U.S. not surprised by Armenia’s decision to suspend normalization with Turkey

The U.S. is not surprised by Armenia’s decision to suspend
ratification of the Turkish-Armenian protocols on normalization of
relations, U.S. State Department Spokesman Philip Crowley said at
press briefing.

"President Serzh Sargsyan’s announcement makes clear that Armenia has
not ended the process but has suspended it until the Turkish side is
ready to move forward. We applaud President Sargsyan’s decision to
continue to work towards a vision of peace, stability, and
reconciliation," Crowley said.

He said the U.S. conducted intensive meetings with the representatives
of Armenia and Turkey in Washigton.

"We have had ongoing contacts with Azerbaijan as well. We understand
that there’s – we had – that both sides had reached a – I won’t say
impasse, but kind of reached a hurdle in the process regarding the
ratification of the protocols," Crowley said.

Balakian says poetry should be ‘part of our society every day’

April may be National Poetry Month, but poet Peter Balakian thinks
it’s "odd."

"Poetry should be part of the consciousness, knowledge and culture of
our society every day," said Balakian, who has written five books of
poetry, including 2001’s "June-tree: New and Selected Poems
1974-2000." He also is director of the creative writing program at
Colgate University, where he has taught since 1980.

As a nonfiction writer, Balakian has an unusual critic: the Turkish
government.

Balakian advocates for recognition of the 1915 Armenian genocide, a
mass deportation and killing of Armenians by the Turks, then the
Ottoman Empire. When Balakian speaks publicly on the topic, protesters
often come to represent the Turkish point of view that the deaths were
a result of World War II and Turkish lives were lost, too.

But that hasn’t stopped him from being heard.

"The Black Dog of Fate," Balakian’s chronicle of his family’s survival
after the genocide, won the PEN/Albrand Prize for memoir. He also
wrote "The Burning Tigris: The Armenian Genocide and America’s
Response."

Here, Balakian answers a few questions about poetry and more.

Who are your favorite poets?

One has many different poets for different domains of the art. It’s
hard to say ‘favorite.’ Poets who remain important to me would
certainly include Whitman and Yeats and Dickinson.

Who have you been reading recently?

Cavafy _ the great Greek poet from the first half of the 20th century
and there’s a new translation of Cavafy out by Daniel Mendelsohn.

What advice do you give young people who aspire to be poets?

In my workshop, I always try to impart to my students the notion that
poetry demands extraordinary precision and compression of language.
It’s the most difficult of arts for its demands on precision and
compression. I think that any young person who wants to go on to be a
poet needs to read seriously in the tradition and in the art. My
students read a great deal. They also come to learn the rigorousness
of the craft and if they are going to be writers, they learn that they
have to be immersed in poetry and become good at revising their poems.
Revision is crucial for any art, of course.

You’ve done a lot of writing about the Armenian genocide that your
grandmother experienced. How did you start writing about this topic?

I tell this story best in my memoir "Black Dog of Fate." I would say
my way into the history of the Armenian genocide came through the
imagination and through the writing of poems. I’m a poet who finds the
imagination is often most alive when it is engaging history, and
history, of course, encompasses culture, art, politics, and more.

Where else do you get your inspiration besides family history?

As a poet I’m interested in the many layers of contemporary life here
and around the globe. I have a new long poem that deals with the
remains of the Bosnian National Library in the aftermath of the
Serbian assault on Sarajevo. I’m interested in how the self struggles
with the contradictory forces of our 21st century imperial American
culture. My new book, "Ziggurat," which will be out in the fall,
engages these issues and visits various spots on the planet.

The Armenian coalition government decided to take the approval of
the protocols between Turkey and Armenia off the parliament’s agenda
until Turkey refrains from preconditions regarding the approval. The
protocols envisage the development of diplomatic relations.

2010, Friday The Armenian coalition government decided to shelve the
approval of the protocols regarding the improvement of Turkish-Armenian
relations.

The protocols were signed by Turkey and Armenia on 10 October 2009 in
Zurich. They envisage the development of diplomatic relations between
both countries. The protocols were to be enforced after they would
have passed through both parliaments. Neither Turkey nor Armenia has
approved the protocols.

The coalition government in Armenia consists of the Armenian Republican
Party, the Party for a Prosperous Armenia and the Law State Party. As
reported by the Armenian "A1+" media agency, the coalition government
stated in a joint announcement that they decided to take the protocols
off the parliament’s agenda until Turkey refrains from putting forward
preconditions regarding the approval.

The parties declared that they do not accept the fact that Turkey’s
Prime Minister Recep Tayyip Erdogan consistently links the issue with
the Nagorno-Karabagh conflict between Armenia and Azerbaijan.

Armenian President Serzh Sargsyan, who just came back from visits
to the USA and Russia, held a meeting on the protocols with the
Armenian Security Council, which includes the political leaders of
the coalition. In a press release made after the meeting, President
Sargsyan said that the country did not drop out of the process of
normalizing relations with Turkey, but that it was suspended for now.

Sargsyan: Reasonable time has been exceeded Sargsyan stated that
Turkey was claiming preconditions and that a reasonable time for the
approval of the protocol had been exceeded.

The president’s speech to the nation made yesterday (22 April) can
be briefly summarized as follows:

Turkey deliberately prolonged the procedure: Turkey did everything
to pass time for a whole year and to make the process fail. Turkey
is not ready to advance the process without prerequisites. We think
that a reasonable time has been exceeded. The application will not
be accepted after 24 April, regardless of Turkey’s issues. We think
that this stage of the normalization process has been exhausted. (On
24 April 1915, 220 Armenian intellectuals living in Turkey were exiled
and then killed.)

Open to sign: We want to maintain our position on the normalization
of relations because we want peace.

If conditions are met: We still pursue the normalization of relations
between Turkey and Armenia. Once we are convinced that Turkey is ready
and that a new leadership in Ankara is ready for participating in
the normalization processes, we will think of putting it forward again.

Gratitude to Abdullah Gul: At the end of the phase that started with
the football match between Armenia and Turkey in September 2008
[which was attended by President Gul] I want to thank the Turkish
President Abdullah Gul for his political correctness throughout the
process and for the development of positive relations between us.

Erdogan: Our commitment persists After the Armenian decision, Prime
Minister Erdogan declared, "They know themselves how to manage the
approval process". Erdogan indicated that attitudes towards Armenia
have not changed and that he assured Armenia of his commitment to
enforce the protocols.

However, considering Karabakh, Erdogan stated, "We explained how to
reach peace in the region. And we are still determined".

Aktar: Process shelved by both sides European Union expert Dr Cengiz
Aktar evaluated the Armenian decision, "The process was shelved by
both sides. The decision confirms this situation".

Regarding Armenian domestic politics, Aktar said that nobody expected
such a statement from Armenia. According to EU expert Aktar, there
might be two reasons for the decision. Sargsyan might have found such
a step a significant measure to silence the opposition since Armenian
domestic politics are currently jammed. The opposition had strongly
objected the protocols.

Another reason might stem from Sargsyan’s recent visit to the USA,
where he might have been prompted accordingly by President Barack
Obama. But this is very unlikely. Even if Obama talks about genocide,
he would not say it in this situation, Aktar argued. (TK/VK)

House Resolution 252 was introduced by Congressman Adam Schiff on
March 17, 2009. The resolution calls on the president to ensure that
the United States’ foreign policy "reflects appropriate understanding
and sensitivity concerning issues related to human rights, ethnic
cleansing and genocide documented in the United States record relating
to the Armenian Genocide." H. Res. 252 passed the U.S. House Committee
on Foreign Affairs on March 4 by a vote of 23 to 22.

On April 21, U.S. Congressional Caucus on Armenian Issues hosted
annual Armenian Genocide Observance, with Speaker Nancy Pelosi (D-CA)
and Majority Leader Steny Hoyer (D-MD) calling for official U.S.
condemnation and commemoration of this crime against humanity.

As Armenian Ambassador to the U.S. Tatul Margaryan noted in his speech,
Armenia-Turkey rapprochement was a chance for Turkey to come to terms
with its past, but it keeps up its negation policy.

"The rapprochement can’t take place to the detriment of Genocide
recognition. International recognition of the Armenian Genocide
will help normalize bilateral ties," the Ambassador said, RA Foreign

YEREVAN, APRIL 22, ARMENPRESS: Armenian National Archive intends to
publish a book dedicated to the 65th anniversary of the Great Patriotic
War. Director of the Armenian National Archive Amatuni Virabyan told
Armenpress that materials on the activity of Armenians in 1939-1945
will be included in the book.

On the occasion of the 65th anniversary of the victory in Great
Patriotic War an exhibition will open on May 7 in the National Archive,
where documents, uniforms, medals and photos concerning those years
will be presented. According to A. Virabyan, thanks to the exhibited
objects and documents interesting details about the participation
and activity of Armenians in World War II will be revealed.

A. Virabyan said that the archive also cooperates with a number of
museums of the republic, which have provided some materials.

Amsterdam University professor Anthony Holslag, the author of "On
the stones of Ararat", has recently delivered a detailed report on
"Comparative analysis of the genocide carried out towards the Armenians
during the WWI period" at the University.

He presented a detailed analysis of the social side of the Armenian
Genocide issue and the impact the mass violations have on the Armenian
communities of the Netherlands and Britain by now.

According to the Armenian Foreign Ministry, in his report the scholar
referred to the phenomenon of the genocide as a challenge to the
humanity and condemned other comments. Genocide is an intention of
annihilating a person, he described.

A. Holslag said he studied the genocide issue not as a political
crisis, but as a dynamic, symbolic act, which allows to observe
the consequences of the terrible phenomenon from social and public
viewpoints.

University professors and students, representatives of the Armenian
community were present.

BOSTON — Each year the Massachusetts state Legislature commemorates
the anniversary of the Armenian Genocide by honoring its survivors,
both past and present. This year the commemoration will conducted
Friday, April 23, at 10:30 a.m., at the Massachusetts State House,
House of Representatives Chamber, Boston. Hosts are Rep. Peter
Koutoujian (D-Waltham), Jonathan Hecht (D-Watertown) and Sen. Steven
Tolman (D-Brighton).

The commemoration will honor the following survivors: Aznive Aznavorian
of Arlington; Naomi Armen, Armenian Nursing & Rehabilitation Center,
Jamaica Plain; Areka DerKazarian (born 1912), Watertown; Vergine
Mazmanian (born 1908) Arlington; Charles Mosesian (born 1912); Miriam

The event will also bestow resolutions honoring Daniel Varoujan
Hejinian for his artistic contributions, and Armenian Independent

Program participants include students from St. Stephen’s Elementary

Academy in Lexington. Musical performance will be presented by the

Construction Violations In Disaster Zone Indicated By The President

ArmInfo. Violations in construction of multistory residential buildings
in the disaster zone will be corrected till May 2010, said Minister
of Urban Development Vardan Vardanyan in a press conference on Tuesday.

During his visit to Gyumri on Dec 23 2009, President Serzh Sargsyan
indicated at defects in the interior furnishing and gasification of
flats of Mush-2 quarter. In fact, an extraordinary discussion was held
on the spot. Serzh Sargsyan charged to remove all the defects in the
new buildings till 15 May 2010. "The necessary work is partially over,
and till May 15 it will be finally completed," the minister said.

Mush-2 consists of 22 apartment houses with a total of 1.056 flats.

The finishing of the buildings will cost 3.3 billion drams. The
minister said that nearly 300 million drams were saved thanks to
optimization of construction materials supply (directly by vendors).

"We can invest the saved funds in new housing and schools
construction," the minister said.

The government is expected to finally settle the housing problems of
the population in the zone of 1988 earthquake till 2013. Nearly 7000
people are still waiting for their flats at present.
