IF YOU ARE A MINORITY

You are lucky if you are a majority. If you are a minority your life
is a struggle. Against majority.

Any society was made according to the principle "by a majority for a
majority". It is about private moral traditions, accepted and declared
by a majority. About voting system. About fashion figured on mass. Even
the market lives according the demand/supply rule formed by a majority.

But what about a minority? Any kind. Red-haired are always teased.

Adopted are not treated like "own". Physically handicapped are
discriminated. Not mentioned about national, sexual, religious and
other "not met standards".

Representatives of any kind minorities in any country in any time
had difficulties. They were struggling and defending their rights.

Sometimes paying the very high price – their life. Even formally the
highest law of any country – the Constitution – and international law
propositions – Charter on Human Rights – read that any representative
of human beings is born with equal rights.

In practice this is needed to be proven. Not every time successfully.

Which in this case should be guarantied by a state. But would the every
state support rights of the minority on which not many things depend?

In voting system the parliamentarians, who should protect our freedoms,
take part only the majority who finally takes the decision.

And the minority… Let’s re-read the beginning of the article.

And an illusory idea of human rights starts to appear only if the
state makes step over the developing country to higher level.

The image of the country and more advanced form of the partnership
on the world stage begin to play a role. Now it is necessary to enter
another "club", for VIP-persons. For instance, OSCE.

Suddenly the minority and its rights begin to matter.

Kazakhstan has high-flown declared: We propose ourselves for OSCE
Presidency 2009! Let’s support us!

We are young state from which you have something to learn already.

Our economy grows with confidence. More then 100 nationalities live
here in peace. Democratic reforms (not talking about its quality)
are being made however the progress will appear after you support us.

The process has been activated. Kazakhstan wants very much to hold
the presidency. That is why the sufficient political capacities are
enabled on the achievement of this aim. Although the achievement seems
to be hard. Trying to get the world support Kazakhstani publicity
became a witness that international opinions were divided.

It happens because different political interests are involved in the
game. Western countries as Germany with energy and other interests
are not against the idea of supporting Kazakhstan. The head of the
German Foreign Affairs Ministry Frank-Walter Steinmeyer meeting the
Minister of Foreign Affairs of Kazakhstan Kasymzhomart Tokayev even
underlined that "the presidency of Kazakhstan will help the country to
discover the potential of this international organization and give the
additional impulse to the democratization processes in the country".

However the Armenian Foreign Minister Vardan Oskanyan declared
that this country is "strongly objects the Kazakhstan request for
OSCE Presidency in 2009 because the republic is neutral to the
Nagorno-Karabakh conflict".

Analyzing the events happening around the OSCE Presidency, you start
unwittingly understand that candidates evaluation mostly goes not
right way. Votes for and against are distributed accordingly narrow
political aims of the certain country.

As more chances to convince the opponent to support you have, as more
to get a gold membership.

To OSCE, to OSCE!

While the high politicians agree upon necessities, OSCE representatives
solve the things using their measurements. Make round tables,
meetings, hearings.

As in every international organization there are certain rules and
criteria to apply that the system for which the organization exists
could work.

On a recent OSCE Human Dimension Implementation Meeting in Warsaw
which took place from 2 till 13 of October, 2006, different opinions
about Kazakhstan and its possible Presidency were heard.

The main themes were: freedom of speech, information and fee Mass
Media, torture prevention, human rights protection and fight against
terrorism, democratic elections, democracy on regional and local
levels, national remedial institutions, freedom of movement, meetings,
associations, thoughts, conscience, religion and beliefs.

On many of these topics we do not have very optimistic achievements.

This was discussed by invited government and civil society
representatives among which were Marzhan Aspandiyarova (Public
committee "Protect your home"), Sergey Duvanov (independent
journalist), Evgeny Zhovtis (Kazakhstani International Bureau on
Human Rights and the Rule of Law ), Daniyar Kanafin (national expert
of ODIHR OSCE), Rashid Nugmanov (International Freedom Net), Irina
Petrushova ("Republic" newspaper), Gavinda Svami (Society of Krishna
Perception), Ryspek Sarsenbayuly (Altynbek Sarsenbaiuly Foundation),
Zhemis Turmagambetova (Human Rights Charter), Sergey Utkin (indeperdent
lawyer), Ninel Fokina (Almaty Helsinki Committee), etc.

Mainly the situation with civil and political rights violation in
Kazakhstan was discussed. But also different evaluations to the
famous social and political figure of Altynbek Sarsenbayuly and his
assistants’ assassination were given.

As a result, together with the last and previous events in the field
of democracy and human rights, we have to admit that possible election
of Kazakhstan for OSCE Presidency could not get the positive solution.

But from the other side, participants however agree with the idea
of the Presidency hold by the country, counting it as important
and necessary step towards the further development, especially in
democratization as well as the integration of the country into world
community spheres.

Fair play

It is time to stop playing hide-and-seek. It is time for fair play.

Holding only intergovernmental negotiations are not enough. If decided
to hold the OSCE Presidency 2009, it is not so much time left for
the reforms country needs to carry out from inside.

Political agreements and high level meetings when Kazakhstan declares
high aims and intentions to achieve is one side of the coin.

But when it is "supported" by such things as became traditional
elections legislation violation which the international observers
declare all the time.

Or when the media and information law is changed in a way opposite
to democratic.

When the press is writing about the tragic struggle between people
living in Shanyrak district of Almaty with a police to protect their
houses from the local administration and court decision.

Not mentioning the right-wheel cars ban on the eve of the WTO
accession which leads to the car drivers’ demonstrations all over
Kazakhstan. The police block the streets and International Media
reports how the guardians made people keep silence.

Or the last but not least issue – destruction of the houses where the
representatives of "Society of Krishna Perception" live and demand
"to reject their religious belief and make in this case possible
the legalization of property as it happened before with the reps of
other religious confessions" (as it is said in the document signed
by two laborists and one liberal democrat on the eve of the Nursultan
Nazarbayev’s visit to the UK, reported by Newsru.com).

These events became rather political then business and remind not
the democratic state where everyone has a freedom of speech.

This political behaviour of different power levels in Kazakhstan
shadowed the aim which the country declared saying "We need the
OSCE Presidency".

In Europe, where the human and minority rights are highly respected,
where from recent time it is prohibited to call gypsies other then
Roma, where the EU authorities create and finance different programmes
to support national, religious, other types of minorities, these
backstage games were not understood at all.

And besides that OSCE itself gives the republic a chance to follow
the democratic reforms and make the small voice of minorities heard.

The conference on the education problems faced by ethnic minorities
in Central Asia were opened on 28th of November, 2006, in Tashkent,
Uzbekistan. The OSCE High Commissioner on National Minorities, Rolf
Ekeus, welcomed the decision by four Central Asian States to launch
a regular inter-state dialogue and assist each other on issues of
social integration and national minority education.

"Future co-operation in this area can, I believe, help develop
practical measures to strengthen and carry forward the modernization
process of education in Central Asia and foster the sort of
co-operation across the region that will further promote social
integration within Central Asia’s multi-ethnic nations," – Mr Ekeus
said, speaking at the conference.

He also mentioned that formalized co-operation would help ensure the
respect for the educational rights of persons belonging to national
minorities, promote good neighbourly relations and decrease the costs
of education reform.

Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan agreed to
establish four working groups on the issues of curriculum and textbook
development, language teaching, teacher training, in-service training,
as well as distance learning and IT.

They also announced the working groups would meet regularly to discuss
on-going and prospective inter-state co-operation and mutual assistance
in these four areas. A first working group meeting is scheduled to
take place early 2007.

Perhaps, this will be the real start of the way not only to help the
minorities with their rights, at least in Kazakhstan, but also to
succeed with holding the OSCE Presidency making real steps forward.

the same for visiting heads of state, will also reportedly be taken
up by Israel’s intelligence service the Mossad. The Italian daily La
Republica has reported that Mossad agents and Italian and Vatican
security and intelligence officers have arrived in Turkey to help
Turkish security units. La Republica also reported that security units
in Istanbul arrested a group in preparation for an attack on the pope a
few weeks ago in Istanbul. However, no detailed information was given
on the identity and nationality of the suspects. The paper also wrote
that Cardinal Walter Kasper, the head of the Council for Promoting
Christian Unity, who is visiting Turkey with the pope, might also
have been chosen as a possible a target, reports Anadolu News Agency.

IN ARMENIA IS THAT BRIBER IS NOT SUBJECT TO OBSTRUCTION

The reason of an all-round spread of corruption in Armenia is that
the briber is not subject to public obstruction, RA Parliament vice
speaker, the member of ARF Dashnaktsutiun, Vahan Hovannesyan, said at
today’s press-conference in the "Urbat" discussion club.

According to him, as for the ARF Dashnaktsutiun party, which had
claimed in 1998 of its support of Robert Kocharyan provided that he
will efficiently fight with corruption, "we were optimists then, now
we have become realists. Robert Kocharyan as well. It became clear
that the problem cannot be resolved by public calling the briber
names, another ways are necessary", V. Hovannesyan said.

He is sure that after the Parliamentary elections in 2007, the
present alignment of intra-Parliament forces will hardly sufficiently
change and ARFD will gather the necessary percents of votes to pas to
the Parliament. The party does not rule out the possibility of
pre-election and post-election cooperation with any political force,
V. Hovannesyan said .

divisions of the armed forces of Armenia located near Seysulan
settlement, opened long fire in the direction of Azerbaijani
positions starting 10:45 a.m. on November 22 does not correspond to
reality, Press Secretary of the NKR Ministry of Defense Senor
Asratyan told `Armenpress’ correspondent. According to him, there has
been no cease-fire violation from the Armenian side.

Opening of the Armenian-Turkish border will endorse development of
Turkey’s eastern regions

The report issued by the UN today suggests Turkey to endorse the
tourism of Armenians to raise the quality of life of settlers of
eastern regions.
`Investments should be made in tourism in order to attract visitors
from Iran, Georgia and Armenia,’ the reports says, `Reuters’ reports.
The authors of the report call on Turkish authorities to pay monthly
cash benefits to about 5 million poor residents of eastern regions.
`About 60% of the population of the regions lives beyond the poverty
line. Besides, poverty is continuous, since it passes from generation
to generation,’ the report says.
Some Turkish officials have declared many times that opening of the
Armenian-Turkish border will promote the development of tourism in
the eastern regions of Turkey.

Estonian daily: low salaries, lack of motivation causing soldiers to
quit

The lack of staff in the institutions that are important to the state
is spreading like a plague. Just recently, we talked about nurses and
the police. Now, the Estonian Defence Forces are threatened by a
drought of educated officers and noncommissioned officers. The reason
is always the same: uncompetitive, low salaries and the lack of
motivation. "I have remained in the Estonian Defence Forces simply
out of idealism, but one day that idealism will run out. The family
looks at you with stupid faces and your child asks: Daddy, when are
we going on vacation to a warm country for a week?" a member of the
Estonian Defence Forces complains in today’s paper. Well-trained
members of the Estonian Defence Forces are offered salaries that are
several times higher to go to work for completely different power
structures of the civil sphere.

Another reason is that independence was gained a long time ago and
that we live under the protective wing of NATO, so why do we need the
army at all? Maybe this is also where the lack of interest by the
government and the respective ministry in the Estonian Defence Forces
and its situation comes from. The modern wars – and definitely not
the wars in the future – are not held in trenches with rifles. It has
been said that World War III has already started and that it is
either ideological, religious, or economic. A country can be
conquered without a single gunshot. For example, let us look at how
Russia behaves towards Armenia. The front has become invisible. The
soldiers, with their fine uniforms and guns, only have a ritual
representative function. Entering military service does not motivate
the young much, either. There are complaints the health of the
conscripts is getting worse and worse. Who would want to freeze while
doing military training, instead of studying?

Yet, the lack of officers and noncommissioned officers is not as big
a problem as the lack of doctors, policemen, or bus drivers. Even
though people do not work in the aforementioned jobs simply out of
idealism – those professions are essential and must be well paid. At
least right now, it is not as important how many men that are armed
to teeth we have and how many officers are commanding them. A state
of war cannot be foreseen, and the needs of the workers are
increasing.

Armenian pres to discuss fight against organized crime in Cyprus

Armenian President Robert Kocharian has arrived in Cyprus to discuss
deeper cooperation in the fight against organized crime. Papadopoulos
to focus on the future of EU-Turkey talks and Ankara’s possible
recognition of genocide of Armenians in Osman Empire in 1915.

Later in the day, Kocharian will meet with parliamentary speaker
Dimitris Christofyas, Foreign Minister Georgios Lillikas and
Archbishop of Cyprus Christomosos II.

On November 24, he will have talks with Nicosia Mayor Mihalakis
Zambelas and meet with representatives of the Armenian Diaspora. On
the same day, he will lay a stone of remembrance to the monument to
victims of genocide in 1915 in Larnaca.

Budapest: Azeri Killer Sentenced For Assaulting Prison Guards

Budapest, November 20 (MTI) – An Azeri national, currently serving
a life sentence for murder in Hungary, has received another sentence
for assaulting his guards, the Municipal Court of Budapest told MTI
on Monday.

Twenty-nine-year old Ramil Saharov Sahib was accused of attacking
prison guards while in pre-trial detention preceding his trial for
murdering an Armenian student during a NATO Partnership for Peace
course in Budapest two years ago. Sahib then was sentenced to life
imprisonment for pre-mediated murder.

The defendant appealed against the second sentence of eight months
in prison, suspended for two years. The law court is expected to hear
the case in the second instance next spring.

Creating an Armenian state in the territory of Azerbaijan is ridiculous
and Azerbaijan will not allow it, the Vice Speaker of Milli Majlis
[Azerbaijani Parliament], Head of the Azerbaijani delegation to the
NATO Parliamentary Assembly, Ziyafet Askerov, briefed the media,
Trend reports.

"NATO brings together 26 countries and most of them recognize the
territorial integrity of Azerbaijan. Despite that NATO Secretary,
General Yap De Khup Scheffer, who did not participate in the
52nd autumn session but contributed via telephone conference from
Brussels. He and representatives of other countries explicitly stated
in their speeches that changing the borders would be disastrous. If
an ethnical society announces its independency in the territory of
another country, what would this cause? The Armenians residing in
Nagorno-Karabakh insist that they exercise the right to define their
destiny through the support from Armenia. But Armenians have already
defined their destiny and created their state. Creating an Armenian
state in the territory of Azerbaijan is totally unacceptable,"

YEREVAN, NOVEMBER 17, NOYAN TAPAN. For the ARF Dashnaktsutiun,
parliamentary work is only one episode of party’s whole activity:
ARFD is engaged in issues of Hay Dat, preservation of Armenian
communities in the Diaspora, protection of rights of Armenians in
Javakhk and other issues. Hrayr Karapetian, leader of NA ARFD faction,
ARFD Supreme Body member, said at the November 17 meeting with students
of YSU History Faculty.

In H.Karapetian’s words, ARFD mainly accentuates bills on national
security, social and anti-corruption issues in its law-creating
activity. In H.Karapetian’s words, the ARFD member deputies pay great
attention to creation of laws aimed at fighting corruption.

He also informed students that upon their faction’s initiative NA
adopted the respective law "On Military Service," according to which
the young people who left the homeland evading military service can
return, pay some money and receive a military identification card. In
H.Karapetian’s words, the number of such young people is 15 thousand
abroad, 2300 out of which, according to data of RA Defence Ministry,
have already returned to Armenia and were released from military
service by paying a sum in drams equivalent to 3000 dollars.

H.Karapetian said that currently ARFD faction works at the law "On Dual
Citizenship." In his words, today a great mass of Armenians is abroad
and "there is a necessity to remove the barrier separating Armenians
of Armenia and abroad." As H.Karapetian is affirmed, adoption of
the law "On Dual Citizenship" will contribute to unification of all
Armenians. "If we had not done this, it would be the second genocide
towards the greatest part of Armenians," H.Karapetian declared.
