Nerses Nazaryan: `I am on good terms with Sukiasians’

Chief of Yerevan Police Department, Major General Nerses Nazaryan
today announced that he is on good terms with Armenian parliamentarian
Ruben Hayrapetyan and businessman Saribek Sukiasian.

"No one can declare that I am ill-disposed to the Sukiasians. It is
excluded. I am similarly on good terms with Ruben Hayrapetyan,
Khachatur Sukiasian and his brother Saribek Sukiasian. Yet, it doesn’t
mean someone can commit a crime in Armenia and escape punishment,"
Nerses Nazaryan told A1+ today.

According to press publications, the arrest of Saribek Sukiasian on
February 12, 2010 was organized and ordered by Nerses Nazaryan and
Ruben Hayrapetyan.

"Everyone knows that an alarm was set on February 12 that Gor Davtyan
was being kept in Sil Conern owned by the Sukiasians. Gevorg
Ghazaryan, a friend of Gor Davtyan, told policemen that his friend was
being kept in the office and was forced to sign some documents. What
do you think the police should do in the given circumstances?" said
Mr. Nazaryan.

Asked why the police had broken into Sil Concern by breaking the door,
the chief of Yerevan police said: "Do you think we had to tiptoes into
the office stealthily? In reality, the policemen went there to save a
person subjected to violence."

Nerses Nazaryan did not refute that rescued Gor Davtyan, had been kept
in the police department till dawn. "Investigation was underway and we
did not let him go for his own security. The operation was carried out
with lightning speed and you needn’t pay attention to trivial things."

YEREVAN, February 20. /ARKA/. Armenia’s GDP reached AMD 149.5 billion
by late January 2010, after growing 2.4% this month, compared with
the same month a year before, National Statistical Service of Armenia
reports.

January’s GDP is 60.5% less than that of December 2009. The country
recorded 14.1% economic decline in 2009. GDP growth is planned at 1.2%
in the 2010 state budget. ($1 = AMD 381.58).

On February 18, the Speaker of RA National Assembly Mr. Hovik
Abrahamyan received the World Bank Regional Director for South Caucasus
Mr. Asad Alam and Head of the Armenian Office Mr. Aristomen Varoudakis.

Welcoming the guest the NA Speaker documented with satisfaction the
activation of cooperation between the World Bank and the National
Assembly and expressed his gratitude for the support to the project
of strengthening the capabilities of the National Assembly, which
was provided within the framework of the second program of the state
sector. Mr. Abrahamyan highly assessed the efficiency of the projects
of the World Bank being implemented in Armenia and in that context
highlighted the implementation of the oversight functions reserved to
the parliament by RA Constitution, in particular, with respect to using
in the best way for the economy of the country the monetary-credit
means allocated to Armenia. He underlined the importance directed
at overcoming of the global financial-economic crisis, recovery of
the economy, fighting against corruption, as well as the projects
being implemented in Armenia by the World Bank in the spheres of
education, modernization of the health care system, restoration of
the irrigation systems, social security and other spheres. Expressing
satisfaction for the support of the World Bank in the development of
the country the NA Speaker Mr. Hovik Abrahamyan noted that, naturally,
the National Assembly focused on those spheres and the results of the
studies of the World Bank were always interesting and useful. A wide
field of cooperation with the World Bank is outlined, and the joint
discussions will more concretize the mechanisms of cooperation.

Expressing gratitude to NA Speaker for active and permanent cooperation
with the World Bank, Mr. Alam also highlighted the necessity of
deepening World Bank-RA National Assembly cooperation. He said that the
World Bank had begun the elaboration of the new strategy of assistance
to Armenia and was concerned in cooperation with the parliament and
NA Speaker. Mr. Alam noted with satisfaction that with respect to
the efficiency of the implementation of the investment projects of
the World Bank Armenia was considered one of the best countries. The
World Bank Regional Director highlighted the opening of the border
with Turkey, which would essentially promote the development of the
region and Armenia’s economy.

In the course of the meeting the sides touched upon the steps
undertaken towards the overcoming of the consequences of the global
financial-economic crisis in Armenia.

Freedom to Read week explores access to challenging books Tiffany

We have access to more information, books and magazines than ever
before but many people, including librarian Ken Setterington, argue
that we must remain on guard in the fight for intellectual freedom. As
the Children and Youth Advocate for the Toronto Public Library, and
the author of the children’s book Mom and Mum Are Getting Married,
Setterington sees the positive results of a free exchange of ideas
on both adults and children. He also sees that challenges to books
in schools and libraries occur regularly.

"There are constantly challenges that come up in the most surprising
ways," he explains. "All the Harry Potter books were challenged and
the Philip Pullman books were challenged not that long ago. People
get upset about a variety of things and we have to be ready to leap
to the defense of these books."

Librarians across Canada defend books because they understand the
value of free and open dialogue. To help make the public aware of
the continual skirmishes in this ongoing fight and to mark Freedom
to Read Week, taking place February 21 – 27, The Book and Periodical
Council has released a list of challenged books and magazine.

The Challenged Books and Magazines List contains some challenges that
are not so surprising: parents have complained about their children
reading Harper Lee’s To Kill a Mockingbird, arguing it contained racist
language; a patron of a public library disapproved of Maxim magazine
for being pornographic; and The New York City Bartender’s Joke Book by
Jimmy Pritchard was challenged in Saskatoon for containing offensive
material. In the first two cases the library retained the items
in their collection, while the joke book was found to be offensive
and withdrawn.

Challenges do not just come from people disapproving of sexual or
adult content; challenges also come in the form of human rights
complaints. The publication Catholic Insight was challenged by
someone arguing it promoted hatred against gays and lesbians with
its conservative religious message; the now-online magazine, Western
Standard, was challenged for its publication of eight of the Danish
cartoons of the Muslim prophet Mohammed in 2006; and most recently,
Maclean’s was challenged for printing a book excerpt dealing with
Islam in Europe. These challenges illustrate the difficult issues
considered when thinking about intellectual freedom.

Catholic Insight was found to not be "likely to expose a person or
persons to hatred or contempt based on sexual orientation" by the
Canadian Human Rights Commission. Ezra Levant, the then publisher of
the Western Standard, was brought before the Alberta Human Rights and
Citizenship Commission and asked to explain his intent in publishing
the cartoons. In his spirited defense, Levant vigorously argued that
the commission, by forcing him to appear and defend his decision
to publish, was attacking freedom of speech. The complaint against
the Western Standard was eventually retracted, but the footage of
the hearings, available on YouTube, is essential viewing for those
interested in the questions surrounding freedom of expression in
Canada. In the case of the complaint against Maclean’s, three human
rights commissions dismissed the complaint.

Proponents of free speech argue that challenges, even when
overturned, create an atmosphere of self-censorship. Freedom to Read
Week celebrates both the freedom to read and the importance of the
fight to keep that freedom. Jason Openo, Chair of the Edmonton Public
Library’s Adult Services Team and a member of the organizing committee
for Edmonton’s Freedom to Read Week, believes that libraries have
a role in "facilitating democracy and civil rights" by bringing the
widest range of materials into the libraries. Quoting from Canadian
Library Association’s statement on intellectual freedom he says,
"It is the responsibility of libraries to guarantee and facilitate
access to all expressions of knowledge and intellectual activity,
including those that some elements of society may consider to be
unconventional, unpopular or unacceptable."

Setterington agrees, stating, "All these [challenged] books demand
that somebody thinks and we want to create a society that is engaged
with literature and is a thinking society."

Freedom to Read Week events coordinated by the Edmonton Public Library
give Edmontonians the opportunity to discuss these issues and express
their own freedom. V

CHALLENGED BOOKS

Despite guarantees to freedom of speech in the Canadian Charter,
books and publications can still find the path to your library and
bookstore filled with obstacles. Here are just some of the books that
have been challenged from being on Canadian bookshelves.

The Handmaid’s Tale by Margaret Atwood Cause of objection–A parent
formally complained in 2008 about the use of a dystopian novel
in a Grade 12 English class saying the novel’s "profane language,"
anti-Christian overtones, "violence" and "sexual degradation" probably
violated the district school policies that require students to show
respect and tolerance to one another.

Update–In 2009, a review panel of the Toronto District School Board
recommended that schools keep the novel in the curriculum in Grades
11 and 12.

Extraordinary Evil: A Brief History of Genocide by Barbara Coloroso
Cause of objection–In 2007 The Council of Turkish Canadians objected
to the inclusion of the book for a Grade 11 history course. The book
describes the deaths of more than a million Armenians in the Ottoman
Empire early in the twentieth century as genocide. Update–In April
2008, a committee of the Toronto District School Board decided to
remove the book from the reading list because "a concern was raised
regarding [its] appropriatenes." The decision to remove Extraordinary
Evil, however, prompted new protests from the book’s defenders,
including Canadian publishers, the Writers’ Union of Canada, the Book
and Periodical Council and holocaust scholar Gerald Caplan. In June,
the school board reversed its decision, putting the book back onto
the recommended reading list.

Three Wishes: Palestinian and Israeli Children Speak by Deborah
Ellis–In 2006 the Canadian Jewish Congress urged public school
boards to deny access to Three Wishes. Cause of objection–The CJC
said that Ellis had provided a flawed historical introduction to the
Israeli-Palestinian conflict. The CJC also said that some children
in the book portrayed Israeli soldiers as brutal, expressed ethnic
hatred and glorified suicide bombing. The effect on young student
readers, the CJC said, was "toxic." Update–Although the Ontario
Library Association (OLA) had recommended Three Wishes to schools
as part of its acclaimed Silver Birch reading program, at least five
school boards in Ontario set restrictions on the text.

YEREVAN, FEBRUARY 16, NOYAN TAPAN. The Armenian president’s message
to the president of Turkey gave a new charge and dynamics to the
Armenian-Turkish normalization process. Vice Speaker of the RA
National Assembly, member of RPA faction Samvel Nikoyan expressed
this opinion at the February 16 press conference. He said that by
sending the message, the Armenian president again displayed initiative.

S. Nikoyan considered Serzh Sargsyan’s visit to Great Britain last
week "praiseworthy and important". "The development of interstate
relations with this country is beneficial to Armenia. Great Britain
and Azerbaijan have quite close inter-state relations. Besides,
this country has made considerable investments in Azerbaijani
economy. The Armenian president took a correct decision to establish
closer relations with Great Britain, a country with quite a strong
position in Europe," he noted. In addition, according to S. Nikoyan,
the visit provided moral support for the recognition of the Armenian
Genocide by the UK.

Nikoyan said: "The Karabakh problem was presented from the viewpoint
of international law and history, in a well-organized text. The
speech was made before the international expert community, which
is also of importance. Over the 20 years of the Karabakh conflict,
a new diplomatic generation has come to take the place of the other,
so Armenia should frequently repeat the truth to various audiences".

"The President’s speech in London silenced all the opponents of the
Armenian-Turkish process," Vice-President of the Republican Party
of Armenia, Head of the Republican faction of the National Assembly
Galust Sahakyan told a press conference today.

According to him, in his speech the President clearly presented our
approaches, allayed all concerns connected with the refusal from
the international recognition of the Armenian Genocide and making
concessions on the Karabakh issue.

"The reasonable timeframe has already passed. That is why the National
Assembly will consider the amendments to the Law on International
Agreements, which will envisage the mechanisms of recalling the
signature. That is to say, if Turkey upholds its "policy of flirting,"
we’ll recall our signature," Galust Sahakyan said.

Artsakh Republic Bako Sahakyan arrived in the city of Pyatigorsk,
administrative center of the North Caucasus Federal Region of the
Russian Federation. On the same day the Head of the State met leaders
and representatives of business circles of the Armenian community of
the Stavrapol region. A wide range of issues related to strengthening
and deepening relations between the Motherland and the Diaspora were
discussed at the meeting. Then the President subsequently attended
the celebrations of Candlemas Day, which took place at the St.Sargis
church of the Pyatigorsk city.

According to Central information department of the office of the
NKR president, on 14 February President of the Artsakh Republic Bako
Sahakyan met in the city of Pyatigorsk representatives of the Armenian
communities of the South of Russia. During the meeting the Head of
the State introduced the current situation in Artsakh, socioeconomic
development of the republic as well as the current stage and prospects
of the Azerbaijani-Karabagh conflict settlement. Special attention was
paid to issues related to the development of the Motherland-Diaspora
relations. Deepening these ties, as Bako Sahakyan underlined, would
have a positive effect both on strengthening the independent Armenian
statehood and on the consolidation of the Diaspora and preserving
its national identity. Within this context the President noted the
importance of the widening cooperation with Armenian communities of the
North Caucasus Federal Region of the Russian Federation, particularly
those of the Stavropol Region, qualifying them as promising.

version of Madrid principles. But there are some elements there that
we are not satisfied with them", said Minister of Foreign Affairs of
Azerbaijan Elmar Mammadyarov at the joint press conference with the
OSCE Chairman-in-Office Kanat Saudabayev.

Mammadyarov said he had phone conversation with Russian counterpart
Sergei Lavrov and he told him that Armenia has not sent its proposals
on uncoordinated points of Madrid principles yet. "Regarding
Azerbaijan, we are completely satisfied with the document because
it considers stage-by-stage solution to the conflict. It contains
withdrawal of Armenian troops from the occupied territories of
Azerbaijan, restoration of all communications, return of internally
displaced persons, security of the people living and returning to
Karabakh, temporarily status of the Armenian population there and
determination of final status together with the Azerbaijani community
later.

Mammadyarov said President Ilham Aliyev made statements describing
Azerbaijan’s position for many times and noted that Azerbaijan wanted
Azerbaijani and Armenian communities of Nagorno Karabakh to co-exist
within the highest autonomous status.

A hacker forced access to the website of Armenian Agos newspaper and
posted a photograph of Hrant Dink murderer suspect Ogun Samast on the
main page. The hacker published threats and insults towards people
who supported assassinated journalist Dink.

2010, Friday A computer hacker posted a text on the website of weekly
Armenian Agos newspaper which praised Ogun Samast, prime suspect in
the murder case Agos founder Hrant Dink.

In the writing put on the main page the hacker(s) said that the murder
"was done on behalf of the Turkish flag and the Turkish Republic".

Moreover, a photograph of suspect Samast was posted. The actual main
page and pages containing news articles of Agos cannot be accessed
right now.

Besides plenty of spelling mistakes, the text is full of insults and
threats against people who are supporting the newspaper and the Dink
case. At the bottom of the writing it concludes: "The game is over".

Turkish-Armenian Agos editor-in-chief Hrant Dink was killed in front
of the newspaper’s office in Istanbul on 19 January 2007 after he had
been targeted for quite a while on the grounds of his articles and
opinions. Several cases had been filed against rights defender Dink.

Armenia-Turkey Protocols will be submitted to RA National Assembly
today, ruling Republican Party (RPA) member, RPA faction head Galust
Sahakyan told the journalists.

According to him, it is a technical matter, and the Protocols will
not be considered in the Parliament until the Grand National Assembly
of Turkey ratifies them.

"RA National Assembly procedure allows not to consider the Protocols
for ten years," Sahakayn added.

As to terms of ratification by Turkish side, RPA member reckons that
ratification terms have already expired.

"The cup is filled up. If Turkey keeps on behaving affectedly, the
revocation of the documents will follow," he concluded.
