Joint statement: Armenia officials’ statements on captives pose obstacles to human rights activities

The Human Rights Defender (Ombudsman) of Armenia Arman Tatoyan, as well the defenders at the ECHR of the interests of Armenian captives and human rights activists Siranush Sahakyan and Artak Zeynalyan, have issued a joint statement on the video publicized Tuesday—and with the participation of speaker Alen Simonyan of the National Assembly of Armenia.

In the video, he makes untrue assessments of the ombudsman and human rights activists' August 9 Special Public Report on Azerbaijan's accountability for torturing and inhumanely treating Armenian captives.

The aforesaid joint statement reads as follows, in particular:

First of all, we consider it inadmissible to videotape a person's private relations, dialogue, and disseminate it without his informed consent.

Regarding the attributions and qualifications voiced to the Joint Special Report, we note:

1. The Speaker of the RA National Assembly Alen Simonyan attributes non-existent facts to the joint special report, as, for example, he mentions that cases of rape of repatriated captives were registered in the report, whereas here is no word on rape in the report.

The personal extraordinary data of any one of the captives, including a photo and video, was never published in the Joint Special Public Report.

2. We would like to inform that in the Joint Special Public Report the international standards of fact-finding work were used in order to confirm the facts of torture of captives. In this respect, the fact-finding work on establishing the fact of torture does not imply that the human rights activist conducting the fact-finding must necessarily be present or involved in the torture process.

Those holding high positions are obliged to separate fact-finding work and complicity.

3. The Joint Special Public Report does not identify and does reveal repatriated captives who have been subjected to torture and inhuman treatment.

Instead, the Joint Special Public Report highlights the patterns and general forms of torture that, as a rule, have typically been used against Armenian captives in the Republic of Azerbaijan.

At the same time, the Joint Special Public Report states that the forms and means of violence against captives were different in each case.

4. In addition to the abovementioned, the repatriated Armenian captives themselves have given interviews to various media outlets, openly presenting the tortures they were subjected to during their stay in the Republic of Azerbaijan.

Moreover, during the investigation, the testimonies of the repatriated Armenian captives about torture and inhuman treatment were published by the RA investigative bodies.

5. We consider it necessary to emphasize that the provision of abstract information when submitting data on the torture and inhuman treatment of Armenian captives to international organizations has no effectiveness.

When initiating international legal processes, detailed and concrete data are needed, not statements and assertions.

Therefore, we strongly urge high-ranking officials to refrain from publicly speaking on such sensitive issues, not to exploit them for political or other purposes, as they are successfully used by Azerbaijan before international organizations, including the judiciary, to defend itself for its own benefit and to the detriment of the rights of the Armenian captives

Unrealistic statements or qualifications made by high-ranking officials about professional reports pose obstacles to human rights activities.

Yerevan police apprehending protesters who are blocking Marshal Baghramyan Avenue

The police have apprehended opposition activist Vahagn Chakhalyan, a member of the Kamq (Will) initiative, from Marshal Baghramyan Avenue—in front of the National Assembly (NA) of Armenia building, where a demonstration of the relatives of the missing and captured servicemen is taking place.

These protesters have closed off the aforementioned avenue.

At one point, a shoving match occurred between police and protesters, and police began apprehending some demonstrators.

These missing and captured soldiers’ families, who are protesting at the entrance of the NA since the morning and have blocked Derenik Demirchyan Street—at the side entrance to the Armenian parliament building—have now closed off Marshal Baghramyan Avenue—in front of the main NA entrance.

They are protesting the fact that NA speaker Alen Simonyan had called the captive Armenian servicemen "deserters."

Turkish press: Logistics is everything: Turkey’s defense industry gears up for more

Military logistics has always been a principal issue, since it must be addressed properly or it disrupts the movement, supply and maintenance of military forces as well as the ability to sustain operations in times of its absence. Although the term has a simple reference and ample explanations from earlier times as it was defined in Antoine-Henri Jomini's "Summary of the Art of War," as “the practical art of moving armies,” logistics, together with military support and sustainability, have become a lot more complicated in modern times. Turkey’s defense industry, which sees it as inextricable from its numerous projects, must advance forward.

For the equation of producing and maintaining a product in the defense industry, it is important to develop the after-sales support of a product and to plan all logistics activities, said Uğur Coşkun, vice chairperson of the board of Defense and Aerospace Industry Manufacturers (SASAD).

“Turkey’s defense industry companies have internalized the issue of logistics systems and it has become an integral part of defense industry projects,” he said on Tuesday.

Coşkun was speaking at the Defense Logistics and Support Summit (DLSS) held in the capital Ankara for the first time this year, bringing together sector officials, military personnel, defense industry researchers as well as industry and logistics firms.

The summit, Coşkun said, is the first in the country and also one of the rare such events organized worldwide.

The local defense industry has products superior to its peers whose competencies and capacity are increasing day by day, Coşkun said, which is why “the sector needs to give more weight to logistics systems."

"After exporting a product, supporting and maintaining it, and ensuring customer satisfaction, it will help pave the way for the defense industry,” he said while also emphasizing the sustainability of the product and the need to introduce new ones to the market.

“DLSS will make a very meaningful contribution to the development of the industry,” he said.

DLSS Organizing Committee Chairperson Sami Atalan who is also a military doctrine and operations compliance analyst at local defense firm Mildata, said at the opening of the event that “operational logistics is an integral part of support and security strategies.”

He said: “the need for logistics will change over the next 10 years, under the influence of modernization and the nature of warfare, such as robotic systems, automation, predictive logistics and maintenance,” and added that, “according to the developing international service sector trends, defense industry and logistics capabilities will play an important role in the exports of countries.”

“Today, the Turkish Armed Forces (TSK) benefits from the development of the private sector to provide the logistical support it needs. The DLSS also serves this purpose,” Atalan said.

The sector official highlighted that “strategy is inseparable from logistics and the operational logistics capabilities stand out as an element of superiority."

For example, he said, “fortification is a subject that is rarely talked about, but is one of the most important line support needs, which ensures the continuity of maneuver and movement of forces.”

Atalan, who quoted NATO’s definition of the concept of logistics as, “The science of planning, conducting and sustaining the movements of the armed forces,” added, “if war is an art, logistics is a science.”

Cem Eken, product support unit manager at the Turkish land vehicles manufacturer FNSS, which exports products worldwide, also participated in the summit as a speaker, commenting on his company’s services in terms of logistics.

Eken said that they currently have a logistics support service deal with Turkey’s Presidency of Defense Industries (SSB) that includes one of their latest services, namely the remote maintenance service.

The agreement, which covers tracked and wheeled weapon carrier vehicles whose deliveries are ongoing, foresees “using the existing capabilities of the Land Forces Command to the maximum extent, ensuring that the vehicles are at a high level throughout their life cycle, with material, technical support and repair services during the warranty period and after the warranty period.”

Its main aims are the maximum use of available abilities, use of original spare parts, continuous and fast technical support access, malfunction analysis and an uninterrupted user-manufacturer-subcontractor relationship.

The additional services also include cross-border repair services, maintenance and on-the-spot repair services, among others.

The augmented reality-supported remote maintenance service, meanwhile, is set to provide the same services as on the spot remotely, ensuring instant data sharing while providing data security with its server-based system. It aims to significantly reduce the risks occurring during military operations in high-risk areas.

During the two-day summit, a cooperation protocol was also signed between Turkish defense industry stakeholders.

The Scientific and Technological Research Council of Turkey (TÜBITAK)'s Defense Industries Research and Development Institute (SAGE) and DASAL Aviation Technologies, a joint affiliate of local defense giant Aselsan and Altınay Defense, signed a deal for the collaboration of the Togan weapon system integration into the DASAL aviation platforms, namely their drones.

Gürcan Okumuş, Director of TÜBITAK SAGE, said that in the agreement, “Togan is a whole weapon system developed as the weight equivalent of 81 mm mortars with increased efficiency with multiple means of transport and release possibilities. The Togan Weapon System, which we produced as TÜBITAK SAGE, has now been integrated into different classes of UAVs thanks to this cooperation with DASAL Aviation. We see that efficient and effective systems emerge with the combination of our products.”

Mehmet Emin Ilkmen, chairperson of DASAL Aviation Technologies, for his part, stated the cooperation includes the integration of the weapon system on three different UAV platforms with three different carrying capacities: 15, 75 and 150 kilogram-capacity (33, 165 and 330 pound-capacity) drones.

The Heavy+ class UAVs which can carry eight to 12 pieces of Togan ammunition, can advance at a speed of 100 kph (62.14 mph) and has a range of 40 kilometers (24.86 miles).

The other two platforms can effectively use six and two pieces of Togan ammunition at a range of 20 kilometers and 10 kilometers, respectively.

“All of these platforms are designed to increase their efficiency in the field by using them with suitable land vehicles. Thanks to this important cooperation, a cost- and logistics-efficient tool was developed. Operations can be carried out at low costs,” Ilkmen said.

Ankara Chamber of Industry (ASO) Chairperson Nurettin Özdebir speaking at the opening said, “defense expenditures also have an impact on the growth of the economy.”

“According to analyses,” he said, “in the developing country group, which includes Turkey, defense expenditures positively affect investments in other fields.”

He said that the turnover volume of Turkey’s defense industry, which was $1.3 billion in 2002, has now reached $11 billion. The sector has reached an export volume exceeding $3 billion from its earlier export capacity of $248 million. The localization rate of the sector increased from 20% to over 70%.

Defense industry projects financed by public resources have reached 1,100 in the last three years. The 2020 budget of currently ongoing defense projects has exceeded $55 billion. With an annual research and development (R&D) expenditure of $1.7 billion, it has become the sector that makes the most R&D investments in Turkey.

Meanwhile, in 2017, under the SSB, a platform for the life cycle management for the Turkish defense industry was established, which addresses the delivery period together with the period in which the products used and the logistical support period, aiming to produce solutions tailored for Turkey in life cycle management, product support and related issues in programs and projects to be carried out in the field of defense and security.

Armenian Ombudsman to meet with a number of top officials during France visit

YEREVAN, DECEMBER 6, ARMENPRESS. Human Rights Defender of Armenia Arman Tatoyan will hold meetings and consultations with a number of top officials in France this week, his Office said in a statement.

Ombudsman Tatoyan has been invited to France by the Armenian National Committee.

He will meet with the Members of the European Parliament, as well as the Armenian community, the Armenian organizations of the Diaspora.

Discussions in the Council of Europe are also planned during the visit.

Armenian parliament speaker tries to justify himself after scandalous video recording emerges online

There are numerous hero soldiers in the Armenian army, but unfortunately, there are soldiers, including officers, who failed to fulfill their duties and were taken prisoner, Armenian National Assembly Speaker Alen Simonyan told reporters in the parliament on Tuesday, commenting on the scandalous video recording of him talking about prisoners of war (POWs).

In the video, which emerged online earlier on Tuesday, he says: "I consider those POWs as non-existent”. According to Simonyan, the servicemen in question laid down their arms, fled and got lost, as a result of which they ended up in Azerbaijani captivity.

The parliament speaker noted that those who did not fulfill their military duties and were taken prisoner must be held to account.

As for the statement that "those POWs are non-existent” for him, Simonyan claimed that the video was edited. He explained that the part of the conversation was about the position of the state in various situations and negotiations. He regretted that some people introduced themselves as supporters, addressed questions to him and secretly recorded the conversation.

"During the conversation I noticed a young woman pointing her phone at me. I asked her not to film as I didn't want our conversation to be made public. She assured me that she was not recording," Simonyan said.

YEREVAN, DECEMBER 4, ARMENPRESS. The number of confirmed coronavirus cases in Russia grew by 32,974 in the past 24 hours, bringing the total number of infected to 9,769,011, TASS reports citing the federal anti-coronavirus crisis center reported on Saturday.

The increase in new cases totaled 0.34% in relative terms.

Particularly, 2,528 new coronavirus cases were registered in St. Petersburg in the past 24 hours, 2,075 in the Moscow Region, 887 in the Samara Region, 840 in the Krasnodar Region, 739 – in the Voronezh Region.

The number of active cases currently stands at 1,017,126 in Russia.

The number of fatalities related to the coronavirus increased by 1,215 in Russia in the past 24 hours compared to 1,217 on the previous day, bringing the total number of coronavirus deaths in the country to 280,072, the anti-coronavirus crisis center reported on Saturday.

‘Bus of Shame’ – Azeri propaganda effort on occupied Shushi smashed by Thessaloniki authorities

YEREVAN, NOVEMBER 24, ARMENPRESS. An Azeri propaganda effort to falsely depict the Armenian town of Shushi as Azerbaijani was swiftly removed by Greek authorities after a public bus in Thessaloniki was seen with an advertisement promoting the Azeri occupation of the Armenian city.

The Greek City Times newspaper described it as “The Bus Of Shame.”

The newspaper reports that the Armenian community asked the Thessaloniki city authorities to remove the advertisement, “which was done without hesitation.”

“Although the advertisement has been removed, it does bring into question why it was ever allowed to be displayed,” the newspaper added.

Armenian Security Council Secretary, Russian Ambassador highlight need for quick start of demarcation, delimitation

“The meeting focused on the current situation on the Armenian-Azerbaijani border. In this context the sides emphasized the necessity of quickly starting the Armenian-Azerbaijani border demarcation and delimitation process”, the statement says.

The sides reaffirmed the complete implementation of the agreement reached earlier, that is the exchange of prisoners of war with “all for all” principle.

Armen Grigoryan and Sergei Kopyrkin also discussed the unblocking of communications in the region.

Turkish press: Turkey’s Asisguard equips mini-UAV with grenade thrower

Turkish defense firm Asisguard has equipped its new mini-unmanned aerial vehicle (UAV) with 40-milimeter (1.6-inch) grenade thrower.

After attaching a 5.56-milimeter gun, the firm took the drone, called Songar, a step further, Barış Düzgün, the firm's general manager told Anadolu Agency (AA) during the SAHA Expo, a major defense event in the Turkish metropolis Istanbul.

After opening its doors on Wednesday, the four-day event is showcasing Turkey's defense products including UAVs, weapons, radar systems, and land and naval vehicles.

There are also panels on various topics such as the space program, defense industry cooperation and engine development.

Düzgün said his firm aims to provide a single type of drone with various payloads instead of designing different drone types.

For next steps, he said the firm plan to equip the drone with smoke bombs so it can help stop riots.

Work to equip the drone with a high-power laser system is ongoing, and during the expo a protocol will be signed by Asisguard, Turkish defense firm Havelsan, and the Informatics and Information Security Research Center of the Scientific and Technological Research Council of Turkey (TUBITAK BILGEM), he said.

In addition, work on a missile option is proceeding rapidly, he added.

"R&D is like planting seeds, you have to continue for a long time," he stressed.

On exports, he said the drone has been exported to two countries so far and that talks with three countries have come to the signing phase.

He stressed that the firm first tries new payloads in Turkey, and then offers them to other countries.

In recent years, Turkey has become a rising star in the global defense and aviation industry.

Especially in aviation and UAVs, Turkey has several companies and brands such as Baykar and TAI which produce aerial vehicles using mostly local resources.
