On May 20 Armenian Foreign Minister Edward Nalbandian received French
Minister for Economic Recovery, Head of the Hauts-de-Seine Department
Patrick Devedjian.

Greeting the guest, Minister Nalbandian expressed appreciation for the
high-level relations between Armenia and France and attached importance
to Mr. Devedjian’s personal contribution to the reinforcement and
deepening of those ties.

In 2008 the Council of the Hauts-de-Seine Department started
implementing a program of modernization of agricultural infrastructures
in Armenia’s Tavush Marz.

Minister Nalbandian expressed gratitude for the participation of
the Hauts-de-Seine Department in the program implemented under the
auspices of the Hayastan All Armenian Fund, emphasizing that it’s
another evidence of gradually expanding Armenian-French cooperation.

The parties noted that decentralized cooperation between the two
countries is developing simultaneously with interstate relations.

"Azerbaijan can refuse to solve the Karabakh conflict by military ways
if only a comprehensive agreement, which will clearly indicate exact
timeframe for liberation of our territories and the consequences in
case of Armenia’s failure to meet commitments, is adopted," Member
of the Azerbaijani Milli Majlis (Parliament) Fazail Ibrahimli said.

He was commenting on possibility of an agreement on non-use of
military force in case of liberation of part of the Armenia-occupied
territories.

"Recently, media reports indicated that Moscow has offered "2 +3 +2"
de-occupation scheme of Azerbaijan’s territories around the former
Nagorno-Karabakh Autonomous Region. It is said that Azerbaijan will
be asked to sign an agreement on non-use of military force after the
liberation of the two regions. I think that Azerbaijan can sign such
a treaty if only Azerbaijan retains a right to take any decision,
if Yerevan fails to faithfully execute the de-occupation agreement,"
the MP said.

"This agreement should be based on a principle of a phased solution.

Azerbaijan may abandon its legitimate right to use force, if the time
interval between these stages will be clearly indicated. Moreover,
completion of all three phases according to the formula "2 +3 +2"
should not be measured in years. Most of what we can do is to wait
a few months," the MP said.

Comparing plans for the liberation of Azerbaijani territories by the
formulas "5 +2" and "2 +3 +2", the deputy said that "in principle,
even the second option could be satisfactory for us. Given the fact
of double standards by big powers to Azerbaijan, it will be perfect if
we succeed to liberate the occupied territory without a drop of blood.

What matters is that in any of the de-occupation formula should
clearly indicate time interval between the stages of liberation."

Oslo, Norway – The tall Armenian beauty Eva Rivas had her first
rehearsal today, and she was not only singing about an Apricot Stone,
it even appeared next to her on stage! Warm feelings surrounded her
performance, which is a musical blend of ethnic and modern sounds.

The Armenian entry for the 2010 Eurovision Song Contest will feature
one of the national symbols of Armenia: an apricot. It is not only
part of many myths and legends, but it also gave the colour to the
lower stripe of the Armenian flag. On stage, an apricot stone was
placed behind Eva, and there was also an artificial waterfall. During
the performance, a dancer approached the waterfall with a vase and
then watered the apricot stone. It then opened up and made a small
apricot tree appear, which kept growing till the end of the stage act.

Armenia will be setting a new record in this year’s Eurovision Song
Contest: Eva Rivas will be accompanied on stage by Jivan Gasparyan,
a 83-year-old musician – he will be the oldest ever person to feature
in an Eurovision Song Contest performance. He will be seated on a
stone, playing a duduk, a traditional Armenian flute. Apart from him,
Eva has three female backing vocalists to support her.

The tall Armenian singer performed in casual clothes today, but she
showed her dress for the Semi-Final to the cameras – it will be a long
dress in the colour of apricots. The stage was also lit in orange
colour, and it was surrounded by dark curtains. Smoke effects were
used, fitting the soft and mystic atmosphere of the song. In the last
run of the rehearsal, the pyrotechnical effects were also rehearsed.

They consisted of single flames appearing along the edges of the stage.

conference, the Head of the Armenian Delegation, Diana Mnatsakanyan,
stated that she was very happy with the first rehearsal and with the
organisation on site in Oslo. When she was asked about the meaning
of her song, Eva Rivas explained that it is about the love of one’s
motherland, but that it was not only directed to Armenians, but rather
to all diasporas in the whole world. It tells the story of herself
and the lyricist of the song, Karen Kavaleryan, who have both grown
up outside of Armenia and only returned there quite recently.

Eva told the press that the song "was created within just 30 minutes,
and it came directly from the heart."

The backing vocalists, Gor, Mariam and Tigran, were also introduced
to the press, and they presented a short excerpt of Apricot Stone
together with Eva Rivas. A journalist asked Eva to tell more about the
songs she recorded which were written by the famous artist Sayat Nova,
and she replied that his songs were "saint" to the people of Armenia,
as he wrote them when his heart was bleeding because he could not be
with the woman he loved. The songs had a deep meaning and one must
read between the lines in order to understand the lyrics, she added.

As Eva Rivas had done a very unusual promotional tour prior to the
2010 Eurovision Song Contest, which included the planting of apricot
trees all over Europe, she was asked to tell more about it. She said
that the trees she planted were already growing fast, and that she
would also plant one in Norway during her stay here.

Between 1996-2004, Eva used to be a soloist of one of the most famous
ensembles in Rostov called Arevik. As a member of the aforementioned
choir she sang both classical and variety songs, as well as Russian
and foreign compositions. As a solo singer, Eva was repeatedly a
laureate in different contests and compositions. Likewise, she gained
the title of Vice-Miss of the Caucasus in Yerevan. The same year,
during the annual ceremony Armenian Song of the Year , she won the
first prize. In 2008, Eva started a cooperation with the Armenian
Production producing centre and is currently busy recording a full CD.

Last year, Eva shot a video clip of the song Tamam Ashkharh made
by Bookhadir Yuldeshev, a director of a great number of foreign
video-clips and a series of films. The process of shooting took place
in Armenia, Afghanistan, Algeria and Uzbekistan for 17 days. The clip
gained wide acclaim both within Armenia as well as abroad.

The Prime Minister of the Czech Republic Jan Fischer has arrived in
Armenia on a two-day official visit. During a meeting in Yerevan the
Prime Ministers of Armenia and the Czech Republic discussed not only
economic, but also political issues.

"I am sure that the Karabakh issue must be settled within the framework
of the OSCE Minsk Group" the Czech PM said during a briefing in the
Armenian government.

In turn, Armenian Premier Tigran Sargsyan noted that the balanced
approaches of the Czech partners in the resolution of the Karabakh
conflict are important to Armenia.

He also emphasized the fact that the Czech side also believes that
negotiations within the framework of the OSCE Minsk Group are means
to promote the peaceful resolution of this conflict.

Armenia and the Czech Republic signed agreements on air transport
and readmission. More than 30 Armenian and eleven Czech companies
participated in an Armenian-Czech business forum in Yerevan.

Turkey’s PM Recep Tayyip Erdogan is paying an official visit to
Azerbaijan Monday, according to Azertag.

Turkish PM and his wife Amina Erdogan were met by Azerbaijan’s Deputy
PM Yagub Eyub and other officials.

The meeting of the Turkish PM Erdogan and Azerbaijan’s President
Ilham Aliyev is scheduled in "Zagulba" residence shortly.

As we have informed earlier, the highlights of the visit will be
signing of the gas price deal with Baku and Ankara’s new proposal on
Nagorno-Karabakh settlement process.

Research from H.B. Nersisyan and co-researchers provides new data on
plasma physics

According to recent research from Armenia, "The spectral line shapes
for hydrogen like heavy ion emitters embedded in strongly correlated
two component electron ion plasmas are investigated with numerical
simulations. For that purpose the microfield fluctuations are
calculated by molecular dynamics simulations where short range quantum
effects are taken into account by using a regularized Coulomb
potential for the electron ion interaction."

"The microfield fluctuations are used as input in a numerical solution
of the time dependent Schrodinger equation for the radiating electron.
In distinction to the standard impact and quasistatic approximations
the method presented here allows to account for the correlations
between plasma ions and electrons. The shapes of the Ly alpha-line in
Al are investigated in the intermediate regime," wrote H.B. Nersisyan
and colleagues.

The researchers concluded: "The calculations are in good agreement
with experiments on the Ly alpha-line in laser generated plasmas."

Nersisyan and colleagues published their study in Contributions to
Plasma Physics (Microfield Fluctuations and Spectral Line Shapes in
Strongly Coupled Two Component Plasmas. Contributions to Plasma

Peoples, not nations, have right to self-determination – official

It is not nations but peoples who have the right to
self-determination, said Shavarsh Kocharian, Armenian Deputy Foreign
Minister, on Saturday.

"The Azerbaijani president should have long realized that under
international law it is peoples, not nations, who have the right to
self-determination," Kocharian was quoted as saying by the Armenian
Foreign Ministry’s press office.

"In that case, if Turks and Azeris are the same nation, then
Azerbaijan cannot be independent," Kocharian said, commenting on the
Azeri president’s statement that the Nagorno-Karabakh Armenians have
failed to exercise their right to self-determination.

Armenians have already exercised their right to self-determination and
they have the state of Armenia, President Ilham Aliyev told a press
conference held jointly with Serbian President Boris Tadic. "However,
the Armenian logic is that if they try to exercise their right to
self- determination where they live, then several Armenian states will
be created across the world," Aliyev said.

On 15 May President of the Artsakh Republic Bako Sahakyan received Ara
Babloyan, chairman of the Armenian National Assembly’s Standing
Committee on Health Care, Maternity and Childhood, and manager of the
Armenian National Institute of Health Care Derenik Doumanyan.

During the meeting the President handed the `Gratitude’ medal to the
prominent physicians for services shown to the Artsakh Republic in the
field of health care.

Bako Sahakyan rated high the contribution of the physicians to
establishing and developing health sphere in the republic and voiced
hope that they would continue their assistance targeted at raising the
working efficiency of the system.

Minister of health care of the Artsakh Republic Armen Khachatryan
partook at the meeting, Central Information Department of the Office
of the NKR President reported.

"I would not like to comment on the statements I have made as head of
the Turkish delegation, but as head of the Parliamentary Assembly of
the Council of Europe I should say that all the 47 states are equal in
the Assembly and should be treated equally," President of PACE Mevlut
Chavushoglu said at a press conference at the National Assembly of
Armenia in response to the question whether or not he considered it
right that a person, who has a totally non-neutral approach toward the
Nagorno Karabakh issue, should head the sub-committee of the Assembly.

Armenian journalists also tried to find out how could Chavushoglu
be unbiased if he has already voted for the 1416 Resolution adopted
against Armenia.

"A lot of members have voted either for or against different
resolutions, and this is a normal democratic process in the European
establishments. As what concerns the 1416 resolution you mentioned, I
am not the only person who has voted in favor of it," said Chavushoglu.

In reference to resuming the work of the PACE sub-committee on Nagorno
Karabakh Chavushoglu said that the sub-committee is not functioning
since the death of its former president Russell Johnson, and that
there is no agreement as to the resumption of the works of that
sub-committee, its format and mandate.

MTS Establishes Direct Connection Between Armenia, Russia

Mobile Tele Systems (MTS, NYSE: MBT) has announced establishment of
a direct connection between Armenia and Russia, MSKIT.ru reported.

"Direct connection will ensure 10% reduction of traffic termination
costs and guarantee high quality of international voice traffic,"
said Evgeny Moskalev, MTS Director for Convergence.

MTS obtained a license for long distance communications in
2006. In November 2008, the company commissioned long distance
communication network and obtained a permit from the RF Ministry
of Telecommunications and Mass Media for internal and long distance
traffic transfer through its own network. As a result, it has become
possible for the company to establish direct connections with global
operators. Previously, according to regulations in force, MTS had to
transfer international traffic through long distance operators that
in their turn established connections with global operators.
