Moscow, 6 April: An increase in payments for Russian gas may have
political consequences in Armenia, Armenian Foreign Minister Vardan
Oskanyan stated in Moscow today.

He said: “We have started to pay 110 dollars for 1,000 cu.m. of
gas. This issue cannot be viewed outside politics.” “The increase in
the price of Russian gas in Ukraine has had political consequences. I
think this is also possible in our country,” he noted. [Garbled

reports the Press Service of the Armenian leader. During the meeting
Kocharian reaffirmed Armenia’s intention to activate relations

joint programs in specific fields, as well as within the EU-Armenia
cooperation. Kocharian specially noted that possible active social,
economic and political reforms are a key opportunity in EU-Armenia
relations. The Armenian leader added that holding qualitative and
consecutive reforms is the main pledge of development.

ARMENIA AND “GASPROM” COMPLETE NEGOTIATIONS FOR TARIFF OF RUSSIAN GAS

Yerevan, April 5. ArmInfo. Armenia and “Gazprom” completed
negotiations for tariff of Russian gas. As a result, they signed
relevant agreement. An official of “Gazprom”, who wanted to remain
unknown, said this in the interview to “Liberty” Radio Station, today.

According to him, Armenia agreed to hand 40 kilometers of Iran-Armenia
gas pipe line and the fifth energy block of Hrazdan TPP to “Gazprom”
in exchange to considerable decrease of tariff for Russian gas. The
source refused to tell the new tariff for gas, stating that “Gazprom”
will make relevant statement in the morning.

It’s worth mentioning that since April 1, 2006, “Gazprom” began selling
gas to Armenia at the new price that totaled to $110 for 1 thousand
cubic meters, but according to Aleksander Medvedev, deputy chairman of
“Gazprom” board, the given price is no final for Armenia.

The unofficial sources State that the tariff of gas for Armenia will
amount to $68 for 1 thousand cubic meters.

YEREVAN, APRIL 4, NOYAN TAPAN. The VAT revenues of the RA state budget
amounted to 22.1 bln drams (about 50 mln USD) in January-February
2006, or 46.8% of the total tax revenues. About 14.4 bln drams of this
sum was received from taxation on the Armenian border, while 7.8 bln
drams – from domestic commodity and service turnover. According to
the RA Ministry of Finance and Economy, VAT revenues grew by 3.8%
on the same period of last year. The excise tax revenues made 6.5
bln drams in January-February of this year, making up 13.7% of the
tax revenues. About 4.1 bln drams was collected from the import of
goods subject to excise taxation, with taxes from the import of
gasoline amounting to 1.8 bln drams and those from the cigarette
import – to 1.9 bln drams. The income tax revenues increased by 1.8
bln drams to 5.1 bln drams due to a growth in revenues received from
job payments. The profit tax revenues of the RA state budget grew by
51.8% in January-February 2006 on the same months of 2005 and made over
6.2 bln drams. This growth was mainly conditioned by the increase in
the payments made by nonresidents and the enterprises with nonstate
investments, including foreign ones. The customs duties of the state
budget amounted to 2.5 bln drams in the months under review, and the
simplified tax – to 1.2 bln drams.

As she proved Sunday afternoon, Isabel Bayrakdarian is the complete
singer. With talent and beauty to burn, the Canadian-Armenian soprano,
accompanied on piano by her husband Serouj Kradjian, ran through a
diverse repertoire that showcased her range — and not just vocal.

That range is impressive indeed. Not only can she hit the high notes
with apparent ease and run through coloratura passages, like she
did in Rossini’s Una voce un poco fa from The Barber of Seville,
but she is complete control of her instrument.

She can stop dead or turn on a dime. And while some classical
singers appear to be showcasing vocal calisthenics, Bayrakdarian
uses her skills for dramatic purposes. In Plainte d’amour, a Pauline
Viardot-Garcia composition on a Chopin mazurka, the singer’s sudden
stop signaled a sob. She balanced it with another mazurka-inspired
piece, Aime-moi, that was playful and flirtatious. With a voice so
rich in dramatic power, one longed to hear Bayrakdarian in a full
opera role.

The singer can handle a wide array of material with equal virtuosity
and aplomb, swinging from Falla’s folksy Siete canciones populares to
some serious Clara Schumann lieder after the intermission. The Schumann
began with a very lyrical song, but was followed by a dramatic and
earthy one so sensual Bayrakdarian placed her hand not on her heart
but on her hip and pelvis. She ended with a carpe diem themed song,
flashing an occasional wicked gleam from her eyes.

Bayrakdarian is particularly adept at handling Spanish material, like
the Madrid song of the half Spanish, half French Viardot-Garcia, and
of course, the Falla, which included songs from up north in Asturias
and down south in Andalucía. Her roulades in that song mimicked the
wail of flamenco most convincingly, and even more forcefully when
she sang Ernesto Lecuona’s popular Malagueña as an encore.

Two encores she got. And standing ovations. And “bravas!” It is no
exaggeration that Bayrakdarian had the audience eating out of the palm
of her hand. And it is no disrespect to call her an entertainer —
albeit of a very high order. Her dramatic skills are not confined to
her voice. Unlike classical singers who just stand there and sing,
Bayrakdarian acts out her songs.

In Viardot-Garcia’s L’Enfant et la Mre, a dialogue between a dying
child and his mother, the soprano went from a tiny plaintive voice
emanating from her throat to a deep tragic one that poured from her
very core. And with a few contained gestures — the pejorative use
of the word “operatic” could never be applied to her — she conveyed
the full pathos of the song.’

Skepticism is the attitude to assume when one sees on the program
that a classical singer will do material from the American Songbook.

Yet, Bayrakdarian’s treatment of Gershwin walked the fine line between
her classically trained voice and the Tin Pan Alley flavor of the
songs. She seldom veered from what a fine soprano would do with
such material as Someone to Watch Over Me or Love Is Here to Stay,
yet what veering she did, like speaking some of the lines, worked as
beautifully as hitting the high notes built into the compositions.

And when she changed the gender of Embraceable You to “Come to mama”,
she seemed to be channeling one of Elizabeth Taylor’s famous scenes. A
critic could not be blamed for shouting “I’m yours!” were it not for
Bayrakdarian first singing and then speaking boldly “I got my man”
from I got rhythm while pointing to her husband.

Who could ask for anything more?

Tbilisi. March 31 (Prime-News) – Russian military bases from the
territory of Georgia will be withdrawn to North Caucasus and Armenia.

“Withdrawal of Russian military bases from Akhalkalaki and withdrawal
of the rest military technique also transference of military objects
to Georgian party presumably will be completed in October 2007 and
at any rate no later than December 31 2007.” Reads the bilateral
agreement signed in Sochi on Friday, Interfax informs.

The agreement on dates, order and temporary functioning and withdrawal
of Russian military bases from Georgia was signed by Aleksey Maslov,
Chief commander of the Russian Land Forces and Mamuka Kudava, Deputy
Defense Minister of Georgia.

“Though the Millennium Challenge Corporation implements programs in
different countries, the debate on funding us lasted for a long time,
and I do not think it contains only an economic component,” stated
Aram Karapetyan, the leader of the Nor Zhamanakner Party on March
31. Because, he said, the programs to be funded will not have any
importance for the development of industry. The political context
is one, believes Aram Karapetyan, Nagorno Karabakh Republic and the
final settlement of the status of the liberated territories.

“Especially after the visits of Bryza and Fried there is opinion that
peacemaking forces are going to be stationed in these territories in
July-August. This also implies that American troops will be stationed
at the northern border of the Islamic Republic of Iran. As far as I
know the structure of the troops is still debated.

The Millennium Challenge, in other words, Money for Dayton. You surely
remember negotiations in Dayton. The money is given to organize
Dayton. This opinion prevails within the opposition,” elucidates
Aram Karapetyan.

Republican Gagik Minasyan disagrees. The stipulations of the Millennium
Challenge are absolutely different: democratization, struggle against
corruption, establishment of a civil society. Aram Karapetyan objects
to this. There was no serious and effective solution of these problems
in Armenia. “But the funds were allocated. It means there was another
context.” Aram Karapetyan is not quite optimistic about the future of
the American money, considering the experience of the money of the
American LINCY Foundation. “As far as I know, there were cases of
abuse. And I have learnt from press that they demand from Artashes
Tumanyan to return a sum of 3 million. Every day they call him to
the sixth department, the National Security Service. Perhaps they
demand something from him if they keep calling him. I think part of
the money of the Millennium Challenge will be stolen and dissipated.”

Gagik Minasyan did not answer to the question on wasting, but he
agreed that there are objective and subjective problems that need to
be discussed.

Tsiran) International Film Festival became a full member of the
European Film Academy of Berlin, with the right to vote. Susanna
Haroutiunian, the Artistic Director of the festival informed the
Noyan Tapan correspondent. Haroutiun Khachatrian got the invitation
to become a member of that honorary institution late on March 29. In
the letter sent by Yves Marmion, the Board Chairman of the academy,
it’s particularly said: “Our goal is to increase in a stable way
the public congnition of the European cinematography and European
cinematographists. Our doors are open for professionals of the European
cinematography, and we want, joining the acting talented people in
Europe, to put in their attempt in the affair of development of the
cinematography. Voting members of the academy are cinematographists
whose work is recognized in all over Europe. It will be a honour for us
to see You among our members. I’m sure that Your presence will support
prosperity of the European Film Academy as well as will strengthen
the artistic value of the European cinematography.” The European Film
Academy was founded in 1989 by its first President Ingmar Bergman

Asli Aydintasbas, a columnists of the Sabah daily who was in attendance
at the annual meeting of the American-Turkish Council (ATC) in
Washington D.C., explained her impressions in her column on Wednesday.

“For the first time in my life, I engulfed in sadness when I entered
the conference hall. ATC meetings are not ordinary events. In fact,
those meetings were used to be held with the participation of
leading figures from the Turkish government, business circles and
the General Staff. American senators, military officials, bureaucrats
and executives of giant companies were used to attend the ball prior
to the meetings. Baku-Ceyhan oil pipeline project was shaped during
those meetings. But this year, the conference hall was half empty.

Of course it is not a problem of bad organization but is the sign of
‘confidence crisis’ in bilateral relations. I talked to a high-level
American official at dinner and he told me that everybody was fed up
with talking about Turkish-American strategic partnership. He also
said that there were obvious problems. He did not attend the ATC
meetings, but complained about the movie “Valley of Wolves-Iraq”,
the visit (to Ankara) of Hamas delegation, distressing developments
at the (Turkish) Central Bank and the possibility of legalization
of the Koran classes by the government. He was afraid of Turkey’s
metamorphosis into a new Malaysia.

This was the sad view I observed in Washington D.C. in the spring of
2006. I asked another high-level American official whether he would
attend the ATC meetings. He told me that he rather prefer to go to
a dinner to be hosted by the Armenian National Congress.

As usual, the resolution on the so-called Armenian genocide will be
on the agenda in April. Turkey do not rely on support of the Jewish
lobby in Washington D.C any longer. Some say that the resolution might
have a coercing impact on U.S. senators. In that case, we will have
to forget about 50-year Turkey-US friendship.”
