Genocide, Turkish parliament speaker Bulent Arinc stated during
a press conference in Baku. In his words, the Genocide is a fable
invented by the Armenian Diaspora, which for many years has spread
propaganda against Turkey. Turkey is ready to open the archives for
all the interested persons, he said. “However the familiarizing with
the documents can reveal that the Genocide was perpetrated against
the Turkish but not the Armenian population”, Arinc said adding that
the issue of “genocide of Azeris in Hodzhalu” will be discussed in
the Turkish parliament on February 26.

The economies of practically all CIS countries are on the rise at
this point. GDP growth is being recorded almost everywhere – not only
in the oil and gas exporter nations (Russia, Azerbaijan, Kazakhstan,
Turkmenistan), but also in countries less rich in natural resources
(Ukraine, Armenia, and Belarus).

Defense spending in the post-Soviet states is growing at an even more
impressive rate. Average GDP growth in 2004 amounted to 7-9%, while
defense spending increased by at least 30%. A similar trend will
continue in 2005 as well.

It is common knowledge that the defense and security situation
remains unstable, and military threats to practically all CIS
countries are intensifying. The sources of these threats can be found
both at home and abroad. They are attributed to terrorist
organizations and the presence of potential conflict zones (including
“separatist regions”).

On the other hand, defense spending in the majority of CIS nations is
out of proportion to the capacities of their economies, and this
state of affairs inevitably has a direct impact on ordinary citizens.
One-third of Russia’s federal budget spending goes to the Defense
Ministry and other security or law enforcement structures. In Armenia
and Azerbaijan, defense and security spending amounts to almost 50%
of total budget spending. Unfortunately, even this increased defense
spending cannot hope to provide a radical solution to the problem of
modernizing and restructuring national armed forces. They still
retain Soviet-era weapons and military hardware. Even aid from the
United States, NATO, and China to certain countries is only a partial
solution to the task of modernizing their armed forces and secret
services. Georgia and Uzbekistan each recieved $10 million of
American aid in 2004; this covered only 15% of defense spending for
Georgia, and 1% for Uzbekistan.

Why would CIS countries want to upgrade their armed forces? Firstly,
they are bracing themselves for potential hostilities. Secondly, they
need to boost their level of domestic security.

The first group of countries includes practically all of the Caucasus
– Armenia, Georgia, and Azerbaijan – where there are regions with
separatist regimes. These countries have been increasing their
defense and security spending for years already. Georgia’s military
budget this year is 44% greater than it was in 2004. Counting the $65
million provided by the United States to equip and train four
battalions of the Georgian Army between 2001 and 2004, the rise is
indeed unprecedented. The situation in Azerbaijan is similar. Baku
will spend $245 million on its Armed Forces in 2005 (a rise of 36%
compared to 2004, and 50% compared to 2003). Armenia is spending a
great deal as well; its defense budget for 2005 will amount to $127
million, or 3.6% of the GDP (a 35% rise compared to 2004). And this
figure does not take into account spending on the Karabakh defense
army, funded by Armenia.

The countries of the Caucasus are making preparations – apparently
for hostilities on the territory of Nagorno-Karabakh, Abkhazia, and
South Ossetia.

The second group of countries includes almost all Central Asian
states. Uzbekistan, Turkmenistan, Tajikistan, and Kazakhstan are
focusing their attention on internal stability. All these countries
have radical opposition movements, and their armed forces also
perform a domestic security function. This trend is particularly
marked in the authoritarian Uzbekistan and Turkmenistan, where there
have been assassination attempts directed at national leaders,
terrorist attacks, and street protests.

These countries spend 5-6% of their GDP on their security and law
enforcement structures – a record figure for the CIS and worldwide.
Practically all their resources are spent on maintaining mechanisms
of suppression that would stop at nothing to crush the radical
opposition.

The level of defense spendings in Tajikistan is relatively high as
well (about $30 million). This is attributed to the difficult foreign
affairs situation, abundance of troops, and Dushanbe’s determination
to take sole responsibility for security along the
Tajikistan-Afghanistan border as of 2006. Kazakhstan is building up
its military structure in the Caspian region, and this also requires
a great deal of resources: Astana will spend $448 million (1.2% of
GDP) on national defense in 2005.

Russia’s motives in raising defense spending are quite clear. This
concerns continuing the war against Chechen guerrillas and other
radical Islamists in the Caucasus. It also concerns Moscow’s
determination to maintain nuclear parity with the United States and
play the role of a world power.

Ukraine is raising its military budget by 22% this year. Experts
attribute this to the radical cuts in troop strength of the Army and
Navy and the military reforms under way in Ukraine. Kiev will spend
$1.127 billion on national defense in 2005. This is the
second-largest sum spent on defense in the CIS. Russia is first on
the list of heavy spenders, and Uzbekistan is third.

Some CIS countries, however, are not considering any dramatic
increases in defense spending. These countries spend less than 1% of
GDP on national defense: Moldova ($30 million) and Kyrgyzstan ($20
million). Belarus will spend 1% of GDP, or $268.5 million, on defense
this year; although official Minsk intends to double the sum within a
decade. Moldova is still at odds with Trans-Dniester separatists and
is counting on military aid from NATO and the European Union.
Kyrgyzstan benefits from the NATO and Russian military bases on its
territory; the rent it collects from those bases exceeds all its arms
spendings. In the meantime, experts name Moldova and Kyrgyzstan as
the most likely sites for the next “color revolutions” similar to
those in Ukraine and Georgia.

at the meeting, Rafsanjani underlined the importance of North-South
Corridor and said the highway will play a key role in expansion of

Iran is determined to mediate to find a solution to the issues of
Karabakh through peaceful means, he said.

The existing economic, educational and cultural cooperation between

In an exclusive interview with Ekho, the deputy prime minister and
foreign minister of Abkhazia [Sergey Shamba] said that Nagornyy
Karabakh, Dniester, South Ossetia and Abkhazia have signed an
agreement which will come into force in wartime.

[Correspondent] The situation surrounding the unsettled conflicts in
the CIS (Abkhazia, South Ossetia, Karabakh and Dniester) has become
tenser in the last few months. The authorities of Georgia, Azerbaijan
and Moldova frequently resort to tough rhetoric, threatening to solve
the problem in a military way. Do you believe that a military option
is possible? To what degree do you think it is possible?

[Sergey Shamba] It was precisely their inability to solve the problem
by peaceful political means that caused these conflicts. The fact that
the new leaderships of the aforesaid countries are also continuing
their traditional policies regarding these conflicts confirms once
again that it is impossible to solve them by introducing models that
are unacceptable to Abkhazia, South Ossetia, Karabakh and Dniester,
because these models have become a thing of the past along with
Stalin’s era, which generated these conflicts.

Only mutual recognition can serve as a basis for the dialogue between
the parties because it is impossible to achieve the necessary level of
sincere confidence without it. It is precisely confidence that can
lead to a constructive dialogue. Threats and confrontation facilitate
only the mobilization and alienation of the parties. No military force
is able to solve any of the aforesaid problems. If someone does not
see this, we can recommend that they look around and become convinced
that superpowers are also unable to solve such problems, using force.

When people fight for their victory and independence, no force can
suppress their aspiration, no matter what kind of military power it
possesses.

[Correspondent] Abkhazia, South Ossetia, Dniester and Karabakh have
been cooperating for many years, coordinating their activities at the
level of “foreign ministers”, etc. But one gets the impression that in
the recent period, representatives of Nagornyy Karabakh have not been
very actively cooperating with Abkhazia, South Ossetia and
Dniester. Is this true?

[Sergey Shamba] This cooperation was formed during our common struggle
for independence. Today mutual support and solidarity are topical as
well. Regrettably, communication problems hamper our close
cooperation. However, we constantly maintain the necessary level of
cooperation.

[Correspondent] What do you think the prospects are for the
international recognition of Abkhazia, South Ossetia, Dniester and
Karabakh?

[Sergey Shamba] This issue is first of all linked to the situation
that exists at the moment and constantly changes. Obviously, the
current situation will also change in the future, because it is
impossible to prevent the historic process of the birth, development
and disintegration of a state. These processes are permanent. They are
based on the nature of things.

Our task is to make our states meet the standards that are adopted in
the world, of which we want to be a part. These prospects are similar
to the possible entry of Georgia, Azerbaijan and Moldova into the EU
and NATO. There is a need to achieve a certain level, and recognition
will come, because the process of establishing states cannot be
prevented. This will be against mankind’s historic experience.

[Correspondent] What kind of real assistance can Abkhazia, South
Ossetia, Dniester and Nagornyy Karabakh render each other if
hostilities start on their territories?

[Sergey Shamba] Our countries have an agreement that will come into
force in wartime. I assure you that our actions can be rather
efficient. However, I hope that the lessons of the recent past will
not be forgotten. At least, we will learn from our own mistakes.

PARIS (AFP) – The French telecommunication equipment maker Alcatel, a
big casualty of the high-tech shake-out, posted a net profit in 2004
for the first time for three years, but its shares slumped on weak
fourth-quarter performance.

Net profit reached 281 million euros (365 million dollars) after a
1.944-billion-euro loss reported in 2003, marking the first time the
company had turned an annual profit since the bursting of the
technology bubble.

Meanwhile, sales fell to 12.27 billion euros in 2004 from 12.5 billion
euros in 2003. But calculated on a so-called pro forma basis,
excluding the impact of its divested mobile handset, optical fiber and
power system businesses, sales rose 5.7 percent over the period.

Alcatel was severely hit by the shake-out which followed the end of
the Internet and technology boom four years ago.

Chief executive Serge Tchuruk said that the increase was even better
when calculated to smooth out variations in volatile exchange rates
last year.

“While carrier markets showed a modest recovery, Alcatel’s sales
increased by close to 10 percent at a constant euro/dollar exchange
rate,” Tchuruk said in a statement, adding: “We are confident that
Alcatel is on the right track.”

Operating profits jumped to 978 million euros from a pro forma 449
million, yiellding an operating margin of 8.0 percent.

Tchuruk said: “We will maintain our strategic direction in 2005,
closely monitoring our operations in order to reach our priority
target, which is a 10 pct operating margin.”

In the final quarter of 2004, the company turned a net profit of 40
million euros compared with a loss of 524 million euros in the same
quarter in 2003.

Sales rose to 3.812 billion euros over the period from 3.009 while
operating profit increased to 393 million euros from 334 million
euros.

But analysts were expecting a much higher net profit figure for the
fourth quarter and the outlook for this year left investors
unimpressed.

By early afternoon here Alcatel’s shares were showing a loss of 8.99
percent at 10.22 euros in heavy volume.

US brokerage Raymond James had forecast a fourth-quarter net profit of
154 million euros while Exane BNP Paribas analysts had pencilled in a
profit of 180 million euros.

Global Equities analyst Laurent Balcon said: “The fourth quarter
results and the accompanying statements need no comment”.

“The group’s growth should be limited this year and in the coming
years by an intense price war in the sector,” he added.

At press conference Tchuruk sought to dispell criticism saying, “The
fourth-quarter results are notany different than what we had indicated
to the market.”

“We could have done several percentage points more but at the price of
not enetering some emerging markets,” he said, adding: “we chose to
bet on the future”, citing Brazil, India and Russia.

Despite the return to profit last year, chief financial officer
Jean-Pascal Beufret said Alcatel would not pay a dividend for 2004
although it planned to do so in 2005 if possible.

The board decided against a pay-out this year, in order to be able to
accumulate profits and issue a “more significant” dividend at a later
date as well as aim at a “more durable” dividend policy, he said.

YEREVAN, FEBRUARY 4, ARMENPRESS: Armenian Central Bank (CB)
governor Tigran Sarkisian presumed today that Armenia’s financial
policy in 2005 would be largely hinging on the reaction of EU, China
and Russia, as well as IMF and World Bank to US president George W.
Bush’s State of the Union address, in which he said that the budget
he’ll send to congress next week will hold the growth of
discretionary spending below inflation, make tax relief permanent,
and stay on track to cut the deficit in half by 2009.
Sarkisian, however, added that Armenia’s financial policy was
immune from drastic shifts and changes. He said the Central Bank will
come up with a statement after the end of negotiations with World
Bank and IMF officials who are arriving in Armenia somewhere in the
second half of February to discuss here release of new loans for
medium-term development projects.
Another factor that may affect Armenia’s financial policy,
according to the chairman of Armenia’s Central bank, is a decision by
the Federal Reserve to raise interest rates by a quarter of a point

Religious Education to Counter Proselytizing in Turkey

ISTANBUL, February 4 (IslamOnline.net) – A Turkish academician urged
boosting religious education and launching an effective awareness
campaign to counter Christian mission work in the
predominantly-Muslim country.

The appeal followed revelations by a proselytizer who reverted back
to Islam that missionaries attempt to sow a sectarian strife in
Turkey by Christianizing a large number of its citizens.

Turks have to build on more proposals for combating Christianization
in the country, Hedayet Aydar, a professor of religious studies at
Istanbul University, told IslamOInline.net Friday, February 4.

Aydar proposed earmarking more teaching hours to religion lessons in
primary schools, and encouraging students to join imam and preacher
schools or universities of religious studies along with upgrading
their standards.

Awareness Campaign

Aydar also pressed the need for an awareness campaign to raise alarm
bells on the wide Christian missionary activities in the country and
ways they use to lure more converts in.

He underlined the media has to join the fray by dedicating programs
and articles to missionary activities and how best to combat them.

There is a need to give the true image of Islam and change
misconceptions on the religion, often touted by those calling
themselves secularists in Turkey, the prominent academician said.

`People under that category are most vulnerable to proselytizing
since they either have no religious culture or share mistaken
concepts on Islam.’

The Turkish army has said in a recent report that protestant missions
plan to proselytize some 10 per cent of Turkey’s 70 million
population by 2020.

The report, titled `Proselytizing Activities in Turkey and the
World’, said missionaries are trying to fill the `spiritual void’
left by the youths’ ignorance about the basic tenets and rituals of
Islam.

Political Targets

Meanwhile, a former 37-year-old proselytizer, who reverted back to
Islam two weeks ago after converting 20 years ago, warned against
politically-motivated plans by proselytizers.

Elgar Shenar said he had been ordered as a proselytizer to intensify
missionary work targeting members of the sects of Alawiyyin and
Kurds.

Alawiyyin are originally a sect of the Shi`ah called `Nusayriyyah’.
The Nusayriyyah is a movement that emerged in the third century after
Hijrah. They claim that Ali (may Allah be pleased with him) is
God-incarnated.

Shenar said he was dumfounded to find the Christianization in Turkey
is no more than a political work meant to sow unrest and divisions in
the community, citing that as the main reason for his return to
Islam.

The revelation echoed the Turkish army’s report that said the
proselytizers are seeking to pit the Sunnis against the Alawiyyin or
the opposite to preach about the Christian faith.

Commanding a wide media attention, the former proselytizer regretted
that thousands of Muslims, especially young men, had been
Christianized by missionaries in areas densely populated by Turks of
Arab or Kurdish descent.

He accused the US Defense Department of standing behind the
missionary work in Turkey. He further claimed that he `knew his
reverting back to Islam was reported to the Pentagon’.

Long-run Style

Shenar said International Protest Church, for which he was appointed
as a priest and proselytizer, exploit huge financial, social,
economic and psychological potentials to draw green youths to
Christianity.

Proselytizing mainly focuses on poor areas in central and eastern
Turkey, also exploiting the country’s keen interest to be a member of
the 25-member predominantly-Christian European Union.

A report presented to the Turkish government in 2004 said Christian
missionaries were sent to areas hit by the 1999 shuddering earthquake
that left hundreds dead and many others displaced.

Shenar is a member of a Turkish Muslim family before converting while
he was 17 years old at the hands of a teacher also working as
proselytizer.

He remembered how the teacher approached him for conversion. The
teacher helped Shenar in his studies before his Christianization in
1987.

After the conversion, Shenar was taken for studying theology for nine
years in the Bible Academy.

The Turkish army report said that 15,000 Turks have been converted to
Christianity, and other sects like Baha’iyyah over the past few
years.

No law explicitly prohibits proselytizing or religious conversions in
Turkey. But many officials regard proselytizing and religious
activism with suspicion, especially when such activities are deemed
to have political overtones.

Approximately 99 percent of Turkey’s population is Muslim, the
majority of whom is Sunni.

In addition to the country’s Sunni Muslim majority, there are an
estimated 5 to 12 million Alawiyyin, according to the US State
Department.

There are several other religious groups, mostly concentrated in
Istanbul and other large cities, including an estimated 65,000
Armenian Orthodox Christians, 25,000 Jews, and 3,000 to 5,000 Greek
Orthodox Christians.

The army report put at 69 the number of unofficial churches and
places of worship related to other communities, including 47 churches
for the Protestants, nine for the Baha’is and 13 for Jehovah’s
Witnesses sect.

Turkish fears are echoed by many in neighboring Iraq and
Turkoman-populated areas on the joint borders.

British reports revealed in December 2003 that US missionaries,
mainly evangelicals, were pouring into the predominantly Muslim Iraq
, shrouded in secrecy and under the cover of humanitarian aid.
