Armenia will continue to financially support Artsakh: Pashinyan

ArmInfo.The salaries of all civil servants of Artsakh in 2021 were paid from taxes paid by the people of Armenia. Prime Minister of Armenia Nikol Pashinyan stated this on  May 31 during the discussion of the report on the implementation of  the state budget of the Republic of Armenia for 2021.

Pashinyan recalled that after the end of the 44-day war, from  November 2020 to the end of 2021, Armenia allocated a total of 136  billion drams ($280 million) to Artsakh and does not intend to stop  there. Within the framework of the financing, the costs of utility  bills for the population of Artsakh were covered. All salaries of the  Artsakh state employees were also paid by the Government of the  Republic of Armenia. "This means that in 2021 the salaries of all  civil servants, from the members of the National Assembly to the  government of Artsakh, teachers and others, were paid by the  government of the Republic of Armenia, including healthcare expenses  of Artsakh, at the expense of taxes paid by the people of the  Republic of Armenia", the prime minister said.  

In 2019, the state budget of Artsakh amounted to about 118 billion  drams (about $250 million), of which about 58 billion was transferred  from the Republic of Armenia. In 2021, the revenue part of Artsakh's  budget amounted to 174 billion drams, of which 128 billion drams was  also received from Armenia. "That is, the support of the Republic of  Armenia to Artsakh in 2021 increased by 122% or 70 billion drams,  while the budget of Artsakh as a whole increased by 48% or 45 billion  drams. 73% of Artsakh's budget for 2021 was transferred by the  Government of the Republic of Armenia", he noted.  

In accordance with the budget for 2022, financial assistance has been  increased to 144 billion drams (about 300 million US dollars). In  addition, Armenia will provide Artsakh with an additional 50 billion  drams (over $100 million) for housing construction programs. Of  these, 20 billion drams (slightly more than 40 million dollars) in  2022, the RA Prime Minister said.  

Armenian Defense Ministry denies appearance of new Azerbaijani checkpoints in Syunik region

Azerbaijani units have once again advanced in the mountainous terrain opposite the village of Nerqin Hand in Armenia's Syunik region, Sputnik Armenia reported.

Earlier, Sputnik Armenia, on the basis of fresh satellite images, recorded a new advance of the enemy in two sections in the mountainous terrain located in the direction of the village. Prior to the publication, the publication sought a comment from the Defense Ministry but did not receive one.

Afterward, the Defense Ministry confirmed that the Azerbaijani Armed Forces had invaded the territory in the direction of the village back in spring 2021. Later they left the territory due to weather conditions and returned after the snowfall. There was no official information about this until March 2022. At the same time, it is clear that the Azerbaijani Armed Forces made their way in this direction in March-April 2022, which can be seen in the satellite photos. The fresh images show that in addition to the already established advance (Arrow 1) Azerbaijani border troops have advanced in two other areas (Arrows 2 and 3), penetrating deeper into the territory of the Syunik region. In one case (Arrow 2) active road construction works were carried out after April 20, in the other (Arrow 3) presumably in May.

Today, however, the Armenian Defense Ministry says there is no repeated advance of Azerbaijani units in front of Nerqin Hand village in Syunik region. The defense ministry circulated a statement in which, referring to its statement of March 21, notes that the deployment of Azerbaijani units in the specified section of the border occurred after November 9, 2020, i.e. in the post-war period. "And immediately after fixing the fact of deployment, the Armenian Armed Forces took the necessary measures to take control of the Azerbaijani units, as a result of which the movement of Azerbaijani military is fully controlled by the Armenian forces, and any attempt to advance will lead to retaliation," the statement says.

The Defense Ministry urged to refrain from spreading information that "damages the authority of the army and causes unwarranted tension in the society."

Khachik Baghdasaryan, the village headman, also confirmed to the newspaper Pastinfo the fact of appearance of the new post in front of the village. However, he said he did not know who the post belonged to.

Earlier Sputnik Armenia found out that Azerbaijani units had infiltrated into the Armenian territory much to the south, near the height called "Vardasar". The Defense Ministry at first denied this fact, but later at the request of Sputnik Armenia confirmed the advance, stating that it took place a year ago. The publication was told that the enemy positions were established in May-June 2021.

EAFJD critical of European Council`s mediation between Armenia, Azerbaijan

ArmInfo.As a pan-European civil society grassroots organization the EAFJD and its committees, representing a significant part of the European citizens of Armenian  origin, express their profound discontent with the recent statement  of the President of the European Council Charles Michel following the  trilateral meeting with the Armenian Prime Minister Nikol Pashinyan  and Azerbaijani President Ilham Aliyev on 22 May, 2022, reads a  statement by the Hay Dat Europe office.  

Mediating for peace is necessary and welcome. Nevertheless, it is  essential to ensure that peace is negotiated based on justice and not  by cornering the side that has been a victim of vicious aggression of  the tandem of two authoritarian regimes, such as Azerbaijan and  Turkey which i.a. deployed jihadist fighters against the native  Armenian population of Nagorno Karabakh. It is unacceptable for an EU  leader to mediate for peace by sacrificing the fundamental rights and  needs of the oppressed side.

Unfortunately, the recent statement of president Michel disregards  key principles of EU's documented approach towards the resolution of  the Nagorno Karabakh conflict and overall endorses the Azerbaijani  stance on the conflict resolution in some crucial aspects.

Deviating from the EU's decade-long approach as well as that of all  the relevant international documents, Charles Michel uses the vague  wording "Karabakh" instead of "Nagorno Karabakh" which is a political  entity with a defined territory. Thus, the President of the European  Council repeats the narrative of the Azerbaijani President,  insinuating that Nagorno Karabakh as an entity does not exist and is  genocidal in its essence. 

In March 2022, the European Parliament adopted a resolution by  overwhelming majority on the ongoing destruction of the Armenian  religious and cultural heritage in Nagorno Karabakh, acknowledging  that "the erasure of the Armenian cultural heritage is part of a  wider pattern of a systematic, state-level policy of Armenophobia,  historical revisionism and hatred towards Armenians promoted by the  Azerbaijani authorities". Using the term Karabakh is clearly a part  of the ongoing Azerbaijani policy of ethnic cleansing against the  indigenous Armenian population of Nagorno Karabakh and is genocidal  in its essence.

We herewith remind Mr. Charles Michel that in his capacity as the  President of the European Council he should base the mediation on the  following facts and aspects:   

The Comprehensive and Enhanced Partnership Agreement between the EU  and Armenia (CEPA), which entered into force in March 2021,  "recognizes the need to achieve that settlement of the Nagorno  Karabakh conflict on the basis of the purposes and principles  enshrined in the UN Charter and the OSCE Helsinki Final Act,  including the equal rights and self-determination of peoples, as one  of the three Basic principles."

Any direct control of Baku over the Nagorno Karabakh inevitably means  ethnic cleansing of its millennia- old native Armenian population.  Hence the question of the status of Nagorno Karabakh which must  reflects the democratic _expression_ of will of the Armenian population  of Nagorno Karabakh is primordial in ensuring the long-term,  sustainable security of the population and guarantee their right to  live in their homeland. 

Unblocking transportation/communication links must be carried out in  full respect of sovereignty of the Republic of Armenia. Any potential  risk of creating a new ground for conflict must be excluded.

Border delimitation and demarcation between Armenia and Azerbaijan  cannot be a consequence of the use of force and must not be carried  out hastily without taking into consideration all the details of its  consequences.

Azerbaijan must immediately stop its state policy of Armenophobia in  all its manifestations

Following inter alia by the European Parliament as well as that of a  number of parliaments of the EU Member states, Azerbaijan must  immediately and unconditionally release all the Armenian prisoners of  war and captives.

The EAFJD also expects from the Armenian Government to insist on all  the above-mentioned aspects during the negotiations.

European Armenian Federation for Justice and Democracy

According to the statement by President of the European Council   Charles Michel following his meeting with the Armenian and   Azerbaijani leaders, "the leaders agreed on the need to proceed with   unblocking the transport links. They agreed on the principles   governing transit between western Azerbaijan and Nakhichevan, and   between different parts of Armenia via Azerbaijan, as well as   international transport through communications infrastructure of both   countries. Notably they agreed on principles of border  administration, security, land fees but also customs in the context   of international transport. The Deputy Prime Ministers will take this   work forward in the coming days."

The statement does not contain a single word about Nagorno-Karabakh's   status. In his statement, Mr Michel used the term "Karabakh" instead   of "Nagorno-Karabakh". The statement does not mention either the   trilateral agreements between the Armenian, Azerbaijan and Russian   leaders or other settlement principles. 

Moreover, after Mr Michel issued his statement, Google maps showed   the Armenian settlements and government agencies in Nagorno-Karabakh   under Azerbaijani names.  

Subway: protesters glued emblems with flag of Artsakh on cars

Representatives of the Resistance Movement held an action of disobedience on the territory of the Yeritasardakan station of the Yerevan subway.

“This time we will not stop the operation of the subway, as soon as the cars arrive, we will stick emblems with the flag of Artsakh. Remember how yesterday they ripped off the flag of Artsakh from the carriage, well, let them do it now,” Hovhannes Harutyunyan, the founder of the Voice of Youth initiative, said live on his Facebook page.

Young people attached stickers with the flag of Artsakh to the walls of the Yeritasardakan station of the Yerevan subway. The protesters are also chanting "Armenia without Nikol [Armenian PM Nikol Pashinyan – ed.]."

Armenia police detain 300 at anti-government protests

Armenian police on Tuesday detained nearly 300 opposition supporters who tried to block the streets of the capital Yerevan, which has been gripped by anti-government protests for a month.

Since mid-April, opposition parties have been organizing rallies demanding the resignation of Prime Minister Nikol Pashinyan over his handling of a territorial dispute with Azerbaijan.

On Tuesday morning, hundreds of opposition supporters tried to block streets in central Yerevan, an AFP journalist testified.

The Armenian police department said that “286 people who disobeyed law enforcement officers’ legal demands were briefly detained.”

Archenemies Armenia and Azerbaijan have fought two wars, in 2020 and in the 1990s, over the long-contested Nagorno-Karabakh region.

Six weeks of fighting in the fall of 2020 claimed more than 6,500 lives and ended with a Russian-brokered ceasefire agreement.

Under the deal, Armenia ceded swathes of territory it had controlled for decades and Russia deployed some 2,000 peacekeepers to oversee the truce.

The pact was seen in Armenia as a national humiliation and sparked weeks of anti-government protests, prompting Pashinyan to call early parliamentary elections that his Civil Contract party won last September.

Opposition parties have accused Pashinyan of planning to cede parts of Karabakh still under Armenian control to Baku.

Ethnic Armenian separatists from Nagorno-Karabakh broke away from Azerbaijan when the Soviet Union collapsed in 1991. The ensuing conflict claimed some 30,000 lives.

YEREVAN, MAY 18, ARMENPRESS. For about two years the joint project of the Foundation for Armenian Science and Technology (FAST) and the Armenian Ministry of Defense gives new opportunities to pre-conscription age men to serve their scientific, technological, engineering and math knowledge in the targeted sectors of the Armenian Armed Forces.

FAST organizes trainings 6 months before each draft. This 6-month training is free of charge and is a wonderful educational and professional opportunity for future conscripts to prepare as much as possible for the entrance exam to the "Unit 1991" that is organized by the Ministry of Defense. Participants, who successfully complete all the exams, start service in the Unit.

Speaking to ARMENPRESS, one of the program trainers Nshan Potikyan said that the preparation courses started in January 2020. “The courses allow all future conscripts to deeply study the directions of data science and artificial intelligence, by paying great attention to the respective sections of higher mathematics and programming”, he said.

Potikyan said one of the goals of the project was to ensure continuous education, because now pre-conscription age men, after entering a university, are immediately drafted into the army. That’s why the necessity of this training emerged so that these men serve in the special unit and also continue their professional education.

Talking about the opportunities of the course, the specialist said that those participants, who fail to enter into the service in the "Unit 1991", get knowledge in any case and at least understand what is artificial intelligence. As for those who succeed, they gain much more knowledge and skills during their service years, as well as bring their contribution to important projects in the Armed Forces. And most importantly, he noted, that these men start their future career from an early age.

“The program is intended for pre-conscription age men and young women who have at least a Bachelor’s degree in science, technologies, engineering and mathematics and are ready to join the Defense Ministry’s projects after the completion of the course on voluntary or contract basis. Applicants, who pass the stages of testing and interviewing, participate in the 6-month and 12-month free course on data science and artificial intelligence”, Potikyan said.

He said the course consists of 5 parts: Mathematics, Programming, Machine Learning, Deep Learning and graduation programs.

Alexander and Hovhannes, who participated in the previous stage of the preparation course, are currently waiting for their turn of conscription in direction of machine learning and artificial intelligence.

They say that the project enabled them to study and specialize in mathematics and to some extent in programming. It also allowed them to enter into the world of artificial intelligence they had no idea about before.

The current participant of the course Koryun said he had no idea about artificial intelligence before. “By learning about the project I applied and now I am very happy because I get a lot of knowledge and I am sure that we will become a specialist to some extent after the completion of the project”, he said.

A total of 410 young people participated in the preparation courses of the Unit 1991. A new admission is expected soon and will be announced in advance.

Around 6000 people arrived in Armenia with Ukrainian documents: most of them are Armenians

Due to the current Russia-Ukraine conflict, the process of immigration from these countries to Armenia has been activated, Head of the Strategy Development Department at the Office of High Commissioner for Diaspora Affairs of Armenia Hovhannes Aleksanyan said during a press conference in Armenpress.

He said that many ethnic Armenians are interested in acquiring Armenian citizenship, getting different residency statuses.

“According to the data of the first quarter, there have been around 6000 border crossings into Armenia with Ukrainian documents, in other words, they entered our country with Ukrainian documents. Most of them are Armenians. Due to the escalation of the situation, the government of Armenia prepared brief information about the checkpoints of crossing by the Western border into the EU states – Poland, Slovakia, Hungary, Romania, which helped many of our compatriots to leave Ukraine. In addition, we gathered the Armenian communities in these 4 EU states, who managed to create stop stations for our compatriots for organizing the return to the homeland. The Armenian communities provided major support in accommodating the people, solving the documentation issues, assisting financially, sending them off, for which we are grateful”, Hovhannes Aleksanyan said.

Armenia provided some support to those ethnic Armenians who lacked financial means of leaving Ukraine, tickets were purchased for their return to homeland. Aleksanyan said that there was a moment when the Armenian communities in the EU states, especially that in Poland was very overloaded and the capacities were not so big. The Office of the High Commissioner sent a letter to the government requesting to rise the funding of the embassies in order to continue providing the support to the citizens.

“Yes, a special flight was not organized, but there is support in other format, and the families, who apply to the embassy, are able to use that opportunity. I would like to state that the German government finances the return program. “Those who are citizens of Armenia and have temporarily resided in Germany after leaving Ukraine, could apply to the German government for getting a financial aid”, Hovhannes Aleksanyan said.

The next stage of the support provided to Armenians who left Ukraine is already being done in Armenia. The Office of High Commissioner for Diaspora Affairs is currently implementing a 4-component project with the Armenian Missionary Association of America (AMAA). The first component is subsidizing the rent of the apartment up to 70,000 drams. The second component is educational as there are families from Ukraine whose children study in Armenian universities. If they submit the respective documents, they could get a subsidy for the tuition fee. The third component relates to healthcare issues, and the 4th one is the one-time assistance. Nearly 80 families from Ukraine, who have settled in Armenia, have already applied to the Office for using the different components of this project.

The Armenian community of Ukraine is the 4th largest in the world, with a population of about 400,000 ethnic Armenians. Hovhannes Aleksanyan said that thousands of ethnic Armenians in Ukraine have no plans to leave the country as they have conscription-age sons, husbands, property, etc.

Azerbaijani press: Azerbaijan denies Russian claims on biological warfare centers in country

Azerbaijan has denied the information on the availability of scientific research centers on biological warfare, State Security Service of Azerbaijan has reported. 

The agency noted that Russia's representatives have repeatedly stressed that Azerbaijan has centers conducting scientific research on biological warfare, which are financially supported by third countries.

According to the agency, these statements are serious a serious cause for public concern.

"In this regard, we would like to note that such scientific centers have never functioned in Azerbaijan, and no research that could be harmful to people's health has been carried out. It's regrettable that such misinformation is being voiced at international events, as well as at the UN. Meanwhile, based on partnerships, we're ready to investigate specific facts if they're provided by the opposite side on this issue," the statement said.

Azerbaijan has never used biological warfare, on the other hand, it was a victim of eco-terrorism from the Armenian side. 

E co-terrorism often described as environmental warfare consisting of the deliberate and illegal destruction, exploitation, or modification of the environment as a strategy of war or in times of armed conflict. Currently, eco-terrorism is what we can call actions of Armenia in legal Azerbaijani territories during the last 30 years.

Armenians resorted to large-scale acts of ecological terror in regions they had to leave under the trilateral November peace deal that stipulated the return of Azerbaijan’s occupied territories.

The clashes between Armenia and Azerbaijan escalated for the second time in 2020 after Armenia's forces deployed in the occupied Azerbaijani lands targeted Azerbaijani civilian settlements and military positions, causing casualties among civilians and the military. In the early hours of September 27, Azerbaijan launched a counter-offensive operation that lasted six weeks. The operation resulted in the liberation of Azerbaijan's occupied lands.

A Russia-brokered ceasefire deal that Azerbaijan and Armenia signed on November 10, 2020, brought an end to the 44-day war between the two countries. The Azerbaijani army declared a victory against the Armenian troops. The signed agreement obliged Armenia to withdraw its troops from the Azerbaijani lands that it had occupied.

Azerbaijan and Russia have mutual cooperation in different fields, such as economy, agriculture, customs, communications, high technology, and others. More than 230 intergovernmental and intercompany documents have been signed between the two countries and six "road maps" are being implemented.

YEREVAN, MAY 9, ARMENPRESS. Iranian Minister of Energy Ali Akbar Mehrabian will arrive in Yerevan to take part in the sitting of the Armenian-Iranian Joint Commission on Economic Cooperation, which will take place on May 10-11, ARMENPRESS reports, the Mehr News informs.

The Commission will discuss a number of topics, including trade and offsetting, investment, transit and transportation, electricity, oil and gas, banking and finance, standards, tourism, healthcare, and more.

Within the framework of the sitting of the Commission, a trade conference will be held with the participation of the representatives of the private sector of the two countries.

Mehrabian will also discuss with Armenian officials the developing relations between the two countries and the volume of mutual trade.

The Iranian Minister of Energy will arrive in Armenia with the Deputy Minister of Petroleum of Iran, the Director of the National Iranian Gas Company, the Deputy Minister of Roads and several other Iranian officials.
