SAMARA, May 14 — Parliament heads of the four Caucasian countries
(Azerbaijan, Armenia, Georgia and Russia) will meet without fail,
Russian Federation Council Speaker Sergei Mironov said on Friday
during a briefing.

The group of four meets once a quarter. But there was some pause to
wait for the results of the Georgian elections, Mironov explained.

The elections have passed, and the meeting can be held, he said.

The next meeting is expected to take place in Tbilisi.

The timing is not set yet. But the meeting will not be postponed for
a long time, Mironov noted.

One of the subjects to be discussed will be the Nagorno-Karabakh
problem, Armenian parliament head Artur Bagdasaryan said.

It is necessary to sit at a negotiating table and search for peaceful
solution to the problem, he said.

Commenting on the recent statement made by the Azerbaijani leaders on
Karabakh problem settlement, the Armenian speaker noted that such
statements were not new, but Armenia remained firmly adhered to
peaceful settlement of the problem.

Yerevan, 11 May: The agenda of the political dialogue between the
representatives of Armenian ruling coalition and the opposition will
be formulated on 13 May.

Armenian National Assembly speaker Artur Bagdasaryan issued this
statement in Yerevan on the evening of 10 May, Mediamax reports.

“I hope that the political forces presented in the Parliament will
do everything possible to establish a new political situation in the
country and will achieve the resolution of the existing difficult
problems by means of a dialogue,” the speaker said.

constitutional law, provide right for receiving information to citizens
and to return broadcasting license to A1+ TV Company.

Chairman of Azerbaijan Parliament Murtuz Alaskarov received the
parliamentary delegation of Georgia on 9 May, AzerTAj reported.

Noting that Azerbaijan attaches great importance to the political,
economic and cultural links with the friendly and neighboring Georgia,
and that the Baku-Tbilisi-Ceyhan, Baku-Tbilisi-Erzurum oil and gas
pipelines have enormous prospects for the region, Chairman of Milli
Majlis said that the fraternal relations between the two countries
founded by national leader of Azerbaijan Heydar Aliyev have acquired
strategic partnership level.

But the existing regional conflicts, including the Armenia-Azerbaijan,
Nagorny Karabakh conflict seriously impede development of the Caucasus
countries, chairman of Azerbaijan Parliament stressed. “Azerbaijan
adheres peaceful way of settlement of these conflicts and in the
frame of territorial integrity of states”.

Touching upon development of the inter-parliamentary links Murtuz
Alaskarov underlined that the meetings held with the heads of
legislative body of Georgia and mutual visits serve further expansion
of existing cooperation.

Head of the delegation, chairman of the “Majoaritari” group in the
Georgian Parliament Jugeli Beso said that one of the goals of the
visit is to take part at celebration of the 81st jubilee of Heydar
Aliyev who has vast contributions in the development of relations
between our countries. “Heydar Aliyev is highly loved and honored in
Georgia, too. Just this person providing participation of Georgia
in some regional economic projects, has made colossal assistance
to development of Georgia. And therefore, the people of Georgia are
thankful to him and always revere his memory.

Noting that the political line of Heydar Aliyev is being continued
today, and dwelling on the regional conflicts, in particular, the
Armenian-Azerbaijani Nagorny Karabakh conflict, Mr. Jugeli Beso said
that he supports settlement of the conflicts in the frame of principles
of territorial integrity of states. Underlining that the government
of Azerbaijan has achieved great accomplishments in the short period,
the visitor said that he would further make efforts for peace and
stability in the region, fore the fair solution of the conflicts,
as well as for the future development of cooperation between the
two countries.

During the talk, passed in a friendly atmosphere, also was exchanged
view on a number of issues of mutual interest.

IMF Approves $15 Million Disbursement to Armenia; Fund completes
fifth review of three-year, $100 million program

TEXT: The International Monetary Fund (IMF) has completed the fifth
review of Armenia’s economic performance under a three-year program
designed to reduce poverty and spur economic growth, and on May 3
announced another disbursement to Armenia of about $15 million.

The IMF also approved a request to extend the arrangement by seven
months to December 31.

IMF Deputy Managing Director and Acting Chairman Agustn Carstens
commended Armenia for the “satisfactory implementation of
macroeconomic policies and structural measures” under the program,
which contributed to a strong economic performance in 2003.

Carstens also suggested further measures Armenia should take in its
economic reform program.

IMF COMPLETES FIFTH REVIEW UNDER PRGF FOR THE REPUBLIC OF ARMENIA,
APPROVES REQUEST FOR EXTENSION OF THE ARRANGEMENT THROUGH DECEMBER
2004

The Executive Board of the International Monetary Fund (IMF) today
completed the fifth review of the Republic of Armenia’s economic
performance under a three-year Poverty Reduction and Growth Facility
(PRGF) arrangement, and approved a request for the extension of the
arrangement by seven months to December 31, 2004. The completion of
the review enables Armenia to draw an amount equivalent to SDR 10
million (about US$15 million).

Armenia’s PRGF arrangement for the equivalent of SDR 69 million
(about US$100 million) was approved on May 21, 2001 (see Press
Release No. 01/25). So far, the equivalent of SDR 50 million (about
US$73 million) have been disbursed.

The PRGF is the IMF’s concessional facility for low-income countries.
PRGF-supported programs are based on country-owned poverty reduction
strategies adopted in a participatory process involving civil society
and development partners, and articulated in a Poverty Reduction
Strategy Paper, or PRSP. This is intended to ensure that each
PRGF-supported program is consistent with a comprehensive framework
for macroeconomic, structural, and social policies, to foster growth
and reduce poverty. PRGF loans carry an annual interest rate of 0.5
percent, and are repayable over 10 years with a 5 1/2-year grace
period on principal payments.

Following the Executive Board discussion, Agustn Carstens, Deputy
Managing Director and Acting Chair, said:

“The Armenian authorities should be commended for the satisfactory
implementation of macroeconomic policies and structural measures
under the PRGF-supported program. These policies have contributed to
an improved business environment and a strong economic performance in
2003.

“Raising revenues and reforming tax and customs administration remain
critical objectives in the period immediately ahead. The recent
reduction in VAT exemptions and reform of the profit tax are welcomed
steps in this regard, but further efforts are needed to improve the
tax system and generate resources for poverty reduction. In
particular, it will be important to improve the transparency of tax
and customs operations, ensure the equal treatment of taxpayers, and
implement risk-based audit systems. Additional steps are needed in
the medium term to strengthen the overall coherence of the tax system
and the management of the tax and customs agencies.

“Recent increases in bread and utility prices pose the risk of
rekindling inflationary expectations, and the central bank will need
to maintain a tight monetary policy to bring inflation down to its
goal of 3 percent by end-2004. To further develop Armenia’s financial
system, it will be important to build capacity and promote sound
corporate governance in the banking system, and strengthen the legal
framework and the judiciary.

“The recent process of fiscal decentralization has the potential to
improve the quality and efficiency of services delivered by
state-owned noncommercial organizations in the health, water, and
education sectors. Complementary capacity building initiatives and a
properly functioning reporting framework remain essential to ensure
transparency and accountability in the operations of these entities.

“Other structural reforms will be important to sustain growth and
reduce poverty in the medium term. The anti-corruption strategy needs
to be implemented forcefully and in consultation with civil society.
The authorities are encouraged to move forward with their plans to
reform the energy and water sectors, including establishing market
rules for electricity trading, and liquidating the state-owned
company Armenergo,” Mr. Carstens said.

“A foreign radio station has become the mouthpiece of the Armenian
opposition,” a representative of the Armenian Revolutionary
Federation-Dashnaktsutyun [ARFD] bureau, Grank Markaryan, has
announced in Tehran. When you watch Armenian Public TV, it seems that
everything is OK in the country. When you listen to Radio Liberty, it
turns out that Armenia is ruled by dictatorship and people are being
arrested and beaten and that the overall situation is bad”.

To recap, Radio Liberty was banned from broadcasting in Armenia by the
country’s authorities back in 1994 on the pretext of the station being
the mouthpiece of Dashnaktsutyun.

His Holiness Karekin II Receives Soprano Isabel Bayrakdarian

On April 19, His Holiness Karekin II, Supreme Patriarch and Catholicos of
All Armenians, received Miss Isabel Bayrakdarian, Canadian-Armenian soprano
and soloist of the New York Metropolitan Opera, in the Mother See of Holy
Etchmiadzin.

His Holiness welcomed Miss Bayrakdarian to the headquarters of the worldwide
Armenian Church, and gave his Pontifical blessing to the talented singer.
His Holiness expressed his appreciation to her for beautifully and expertly
introducing Armenian Church hymns and melodies to an entirely new audience
in many countries throughout the world.

The Pontiff of All Armenians noted, “It is a pleasure to meet a
distinguished young Armenian who has come to her Motherland to express her
love and devotion to Armenia and to the Armenian Church, and her spiritual
center – the Mother See of Holy Etchmiadzin. Your talent, labors, and
zealous pursuits contribute and benefit to the good name of our people and
nation, and we are proud of you and your achievements.”

Miss Bayrakdarian thanked His Holiness for the audience, stating in part,
“Your Holiness, Armenian spiritual music is the nourishment of my soul and
my heart, as it is impossible to live without faith. All graces which have
been granted to me by God, I intend to always use for the sake of our
Motherland and our Holy Church.”

Miss Bayrakdarian was in Armenia for her debut performance before audiences
in the homeland. She was invited by the Hamazgayin Armenian Educational and
Cultural Society. Miss Bayrakdarian was accompanied during her visit to
Holy Etchmiadzin by her mother, Mrs. Lalique Bayrakdarian; pianist Mr.
Serouj Kradjian; Ms. Lilit Galsdian representing the Hamazgayin Cultural
Society; and a film crew of the Canadian Broadcasting Corporation, which
accompanied her visit to Armenia for the preparation of a film.

“The Karabakh Liberation Organization [KLO] will prevent the
participation of Armenian servicemen in NATO’s Cooperative Best
Effort-2004 exercises on Azerbaijani territory [due in September].”
This is how KLO leader Akif Nagi reacted to Armenian reports that
[Azerbaijani] President Ilham Aliyev had given assurances that
Armenian servicemen could take part in the manoeuvres.

“Our position remains unchanged,” Akif Nagi said. “We have said more
than once that Armenian officers will take part neither in the
planning conference nor in the exercises in Azerbaijan. The KLO will
prevent this. I am confident that the Armenians will not be able to
attend these events.”

In January 2004, the KLO posted its activists at the Baku
international airport to prevent the enemy’s officers from entering
the capital.

The KLO leader expressed his regret about the statement of a US
general that “stability in the region allegedly hinges on
Azerbaijani-Armenian cooperation. We think that stability can be
achieved only if the USA and international organizations impose
sanctions on the aggressor – Armenia.”

“We, as the host country of the exercises, will conduct them at the
appropriate level,” the head of the Defence Ministry press service,
Ramiz Malikov, told Ekho yesterday. “If the Armenians want, let them
participate in the manoeuvres, especially as they have been invited by
NATO.” Malikov believes that the Armenian side is actually not very
keen on taking part in the forthcoming exercises. Their goal is to
damage Azerbaijan’s reputation.”

An independent military expert, Lt-Col Uzeyir Cafarov, told Ekho that
“last time the Armenians were not very eager to take part in NATO
events either. However, they got what they wanted – the Armenians did
not arrive in Baku, but kicked up a fuss.” This case will be repeated
in September as well, the officer said. “They will ardently express
their desire to participate in the exercises, and will not turn up in
the end.”

Azerbaijan fears reopening Turkish-Armenian border

According to Nezavisimaya Gazeta, the President of Azerbaijan Ilham Aliev
went to Ankara where held negotiations with senior Turkish leadership.
President Aliev met with the Ambassador of Turkey to Baku Unal Chevikez on
the eve of his journey and discussed details
of his visit. “The achievements of Turkey make us happy and the achievements
of Azerbaijan make Turkey happy. I am very happy that
important steps were and are taken in this direction,” stated Aliev. Despite
such an optimistic tone, the experts in Baku noticed that there is
some tension in the relations between Azerbaijan and Turkey.

The problem is that authorities in Turkey are inclined to establish a normal
border-customs regime with Armenia in the near future. According to Turkish
diplomatic sources, there really are intense, informal diplomatic contacts
on this issue between Yerevan and Ankara. The fact of such negotiations was
also confirmed by the former Minister of Internal Affairs of Azerbaijan, the
leader of the National Democratic Party, Iskender Gamidov.

Baku has a very sickly reaction to the possibility of changes along the
Turkish-Armenian border and even tries to dissuade officials in
Ankara. Aliev stated once again that he is against the opening of the
Turkish-Armenian boarder, because this step will not contribute to
settle the Karabakh conflict peacefully.
