US weighs in on Turkey-E.U. talks over NATO

WASHINGTON (Reuters) – The United States helped rescue Turkey’s bid to join
the EU on Monday in an unusual intervention in European affairs prompted in
part by American concern the bloc was interfering in NATO.
Secretary of State Condoleezza Rice called Turkey’s Prime Minister Tayyip
Erdogan to prod Washington’s large Muslim ally to accept negotiating terms
with the EU and begin accession talks.
Turkey acquiesced at the eleventh hour after the superpower’s top diplomat
emphasized to Erdogan that the rules for joining the EU could not oblige him
to drop his objection to Cyprus’ membership in NATO, as Ankara had feared.
“Our view is that EU processes shouldn’t affect or be brought into NATO
processes,” State Department spokesman Sean McCormack told reporters.
Despite wariness across Europe, the United States has long supported
Ankara’s ambitions to join the EU because Washington hopes anchoring Turkey
in the region’s institutions could encourage more integration between Muslim
states and the West.
But Monday’s high-level intervention also showed U.S. determination to
thwart any EU attempt to use the bloc’s power to exert greater influence
over NATO — a transatlantic alliance traditionally dominated by Washington.
Rice acted in part because close ally Britain, which holds the EU
presidency, needed help to save the talks and in part because Washington
wanted to send a signal that NATO was independent from the bloc, a senior
State Department official said.
Another State Department official said that although Turkey signed up to a
framework for joining the EU that included agreeing not to block Cyprus’ bid
to be a NATO member, European countries did not always follow through on
such pledges.
“We are basically saying (to Turkey): cut whatever deal you can get at the
EU and don’t worry that somehow it ties your hands at NATO — because we
don’t think it does,” said the official, authorized to speak to reporters
anonymously.
CYPRIOT CALL
Rice also called Tassos Papadopoulos, the Greek Cypriot leader of the tiny
divided island, who is involved in a decades-old territorial dispute with
Turkey.
She demanded he refrain from using his government’s ambitions to join NATO
as a wedge between the EU and Turkey, a senior State Department official,
said.
Papadopoulos agreed not to make it an issue, said the official, who asked
not to be named because the conversation was private.
The Bush administration is sensitive to any moves it perceives as an EU
effort to undermine its sway in Europe through its dominance of NATO.
At an EU-U.S. meeting in Brussels this year, Rice did not attend a dinner
after bitter wrangling over wording that Washington insisted on in a
conference statement praising NATO’s role in Iraq, a State Department
official said.

Turkish Prime Minister Recep Tayyip Erdogan said on Sunday that any
EU decision can not change Turkey’s route.

Erdogan made the remark as Britain, which currently holds a six-month
rotating EU presidency, has called an emergency meeting of EU foreign
ministers in Luxembourg on Sunday to end the bickering over the
guiding principles of Turkey’s accession talks.

“Targets for the future of Turkey are not indexed onto Oct. 3 or any
other date. Turkey fulfilled its responsibilities prior to Oct. 3,”
Erdogan told a meeting of the ruling Justice and Development Party
(AKP).

Turkey’s entry talks are scheduled to start on Oct. 3. EU foreign
ministers must agree on a negotiating mandate for Turkey to begin
talks at the Sunday emergency meeting, less than 10 hours away from
the scheduled negotiation date.

“Now it is the test time for the EU. Regardless of any decision,Turkey
will take its own decision. This decision will never affect or cease
structural reforms, democracy and human rights.

Because Turkey fulfilled all of these to establish its prosperous
future,”Erdogan said.

“The picture which will appear on Oct. 3 will be determinant for
the future of the EU, more than future of Turkey. The EU will either
decide to be a global actor or accept to be a Christian club,” he said.

“Turkish government’s policy reached success regarding Cyprus issue.

Now, nobody lays the blame on Turkey and Turkish Republic of Northern
Cyprus (TRNC) regarding insolubility,” he said.

EU leaders agreed last December that Turkey had carried out necessary
reforms on human rights, society and economy, which qualify Ankara
for official EU membership talks.

But strains flared anew after Ankara reaffirmed in July its refusal to
recognize the Republic of Cyprus, which joined the EU on behalf of the
whole island. Ankara recognizes the breakaway Turkish Cypriot north.

Turkey has come under pressure to admit what Armenians call a genocide
against their people by the Ottoman Empire during and at the end of
World War I — an event that remains highly sensitive for Turks.

La Turquie a exprimé son regret jeudi au sujet d’une résolution
adoptée la veille au Parlement européen l’appelant à reconnaître le
“génocide” arménien sous l’empire ottoman, affirmant que cette
affaire devait être réglée par des historiens.

“Nous souhaitons rappeler qu’une discussion de la question au niveau
politique ne servira les intérêts de personnes”, indique un
communiqué du ministère des Affaires étrangères, critiquant la
résolution.

Le ministère souligne que la “Turquie a toujours soutenu que les
périodes controversées de l’histoire doivent être évaluées par des
historiens” et rappelle dans ce contexte qu’elle a mis ses archives
officielles à la disposition des chercheurs de tous les pays.

Le Parlement européen s’est prononcé mercredi dans une résolution
non-contraignante pour l’ouverture des négociations d’adhésion de la
Turquie à l’Union européenne, le 3 octobre, mais a demandé à Ankara
de reconnaître le génocide arménien, considérant “cet acte comme un
préalable à l’adhésion à l’Union européenne”.

Les Arméniens affirment que jusqu’à 1,5 million des leurs ont péri
dans un “génocide” orchestré par l’empire ottoman (1915-1917), auquel
a succédé la République turque en 1923.

Ankara soutient que 300.000 Arméniens et au moins autant de Turcs ont
été tués au cours de troubles suscités par des soulèvements
d’Arméniens et leur ralliement aux armées russes en guerre contre
l’empire ottoman, et lors des déportations qui ont suivi.

The Karabakh 2005 International Chess Tournament

In keeping with the tradition established last year with the 2004
Petrosian Memorial, the Chess Academy of Armenia in conjunction with the
Government of Nagorno Karabakh proudly announces a Category 17 chess
tournament in Stepanakert, Karabakh October 1-11, 2005.

The event will consist of two tournaments (the “A” and “B”) of ten
players each running in parallel, with players from eleven countries
participating in one of the strongest chess events of 2005 worldwide.
Headlining the event are five players who have recently been rated 2700
or more, namely the Grandmasters Ivanchuk (Ukraine’s top player),
Aronian (Armenia’s highest rated player), Dreev (perennial Russian team
star), Sokolov (the top Dutch player), and Bologan (Moldova’s number
one). Joining them in the “A” Tournament are the current US champion,
Nakamura, China’s top active player, Bu, the champion from last year’s
Karabakh tournament, Asrian, his compatriot and current Armenian
champion, Anastasian, and the Polish leader, Macieja.

Joining the participants as honorary guest is the esteemed Hungarian GM
Lajos Portisch.

System Of A Down are to visit the office of Dennis Hastert, speaker
of the American House of Representatives, in an attempt to sway
pending Armenian Genocide legislation. The Armenian-American band,
who have always campaigned to raise awareness of the genocide of
1915-1923, in which 1.5m Armenians were killed by the Turkish
government, will join the Armenian National Committee of America,
Axis of Justice and the Armenian Youth Federation in a convoy
designed to put pressure on Hastert, who, as a member of the house’s
International Relations Committee, has twice prevented the
legislation from coming to a vote.

If Hastert says yes to the resolution it means that the 435 members
of the House will be able to cast their ballots on the issue, which
will lead to recognition of the genocide. However, Hastert, it is
alleged, consistently works against legislation that the Turkish
Government disapproves of; in this case, Turkey still maintains that
there was no genocide as such, the deaths being the result, they
posit, of the turmoil of the First World War.

The members of System Of A Down, who lost family members in the
genocide, patently don’t agree with that position. The band’s Serj
Tankian told
reporters: “Dennis, do the right thing…I just visited my 97-
year-old grandfather, my only link to the far past, and promised him
that I would go and try to talk to Dennis Hastert, Speaker of the
House, and make sure that he takes this opportunity to bring up the
Armenian Genocide Resolution to the floor of the House of
Representatives. This is a personal issue to me and System.”

Turkey’s chief rabbi attends ‘Meeting of Civilizations’

Turkey’s Chief Rabbi Isak Haleva was one of several religious leaders
to participate in the First Hatay Meeting of Civilizations, held this
week in the religiously and ethnically diverse southern city of
Hatay. During the week-long symposium, which ends on Friday, Haleva
joined a call to banish violence from all religions and to work
toward peace in society.

The Anatolian Times quoted Haleva as commenting despairingly that
civilizations were “spending $100 million every hour for tanks,
rifles and bullets… If this is civilization, then I am not a part
of it. Is this what our creator expects of us?” Haleva said.

The chief rabbi, who was lightly wounded in a deadly bombing that
severely damaged the Neveh Shalom Synagogue in Istanbul two years
ago, added: “If religions cannot protect civilizations from
committing suicide, all steps taken until today would be of no use.”

Turkish Prime Minister Recep Tayyip Erdogan opened the gathering,
which included religious leaders from Turkey’s Muslim, Greek Orthodox
and Armenian communities, with a speech that stressed religious
tolerance and respect for diversity.

Zaman, a Turkish on-line newspaper, quoted Erdogan as saying, “The
[Koran] says that we were created as diverse peoples so that we could
get acquainted with each other. According to this, our separation
into different nations should not cause conflicts. On the contrary,
it should enable acquaintance and dialogue among us.”

Erdogan also simultaneously criticized Islamic terrorism and the rush
to view Muslims as terrorists.

“I declare Islamic-phobia a crime against humanity in the same way we
accept anti-Semitism as a crime against humanity,” the prime minister
was quoted as saying.

On Wednesday afternoon, US public relations chief Karen Hughes, who
is traveling throughout the Middle East to try to improve the image
of the United States among Muslims, took time to meet with Haleva and
other religious leaders at Topkapi Palace in Istanbul.

The Associated Press reported that Hughes would not reveal precisely
what she discussed with Haleva and the others, saying simply, “We
discussed the problems of the world.”

Armenia expired in August, but in connection with India’s vice-president

Anya Mihr informed that the program was initiated and is now
implemented by their University, which, among other European countries
also studies the human rights key problems in Armenia. Mrs.

Hakobyan familiarized the guest with the legislative steps done in this
sphere, and the amendments related to the problem in the educational

delegation said that he intends to get acquainted with the situation

be used for the restoration of Martakert region. “The recent

Armenian Parliament, Minus Opposition,Approves Constitutional Amendm

ARMENIAN PARLIAMENT, MINUS OPPOSITION, APPROVES CONSTITUTIONAL AMENDMENTS

YEREVAN, Armenia (AP) – The Armenian parliament on Wednesday gave
final approval to constitutional amendments intended to impose a
more strict separation of powers between the judicial, executive and
legislative branches.

The proposed changes also include removal of a clause outlawing dual
citizenship for members of Armenia’s large foreign Diaspora.

The package of changes passed by a vote of 89-0, with one abstention.

The 24 opposition deputies, however, boycotted the vote, just as they
have boycotted most sessions of parliament on the grounds that their
proposals were not taken into account.

The opposition has called on Armenians to reject the amendments in
a late November referendum.
