charged another protester, Arsen Kharatian. “Their failure to speak out is a
crime in itself.”
Sardarian’s violent death came in the wake of an uproar caused by the killing
of another young Armenian. The 17 year old Vigen Abramiants was stabbed to
death on a Moscow subway platform on April 22.

3) Armenian Men’s Chess Team Wins Turin Olympiad

YEREVAN (Armenpress)The Armenian Men’s team won the gold Sunday at the 37th
Chess Olympiad in Turin.
The Armenians, going into the final round 2.5 points ahead of the field, had
agreed to a quick draw against the Hungarians. This secured them Gold less
than
an hour after the start of round 13.
Armenian Prime Minister Andranik Margarian announced Monday in Parliament
that
the Armenian Government will organize a reception for the team when they
return
home and will award the champions.
Other winners in Turin included the Ukrainian Women’s team, which won the
women’s tournament by 2 points. China beat the Netherlands 2.5:1.5 to take
Silver, two points behind the winners. The US team demolished Norway 3.5:0.5,
while Israel beat a lackluster Russian team 3:1. Both USA and Israel had 33.0
points, but the Americans took Bronze on tiebreak scores.

June 6-8 the 27th full session of the Parliamentary Assembly of the
Black Sea Economic Cooperation (PABSEC) will be held in Yerevan.

June 6 the 34th sitting of the PABSEC Bureau will be held at the
National Assembly, which will be followed by 27th sitting of the
Standing Committee, and the extraordinary sitting of the PABSEC
Standing Commission on Economic, Trade, Technology and Ecology Issues.

The Assembly will first adopt the agenda of the session. Reference
will be made to issues of new mandates, the memorandum of the 26th
session held November 22-24 in Tirana and the report on the activity
of the Parliamentary Assembly will be ratified.

Cultural, educational, social and financial issues are on the agenda
of discussions on June 8. The place and date of the fall session of
the PABSEC will be determined, the presidency over the Parliamentary
Assembly will be transferred to Milli Mejlis of the Republic of
Azerbaijan.

In the framework of the 27th session of the PABSEC Chairman of the
National Assembly Tigran Trorosyan will have bilateral meetings with
representatives of international parliamentary structures and heads
of national delegations.

L’Arménie a décroché la médaille d’or dimanche aux Olympiades
d’échecs de Turin (nord de l’Italie), un championnat du monde où se
sont affrontés 1.400 joueurs, ont annoncé les organisateurs dans un
communiqué.

Dans le tournoi général, ouvert aux hommes et aux femmes, l’équipe
d’Arménie, menée par Levon Aronian, 23 ans, troisième au classement
mondial de la Fédération internationale des échecs (FIDE), s’est
adjugé la victoire en battant la Chine, médaille d’argent, et les
Etats-Unis, médaille de bronze.

Les Russes, pourtant grands favoris, n’ont pas réussi à monter sur le
podium et ont vécu “une sortie fracassante”, a souligné le comité
organisateur.

Dans le tournoi réservé aux femmes, et où 108 équipes étaient en
lice, c’est l’Ukraine, menée par Natalia Zhukova, qui a remporté le
tournoi, devançant la Russie et la Chine.

Il y a deux ans, lors de la 36e édition des Olympiades qui s’était
déroulée aux Baléares, l’Ukraine avait remporté le titre dans le
tournoi général et la Chine avait fini première dans la catégorie
femmes.

“My Armenia” all-Ukrainian festival-contest of Armenian art will open
today in Kiev.

Ukrainian media report that he project has been initiated by President
of the Union of Armenians of Ukraine, Director General of the festival
Ashot Avanesyan.

The festival will be headed by famous singer Tamar Avetisyan, it will
be presided over by film director Roman Balayan. The jury comprises
opera singer Susanna Chakhoyan and artist Boris Yeghiazaryan. 275
participants all over Ukraine will take part in the contest.

left the Russian military base in Georgia. 45 cars from the Batumi
base head for the Russian military unit in Gyumri, Armenia. This day
a year ago the first rail consist with materiel arrived there. Seven
similar echelons on the whole will be sent to Gyumri from Batumi
this year. Simultaneously equipment from another Russian base in
Akhalkalaki, Georgia is being withdrawn. Russian military have to
leave the territory of Georgia before 2008.

Turkey, Armenia Discuss Normalizing Relations

Turkish and Armenian officials have been discussing normalizing
relations, Turkey’s Foreign Ministry said Wednesday, despite the fact
that Armenians accuse Turks of genocide and the two countries have
no diplomatic ties.

“A negotiation process has started between the two countries to seek
a common ground,” Foreign Ministry Spokesman Namik Tan said. “Three
rounds of talks were held so far.”

The talks have apparently led to no breakthroughs, but that the two
countries are even talking might be considered one in itself.

Several informal earlier attempts at dialogue faltered amid disputes
between Turks and Armenians over the massacres of Armenians at the
time of World War I. Armenians say that Ottoman Turks slaughtered
1.5 million Armenians in a planned genocide and have demanded that
Turkey recognize the killings as such.

Turkey vehemently denies that the mass killings were genocide, saying
the death toll is inflated and Armenians were killed in civil unrest
as the Ottoman Empire collapsed.

The talks between Turkish and Armenian foreign ministry officials
started after Turkish Prime Minister Recep Tayyip Erdogan sent a
letter to Armenian Prime Minister Robert Kocharian asking for the
two countries to open a joint historical investigation to research
the killings, Tan said.

Kocharian wrote back, leading to a series of talks, he said.

Tan said the talks would continue, but would provide no substantive
details. He requested that Armenia adopt a more flexible and
constructive approach to regional problems, saying, “Turkey is
intending to pursue efforts to normalize relations with Armenia.”

He added: “Success of Turkey’s efforts to normalize relations depends
on a more flexible approach from Yerevan as well as to the overcoming
of bilateral and regional problems.”

Turkey is under pressure from the European Union to address the
genocide issue as its bid for membership in the EU progresses.

Several European countries have recognized the killings as genocide,
further increasing pressure on Turkey.

The issue is extremely sensitive in Turkey, and Turks have faced
prosecution for saying the killings were genocide.

Turkey closed its border with Armenia in 1993 during Christian
Armenia’s six-year war with Muslim Azerbaijan. Armenia, a tiny,
landlocked country, says the border closing is devastating its economy.

1400 contracts with former inhabitant families of the North avenue
and other building zones of the center of Yerevan on giving them
compensation for leaving the territory. As Yerevan Mayor Yervand
Zakharian informed journalists on May 27, only 15-20 families expressed
their dissatisfaction concerning the size of compensations. He reminded
that according to the decision of the RA Constitutional Court, those
principles of the RA legislation, which became possible cause for
incompleteness of the sale order of those zones and for their former
inhabitants’ suffering, must be changed till this October. According
to Y.Zakharian, means will be undertaken from now on for builders of
other zones of Yerevan subject to sale give flats to families living
there in the building being built, or in the case of disagreement of
families, enter into a compensation contract with them.

The first portion of Azeri oil has been transported through the
Baku-Tbilisi-Ceyhan (BTC) oil pipeline. The oil is being loaded onto
a British tanker in the Turkish port of Ceyhan. The official ceremony
of opening the BTC pipeline will be held in Ceyhan on July 13. It
will be attended by the presidents of Turkey, Georgia and Azerbaijan,
RZD-Partner.Com quoted CNN as saying. The BTC Oil Pipeline is called by
many “a political oil pipeline.” It is no secret that Turkey, Georgia
and Azerbaijan are oriented towards the United States and Europe,
while Armenia and Kazakhstan are closer to Russia. This alliance of
forces determines the structure of oil routes in the region. Some
observers think the idea behind the BTC project is to strengthen
the positions of the US and the EU in Azerbaijan and Georgia. Local
governments, they say, hope to settle their internal problems with
the help of the United States and Europe, reports RBC.

Another Armenian Youth Murdered In Russia

ANOTHER ARMENIAN YOUTH MURDERED IN RUSSIA

MOSCOW, MAY 30, ARMENPRESS: A 19 year-old Armenian boy, Arthur
Sardarian, was killed on May 25 in a train bound from Moscow to
the town of Pushkin, where his family of Armenian refugees from
Azerbaijan lived.

This was the second killing of an Armenian youth in one month. In
late April a 17-year-old Armenian native Vigen Abramyants, a Moscow
university student, was attacked and stabbed to death by a group of
skinheads on a Metro platform. He died on the spot.

Abramyants’ murder prompted sharp criticism from the Union of Russian
Armenians, whose chairman Ara Abrahamian, slammed Russian authorities
for avoiding to classify these killings as racially motivated.

The second victim, Arthur Sardarian, was reportedly killed by a gang of
skinheads. The police said he was stabbed to death receiving several
knife strikes in his back and the heart and died immediately. Russian
police have opened a criminal case into the murder classifying it as
a hate crime. According to an eye-witness, the attackers, who chased
the Armenian boy in the carriage before reaching him shouted’ Long Live
Russia.” An eye-witness said the people in the car did not interfere.

The international human rights watchdog-Amnesty International, said
in its latest report that racist killings in Russia were “out of
control.” The Amnesty report, entitled “Russian Federation: Violent
racism out of control”, includes examples of police and prosecutors
routinely classifying murders and serious assaults by skinhead
extremists as the lesser crime of “hooliganism”.
