YEREVAN, MARCH 4, NOYAN TAPAN. Expenditures of the RA state
budget amounted to 38.6 billion drams in January 2010, or 21.4%
of the quarterly program. In particular, current expenses made 34.7
billion drams, while operations with non-financial assets amounted
to about 4 billion drams. According to the RA Ministry of Finance,
budget expenditures grew by 12% or 4.1 billion drams as compared to
January 2009. The growth was mostly due to an increase in expenses
on non-financial assets as well as state debt service expenses.

The average exchange rate of one dollar made 377.53 drams in January
of this year.

Armenian groups in the United States rejoiced as the U.S. House
Foreign Affairs Committee narrowly approved a resolution condemning as
genocide the mass killings of Armenians by the Ottoman Empire during
World War I.

The Foreign Affairs Committee of the U.S. House of Representatives
voted on Thursday 23-22 in support of the resolution following almost
six hours of heated debates.

Ankara responded by recalling its newly appointed ambassador to the
United States, Namik Tan, for "consultations."

"We condemn this bill that blames the Turkish nation for a crime
it did not commit. Our Washington ambassador was invited to Ankara
tonight for consultations," Turkey’s Prime Minister Tayyip Erdogan
said in a statement posted on his office’s website.

Turkey, which has always refused to recognize the killings of an
estimated 1.5 million Armenians at the end of the Ottoman period
in 1915 as an act of genocide, earlier warned Washington that this
move could jeopardize U.S-Turkish cooperation and set back the talks
aimed at opening the border between Turkey and Armenia, which has
been closed since 1993 on Ankara’s initiative.

A similar vote in the committee was approved by a wider margin in
2007, but the U.S. Bush administration, anxious to retain Turkish
cooperation in Iraq, scuttled a full House vote.

"By a vote of 23 to 22 the U.S. House Foreign Affairs Committee
approved [House Resolution] 252, the Armenian Genocide Resolution,"
the Armenian Assembly of America (AAA) said in a statement.

"The committee passed the motion despite a well-funded lobbying effort
by the Turkish government supported by major defense corporations
doing business with Turkey. Parliamentarians from Turkey and Turkey’s
ambassador to the United States personally weighed in on the committee
and the Obama Administration."

"The truth prevailed today, and the cause of genocide affirmation
and prevention has been furthered," AAA Executive Director Bryan
Ardouny said.

"We commend the leadership of Chairman Howard Berman and all those who
supported the bill’s passage, which was introduced by Representatives
Adam Schiff (D-CA), George Radanovich (R-CA), Frank Pallone, Jr.

(D-NJ) and Mark Kirk (R-IL)."

"The truth prevailed in the end," Elizabeth Chouldjian, a spokeswoman
for the Armenian National Committee of America, told Armenian
television. "The Turkish pressure proved futile."

The resolution was also welcomed by Armenian Foreign Minister Edward
Nalbandian.

"We highly appreciate the decision by the Committee on Foreign Affairs
of the United States House of Representatives to adopt Resolution 252
on the recognition of the Armenian genocide," he said in a statement.

"This is further proof of the devotion of the American people to
universal human values and is an important step toward the prevention
of crimes against humanity."

On the eve of the vote, the Obama administration urged the committee
not to approve the resolution, fearing it could alienate Washington’s
NATO ally, whose help the White House considers invaluable in solving
confrontations in the Middle East and Afghanistan.

A number of countries have recognized the killings in Armenia as the
first genocide of the 20th century, including Russia, France, Italy,
Germany, the Netherlands, Belgium and Greece, as well as 42 of the
50 U.S. states. The Vatican, the European Parliament and the World
Council of Churches have also denounced the killings as genocide.

Uruguay was the first to do so in 1965.

The monitoring that was held under mandate of the personal
representative of the OSCE chairman-in-office on the contact line of
Azerbaijani and Armenian armed troops on March 3, 4 kilometers away
of the Tapqaraqoyunlu village of Geranboy, recorded no incidents,
according to the news service for the Defense Ministry.

The Azerbaijani side was represented by field assistants of personal

The opposite side of the front line was represented by field assistants

Overwhelming majority of scientists, international experts are
unanimous on the fact that 1915 events in Ottoman Empire were
Genocide, said Howard Berman — the U.S. House Foreign Affairs
Committee Chairman, opening hearings on Genocide Resolution.

He stated that Nobel Prize winner, Turkish writer Orhan Pamuk was
persecuted in Turkey for recognizing the fact of Genocide. The
Congressman stressed that archives of U.S., France, UK, and Russia,
including Turkey’s allies during World War I – Germany, Austria and
Hungary contain materials proving the fact of Genocide.

One of the scholars studying Holocaust said that Armenian Genocide
resembles Holocaust. Moreover, in 1985 sub-commission of the UN
Commission on Human Rights recognized that massacres of Armenians
in Ottoman Empire are equal to Genocide, Berman noted. The Chairman
stressed that over 20 countries as well as European Parliament
recognized Genocide and U.S. must follow the lead. He also added that
despite Turkey’s statements about terrible consequences of Genocide
recognition by Congress, approval of non-binding resolution cannot
affect U.S.-Turkey relations.

Congressman Ros-Lehtinen opposed the resolution, underlining that
its passing will negatively impact Ankara.-Washington relations.

STEPANAKERT, MARCH 3, NOYAN TAPAN. According to an agreement reached
with the NKR authorities in advance, on March 3, the OSCE mission
held a plan monitoring of Nagorno Karabakh’s and Azerbaijan’s armed
forces contact-line, in the direction of the populated area of Talish,
NKR Martakert region.

>From the positions of the NKR defence army the monitoring was
conducted by Field Assistants of the Personal Representative of OSCE
Chairman-in-Office Irzhi Aberle (Czech Republic) and Zhaslan Nurtazin
(Kazakhstan).

According to the NKR Foreign Ministry Press Service, the monitoring
was held according to the schedule. No violations of the cease-fire
regime were fixed during the monitoring.

Representatives of the NKR Foreign Ministry and Defence Ministry
accompanied the monitoring mission from the part of Karabakh.

want relations between Turkey and Armenia normalized. The majority
wants relations to be normalized. The sticky issue is the subject
of 1915. Due to the vague language of the Protocol, the Diaspora
feared that the Armenian genocide was going to be made into an issue
of negotiation",- said Taner Akcam, a well-known Turkish historian,
in his interview with Turan.

"In fact, Turkey did make announcements that would lend strength to
that fear, such as the creation of a historian’s commission and the
idea that this commission would come to a decision on whether or not
the events of 1915 constituted genocide. It’s difficult to interpret
the articles of the Protocol as promoting anything like this, but
Turkey has stated countless times that it wishes to interpret it that
way",- said the historian.

Asked whether US President Obama can recognize the Armenian genocide
thus spoiling strategic relations with Turkey in April, the Turkish
historian replied: "I have no idea what the US will do this April
24th. Having the American Congress or the President declare what
happened in 1915 genocide is like a "golden bullet". The US possesses a
"gun that can only shoot once". Here’s the question: is it better to
shoot that bullet or to keep the gun loaded with it and use it as a
threat continuously? I believe the US has chosen the second option.

The US understands that this "gun" is good for only one shot and is
holding back because once the "bullet" has been released it loses
its power and meaning. For this reason, it seems that rather than
shooting off that "gun loaded with one bullet", it serves the US’s
purposes to use it as a threat every year.

conference held on March 2 that the information that negotiations
over the opening of the Upper Lars were held in Armenia is true. Such
information appeared in the press a couple of months ago.

already working, we can say it is a big success for Georgia, Russia

The Maternity Hospital of Abovian, in Armenia’s Kotayk Region, became
the Hayastan All-Armenian Fund’s latest beneficiary this month, as the
fund began to rebuild the facility’s Delivery Ward. The initiative is
sponsored by the fund’s Canada (Montreal) affiliate, with financing
by local benefactors Vrej and Imasdouhi Nigoghossian.

With demolition work already completed, construction crews are
currently building new partitions at the Delivery Ward. The other
components of the project include the renovation and retiling of the
floors as well as the replacement of all doors and windows.

Commenting on the much-anticipated reconstruction, Dr. Larissa Madoyan,
chief physician of the Maternity Hospital, said that the 25-year-old
facility’s grave disrepair has had an adverse effect on the quality of
healthcare. "In terms of inspiring a sense of security and confidence
among expectant mothers, the improved conditions of the ward will be
of foremost importance," Dr. Madoyan explained. "In turn, a mother’s
well-being is crucial equally to her newborn and the medical staff
caring for her." Dr. Madoyan added that already this year 193 babies
were delivered at the hospital.

In 2009 there were 1,422 births at the Delivery Ward. In addition,
247 walk-in patients received care, 347 women underwent various
surgical procedures, and 17,656 pregnant women were provided with
medical consultation at the Maternity Hospital, which serves seven
urban areas and close to 60 rural communities of Kotayk.

"Every parent seeks to ensure the healthiest and most comfortable
environment possible for their newborn child," said Ara Vardanyan,
executive director of the Hayastan All-Armenian Fund. "With this
in mind, the renovation and, in this case, reconstruction of our
homeland’s aging maternity wards is an area of high priority for
the fund."

"Perhaps the most heartwarming testament to the benefits of such
projects is the marked increase of new births in a given community,"
Vardanyan concluded.

Apart from the Abovian Maternity Hospital initiative, the
Hayastan All-Armenian Fund is currently implementing several
healthcare-development projects in Armenia. They include the
construction of the Zangezur Cardiology Center in Goris and the
reconstruction of the Noyemberian Hospital, the Delivery and Postnatal
Department of the Maternity Ward at Surb Astvatsamayr Medical Center in
Yerevan, and a wing of the Nork-Marash Medical Center, also in Yerevan.

Minister Nalbandian highlighted another deplorable fact that those
criminals and murderers were set free and called heroes immediately
after Azerbaijan proclaimed independence. "Sooner or later the
criminals will suffer punishment and Armenia will further exert efforts
to brought them responsible," Edward Nalbandian said. The minister
said he is sure that the actual organizers of the crimes in Khojalu,
which were witnessed by ex-president of Azerbaijan Mutalibov and a
number of Azerbaijani and other sources that are being persecuted in

Les relations entre la Turquie et les Etats-Unis et le rapprochement
turco-arménien souffriront si le Congrès américain vote un texte
reconnaissant comme un génocide les massacres d’Arméniens commis
sous l’Empire ottoman, a prévenu lundi le ministère turc des
Affaires étrangères.

L’avertissement survient alors que la commission des Affaires
étrangères de la Chambre des représentants américaine doit se
réunir jeudi pour discuter d’une résolution sur les massacres
d’Arméniens survenus de 1915 a 1917 en Anatolie.

"Nous attendons de la commission (…) qu’elle rejette le projet de
résolution en question, qui va nuire aux relations entre la Turquie
et les Etats-Unis et causer une interruption des efforts en vue
d’une normalisation des relations entre la Turquie et l’Arménie",
a affirmé le ministère dans un communiqué.

"Nous voulons croire que les membres de la commission sont conscients
des dommages que leur projet de résolution vont causer aux efforts
de paix et de stabilité dans le Caucase sud et qu’ils agiront a cet
égard avec responsabilité", poursuit le document.

La question d’un génocide arménien est un champ de mines
diplomatique.

L’administration américaine s’est jusque la abstenue d’employer ce
qualificatif pour ne pas envenimer ses relations avec la Turquie,
membre de l’Otan et alliée privilégiée de Washington au Proche
Orient.

Le président américain Barack Obama, qui avait promis lors de
sa campagne électorale la reconnaissance du génocide arménien,
a renoncé a employer ce terme alors que les Etats-Unis soutiennent
des efforts en cours pour une normalisation des relations entre la
Turquie et l’Arménie, qui n’ont pas de relations diplomatiques et
dont la frontière commune est fermée.

Les Arméniens font pression pour que soient reconnus comme un
génocide les massacres et déportations qui, entre 1915 et 1917,
ont tué selon eux plus d’un million et demi d’entre eux.

La Turquie reconnaît qu’entre 300.000 et 500.000 personnes ont péri,
non pas victimes d’une campagne d’extermination mais selon elle dans
le chaos des dernières années de l’Empire ottoman.

Elle récuse la notion de génocide reconnue par la France, le Canada
ou le Parlement européen.

Le texte du projet de résolution américaine parle ouvertement de
"génocide arménien" conduit entre 1915 et 1923 par l’Empire ottoman.

Le projet de résolution, un texte qui n’a pas force de loi, appelle le
président américain a "qualifier de facon précise l’extermination
systématique et délibérée de 1.500.000 Arméniens, comme un
génocide".

Parallèl ement, Michael Hammer, le porte-parole du Conseil national
de sécurité (NSC), a précisé que le président avait exprimé en
2009 "sa position sur les événements de 1915, et son point de vue
n’a pas changé".

"Notre intérêt reste une reconnaissance entière, franche et juste
des faits", a-t-il ajouté, avant de préciser: "Nous continuons
a penser que le meilleur moyen de parvenir a ce but est que les
Arméniens et les Turcs considèrent les faits du passé comme une
partie de leur effort actuel de normalisation".
