Turkey Gets Clinton Pledge On Genocide Resolution

ISTANBUL (Reuters) – U.S. Secretary of State Hillary Clinton has
assured Turkey the White House opposes a congressional resolution
labeling the World War One massacres of Armenians in Turkey as
genocide, the Turkish Foreign Ministry said Monday.

The ministry issued the statement after a telephone call between
Clinton and Foreign Minister Ahmet Davutoglu Sunday.

The United States is keen to smooth over relations with Turkey, NATO’s
only Muslim member, and a key ally in trouble spots from Afghanistan
to the Middle East.

Turkey recalled its ambassador in Washington after a U.S. House of
Representatives committee approved a non-binding resolution on March
4 calling on President Barack Obama to refer to the killings of as
many as 1.5 million Armenians almost a century ago as genocide.

The full House of Representatives is due to consider the resolution,
although it was unclear whether it would go to a vote or had enough
support to pass.

"Secretary Clinton emphasized that the U.S. administration opposes
both the decision accepted by the committee and the decision reaching
the general assembly," the statement said.

Turkey wants to be sure that Obama will not use the term genocide in
an address scheduled for April 24, and has halted high profile visits
by officials.

Davutoglu told Clinton the congressional committee’s resolution
had negatively affected efforts to improved stability in the South
Caucasus.

While Turkey and Armenia are trying to normalize relations and open
their shared border, progress is complicated by hostility between
Armenia and Turkey’s fellow-Muslim ally, Azerbaijan.

Clinton said U.S. officials hoped Prime Minister Tayyip Erdogan would
attend a summit in Washington next month on nuclear disarmament,
the foreign ministry statement said.

Davutoglu said Erdogan would decide in the next few days whether to
attend the meeting on April 13 and 14. More than 40 world leaders
are expected at the summit.

Turkey has offered to use its close ties with Iran in Tehran’s dispute
with the West over its nuclear program, but has indicated it may not
support a fourth round of U.N. sanctions being prepared by the United
States and other Western powers.

More than 20 countries recognize the killings of Armenians by Ottoman
Turks nearly a century ago as genocide. Turkey argues that both Turks
and Armenians were killed during the chaos of war and the break-up
of the Ottoman Empire.

Today, President Serzh Sargsyan hosted the member of the world-famous
Deep Purple rock group Ian Gillan and Director of the Rock Aid Armenia
project Jon Dee.

The President of Armenia welcomed the visit of the celebrated group
to the Republic of Armenia and noted that it was a great event in
our musical life.

Addressing the renowned musicians, Serzh Sargsyan said, "Naturally,
nobody doubts that you always perform in totally packed concert halls,
in the warm atmosphere of affection. However, in Armenia you will
witness a different kind of warmth: it is not only affection for talent
but also warmth of gratitude. We are grateful people and will not
forget that after the devastating earthquake of 1988 you were with us."

President Sargsyan thanked Jon Dee, who in those difficult times
brought together world-famous musicians so that through their music
they could help Armenia and her people to heal severe wounds inflicted
by the disaster. "You accomplished that difficult task brilliantly,"
stressed the President of Armenia.

"We are glad and we are happy that were able to have our modest input,"
the celebrated rock stars said. Ian Gillan added that he would never
forget his visit to Spitak twenty years ago and was happy that today
could bring them his music.

Speaking about the Yerevan concert, Ian Gillan and Jon Dee expressed
their admiration with the performance level of the Armenian State
Philharmonic orchestra and said that they were pleasantly surprised
that young and elderly people enjoy music with the same enthusiasm.

The President of Armenia and distinguished musicians conversed also
about the activities conducted in the framework of "Rock Aid Armenia"
program.

"We are always happy and proud to welcome you in our country,"
President Sargsyan underscored.

Lebanese CreditBank, has launched a business co-financing project,
says Director General of CreditBank Rudolph Atallah in an interview
with ArmInfo.

"We have recently studied the first project in Yerevan and collected
the necessary documentation. If approved in Lebanon, the project will
be funded. Decisions on the provisions for loans will be made quite
easier in future when up-to-date IT systems are introduced. We will
not set any limits on the loan size and will estimate, on case-by-case
basis, every project. In addition, CreditBank and Anelik Bank share
risks equally," Mr. Atallah says.

Earlier in the middle of 2009 CreditBank acquired a 51pct stake in
Anelik Bank. As of Jan 1 2010 the credit portfolio of Anelik Bank
totaled 25,3 billion drams ($67 million).

plans to participate in global nuclear security summit, RPA member
Mkrtich Minasyan said.

`Genocide will be recognized by the international community; we
already made sure that some politicians views on the possibility of
Armenia-Turkey protocols interfering with international recognition of
Armenian Genocide proved wrong,’ he said, `Armenia-Turkey process
triggered a new phase of Genocide recognition process.’

Dwelling on Armenia-Turkey rapprochement, Minasyan expressed hope that
reason will win and good neighborly relations will finally be
established between the two countries. `Sooner or later Turkey will
understand it has no other choice,’ Minasyan told a news conference in
Yerevan. `In the course of time, world will compel Turkey to recognize
Genocide.’

Commenting on Karabakh conflict, RPA member noted that Armenian
authorities will succeed in involving NKR in negotiation process.
`Armenia will never agree to one-sided concessions,’ Minasyan
stressed, adding that mutual concessions will be impossible until
Karabakh status and safety issues are resolved. No final resolution on
Karabakh conflict will be taken without NKR’s participation, he
concluded.

BULGARIA TO DISCUSS THE ARMENIAN GENOCIDE RESOLUTION IN A WEEK

"Azg" daily has already informed that Bulgarian Parliament will again
discuss the resolution on the Armenian Genocide committed in the
Ottoman Empire. The discussions are initiated by the Bulgarian Order,
Law and Justice Party

A month ago, the Parliament of Bulgaria rejected the resolution
justifying it by "Turkish-Bulgarian friendly relations" (and again no
denial of the Genocide ` H.A.).

According to the Bulgarian press, there is a strong possibility of
adopting the resolution this time that is conditioned by Erdogan’s
known statements in London.

The Armenian resolution submitted to the Bulgarian Parliament asserts
that "the Genocide committed against Armenians is one of the severest
crimes of the modern history; it is a crime against all mankind".

The resolution underlines that "the Ottoman Empire worked out and
implemented a government initiative to annihilate the Armenian ethnos
and expatriate from their historical motherland stretched from Ararat
to Anatolia". The resolution asserts that in 1915-1917 the Armenians
were severely killed, exiled and plundered by the Ottoman authorities.
"The Armenian peaceful population was forcibly exiled, and the
authorities took their property. A physical, economic and spiritual
genocide was committed against the Armenian ethnos, and as a result
about 1,5 million Armenians were killed. Taking into account the
above-mentioned, the Bulgarian Parliament recognizes the
irrefutability of the facts about the Armenian Genocide committed in
the Ottoman Empire in 1915-1917 and joins all the international
institutions and countries (EC, Belgium, France, Switzerland, Italy,
Holland and other countries) that have already recognized this fact".

At the end, the resolution states that Bulgaria doesn’t agree with
Turkish official position on denial of the Armenian Genocide. "We call
on Turkey to review its position on the real picture of the World War
I. We qualify the forcible exile and mass killings of Armenians in the
Ottoman Empire as Genocide. We consider necessary that this document
should be compulsory for all state institutions and mass media of
Bulgaria. We assume that Bulgarian and Armenian national monuments in
Turkey that are a part of the European civilization need more serious
preservation. We demand for taking into consideration the Bulgarian
authorities’ position during EU-Turkey negotiations – Turkey should
recognize the Armenian Genocide in order to be a member of the EU".

Providing education for children of undocumented Armenian workers has
become a mystery after a Cabinet minister disputed recent remarks of
the deputy prime minister and said they might have education soon.

While confirming the ongoing efforts to provide education to children
of foreigners who live in Turkey legally, Education Minister Nimet
�ubukçu said it is a hard task to offer schooling for children of
undocumented Armenians, the daily Radikal reported on Friday.

Ã?ubukçu’s comment came a few days after Deputy Prime Minister Bülent
Arınç told the daily Hürriyet and private NTV channel that providing
education would not be good only for the children of undocumented
Armenians, but also for Armenians who are `in Turkey for a reason.’
The education debate on undocumented Armenians in Turkey also came
just days after Prime Minister Recep Tayyip ErdoÄ?an threatened to
expel them.

`Despite the existing sanction in the law concerning undocumented
immigrants, Turkey has opened its arms for those coming from Armenia
to find employment. The children of these people who came to Turkey
for business should be able to go to school if they want. I believe
the prime minister is sympathetic [to this],’ Arınç said.

However, when asked if there is such a project in the Education
Ministry, �ubukçu said: `That matter in the news story was presented
within the scope of children of undocumented Armenians studying at
Armenian minority schools in Turkey. However, the statement that Mr.
Arınç made was about an adjustment to the system for foreign citizens
who live in Turkey, for business or for other purposes, to be able to
send their children to school.’

According to the Lausanne Treaty, she said, students attending
minority schools have to be Turkish citizens and minority members.
`Therefore, a dispute exists on whether this condition would be asked
or not. We are making an effort to solve the problems that religious
minorities experience in Turkey.’

We all witnessed the heritage former President Robert Kocharyan got
and what we had 10 after, ARFD faction Secretary Artyusha Shahbazyan
told journalists March 24 commenting on the possibility of his return
to politics.

According to him, ARF Dashnaktsutyun not always backed Robert
Kocharyan. "Within years in coalition, we repeatedly criticized
him on various matter, considering that in this period he made many
neglects," Shahbazyan said, stressing consolidation of the oligarchic
system and reinforcement of shadow economy.

Noting that Kocharyan is well aware of the nisi of Armenian politics,
ARFD member said that former President has whole a lot to say.

"Recently, he seems to take steps to return to politics, visiting Iran
and France before incumbent President’s visits to the countries,"
Shahbazyan stated, adding that these moves might imply cooperation
between Serzh Sargsyan and Robert Kocharyan.

Speaking of Kocharyan, Member of Republican Party of Armenia (RPA)
Sukias Avetisyan underlined it is useful to avail the potential of
an experienced man.

According to the press service of the Central Bank of Armenia, the

Extraordinary Election Is Needed

In response to a question concerning the necessity to hold
extraordinary elections in Armenia, three kinds of answers are given:
usually the first type is when the need of extraordinary election
is doubtlessly affirmed, the second case is when people say there
is no need neither grounds. The third type is the most interesting
one- people say there is no need but it is not ruled out, though if
elections have previously been rigged, there is no guarantee they
will not be rigged this time too, so it is better to engage in an
ideological fight. The bearer of this third opinion is mainly ARF
Dashnaktsutyun.

The third version seems to be the most realistic and the most grounded
one. This same third version is the most logic but at the same time
the most vulnerable one from the point of logic. The point is that in
Armenia, based on the same logic, it never made sense to participate
in regular elections, as they have always been the same, there has
always been no guarantee that they would not be rigged. Consequently,
the question occurs whether, for example, the Dashnaktsutyun, which
participated in all elections, had enough guarantees that they would
not be rigged.

If we are led by this logic, we have to declare regular elections
invalid too until a new ideological movement is formed, enough
governmental will and a mechanism of electoral reforms for us to be
sure that regular elections will absolutely not be rigged.

Whereas extraordinary elections are to be viewed as an effective
solution to home and foreign challenges. The point is that the current
government has a hard time to maneuver in front of the international
society because the latter ignored the frauds of 2007-2008 elections
and accepted Serge Sargsyan’s absolute victory to deprive him from
the possibility to maneuver.

For instance, if Serge Sargsyan tells the international community
that he is not able to do a certain thing because of the resistance
of the opposition and the public, the international society will tell
him in turn, "but you used to hold absolute victories on all levels"
or "what about your absolute victories if you do not have absolute
support of the public". In other words, the reason why false victories
were tolerated and encouraged is clear- for the government not to be
able to make tricks in front of the international society.

Consequently, extraordinary elections are needed in Armenia to create
some field for a game. Naturally, for this purpose, the extraordinary
elections are needed to not be rigged, and the government is to
understand that the "absoluteness" is an illusive victory which does
not reach the stomach, if it does, it creates problems with digestion.

Hence, any pragmatic political force is to view the version of
extraordinary election in the context of the dictation of a political
situation not of the interests of their party: if the opposition
demands extraordinary elections, and we do not have chances to get
many votes, we do not need it until we come to some agreement with
the power before a regular election.
