police department received a signal about taking of Bagrat Gasparian,
born in 1971, to hospital. He was inflicted fire injuries. According
to the Press Service of RA Police, the operative group that arrived
at the occurrence location found out that B. Gasparian was taken
to hospital from the territory adjacent to house N 62 of B2 sector
of South-Western Union. The report of the police mentioned that the
circumstances of the incident are being specified, the investigation
is carried out by the Prosecutor’s Office.

The Milli Majlis (parliament) vice-speaker Ziyafat Asgarov has come
out against the discussions of the Armenia-Azerbaijan conflict over
Upper Garabagh in the parliament. Such discussions would be useful only
after specific results of the ‘Prague talks’ are determined, he said.

The vice-speaker said with regard to the similar discussions of the
Garabagh problem recently held in the Armenian parliament that they
turned out fruitless.

“Such discussions are due to the situation Armenians are facing,
and they are simply trying to prolong time.”

Asgarov noted that no specific decision was made following the
discussions in Armenia.*

President Mikhail Saakashvili inaugurated a new military base in
western Georgia on Wednesday, a base built to NATO standards to advance
the Caucasus nation’s efforts of joining the trans-Atlantic alliance.

The US$4.8 million (Aâ~B¬3.73 million) base, built about 280
kilometers (170 miles) west of the capital, Tbilisi, will be able to
house up to 3,000 military personnel for training maneuvers and will
have modern facilities, defense officials said.

“This will be a base that meets all European standards,” Saakashvili
said at a ground breaking ceremony. Defense officials gave no other
details.

The base is located 80 kilometers (50 miles) from the border with
Abkhazia, which has had de facto independence since breaking away
from the central government in a war in the 1990s.

Saakashvili, a Western-trained, former opposition leader who was
vaulted to the presidency in a popular uprising known as the Rose
Revolution, has said membership with NATO _ and the European Union _
is a goal of the Caucasus nation. The United States is spending US$50
million to help train four battalions of Georgian servicemen to be
used in international peacekeeping operations.

The announcement comes as Georgia and Russia spar over the withdrawal
of two Russian bases left over from the Soviet Union.

Russia has said it needs at least three years, perhaps even a
decade, to complete the pullout and also is demanding millions
in compensation. Russian Defense Minister Sergei Ivanov said last
month the cost of withdrawing would be as much as US$300 million
(Aâ~B¬234 million).

Russian observers have said that Moscow is concerned that pulling out
all its forces from Georgia could jeopardize its base in neighboring
Armenia, one of Moscow’s closest allies in the region.

Armenia does not share a border with Russia, and all Russian equipment
and personnel have to transit Georgian territory to get there.

Yerevan, 5 April: Armenian President Robert Kocharyan received the
chairman of the Chamber of Deputies of the Belgian parliament, Herman
de Croo, at his residency today.

The sides highly rated the level of Armenian-Belgian relations and
noted that this was proved by the fact that Belgium is Armenia’s main
trading partner among EU countries, the press service of the Armenian
president has told Arminfo new agency.

The sides also noted the need to expand the political dialogue between
the two countries, which can also be promoted by the intensification
of parliamentary cooperation.

The meeting discussed a number of issues related to European
integration, specifically within the framework of the EU’s New
Neighbourhood policy. The sides also discussed issues and processes
taking place in the region.

Krasnodar, 6 April: Krasnodar Territory governor Aleksandr Tkachev
has demanded that the people who provoked the ethnic clash between
Cossacks and Armenians that took place in Novorossiysk be punished,
the territorial administration’s press service told Interfax.

“Over a hundred nationalities work and live peacefully in our territory
and we must do all we can to preserve peace and stability. It is easy
to provoke an ethnic conflict, but it is much more difficult to restore
peace later. The people who provoked the incident must be punished
no matter who they are. Crime does not have a nationality,” the press
service said quoting Tkachev’s statement on the results of his meeting
with law-enforcement agency heads that took place on Tuesday [5 April].

Tkachev stressed that any conflict should be resolved within the
limits of the law. “Nobody is allowed to replace law-enforcement
bodies and administer mob law,” he said.

On 21 March a fight between local Cossacks and the Armenian diaspora
took place at a Novorossiysk cafe. The fight ended only after police
intervened.

At the beginning of March, the Turkish authorities and the opposition
decided to use a united way of denying the Armenian Genocide.

In frames of this denial campaign, the People-Republican party of
Turkey invited American scientist Justine McCarty, who is known for
his radical favor for Turkey. As the Aksam newspaper writes, McCarty
not only defends Turkish theses but also disseminates them around
the world.

In terms of the Genocide, McCarty is even more radical than Turks. He
claims that there were conflicts between both sides during the WWI
and both suffered losses. And he even says that Turks it was Turks
who dies most.

However, Turkish Milliyet newspaper believes that it is very difficult
for Turks to campaign against the Genocide. The newspaper states
that the Armenian lobby in America is currently getting stronger,
which can play a decisive role in the SU congress at any moment.
Jumhuriet newspaper adds in turn that the hired historian declared
that the genocide never took place and the issue is aimed at using
pressure on Ankara . Huriyet newspaper says that during McCarty’s
meeting with head of Turkey’s opposition Denis Baikal, McCarty stated
that the issue of the Armenian Genocide must be discussed only by
scientists. Turkish daily news calls McCarty extremely uninformed
and even unaware of the existence of the Armenian Republic after the
latter stated that “Armenians want recognition of the Genocide to
create an independent state.”

McCarty is also rich in false discoveries. For example, he has stated
that Armenians were sponsored by the Russian Empire to destabilize
the situation in the Ottoman Empire in 1914.

At any rate, Turkish authorities are concerned with the Genocide issue
complicating relations with EU. During recent parliamentary hearings,
foreign minister Gul stated that the Turkish-EU relations are built
solely upon Copenhagen agreements and will not be obstructed by the
Genocide issue.

Turkish Terjuman newspaper that this year April 24 will not be so
easy to overcome for Turkey. But the newspaper believes that the
negotiations between the USA and EU on this issue will be mainly
conditioned by geopolitical factors.

Milliyet and Yeni Chagh newspapers touched upon the event organized
in Washington by Turkish-American organizations and called “90 years
after Turkish-Armenian tragedy in the Ottoman Empire.” The reason why
the article appeared here was that the Turkish speech maker, professor
Atayov found himself in a very clumsy situation, when representative
of the Armenian National Committee of America Elizabeth Chouldjian,
referring to Turkish scientist works, unmasked the lies of Atayov.

Armenians, Turks Evaluate Diplomacy Outlook

(Angus Reid Global Scan) – Adults in Armenia and Turkey hold
seemingly inconsistent views on bilateral relations, according to a
poll by the Turkish Economic and Social Studies Foundation and the
Armenian Sociological Association. 88 per cent of Armenian
respondents – and 65 per cent of Turk respondents – support establishing
diplomatic ties between both nations.

Relations between Armenians and Turks are tense due to historical
factors. In 1915, the government of the Ottoman Empire – formed by
members of the Turkish nationalist Committee of Union and Progress
(ITC) – ordered hundreds of thousands of Armenians to relocate from the
Caucasus to Mesopotamia.

The state-sponsored deportation campaign led to a high number of
Armenian fatalities, estimated at anywhere from 200,000 to 1.8
million. While some scholars believe the campaign was a deliberate
attempt to exterminate Armenians, Turkey has never formally accepted
the use of the term “genocide” to describe the event.

On Mar. 9, Turkish prime minister Recep Tayyip Erdogan called for an
impartial investigation of Armenian claims, saying, “We do not want
future generations to live under the shadow of continued hatred and
resentment.” 63 per cent of Armenian respondents – and 51 per cent of
Turk respondents – support re-opening border crossings to link the two
countries.

use all its levers and abilities to assist Ijevan Mayor Varuzhan
Nersisian’s re-election during the local elections to be held in
Ijevan on coming Sunday. Andranik Margarian, the RA Prime-Minister,
the Chairman of the RAP Council, informed about it during the
March 23 conversation with the journalists. At the same time the
Prime-Minister disproved the news that he personally assists Varuzhan
Nersisian. According to Andranik Margarian, the issues concerning
the local elections weren’t discussed in the framework of coalition,
as the elections themselves haven’t started yet: “I don’t exlude that
we may discuss, but the type of solution will show the life.” Touching
upon the Karabakh conflict, the Prime Minister considered unlikely the
resumption of the war. In his opinion, the ceas-fire lasting more that
10 years could be broken long ago, if Azerbaijan or Armenia had sich a
wish. Answering journalists’ questions, Andranik Margarian mentioned,
that if today Armenia doesn’t recognize Karabakh independence, then
it is only a tactics coming out from the interests of the activities
in process. It is well-known that Armenia gives interstate credit to
Karabakh, without which it would be impossible for Karabakh authorities
to create normal social coditions for Karabakh people. According to
Margarian, the “Interstate” formulation of the credit proves that
Armenia, in fact, does recognize Karabakh as an independent republic.

revolutions in the post-Soviet republics should come from nation-wide
movements rather than Western support, Justice secretary Viktor
Dallakyan says commenting on the latest events in Kyrgyzstan.

West-sponsored revolters form puppet governments. Dallakyan is sure
that Armenia will be the first in the CIS to carry out a truly national
revolution. The Armenian opposition is closely watching the events in
Georgia, Ukraine and Kyrgyzstan and so must do the authorities. When a
nation can no longer stay patient it rises in a velvet revolution, says
Dallakyan noting that the Armenian people has given its government many
a chance to resign in a civilized way. One such way is confidence vote.

Dallakyan says that the authorities in Georgia, Ukraine and Kyrgyzstan
would have never applied force against their own people unlike the
ruling bandits in Armenia who cold-bloodedly dispersed the ralliers
on Bagramyan Avenue in Apr 2004.

Dallakyan is sure that the present regime in Armenia will be overthrown
in a nation-wide revolution. “Let those who blame us for indecision do
it their own way and lead the people to a bloodshed.” “The Justice
bloc will not risk its people for the sake of government change,”
says Dallakyan.
