The Mayor of Yerevan Gagik Beglaryan received the representatives of
the OSCE Yerevan office headed by Sergey Kapinos, the Head of the OSCE
Office in Yerevan. The possible ways of support have been discussed
for the bilateral cooperation. Sergey Kapinos mentioned that they
are delegated to implement different types of activities and they
can clarify the cooperation agenda regarding the situation. The Mayor
Gagik Beglaryan presented the main issues that need to be supported.

The Head of the OSCE Office in Yerevan mentioned that they have a
new experience in electronic management and are ready to pass it to
the Mayor of Yerevan. They encourage any technological innovation and
welcome the adequate steps undertaken by the municipality. The OSCE
delegate is ready also to show his legal support, if they will need
advice in legislative changes of the city governing. The Mayor of
Yerevan with a mutual readiness suggested realizing the discussions
already started, the information and public relations department of
Yerevan Municipality informs.

Armenia-Turkey relations," Stepan Safaryan, head of the parliamentary
faction "Heritage" told a news conference in Yerevan today.

According to him, the European Union is diverse – politically,
economically and culturally. According to Stepan Safaryan, such a
policy could supplement an asymmetry in the relations between Armenia
and Turkey and Armenia would be able to introduce certain issues
between Armenia and Turkey to the European agenda.

Speaking of prolonging the process of ratification of the Protocols
of the Armenian-Turkish Turkish Parliament and the reaction of the
EU, Stepan Safaryan said that Turkish authorities explained to the
European institutions the delays with ratification of Protocols by
their attempts to find consensus with the opposition to avoid internal
political destabilization.

YEREVAN, NOVEMBER 3, NOYAN TAPAN. RA President Serzh Sargsyan is
leaving for the State of Kuwait on a two-day state visit on November
3. It is RA President’s first state visit to Kuwait since Armenia’s
independence.

Kuwait’s Emir Sheikh Sabah Al-Ahmad Al-Jaber Al Sabah, Kuwait’s
crown prince Navah Al-Ahmad Al-Jaber Al Sabah, other representatives
of country’s higher leadership will meet S. Sargsyan at Kuwait
International Airport.

According to RA President’s Press Office, on the first day of the
visit S. Sargsyan will meet with Kuwait NA Speaker Jassim Mohammad
al-Khorafi and Prime Minister Nasser al-Mohammad al-Ahmad al-Jaber
al-Sabah. He will also meet with Director of Kuwait Investments
Authority Bader Mohammed Al-Saad and Director of Fund for Economic
Development Abdulvahab Ahmad Al-Bader.

At the end of the day S. Sargsyan will meet with Kuwait Emir, after
which a number of cooperation documents will be signed between the
Republic of Armenia and the State of Kuwait.

Then state dinner will be served in honor of S. Sargsyan on behalf
of Kuwait Emir Sheikh Sabah Al-Ahmad Al-Jaber Al Sabah.

The next day S. Sargsyan will visit Kuwait Scientific Center, will
meet with Chairman of Kuwait Chamber of Commerce and Industry Ali
Mohammad Thunian Al-Ghanim.

In the second half of the day the delegation led by S. Sargsyan will
return to Yerevan.

a beauty contest under the slogan "Russia, Armenia, Ossetia, we are
your children". The event was held on the initiative of Vardanush
Muradyan, representative of North Ossetian Interior Ministry and under
the patronage of Erebuni national cultural center, with a purpose to
strengthen ties between Armenians and Ossetians.

60 girls competed for Miss Armenia of Ossetia title in five different
nominations, including national dances and cuisine. The title was
conferred on Yulia Aleksanova, who won a diadem, a trip to Armenia
and a 100 thousand rubles certificate from Margo boutique, the 15th
Region reported.

(Belgium) Bernard Coughlin was awarded the "Gold Medal" of the
Ministry of Education and Science of Armenia. Bernard Coughlin is
the author of four works in Armenian studies. The professor made a
great contribution to the study of Armenian cuneiform writings.

Bernard Coughlin, who is a member of Europe – Armenia Advisory
Committee expressed gratitude for such a high award. Minister Armen
Ashotyan and professor Bernard Coughlin also discussed issues related
to the cooperation agreement between Belgium and Armenia in the sphere
of education to be signed between the two governments.

Nalbandyan received today newly appointed Japanese Ambassador to
Armenia (residence Moscow) Masaharu Kohno on the occasion of handing
the copies of credentials.

Armenian Foreign Ministry’s Media and Information Department told
Armenpress that congratulating the ambassador on his appointment,
Nalbandyan pointed out that Armenia underscores the development
of relations with Japan, expressing hope that he will have his
contribution to the consolidation of relations between the two
countries and promotion of bilateral cooperation.

During the meeting the sides referred to the activation of political
dialogue, trade-economic and cultural cooperation and opportunities
of implementation of joint investment programs.

Minister Nalbandyan thanked Japan for the support provided to Armenia
since its independence. The interlocutors also exchanged ideas about
Armenian-Turkish relations and Karabakh conflict regulation process.

Production of cognac in Armenia decreased by 40% over this year’s
January- September and stands by 6.8 million liters; at the same time
wine production capacity was stepped up by 12,7% and stands by 2.3
million liters.

For the period January-September 2009 there has been produced 8.2
million liters vodka – which is 1.3% lower than last year’s index
and 8.7 thousand liters beer – without any changes; and production
of champagne decreased by 9.4% and now stands by 144.8 thousand liters.

Production of non-alcoholic drinks for the period January- September
2009 decreased by 17.7% and stands by 26.4 million liters.

Football diplomacy might have created miracles for tense relations
between Turkey and Armenia, but the world’s most popular sport remains
unhelpful when it comes to the Kurdish issue.

For the second time this month, Diyarbakirspor Chairman Cetin Sumer
is seeking support to withdraw from the Turkcell Super League.

The withdrawal announcement came after the team’s 2-1 loss at
Gaziantepspor. "We will not be on the pitch against Galatasaray next
weekend," Sumer told the Dogan news agency. The announcement came
after an emergency board meeting late Sunday addressed offensive
chanting by Gaziantepspor supporters and questioned decisions by
referee Suleyman Abay.

Many ultra-nationalists in Turkey consider Diyarbakirspor, from the
biggest city in southeastern Turkey, to represent the Kurds and,
by extension, the outlawed Kurdistan Workers’ Party, or PKK. The
team and its supporters have on many occasions become targets of
anti-Kurdish banners and chants.

In late September, Sumer mentioned withdrawal from the league after
a game in Bursa where Diyarbakirspor players and fans were greeted
with offensive chanting by Bursaspor fans. He later shook hands with
Bursaspor Chairman Ibrahim Yazıcı and held a joint press conference
to reduce the tension.

"This is the second time we witnessed such strong offensive chants,
following the game in Bursa," Sumer told the NTV news channel Monday.

"We reacted then, but the situation was pretty much the same in
Antalya two weeks ago and today. This shows that no precautions
have been taken. We were given promises when I made peace with the
Bursaspor chairman despite fierce criticism in Diyarbakir, but none
of those promises were kept."

Not only was the offensive chanting not stopped, but also referees
have been very negative toward the team since the game in Bursa,
said Sumer, adding that the events have cause the Diyarbakirspor
board to decide not to play against Galatasaray next weekend in a
match scheduled in Diyarbakir.

"But the final decision will be made after we consult the
non-governmental organizations in Diyarbakir," said Sumer. "After all,
this club does not belong to the board, it belongs to the city. But I
think they will support the decision, because it makes sense to stay
out of dirty games and dishonorable competition."

Despite the chairman’s call for support, non-governmental organizations
in Diyarbakir were critical of the decision Monday.

Raif Turk, chairman of Diyarbakir Industrialists’ Businessmen’s
Association, or DÄ°SÄ°AD, told the Anatolia news agency the action
might harm the Kurdish initiative.

Diyarbakir Chamber of Commerce and Industry Chairman Galip Ensarioglu
said the protests against Diyarbakirspor are unacceptable, but the
reaction should not be to withdraw. "The chairman and board members
make great efforts for the team, which is why their reaction might be
excessive," he said. "But something must be done. Both the referees
and football supporters of this country should act in a manner that
will serve friendship and peace."

Diyarbakirspor coach Ziya Dogan asked Sumer to reconsider the
decision. "We must play against Galatasaray … a loss by referee
decision will result in deducting three points, which will not help
the team."

Dogan also said Gaziantepspor was a good host and that he did not
hear any offensive chants.

President Serzh Sargsyan visited the Mother See of Holy Etchmiadzin
today to participate in the diocesan meeting of the Armenian Apostolic
Church.

Speaking about state-church relations, President Sargsyan said those
are particularly important in the current historical period. "Let’s
confess that the regulation of the state-church relations is not an
easy thing. The church should not interfere in state affairs, and
the state should not interfere in the church affairs. This simple
formula is hard to implement, because for us, Armenians, it’s nearly
impossible to determine the boundary where the religious culture
ends and the secular, especially the political culture starts. I
think that today we are close to the golden mean. We are actually,
on the correct path. The state bodies are ready to continue and deepen
this cooperation, which is already yielding positive results," Serzh
Sargsyan said.

Touching upon the process of normalization of the Armenian-Turkish
relations, Serzh Sargsyan underlined that it does not mean refusal
from the efforts for the international recognition of the Armenian
Genocide. President Sargsyan noted that as a responsible role-player
in the system of international relations, the Republic of Armenia
has always been loyal to the fulfillment of its commitments and is
ready to move towards establishment of relations with Turkey without
preconditions and within a reasonable timeframe in line with the
spirit and letter of the signed protocols.

According to President Sargsyan, the international community also
stands for the ratification of the protocols and establishment of
relations without preconditions and within a reasonable timeframe.

Touching upon the concern that the Turkish side is attempting to tie
the normalization of relations with Armenia to the Karabakh conflict
settlement, President Sargsyan repeated that the two processes were
in no way linked. According to Serzh Sargsyan, Armenia moves along
the path of solving those issues separately and is resolute in its
position that it’s necessary to find solutions that will ensure
lasting peace and development in the region.

Episcopalian Meeting of Armenian Apostolic Church on November 2.

"Adjustment of church-state relations is not an easy task. The state
should not interfere with church affairs and vice versa. It’s not easy
to employ this formula in everyday life. It’s hard for us, Armenians,
to draw the border between spiritual and political cultures. But we
are determined to continue cooperation, which already yields results,"
President Sargsyan said.

He also pointed out to the church’s role in upbringing of the younger
generation.

Asked to comment on concerns that Turkey links normalization of
relations with Armenia to resolution of the Nagorno Karabakh conflict,
the President said, "These two processes are not interrelated. We
need decisions which could secure lasting peace and development of
the region."
