ELMAR MAMMADYAROV IS OPTIMISTIC ON MEETING WITH VARDAN OSKANYAN

Azeri Foreign Affairs Minister Elmar Mammadyarov told ANS that He had
an unofficial meeting with Armenian counterpart Vardan Oskanyan on
Aug 23, in Moscow. The Ministers exchanged views on today’s Meeting.
Talking about today’s negotiations, Elmar Mammadyarov said
territorial integrity of Azerbaijan is the main factor of negotiation
process. `We are ready to negotiations. In certain issues SOME mutual
understanding is observed. Besides in some details negotiations
should be continued. If Armenia is ready to accept Azerbaijan’s all
proposals, this case progress will be guaranteed in negotiation
process’, said Elmar Mammadyarov. Talking about OSCE Co -Chairs Elmar
Mammadyarov said that Co-Chairs from the United States, Russia and
France have strengthened their activities and continuously make
difficult compromise proposals to discuss. Hr added that the status
of Daghlig Garabagh must be defined within territorial integrity of
Azerbaijan. `But we think there are different settlement ways to
solve the problem. That’s why dialogue should be continued in that
direction. We approach to solution of the Problem from conceptual
viewpoint. The whole idea is that we must find a way where
Azerbaijanis and Armenians could live in peace within a small area.
Sooner this way is found, more rapidly our states would grow. The
Conflict undermines the progress of our countries. We should be
guided by the ongoing processes in the world and look into the future
‘, said Azeri M. F. A. `Now it is too early to talk on detaols. As my
Azeri counterpart said, we will continue the negotiations to prepare
foe Kazan meeting of the presidents’, said VardanOskanyan. OSCE Minsk
Group is also expected to take part in the today’s meeting. Ministers
will exchange opinions on unresolved problems, and will make
preparation ahead of the meeting between the presidents- Ilham Aliev
and Robert Kocharyan to held on August 26, in Kazan, Russia, within
the summit of Heads of CIS states. After Moscow meeting Elmar
Mammadyarov will make reports to Supreme Commander-in-Chief Ilham
Aliev about the results.

Ashot emerges sole leader in Abu Dhabi Chess Festival

ABU DHABI – Grandmasters Sergey Volkov of Russia and Ghaem Maghami
Ehsan of Iran were the latest seeds to tumble as the Abu Dhabi Chess
Festival reached its crucial phase at the Khalidya Palace Hotel here
on Friday.

Ashot defeated Grandmater Ghaem Maghami Ehsan in a marathon battle
lasting 72 moves in a Benko Gambit.

Grandmaster Anastasian Ashot of Armenia emerged as the sole leader
with 4.5 points in the Masters section at the end of the fifth round.
Russian Grandmasters Kobalia Mikhail, Potkin Vladimir, Bocharov Dmitry,
Chernyshov Konstantin and Ukraine Grandmaster Goloshchapov Alexander
shared the second spot with 4 points.

Among the UAE players, Fide master Ahmed Ishaq caused a mild flutter
by defeating Bogza Adina-Maria, while Faisal Abdullah managed a draw
against India’s Muralidharan. Marwan Abdul Wahab and Ibrahim Mohammed
Khouri drew their games against teammates Mansour Abbas and Salem
A.R. Saleh respectively.

In the children’s section, Bajarani Ulvi of Azerbaijan, Mohammed
Hamza Abdul Karim of UAE and Dhruv Hingorani of India extended their
winning streak by securing four games in a row.

Hussain Khouri, manager of the festival, expressed his satisfaction
with the performances of all the players. He said: “We invited eight
Grandmasters this time while invitations were also sent to young and
promising players. We look for innovation every year and we are hoping
to introcduce a women’s masters section from next year.”

The chief arbiter Zughair Ahmad said: “The players have adapted well
to the faster time controls, and the quality of grandmaster games
has improved.”

The presidential press service informed that the sides discussed the
implementation of commitments assumed by the Council of Europe and
particularly the pace of the constitutional reforms. The Armenian
president emphasized that the constitutional reforms are implemented
with the assurance that first of all it is important for us.

Noting that the implemented reforms must correspond to the
European standards, the president highly assessed the support of

of constitutional reforms has great importance for Armenia and the

success of counter-productive forces”. He assured it is impossible to
make progress in ensuring freedom of mass media, indepedence of the
ombudsman, in the fight against corruption, in increasing the power
of the parliament without reformation of the Constitution.

3 Azeri Soldiers Face Criminal Charges

Three Azerbaijani soldiers accused of high treason and forging ties
with Armenian servicemen while serving at a military unit in Terter
District, northwest Azerbaijan, will be held criminally accountable,
military prosecutor Khanlar Valiyev told a news conference on Thursday.

Valiyev said that Ruslan Bakirov, Hikmat Taghiyev and Khayal Abdullayev
forged relations with Armenian military men and voluntarily entered
the territory controlled by Armenian forces. While in the so-called
‘captivity’, they informed Armenia of the number of weaponry units
and ammunition at their military unit and disclosed some confidential
information.

Earlier reports said that the three soldiers were taken captive
by Armenia on February 15 after loosing their way and accidentally
passing to the Armenian side of the frontline.

IMF pressure prompts government to shed light on skewed tax system.

Big businesses in Armenia pay far less tax than their counterparts
in other post-Soviet countries, with the burden of taxation borne by
ordinary citizens and small companies, official statistics reveal.

After urging from the International Monetary Fund, IMF, the state tax
department recently published two lists of the country’s 300 highest
taxpayers, which paint an extraordinary picture of the country’s
economy that is embarrassing to both government and big business.

According to the latest list, published last month, the Armenian
treasury received a total of 78.4 billion drams (178 million US
dollars) in the first half of this year, an amount that James McHugh,
the IMF’s representative in Armenia, said was very disappointing.

“The tax collection level in Armenia is the lowest among the countries
of the CIS,” McHugh told IWPR.

Economists say this is because some of the country’s best-known
businesses are not paying big tax bills – a fact that although
commonly believed in Armenia for many years has now been proved by
the publication of the two lists detailing which taxpayers pay what
into the treasury.

Even Armenian president Robert Kocharian expressed his concern with
tax collection recently. Meeting leading tax officials last month,
he said of their work, “The results are not bad, but they are hardly
satisfactory.” He promised more reforms of the tax system.

In the latest list, as with the last published in April, Armenians
learned that the biggest taxpayer in the country was not one of
the big businesses based in the capital but the Zangezur copper and
molybdenum factory which contributed more than 24 million dollars to
the budget in the previous six months.

Asked to comment on the nature of the list, one of the government
officials dealing directly with the issue, Vakhtang Mirumian, who
is the head of the finance ministry’s department of tax methodology,
told IWPR that he had “nothing to say”.

Only two big companies, Grand Tobacco and International Masis Tabak,
are among the leading taxpayers in the current list.

Grand Tobacco is in fifth position having paid 2.3 billion drams
(more than five million US dollars) for the first half of this year
or 2.9 per cent of all taxes collected by the tax department.

Other big Armenian business concerns, running big factories and making
well-known products, however were not high up on the list.

According to the IMF 2004 report, the country’s biggest businessmen
pay only 23 per cent of all taxes while they can potentially contribute
75 per cent.

McHugh says that the lists are bringing transparency to Armenia’s tax
collection system and highlighting what needs to be done to raise
more taxes. “All Armenians should pay more taxes, and most of it
should come from large businesses,” he said.

The tax revenue figures have led to accusations that the system
delivers tax breaks to some companies while penalising others.

“There is a unique situation in Armenia – a businessman’s success
does not depend on the quality of business at all, it only depends
on how close they are to authorities,” former statistics minister
Eduard Aghajanov told IWPR.

There has been criticism for example that Kotaik Beer, which dominates
60 per cent of Armenia’s lucrative beer market, has paid no profit
tax at all – at the same time as its smaller competitor Yerevan Beer
paid 128 million drams (290,0000 dollars).

Tigran Mejlumian, chief accountant for the Kotaik factory, 71 per cent
of which belongs to the French firm Castel, told IWPR that because
it receives foreign investment it does not have to pay profit tax.

Under the law, companies that acquire more than one million dollars
of over overseas funds every two years are exempt from such taxation.

With big businessmen paying far less than their counterparts in other
post-Soviet countries, the brunt of Armenia’s tax burden is being
borne by ordinary citizens and small businesses.

Opposition parliamentary deputy Viktor Dallakian argues that because of
the heavy tax bill they paid, small businesses were being “destroyed,
while the oligarchs remain free to play”.

Dallakian estimates that large businesses actually earn 300-350
million dollars every year – equivalent to half the country’s budget.

However, top businessman Hachik Manukian, who heads the Max Group,
a prominent group of businesses, argued that the main tax burden
should indeed fall on small and medium enterprises.

Manukian rejected the IMF recommendations. “They want 300 large
taxpayers to provide 70 per cent of the collections,” he told IWPR.
“Who told them that it is correct?

“Large businesses are transparent enough and it is necessary to audit
the medium enterprises.”

When asked to declare the amount of the taxes paid by Max Group –
only some of its companies appear on the tax department list – the
businessman declined to comment, saying only, “Why are you interested
in this?”

Most of the taxes collected in Armenia are collected indirectly.
Parliamentary deputy Victor Dallakian estimated that 80 per cent of
revenues come from indirect taxes, while developed economies collect
around 70 per cent of their revenue from direct taxes.

According to the finance ministry, 46.2 per cent of tax revenues come
from VAT, while profit tax provides only 17.4 per cent, and income
tax 8.4 per cent of the budget.

“Filling the budget through VAT is like picking pockets, in other
words, the state is putting its hand in every consumer’s pocket,”
said Arthur Tamarjian, deputy head of the department for legislative
analysis and legal control in the Armenian parliament.

Felix Tsolakian, head of the tax department, told IWPR that over
the last two years there has been a 40 per cent increase in the
proportion of direct taxes in total tax revenues. He said the lists
of taxpayers had been published in accordance with the law and the
president’s wishes.

The search for the causes of a Cypriot airline crash that left all 121
people aboard dead suffered a setback Tuesday when an investigator
said one of the two black boxes _ the cockpit voice recorder _ was
not found intact.

Akrivos Tsolakis, the head of the Greek airline safety committee,
said the device was ejected from its cover when the plane crashed
into a mountainous region north of Athens on Sunday.

“The only fortunate event in the investigation is that we have the
flight data recorder that will be sent at all costs to France for
decoding,” Tsolakis said, adding that the box would be flown to Paris
on Wednesday.

Investigators would be searching for the voice recorder’s
mechanism. American experts were assisting, including a representative
of the plane’s manufacturer, he said.

“It a terrible accident that is indescribable and was unforeseen,”
Tsolakis said. “It is an airplane that is spread out over an area
that covers mountains plains and hills. The pieces are spread out
all over. We have found the basic pieces of the plane.”

Tsolakis also confirmed that the bodies of the Cypriot co-pilot and a
flight attendant were found next to the wreckage of the cockpit. “They
were found very close,” he said, but would not comment further while
the investigation was ongoing.

Athens’ chief coroner Fillipos Koutsaftis said autopsies conducted
on the first six bodies identified showed they had been alive when
the jetliner crashed.

“Our conclusion is they had circulation and were breathing at the
time of death,” Koutsaftis said late Monday.

But he could not rule out that they were unconscious when the Helios
Airways Boeing 737-300, with six crew and 115 passengers, plunged
10,400 meters (34,000 feet) into a mountainous area near the village
of Grammatiko, 25 miles (40 kilometers) north of Athens.

By Tuesday morning, Koutsaftis and his team of coroners had carried
out about 13 autopsies, including a flight attendant, but had released
results only from the first six. They were preparing to examine the
body of co-pilot Pambos Haralambous.

In Cyprus, police raided the offices of Helios Airways in the coastal
city of Larnaca, near the international airport.

A search warrant was issued “to secure … documents and other evidence
which could be useful for the investigation into possible criminal
acts,” Cyprus’ deputy presidential spokesman Marios Karoyian said.

Investigators also were trying to determine why the pilot was not in
his seat shortly before the crash.

The pilots of two Greek air force F-16 fighter planes scrambled to
intercept the plane after it lost contact with air traffic control
shortly after entering Greek airspace said they saw the co-pilot
slumped over the controls. The pilot did not appear to be in the
cockpit, and oxygen masks were seen dangling in the cabin.

The fighter jet pilots also saw two people possibly trying to take
control of the plane; it was unclear if they were crew members or
passengers.

The plane might have run out of fuel after flying for nearly three
hours on autopilot, air force officials said, asking not to be named
in line with Greek practice.

After the crash, authorities said it appeared to have been caused by
a technical failure _ resulting in high-altitude decompression. The
airliner’s pilots had reported air conditioning system problems to
Cyprus air traffic control about a half-hour after takeoff, and Greek
state TV quoted Cyprus’ transport minister as saying the plane had
decompression problems in the past.

But a Helios representative said the Boeing 737-300, manufactured in
1998 and operated by Deutsche BA until April 2004, had “no problems
and was serviced just last week.”

Searchers were still looking for three bodies, including the plane’s
German pilot, fire officials said. Cypriot authorities identified
him as Marten Hans Jurgen, 50, from Berlin.

A German Foreign Ministry spokesman, speaking on condition of anonymity
in line with German practice, identified one pilot as a 58-year-old
German but would not give his full name. There was no immediate
explanation for the age discrepancy. Greek and Cypriot authorities
often list surnames before given names, and Hans-Juergen would likely
be the pilot’s first name.

In Berlin, police were guarding the house at the address where
the Cypriot government said the pilot lived _ a gray stucco house
surrounded by a tidy, tree-filled garden in a quiet neighborhood near
the Schoenefeld airport. The name on the mailbox said Merten. Neighbors
said his first name was Hans-Juergen and said he was a pilot in his
50s, but gave no other details.

There were other unanswered questions about the pilot, including
how long he had worked for Helios. “I don’t remember the exact date
of his employment,” Helios General Manager Andreas Drakos said at a
news conference.

A passenger list showed there had been 20 children under the age of 16
on board. At least 10 families with children were among the dead. The
passengers and crew included at least 12 Greeks and the German pilot,
and a four-member family of Armenian origin. The rest were Cypriot.

Sevastopol, 12 August: The commander of the Peace Shield-2005 naval
exercise, Read-Adm Illya Chalyy, has criticized the biased coverage
of the peacekeeping exercise by some media outlets. The press service
of the exercise quoted Chalyy as saying that one of the objectives
of the exercises is to improve cooperation and deepen trust between
servicemen from different states, who learn to work together in
peacekeeping operations. “We are keen to help the public learn as
much as possible about international cooperation on the part of
the Ukrainian armed forces,” Chalyy said. “For this reason, we have
created appropriate conditions for journalists who report about Peace
Shield-2005,” Chalyy said.

“We are very sorry to see media reports that distort the peacekeeping
nature of the exercise. Reports about the landing of US special
operation troops on the Russian training ground in Crimea or about
the setting up of a NATO training ground misinform the public and
foster a negative public opinion,” Chalyy said.

He said that almost all servicemen of the US marine company that takes
part in the exercise are reservists who have nothing to do with special
operation forces. Chalyy added that the naval training ground near the
Opuk mount is rented by the Russian Black Sea Fleet. It was agreed with
Russia that the exercise would use this training ground, he said. The
stage of the exercise involving the Opuk training ground will be
monitored by Azeri, Armenian, Georgian, Kyrgyz and Russian observers.

Asked to specify which media outlets ran biased reports about Peace
Shield-2005, the head of the press service said that it was the
[Crimean pro-Communist] Krymskaya Pravda newspaper, the [Ukrainian
opposition] Inter TV channel and some Russian media outlets. The press
service of the Russian Black Sea Fleet said that their own monitoring
of the media had revealed nothing of this sort.
