the first Armenian Snowboard Cross Championship, with 24 sportsmen
participating.

Karen Mirzoyan of Tsakhkadzor won the champion’s title. Championship
silver and bronze went to Mher Galstyan and Seyran Harutyunyan of
Yerevan.

Championship awards were granted by RA Snowboarding Federation
President, Sedrak Kocharyan; Minister of Sports and Youth Affairs,
Artur Petrosyan and US Ambassador to Armenia Marie Yovanovitch.

The Armenia-Syria Business Forum will be held in Aleppo on March 22-23
within the framework of an official visit of Armenia’s President Serzh
Sargsyan to Syria.

Executive Director of Armenia’s Chamber of Commerce Araik Vardanian
said in an interview with Aysor’s correspondent that more than 15
Armenian organisations had already sent their applications for
participation.

`Currently, we are defining more exactly the interests and wishes of
Armenian and Syrian companies, and we’ll sum up all in two weeks,’ he
said.

The Armenia-Syria Business Forum’s organisatiors are Chambers of
Commerce of Armenia and Syria. Included in key forum’s items are food,
pharmaceuticals, agriculture, medicine, tourism, education,
publishing, and jewelry industry.

Turkish foreign minister speaks about ties with USA ahead of Armenian bill

Ankara, 4 March: Turkish Foreign Minister Ahmet Davutoglu said
Thursday it was essential for all to consider Turkish-US relations’
impact on both regional and global peace.

Davutoglu’s comments came hours before the Foreign Relations Committee
of the United States House of Representatives will vote on a
resolution on Thursday regarding the incidents of 1915.

At a joint press conference with his New Zealander counterpart Murray
McCully in Ankara, Davutoglu said that, to date, Turkey has made all
explanations and efforts necessary regarding the resolution on the
incidents of 1915.

I have talked with the US Secretary of State Hillary Clinton about the
resolution and the Turkish President Abdullah Gul had a phone
conversation with his US counterpart Barack Obama on Wednesday
evening, Davutoglu stressed.

Deplorable double standards

America, a nation that uses excessive violence in the name of fighting
terror carries little justification in targeting another nation,
Turkey, over ‘genocide’

Turkey’s decision last week to recall its ambassador to Washington for
consultations in reaction to a vote in a US congressional panel to
label as "genocide" the First World War killings of Armenians by
Turkish Ottoman forces, deserves wider attention.

There is never any justification for mass killings of innocent
civilians by armed forces in any conflict. If indeed innocent
civilians were targeted in that unfortunate incident, there needs to
be condemnation.

And yet, the irony is indeed that the world continues to witness
double standards even in a century which was expected by some to bring
in an era of technological harmony and economic progress.

Trouble spots ranging from Kashmir to Palestine, under occupation by
Israel, may qualify as spots targeted in varying degrees of genocide.

Similarly, conflicts in war-ravaged areas, be it the way Iraq and
subsequently Afghanistan were targeted by the US, or indeed Chinese
targeting of Muslims in Xinjiang province, can be considered examples
of conflict with events involving genocide.

Common theme

A close microscopic search through history of the so-called modern era
in the past century will probably reveal a common theme which is
essentially that genocide has no religion.

In sharp contrast, it involves the use of brute force by armed groups,
seeking revenge against helpless civilians, all to settle a real or
imaginary score.

But the ongoing spat between Turkey and the US also brings up a
fundamentally vital question. The accusation in this case, emanating
from a country which in itself can be characterised as a perpetrator
of excessive violence in the name of fighting terror, carries little
justification by targeting another on the basis of a case that remains
locked in ancient memory.

In contrast, the US could have done well for itself by adopting a
legislative initiative that sought to take a position against states,
other entities and individuals, proven to have been involved in
genocide.

Such legislation should have then been tied to a more global
initiative to seek a wider international consensus in dealing with
cases at the centre of genocide-related accusations.

However, it is amply clear that the US legislative initiative that has
apparently caused offence to Turkey, was neither well considered nor
mindful of its implications. To many around the world, a US initiative
of this kind is tantamount to the pot calling the kettle black.

Ultimately, tyranny in whatever form carries neither religion nor can
ever be wrapped around with moral justification.

To the Turks, the US action is not just offensive because it fails to
recognise their peculiar perspective which may stand in sharp contrast
to the global view of the concerned event.

More importantly, it is probably another example of a case where
countries, groups and individuals targeted for reprimand are chosen
not on the basis of their religious beliefs and ideological
orientation.

For the moment, it is impossible to tell exactly how much damage will
be caused to Turkey’s relations with the United States. The decision
by the Turkish government to recall its ambassador may not necessarily
be a permanent one.

Indeed, it is possible that the ambassador concerned will eventually
return to the United States once the decision to recall him has been
seen in Turkey as an adequate expression of anger.

It is even possible that the action taken in the US Senate is followed
by other symbolic steps that are meant by the US to underline
Washington’s appreciation of Turkey’s central role as an Islamic
state.

But the damage that this incident has done to reinforce an already
popular view in predominantly Muslim countries, of the Islamic world
being the target of prejudice in the Western world may still remain
around for some time to come.

Consequently, rather than bridging the divide between Muslims and the
Western world, the divide is more than likely to remain potentially
wide.

The best that can be expected under the prevailing circumstances is at
least the recognition that ways have to be found to stop further
aggravation of an already fragile atmosphere surrounding the Muslim
world and its relations with the West.

Le Congrès américain appelle à reconnaître le génocide arménien

Piquée au vif par la résolution votée par une commission, la Turquie a
immédiatement rappelé son ambassadeur aux Etats-Unis.

La Turquie a rappelé son ambassadeur aux Etats-Unis «pour
consultations» aussitôt après l’adoption par une commission de la
Chambre des représentants d’une résolution qualifiant de «génocide»
les massacres d’Arméniens sous l’Empire ottoman, selon un communiqué
officiel turc.

«Nous condamnons cette résolution qui accuse la nation turque d’un
crime qu’elle n’a pas commis», a déclaré le gouvernement turc.

«A la suite de cet incident, notre ambassadeur à Washington, Namik
Tan, a été rappelé à Ankara pour consultations», ajoute le communiqué.

Le président turc Abdullah Gul a également condamné la résolution :
elle n’a «aucune valeur aux yeux du peuple turc», a-t-il dit, ajoutant
: «La Turquie ne sera pas responsable des conséquences négatives que
ce vote pourrait avoir dans tous les domaines».

Le texte qui n’a pas force de loi, adopté par la commission des
Affaires étrangères de la Chambre des représentants américaine, par 23
voix contre 22, appelle le président américain à "qualifier de façon
précise l’extermination systématique et délibérée de 1.500.000
Arméniens, de génocide".

Ce vote est intervenu après que Mme Clinton, citée par le porte-parole
du Conseil de sécurité nationale (NSC) Michael Hammer, eut déclaré que
si le Congrès allait de l’avant dans l’adoption de cette résolution,
cela "pourrait dresser des obstacles devant la normalisation des
relations" entre la Turquie et l’Arménie.

Selon le gouvernement turc, ce vote montre «un manque de vision
stratégique» parmi les élus américains, alors que Washington et
Ankara, des alliés de longue date dans l’Otan, «travaillent ensemble
sur un large éventail de questions».

«Nous avons de sérieuses inquiétudes que ce texte (…) nuira aux
relations turco-américaines et freinera les efforts de normalisation
des relations turco-arméniennes», dit le communiqué officiel.

Ankara réaffirme sa position selon laquelle les massacres d’Arméniens
à l’époque de l’Empire ottoman devraient être étudiés par des
historiens sur la base d’archives et de documents précis.

«L’intervention des politiques dans le domaine des historiens a
toujours eu des effets négatifs», affirme le communiqué.

Ankara avait déjà rappelé son ambassadeur à Washington en 2007 lorsque
le même comité parlementaire avait approuvé une résolution similaire.
A l’époque, le président George W. Bush avait empêché que le texte
soit soumis à l’ensemble des élus du Congrès.

The U.S. House Foreign Affairs Committee’s discussion on the Armenian
Genocide bill encouraged Yerevan citizens who sat up yesterday evening
to know the results of the vote.

Economist Sergei Cholakhian celebrated the event with his family over
a glass of champagne.
"I come from Kars. If my parents were alive they would be happy to see
their cherished wish realized. We couldn’t sleep the whole night and
waited impatiently for the Committee’s final decision," Sergei
Cholakhian told A1+.

Most of A1+’s respondents said the adoption of Resolution 252 was a
concrete step rather than a moral victory.

Some recalled that Committee had adopted similar resolutions in 2000,
2005 and 2007 but they failed to be put on floor vote in the House of
Representatives
"I am too happy and too proud. But my happiness would be at its peak
if the Resolution were adopted by the House of Representatives as
well," said Karapet Petrosyan.

Lawyer Hovhannes Rushanyan welcomed all congressmen who dared to vote
for the Resolution.

"During his pre-election campaign Barack Obama pledged to recognize
the Armenian Genocide. Armenians were waiting for Obama to keep his
promise. I am hopeful that he will do it on the eve of April 24," said
the retired lawyer.

Painter Erwand Frangulyan says the Resolution was to be passed to
exclude repetition of similar crimes against humanity.

"Every criminal must know that his crime will be exposed and
criticized by progressive peoples of the world," he added.

Fanning the Flames of Another War in the Caucasus?

Will there be another war in the Caucasus? This is a smoldering issue
on more than one front, finds Eric Walberg, in the first of a two-part
analysis of the spectre of conflict in this crucial crossroads

With the collapse of the Soviet Union, the world expected a new era of
peace and disarmament. But what happened? Instead of diminishing, US
and NATO presence throughout Europe, the Persian Gulf, Afghanistan and
Central Asia rapidly increased, and the world experienced one war
after another — in the Caucasus, Yugoslavia , Iraq and Afghanistan ,
each one hotter and more horrible than the last. And we are far from
seeing the end to the savagery now unleashed by the anti-communist
jinni.

Though a pokey backwater for the past millennium, the south Caucasus
is now a key battleground, the `critical strategic crossroads in 21st
century geopolitics’, writes analyst Rick Rozoff, the focus of
ambitious energy transit projects and a military corridor reaching
from Western Europe to East Asia, controlled (or not so `controlled’)
from Washington and Brussel.

Surely peace in this vital region should be a paramount goal for both
Russia and the West, for their own reasons — Russia because, well
because it is there and its cultural and economic links are vital to
Russia ‘s well being. The US, if only to benefit economically, since
peace everywhere is a boon to economic well being and logically should
be blessed by the world’s superpower, whether or not it is a
benevolent one.

But this logic has been betrayed — egregiously, in the case of US
abetting Georgia in its disastrous war against Russia in 2008, less
obviously in likely covert US and other involvement in Chechnya and
its neighbours, as well as in the Armenia-Azerbaijan stand-off over
Nagorno Karabakh.

Topping the list in recent times are Abkhazia and South Ossetia, where
firebrand Georgian President Mikheil Saakashvili struts and threatens,
running from one NATO gathering to another, embracing one US military
envoy after another, as he shakes his fist at his northern nemesis and
vows to retake his breakaway territories Abkhazia and South Ossetia,
now fully fledged republics. This pits a NATO hopeful against a NATO
foe, and despite the fact that NATO expressly forbids membership to
any country with disputed borders, it continues to vow that Georgia
will soon be a full member, a project that can only mean war with
Russia.

US encouragement for Saakashvili in his failed 2008 war with Russia
was, to put it mildly, an embarrassment for the US and should be a
warning to politely distance itself from further abetting a
dangerously unpredictable character. Despite the likelihood that
Saakashvili’s extreme pro-West policies will be reversed by a future
government, the US navy is conducting war exercises at this very
moment with Georgia in the Black Sea, and the Pentagon is preparing to
build three military bases in Georgia and dispatch of up to 25,000 US
servicemen to the country by 2015. It seems the embarrassment is also
a `window of opportunity’, a chance to put facts on the ground which a
future government would find very difficult to change.

Georgia is a tempting morsel for other reasons. US special envoy to
AfPak Richard Holbrooke just last week visited Georgia to arrange
transit of arms to his killing fields via Georgia. Saakashvili offered
Georgia’s Black Sea ports Poti and Batumi as docks for military supply
ships and the country’s airports as refuelling points for cargo
planes. `The route to Afghanistan is already used extensively, because
almost 80 per cent of cargo which is not going through Pakistan is
going through Georgia, and only 20 per cent through Russia,’ boasts
Alexander Rondeli, president of the Georgian Foundation for Security
in International Studies.

Saakashvili is pursuing a propaganda campaign aiming to destabilise
the region through direct and indirect provocation of Russia and
support of terrorists with the tacit approval of Washington and
Brussels. He has launched a Russian-language TV station First Caucasus
beamed into South Ossetia, much like Reagan’s TV Marti set up in 1985
for Cubans. He has also reached out to Abkhazians and Ossetians to try
to convince them to subvert their current governments and join
Georgia.

The idea, according to analyst at the Strategic Cultural Foundation
Nicolai Dimlevich, is to foment instability throughout the Caucasus
and in Transcaucasia and then call for all the zones of conflict to be
passed into UN, EU and/or NATO hands for safekeeping, since Russia
would be proven to be incapable of ensuring the security of local
populations. In this scenario, the US and NATO `benefit’ from war in
the region, as it is an opportunity to weaken Russia and extend
control over the region. Terrifying thoughts, but unfortunately
perfectly `rational’.

The failed war against Russia in 2008 also left behind storm clouds in
Saakashvili’s own Tbilisi , where opposition to his reckless political
gambits has hardened. Even as Saakashvili blusters, key Georgian
opposition figures have been visiting Moscow since late last year,
disowning their president’s plans. `We are prepared to receive those,
who come not for fighting and trickery, but for making some changes,’
Russian Deputy Minister Gregory Karasin told reporters in Geneva
recently. Karasin quoted Georgian parliament’s ex-speaker, current
leader of the Democratic Movement-United Georgia, Nino Burjanadze:
`When Saakashvili made a decision to wage war in summer 2008, I am
quoting her `he intended to make Russia bend on its knees and to cause
tension in relations with Russia, but Saakashvili lost the war and put
the country in a tragic situation.’ We want to have open and pleasant
relationship with Georgia.’

Former Georgian prime minister Zurab Noghaideli was received by
Russian Prime Minister Vladimir Putin in December, the first time that
the Russian leader openly met with a Georgian opposition leader. He
openly advocates cooperation between his Movement for a Just Georgia
and United Russia, and has developed close ties with the Union of
Georgians in Russia. Noghaideli has repeatedly stated that without a
radical change in Georgia’s foreign policy priorities his country’s
`destruction will continue’, warning that `there is danger of
Georgia’s further dismemberment’ if Tbilisi’s current course
continues.

`Saakashvili understands that his rule is in danger, and therefore he
is prepared to plunge the country into a new war. He prefers to be a
president banished from Georgia by Russia than to be banished by his
own people,’ said Burjanadze, condemning the TV station beamed into
Ossetia which features a talk show hosted by the late Chechen rebel
leader Dzhokhar Dudayev’s widow. Giorgi Khaindrava, a former Cabinet
member and now an opposition leader, said. if the channel devotes
coverage to the insurgency in Russia’s north Caucasus, Putin may
declare it a terrorist threat and use force to shut it down. `This
isn’t just fantasy. It could happen.’

The entire spectrum of Georgia’s politicians agree. Conservative Party
leader Kakha Kukava says, ` Russia doesn’t have any strategic plan
towards Georgia nowadays. It is in Saakashvili’s interests to provoke
Russia and attract international attention to obtain support.’ Even
`some of the people close to President Saakashvili may also agree, but
they can’t say so openly because they’re afraid of him,’ asserts
Noghaideli.

Perhaps Saakashvili’s bluster is just hot air. But the war exercises
with the US and the planned US bases aren’t. Nor is the fact that the
south Caucasus has become a transit route for drugs to Europe and
Russia. Russian Federal Drug Control Service head Viktor Ivanov said
last week that the ports of Batumi and Poti are `the main ones in drug
trafficking, and the Georgian city of Kabuleti is one of the key
points of trafficking of Afghan heroin.’

Only Saakashvili seems to think it’s possible to reunite the two
breakaway regions with Georgia any time soon. For better or worse
Abkhazia is ever more securely tied to Russia , as confirmed by
President Sergei Bagapsh’s visit to Moscow last month to commemorate
200 years since Abkhazia was absorbed into the Russian empire. Though
not Moscow’s favourite in the 2004 elections, Bagapsh has agreed to
establish a joint military ground force for the next 49 years and to
upgrade an existing Russian base at Gudauta, where 1,700 Russian
troops are presently stationed. He also proposed that Abkhazia join
the Belarus, Russia and Kazakhstan Customs Union even though neither
Minsk nor Astana has recognised Abkhazia as a sovereign state.
Ironically, says analyst Sergei Markedonov, if even a half dozen
European countries were to recognise Abkhazia, `maybe Bagapsh would
favour European integration.’ Carnegie Moscow Centre analyst Alexei
Malashenko suspects that Turkey may set things in motion. `Turkey is
ready to establish special relations with Abkhazia.’

The mouse’s defeat in 2008 also was an important incentive for
Ukrainians to turn against their Orange revolutionaries last month.
Incumbent Ukrainian President Viktor Yanukovich is merely expressing
the will of the people when he dismisses any future move to join NATO
and tones down the anti-Russian rhetoric. When Saakashvili goes, a
similar move will surely take place in Georgia, as a future president
tries to repair relations with Russia, though — hopes the Pentagon —
leaving by-then existing US bases in place.

Inspection For Control Of Audit Activity To Be Created At RA Ministr

INSPECTION FOR CONTROL OF AUDIT ACTIVITY TO BE CREATED AT RA MINISTRY OF FINANCE

YEREVAN, MARCH 4, NOYAN TAPAN. At the March 4 sitting, the Armenian
government approved the draft decision on the creation of the
Inspection for Control of Audit Activity at the RA Ministry of Finance
and the approval of the inspection’s regulations and structure.

Minister of Finance Tigran Davtian said that with the introduction
of mandatory audit, control of audit has become important. "For
that reason we propose strengthening this function by establishing
a separate inspection which will enable to exercise proper control,"
the minister noted.

According to Armenian Prime Minister Tigran Sargsyan, thus the first
step is being taken to considerably improve audit control at the
Ministry of Finance, while the next step will be related to the
development of a draft law on creation of an independent body to
control the sector. "The purpose of introducing mandatory audit in
Armenia is to ensure transparent work of big enterprises," the prime
minister underlined, adding that this year hundreds of big enterprises
will prepare their financial reports with auditors’ conclusion.

In Yerevan, on March 2, a meeting between the Armenian foreign
minister and the head of the delegation of the European Union, the
Spanish foreign minister Miguel Angel Moratinos took place which
was followed by a press conference in the course of which Edward
Nalbandyan answered questions out of the Armenian-EU framework.

In particular, he told about Sumgait events. He in particular said
sorry for the fact that right after the Azerbaijani independence, the
perpetrators were set free and honored. He said that Armenia will keep
making efforts for the criminals to bear responsibility. Nalbandyan
said hopeful that time will come when the real organizers of the
Khojalu crimes will be revealed and punished.

As to the resolution on the genocide to be discussed by the U.S.

Congress and the Turkish threat in this connection that the adoption
of the resolution can harm the Armenian and Turkish process,
Nalbandyan said that the statements heard in the Turkish side harm
the Armenian and Turkish process. The language of preconditions
harms the process. He extended hope that the Turkish side will get
rid of artificial complexes and "we will be able to move forward in
accordance with the previous arrangements", said Nalbandyan.

The RA Foreign Minister also dwelt on Ilham Aliyev’s statement that
"in the international experience of conflict settlements the force
factor is decisive". Nalbandyan answered that the factor of force
became the reason for the Karabakh conflict and the same force today
hinders its settlement. "I am sure such things are not taught at
MGIMO", says Nalbandyan.

Edward Nalbandyan said that up today the question of the withdrawal
of snipers and the strengthening of ceasefire which was brought
up in December 2008 in Helsinki is unsolved. Armenia and Karabakh
agreed while Azerbaijan did not. Azerbaijan is just issuing bellicose
statements. As to what the European Union can do, Nalbandyan said
that there have been concrete proposals to withdraw the snipers and
to strengthen the ceasefire regime and one of the parties refused it.

This is what European Union can do, says Nalbandyan.

By the way, Nalbandyan answered a question whether Armenia presented
any proposal in connection with the document presented to the sides
during the Sochi meeting. Nalbandyan said that during a working
process, the sides always present working proposals. This process will
continue until the sides agree on all the disputable issues. There
is nothing weird here, says Nalbandyan.
