ARMENIA: PHOTOGRAPHER ASSAULTED AFTER TAKING PICTURES OF OFFICIAL’S VILLA

New York, August 25, 2004 – Armenian photojournalist Mkhitar Khachatryan was
assaulted after photographing the opulent homes of government officials in
the central Armenian resort city of Tsakhkadzor yesterday, according to
local and international press reports.

Khachatryan, with the news agency Fotolur, and Anna Israelyan, a
correspondent with the independent daily Aravot, were reporting on damages
caused to Tsakhkadzor forests by housing construction. Khachatryan
photographed villas belonging to high-level police and government officials,
the Armenian Service of the U.S. – funded Radio Free Europe/Radio Liberty
(RFE/RL) reported.

A man guarding a mansion that purportedly belongs to Armen Yeritsyan, deputy
chief of Armenian national police, approached the two journalists while
Khachatryan was taking photos of the building. The guard ordered Khachatryan
to stop photographing and the journalists left the area, according to the
RFE/RL.

The guard, accompanied by several other men, later spotted Khachatryan and
Israelyan at a café in Tskhkadzor. One of the men beat Khachatryan, causing
bruises to his neck and arms, and threatened to kill the photographer,
RFE/RL said.

Israelyan and Khachatryan were forced to surrender the photo storage card
containing Khachatryan’s photos, local reports said.

In an article published in Aravot today, Israelyan gave a first-person
account of the attack and described the pair’s efforts to report on the
effect of home construction on the forests. The newspaper ran blank frames
with captions where the destroyed photographs were supposed to run.

“CPJ calls on Armenian authorities to investigate the beating of our
colleague and bring the man who attacked him to justice,” CPJ Executive
Director Ann Cooper said. “We urge officials to ensure that journalists in
Armenia are able to do their jobs without fear for their safety.”

Background:

Violence against journalists in Armenia escalated this year. Security forces
and plainclothes men beat reporters covering opposition rallies on April 5
and April 13.

In the first incident, local police stood by while two dozen men in civilian
clothes smashed journalists’ cameras, assaulted several reporters and
destroyed filmed footage of an April 5 opposition rally in Yerevan. (See

In the second incident, three journalists from opposition newspapers and a
cameraman with the Russian television channel ORT were beaten by police at
an April 13 opposition rally in Yerevan, organized to call for a referendum
on President Robert Kocharian’s rule. (See CPJ’s alert from April 13).

TURPANJIAN FAMILY FOUNDATION ESTABLISHES SCHOLARSHIP AND BIG BROTHER/SISTER
PROGRAM AT AUA

Oakland, CA -The Turpanjian Family Foundation generously pledged $1,000,000
over 10 years to the American University of Armenia (AUA) in April 2004 to
implement an innovative Big Brother-Big Sister orphan mentorship program,
and to provide educational scholarships to support qualified undergraduate
and graduate Armenian students who are at an economic and social
disadvantage. On August 13, 2004, the American University of Armenia
received its first installment of $100,000 from the Turpanjian Family
Foundation and AUA has begun program implementation.

One of the key components of the Turpanjian Family Foundation Scholarship
Program is to empower its graduates to make long-term contributions to
Armenia’s political, social and economic development. To this end,
scholarships will be awarded to eligible undergraduate and graduate students
in Armenia’s universities, including the AUA, whose major areas of study are
determined to be of critical need and strategic importance for the
development of Armenia. AUA has already sent out public announcements in
Armenia’s media to recruit eligible students.

Additionally, for the first time in Armenia, AUA will introduce a `Big
Brother-Big Sister’ mentorship program for orphans. AUA alumni and
students will be matched with orphans, as `big brothers’ or `big sisters’,
to establish one-on-one lifelong friendships and mentoring relationships and
to help with their social and intellectual development. This mutually
beneficial connection will not only assist the orphan with lifelong guidance
and counseling, but also instill within AUA alumni and students the values
of helping others less fortunate and the benefits of participating in
community service.

`Supporting a scholarship program in Armenia is a wonderful way to support
the local state institutions of higher education and individual students who
have the potential to attend AUA and make valuable contributions to Armenian
society,’ stated AUA President Haroutune Armenian. `The Big Brother/Big
Sister component of this program will also help those who are at a
socio-economic disadvantage to overcome their circumstances and believe in
their potential leadership and entrepreneurial roles in Armenia’s economy.’

Arm Church in Israel Join Action of Support of Palestinian Prisoners

YEREVAN, AUGUST 23. ARMINFO. Armenian church joined the main churches
in Israel released a statement Sunday strongly backing the hunger
strike of the Palestinian security prisoners.

The Jerusalem Inter-Church Committee – representing the heads of the
local Greek Orthodox, Coptic, Lutheran, Armenian, Anglican, and
Catholic churches – declared that Palestinian prisoners are protesting
“the inhuman treatment they are receiving in their prisons.” The
statement added that “the human dignity of the political prisoners
must be recognized and respected.”

The USA might help Azerbaijan gain back its Armenian-occupied lands in
return for stationing its troops in Nagornyy Karabakh, Azerbaijani
daily Yeni Musavat has said. This could provide excellent chances to
Washington, which aims to reduce Russia’s role in the region and is
about to launch its plans vis-a-vis Iran, since Nagornyy Karabakh
borders both on Iran and on Armenia which hosts Russian military
bases, the report said. I do not believe that US troops will come here
only to protect the Baku-Ceyhan oil pipeline, the deputy chairman of
the opposition Musavat Party told Yeni Musavat. The US forces to be
deployed in the country will be “multipurpose”, the party official
said. For his part, the spokesman of the Azerbaijani Defence Ministry
denied that deployment of US troop had been discussed during the
latest visit by the US defence secretary to Baku. However, the
spokesman said, military units of countries involved in the
construction of Baku-Ceyhan might take part in the protection of the
pipeline. The following is an excerpt from Elsad Pasasoy’s report by
Yeni Musavat on 23 August headlined “US bases in Karabakh” and
subheaded “Can Baku make such an appeal to the USA?” and “Sulhaddin
Akbar: Personal and power interests should be set aside”; subheadings
have been inserted editorially:

Reports that US troops will be stationed in Azerbaijan have caused
serious concern in Russia. In its comments on Pentagon chief Donald
Rumsfeld’s unexpected visit to Azerbaijan, Russia’s Nezavisimaya
Gazeta reported that the issue of military bases had been discussed
and agreement in principle had been reached.

There have been discussions for a long time about the possibility of
setting up NATO or US military bases in Azerbaijan. Although
Washington officials have so far firmly denied the existence of this
plan, this intention is being more openly expressed now. The deputy
commander of US European Command, Charles Wald, has also unveiled
Washington’s intention to deploy mobile forces in the region to ensure
the security of the (Baku-Tbilisi-Ceyhan) oil pipeline.

US troops in Azerbaijan to be multipurpose

Commenting on the issue, the deputy chairman of the Musavat Party,
Sulhaddin Akbar, said that the discussions of this issue had started
long before and negotiations were under way. “But the discussions have
not finished yet. Some technical preparations are being made. However,
the resolution of the issue on an official legal level is being
delayed because Azerbaijan has not given its official consent.”

Akbar says that the factor that keeps the Azerbaijani authorities in
hesitation is Russia’s and Iran’s positions. He thinks that the bases
that will be set up in Azerbaijan might not be conventional military
bases. “As is known, the notion of military bases implies the
long-term deployment of armed forces of one foreign country in another
country based on a legal document. It might be envisaged that some
mobile forces will be temporarily deployed. In the first place I mean
air bases.”

Akbar says that if US troops are deployed temporarily, they will be
multipurpose. “In other words, they will be used both within the
framework of the Caspian security programme, to ensure the security of
oil reserves and oil transportation to international markets and for
the Iranian issue. A new function might appear in the future. In other
words, I do not believe that they will be here only to protect the oil
pipeline.”

Undoubtedly, this plan will be implemented in accordance with the US
interests. The deployment of troops in Azerbaijan could be an event of
serious significance to Washington from the viewpoint of minimizing
Russia’s role in the region and implementing the Iranian plan. Since
the USA explains the deployment of troops by the fight against terror,
the interests of Azerbaijan, which has been subjected to terror,
should also be satisfied.

US troops may be stationed in Karabakh

One may wonder if the Azerbaijani side can dare to propose that our
occupied lands be liberated and in return US military forces be
stationed in Karabakh. By the way, in the occupied lands Azerbaijan
borders Iran and Armenia, which hosts Russia’s military bases. So, it
would promise a more beneficial prospect for the USA to set up
military bases in Nagornyy Karabakh. But can the Azerbaijani
authorities raise this issue with Washington?

Akbar (says): “For this condition to be put forward, private and power
interests should be set aside and the national interests should come
to the fore. Of course, this is possible if the national interests
come first. This issue was touched upon in a meeting between
(Azerbaijani Defence Minister) Safar Abiyev and Donald Rumsfeld. It is
desirable to have these issues raised. They include restoration of
Azerbaijan’s territorial integrity and sovereignty, increased border
security, Caspian security and assistance in the resolution of
Azerbaijan’s numerous problems and army building. If Azerbaijan is
interested, it may raise many issues as part of bilateral cooperation
and within the framework of NATO.”

Akbar said he did not expect the presence of US military forces in
Azerbaijan to directly influence the resolution of the Nagornyy
Karabakh dispute. “It may simply have a certain effect in terms of
preventing the conflict from expanding. Namely, if US armed forces are
deployed in Azerbaijan, this will naturally play a role in
strengthening stability in the region from the geopolitical and
geostrategic viewpoint. Or the reverse could be true. Say, if the
Iranian issue comes to the agenda, it could play an opposite
role. This should also be taken into account.” (Asked if) this will
nullify Azerbaijan’s chance to start military operations, Akbar (said
that) “Azerbaijan does not have such an intention, desire and power.”

Tension to grow between Russia and USA

What will be Russia’s reaction to Washington’s military plans? Will
Moscow pull back its military bases from Georgia and Azerbaijan, or
will it continue showing more resistance?

The expert says that strategic disagreement is already increasing. “It
is hard to predict any understanding in this direction soon. The
situations both in Ukraine and Georgia and in Azerbaijan show that the
disagreement is growing. I think this tension will continue growing at
least till the end of the year. If (US President George W.) Bush is
re-elected and if perhaps understanding is reached with Russia from
the geopolitical and geostrategic viewpoint, Moscow could withdraw
from here. But this understanding is not expected to be reached at
least this year.”

Azeri defence official denies talks on US troop deployment

Expressing an attitude to press reports on the prospect of deployment
of US military forces in Azerbaijan, the head of the press service of
the (Azerbaijani) Defence Ministry, Col Ramiz Malikov, said that no
discussion had been held at the ministry to this effect. Reminding
that the Defence Ministry is not a political organization, the colonel
thinks that it is up to politicians to discuss this issue. Also, he
played down the reports that during his sudden visit to Azerbaijan
last week (on 12 August) US Defence Secretary Donald Rumsfeld had had
discussions with his Azerbaijani counterpart on the deployment of (US)
troops. “I personally took part in the meeting that was held at Heydar
Aliyev international airport. A broad exchange of views was held with
our minister. However, the setting up of military bases was not the
subject of the discussions.”

Besides refuting reports circulated in the Russian media, Malikov
wanted the reality to be heeded, too. Judging by what he said, the
disseminated information was not by far unsubstantiated. “Today, the
eyes of the whole world are on Azerbaijan. A total of 60m dollars have
been invested in the Baku-Tb ilisi-Ceyhan pipeline and the countries
concerned want to have the security of this pipeline ensured. Certain
circles, countries concerned and their military units might take part
in the protection of this pipeline. A unit from Azerbaijan might also
join this process.” Nevertheless, the Defence Ministry spokesman
reiterated that the discussions of this type had not been held. “The
Defence Ministry is just an executive body.”

Malikov’s reaction to Russia’s concerns at the setting up of US
military bases in Azerbaijan on the pretext of protecting the oil
pipeline was brief and clear-cut: “Has Russia ever been unconcerned?”
(Asked if) the military forces that will be stationed in Azerbaijan
may in any way contribute to the (resolution of) the Nagornyy Karabakh
dispute, Malikov said: “How can they help? These units will just
protect the pipeline. Now, you see (US Co-Chairman of the OSCE Minsk
Group) Steven Mann, on the one hand, and the Russian foreign minister,
on the other, shouting. We have to resolve the Nagornyy Karabakh
dispute ourselves.”

BAKU: Mann: Karabakh Mediators Not to Recognize Armenia as Aggressor

US DIPLOMAT SAYS KARABAKH MEDIATORS NOT TO RECOGNIZE ARMENIA AS AGGRESSOR

(Presenter) The US co-chairman of the OSCE Minsk Group, Steven Mann,
has made a bizarre statement. In an interview with Azartac news
agency, Mann said that recognition of Armenia as an aggressor was not
relevant to the Minsk Group’s mission. In addition, Mann stressed that
they made no differences between the occupier and the occupied.

(Correspondent, over Mann’s archive footage) Illegal elections in
Nagornyy Karabakh (to local government bodies on 8 August) will not
have an impact on the conflict settlement within the framework of the
OSCE Minsk Group, Mann said. Recalling the US stance on these
elections, Mann added that his country did not recognize Nagornyy
Karabakh as an independent entity and backed Azerbaijan’s territorial
integrity. But he said that recognition of Armenia as an aggressor was
not relevant to the Minsk Group’s mission. Wishes of all people in the
region should be taken into consideration while settling the Karabakh
conflict, Mann said. He added that the Minsk Group did not side with
anybody because the international community had not authorized the
Minsk Group to act as a judge, end quote.

Mann once again called on the sides to the conflict not to expect the
mediators to perform miracles. He said that the settlement of the
problem depended not on the mediators, but on Azerbaijan and
Armenia. That is why, Mr Mann believes that Azerbaijani President
Ilham Aliyev’s decision to take part in the peace process is correct
and based on Azerbaijan’s national interests.

Speaking on the Baku-Tbilisi-Ceyhan oil pipeline, Mann admitted that
the Washington government had been surprised at the delay in the
construction of the pipeline’s Georgian section. He said that this
issue had been widely discussed during Georgian President Mikheil
Saakashvili’s visit to the USA. Mann expressed his satisfaction with
the resumption of the construction. Mr Mann added that he was against
linking the construction of the Baku-Tbilisi-Ceyhan oil pipeline with
the settlement of the Nagornyy Karabakh conflict. This project has
nothing to do with the settlement of the Nagornyy Karabakh conflict,
he said. Mann added that the oil pipeline reflected the South
Caucasus’ economic realities, but not political ones, end quote.

“COMMUNITY SELF-HELP FUND” PROJECT IN LORY MARZ

VANADZOR, AUGUST 17, ARMENPRESS: On August 17, U.S. Charge
d’Affairs a.i. to Armenia Anthony Godfrey inaugurated the
newly-completed Vanadzor Playground in Lori Marz. This project is the
second in a series of the U.S. Government’s “Community Self-Help
Fund” initiatives in Armenia. A grant from the U.S. Government and
contributions from the local community funded the construction and
equipment of the playground in Vanadzor’s Taron 4 district, which was
built after the 1988 earthquake. It is an area of new, multi-storied
buildings lacking facilities for children to play. Children used to
play on the dangerous ruins of semi-destroyed buildings. As a result
of the project, children in the neighborhood have a safe, fenced play
area, including swings, merry-go-rounds, soccer field, and a
basketball court as well as seats for spectators.
The formal ceremony awarding the first round of grants of the U.S.
Embassy’s new Community Self-Help Fund program took place March 15.
The Embassy awarded grants to ten communities in eight marzes. The
Community Self-Help Fund assists local communities to implement
small, grassroots projects that address their most urgent needs. The
community of Vanadzor’s Taron 4 district made significant
contributions of time and resources in order to ensure the success of
the project. Save the Children is implementing the project. The U.S.
Embassy hopes to continue this program in the future and is currently
reviewing applications for the second round of the program. For

Russia to step up activity to settle Upper Garabagh conflict

Moscow supports the continuing negotiations on settling the Upper
Garabagh conflict, Russian Foreign Ministry representative Boris
Malakhov says. He welcomed the continuation of talks on the level of
presidents.
Malakhov added that Russia will do its utmost to ensure that the
parties to the conflict come to terms and step up its activity within
the OSCE Minsk Group aimed at resolving the problem.*

A cloud of war sits over festival launch

THERE was much talk of war in the almost Middle Eastern sunshine of
Charlotte Square yesterday; the Edinburgh International Book Festival
launched its 650 events and found eminent authors concerned with
global conflict.
Scottish poet and playwright Liz Lochhead opened the festival with a
sell-out discussion of her latest work, Thebans. She set a tone for
the day, comparing the struggles in her Greek drama with the
complexities of the war between Israel and the Palestinians.

Louis de Bernières, the award-winning author of Captain Corelli’s
Mandolin, took up the gauntlet, discussing the Turko-Armenian war and
the horrors that were inflicted. In researching his latest book,
Birds Without Wings, he studied a history that is not widely known in
the West .

But the most anticipated event of the festival will be JK Rowling’s
first public reading in four years at 9am today. Just over 500 fans
were the lucky winners of a ballot for tickets, with the remaining
few spaces given away in a competition by the Sunday Herald.

Other speakers included Lord Melvyn Bragg taking part in an Amnesty
International debate, Tony Parsons – who revealed that his next book
would be about punk rockers of the 1970s – writer and broadcaster
Joan Bakewell and Scottish success Alexander McCall Smith.

Yesterday, the festival reported over 8000 people through the doors
by 4pm and organisers were relieved that the rains held off for a
perfect day.

Festival director Catherine Lockerbie said: ` So far this has been
fantastically successful. Audience numbers and feedback have been
great, after a long, hard year of planning.’

261 Cases of Tax & Customs Offences Registered in H1/04

261 CASES OF TAX AND CUSTOMS OFFENCES REGISTERED IN FIRST HALF OF 2004

YEREVAN, August 13 (Noyan Tapan) The State Customs Committee
registered 20 cases of violation of the tax legislation in the first
half of 2004. According to the final report of the Committee, this
index decreased by 48% in comparison with last year. 241 cases of
violations were registered in the tax sphere during the period under
review. 164 cases regarding the above-mentioned tax violations were
sent to the Prosecutor’s Office for preliminary investigation, 11
criminal cases were instituted, criminal cases weren’t instituted on
27 cases. Damage of 71.7 mln drams (about 137,000 dollars) was
compensated during the investigation. 152 crimes directed against the
economic activities, including 22 cases of money and securities
forgery were registered at the RA Police bodies during the same
period. It should be mentioned that this index decreased by 8 in
comparison with the same period of last year.

Stone Processing Co. To Operate in Ijevan Before End of Year

ENTERPRISE OF STONE PROCESSING TO BE PUT INTO OPERATION IN IJEVAN TILL
END OF THIS YEAR

IJEVAN, August 11 (Noyan Tapan). The enterprise of stone processing
will be put into operation in Ijevan till the end of this year.

Noyemberyan felsit, basalt and travertine from the Ararat Valley will
be processed in the industrial shop of 1,800 square meters. The
construction is carried out upon the initiative of Artur Baghrian, a
businessman and philanthropist living in Moscow, knight of
“St. Gregory Illuminator” order. A church and a sport school have also
been constructed due to his funds in the village of Voskevan of the
Tavush region beforehand. Misha Gamzian, head of the construction
work, told NT’s correspondent that part of stone-processing lathes and
saws have already been imported from Italy. Laying-in of raw materials
also started.
