Gul and Erdogan refused to host Israeli Defense Minister

13:30 / 01/16/2010January 17, 2010 Turkish President Abdullah Gul and
Premier Recep Tayyip Erdogan refused to see Israeli Defense Minister
Ehud Barak. Israeli official wished to meet with Erdogan, however the
latter renounced invoking his visit to UAE, Turkish Hurriyet daily
reports.

Barak also wanted to meet with Turkish President, however Gul also
refused him reasoning his workload in `Istanbul-European Culture
Capital’ project events. Gul informed that can receive Barak on
January 18 at the soonest, but the latter had to attend a conference
in Germany that day.

According to diplomatic sources, Gul and Erdogan do not wish to meet
with Ehud Barak for the recent Turkish-Israeli `Ambassador’s chair’
scandal.

Israeli Defense Minister will meet with Turkish Foreign Minister Ahmet
Davutoglu and Defense Minister Vecdi Gonul as well as Chief of General
Staff Ilker Bashbug.

/PanARMENIAN.Net/ The OSCE representative on freedom of media has
criticized the Turkish government for its stance on controversial
Article 301 of the country’s Penal Code (TCK), describing it as a sword
of Damocles hanging over Turkish democracy, Today’s Zaman reported.

Miklos Haraszti, speaking at a conference at Bilgi University in
Ä°stanbul, noted the role of Article 301 in preventing further
improvements in freedom of speech and democratic standards in the
country,

"Despite all the progress, we have observed a reluctance of Turkish
authorities to fully liberalize the Turkish media. … A few years
ago the Turkish Penal Code was amended. However, Article 301 has been
hanging over media freedom. Why has the government not taken the step
of abolishing this article? It knows how the article contradicts
liberal democratic principles. I think the reason is political,"
the newspaper quoted Haraszti as saying.

Article 301 of Turkish Penal Code envisages criminal liability for
"insulting the Turkish nation." Before the current government passed
an amendment to the article, the crime of "insulting Turkishness" was
far more serious and broadly prosecuted, which led to the conviction
of many intellectuals, including writer, Nobel Prize Winner Orhan
Pamuk and Editor-in-Chief of Turkish-Armenian newspaper Hrant Dink.

The former was forced to flee the country to avoid prosecution
while the latter was assassinated near his office in Istanbul in
January 2007.

OSCE (Organization for Security and Co-operation in Europe) is the
world’s biggest regional organization dealing with security issues. It
unites 56 countries situated in North America, Europe and Central Asia.

ArmInfo. A Turkish contributor to one of the Dutch news websites
was dismissed for denying the Armenian Genocide and not apologizing,
reported the Turkish Hurriyet newspaper.

Armand Sag, the Turkish contributor to the Dutch De Dagelijksestandaard
news website wrote an article entitled "Turks never committed Armenian
genocide." Sag said that the article evoked numerous responses from
Armenians, who called to the editor. The editor demanded that he
offer apologies to Armenians. After the Turkish journalist refused,
he was dismissed. Sag says he was aware of the Armenian Diaspora’s
influence, but he did not expect it to be so serious. "Twelve thousand
Armenians and but 450,000 Turks are living in Holland. I am sorry,
but the Turkish community did not give me sufficient support and I
remained alone," Sag said with regret.

Genocide of Armenians has been recognized by Uruguay, Russia, France,
Lithuania, the Lower Chamber of Italian Parliament, the majority of
American States, the Greek, Cyprian, Argentinean, Belgian Parliaments,
the Parliament of Wales, the National Council of Switzerland, the
House of Commons of the Canadian Parliament and Polish Seim. Turkey
denies the genocide of 1,5 million Armenians in 1915-1923.

Recep Tayyip Erdogan The occupied lands of Azerbaijan should be
released.

"Armenia should quit the occupied lands of Azerbaijan", said Premier
of Turkey Recep Tayyip Erdogan speaking at the Moscow State University,
Anadolu reports.

"The occupied lands of Azerbaijan should be released. We should
establish stable peace in our region and settle the problem of
Karabakh", the prime minister noted. He also said that Turkey does
not want nuclear weapon proliferation in the region adding that the
Iranian nuclear problem should be settled through diplomatic methods:
"The trade turnover between our countries has reached 10 bn and
we intend to bring it to 30 bn. We want all issues to be settled
peacefully in our region".

Prime Minister Erdogan came together with Turkish businessmen operating
in Russia.

Speaking at the meeting, Erdogan said, "Our economy will recover
quickly in 2010. International organizations also confirmed that Turkey
will become one of the countries with the highest rate of growth in
2010. Russian economy has also begun recovering. These developments
will have positive impacts on our bilateral commercial relations."

"We are on the eve of establishing an inter-governmental high-level
cooperation council with Russia. After establishment of the council,
a new era will begin in Turkey-Russia relations," he said.

"An important part of Turkey-Russia relations is energy. Turkey is
expected to draw energy investments worth of nearly $100 billion
in the next two decades. I believe that it will lead to significant
cooperation opportunities for both Turkish and Russian companies. This
means that Russian private sector can make more investments in Turkey,"
Erdogan said.

"Another topic which is high on agenda of talks between Turkish and
Russian officials is establishment of a Turkish logistics center in
southern part of Russia," he added.

Erdogan is expected to return to home on Wednesday evening.

January 12, 2010 at 11:00 a.m. RA Constitutional Court initiates the
discussion of Armenia-Turkey Protocols’ validity as constitutional.

November 19, 2009, RA President Serzh Sargsyan introduced the documents
to RA Constitutional Court. If CC accepts the Protocols as conforming
to the RA Constitution, Sargsyan should submit them for ratification
to the RA National Assembly.

January 12, Armenian Revolutionary Federation Dashnaktsutyun (ARFD)
will hold a meeting near RA CC. At the moment, dozens of protestors
and policemen gathered in front of the building.

As NEWS.am reported previously, ARFD held demonstration against
Armenia-Turkey Protocols near Stepan Shahumyan square, on January 11.

RA Foreign Minister Edward Nalbandyan will present the documents in
the RA Constitutional Court session.

found the protocols on normalization of relations between Armenia
and Turkey conformable with the RA Organic Law. The verdict was read
out by CC Chairman Gagik Harutyunyan, a PanARMENIAN.Net correspondent
reported from the scene.

"The decision will come into effect after announcement and is not
appealable," Harutyunyan said.

The Protocols aimed at normalization of bilateral ties and opening of
the common border between Armenia and Turkey were signed in Zurich
by Armenian Foreign Minister Edward Nalbandian and his Turkish
counterpart Ahmet Davutoglu on October 10, 2009, after a series of
diplomatic talks held through Swiss mediation.

"Seeing a median alternative on the Wilsonian territory… that is, to
turn Turkey into a tenant of Western Armenia and to expect an income,
saying ‘I demand the rights to that land, and not the land itself’,
remains incomprehensible to us."

The greatest difficulty in resolving the territorial component of
the Armenian Question, aside from the complete absence of Armenians
from historical Armenia, is the presence of six and a half million
Kurds and Turks in ‘Wilsonian Armenia’. It is clear that, whatsoever
resolution the Armenian Question undergoes in future, those people
will continue to live in those territories. That is to say, the direct
and unquestionable sovereignty of the Republic of Armenia over those
territories (the taking over of that land by Armenia, to put it in
everyday popular speech) can undermine the Armenian nature of the
country itself, and, at the very first national elections, could
put it an end to its existence as a nation-state. There are exactly
half as many people currently living in the Republic of Armenia –
voters, that is – than in ‘Wilsonian Armenia’. Genocide, wars and
inept governance by our national authorities have played their part.

Therefore, it is necessary to find such a way within international law
to accommodate the de jure legal rights of the Republic of Armenia
over those territories with the de facto rule by Turkey, whereby
Armenia would restore a major part of its rights over ‘Wilsonian
Armenia’, shying away, however, from handing over its political fate
to Kurds or Turks. Simultaneously, in order that the resolution be
practicable, it is necessary that the reality on the ground not change
to a degree. That is, the resolution must be such that it presents a
dignified exit to Turkey for the given circumstances, and not something
forcibly imposed under the watchful eye of a stern taskmaster.

One possible solutions involves a territorial lease. (To render it
more palatable, such a project could receive some other name, such
as "The Path to Reconciliation", or something like that.) Thus, the
ruler over the territory of ‘Wilsonian Armenia’ (Turkey) would take
on a long-term lease of that land from its rightful owner (Armenia).

Correspondingly, the Republic of Armenia and the Republic of Turkey,
with the participation and guarantee of world powers, would sign a
bilateral treaty which would guarantee the free movement of people
and capital through ‘Wilsonian Armenia’ for both parties, as well as
providing the right to transport goods for free and without hindrance
through there. At the same time, the territory would be demilitarised,
with the removal of all offensive arms and armaments.

Although it would seem at first glance that Turkey would be
compromising a great deal, the above items are, however, essentially
the preconditions for membership in the European Union for any country,
with the exception of the payments for the territorial lease.

The conduct of Turkey with regards to the above would also demonstrate
just how ready Turkey is in practice for membership to the European
Union.

A question could nevertheless arise: why would Turkey go for it?

Because it is primarily in Turkey’s own interest. A resolution to
the Armenian Question is a necessity for Turkey. Without a resolution
to this issue (and not the illusion of a resolution, as the current
authorities of Armenia and Turkey are undertaking), Turkey cannot
fulfill its main goal at present, to be or at least to be considered
a regional power. In spite of all efforts, the ship of the Turkish
state has been unable to and cannot yet set sail. The unresolved
Armenian Question remains a small sandbar underwater, ever hindering
and continuing to hinder the movement of that ship.

In a word, in order to achieve regional stability and prosperity, it
is necessary to put in place a piece of the European Union between
Armenia and Turkey, a territory which, instead of dividing, brings
the two countries and peoples together, a territory within which both
countries will have certain codified rights and responsibilities.

A few months ago, I had the opportunity to see one of the most ancient
Armenian citadels, the excavations at Tigranakert-in-Artsakh. The
immense sections of the fortress wall have remained unshaken for
centuries as they were attached together with knots, though not very
big ones. Even small knots sometimes play disproportional roles in
the lives of great walls.

A resolution to the Armenian Question – and not the illusion of one
– will bear the role of a knot for the entire Middle East, and will
consequently benefit the stability of the entire region.

Date Set For Russian Foreign Minister’s Official Visit To Armenia

Russia’s Minister of Foreign Affairs, Sergey Viktorovich Lavrov,
will be in Armenia for an official business visit from January 13-14,
said head of the Press and Information Department at the Armenian
Ministry of Foreign Affairs Tigran Balayan.

Planned during the visit are meetings with Armenia’s President Serzh
Sargsyan and Minister of Foreign Affairs Edward Nalbandian.

US pupils set task to prepare report on "Armenian genocide"

A pupil who is Turkish by nationality has also been demanded by the
teachers of the New York lyceum to prepare such a query report.

The pupil’s family that could not reconcile with the injustice has
applied to the school administration and the Turkish General Consul in
New York, according to CNN-Turk.

The family is outraged with the one-sided nature of the task set for
their son and they demanded not to set such tasks to their son.

The Turkish consulate general in New York has in turn addressed to the
citizens of Turkish ethnicity calling them to appeal to the consulate
in case they face such problems in the future.

This turned out to be not the only case. Other pupils of Turkish
ethnicity also faced such outrageous facts. The task instructed the
pupils to watch video materials on 1915 events in the internet,
analyze materials received from elderly Armenians and then answer the
questions in a form supporting Armenians’ claims.

Since 1996 some state lyceums of New York have supported Armenia’s
claims in connection with the so-called "genocide" on the subject of
Global History and preference is given to sources and materials
supporting Armenia’s position.

Krekorian first Armenian-American to win seat on LA City Council

The election of the first Armenian-American to win a seat on the Los
Angeles City Council is expected to be certified during the first
council meeting of the new year.

Former Assemblyman Paul Krekorian, D-Burbank, will fill the 2nd
District seat representing the San Fernando Valley. The seat was
vacated by Wendy Greuel, who was elected City Controller.
Krekorian received 10,810 votes, or 57 percent of the total during the
Dec. 8 runoff election, defeating Paramount Pictures executive
Christine Essel.

The City Council is expected to certify the election results Tuesday.
It is unclear whether Krekorian, 49, will be sworn in immediately or a
few days later.

City Council President Eric Garcetti said before the holidays that,
"I’d love to assist in seating (Krekorian) as soon as possible,
because it would be great to have all 15 members here, and for Council
District 2 residents to have somebody in place.”

Garcetti said Krekorian made history by becoming the first
Armenian-American elected to the City Council.

Councilman Richard Alarcon, who served with Krekorian in the state
Assembly and endorsed him in the election, said, "He understands
public policy, and he has demonstrated an ability to understand the
way to make bureaucracies move, the way to work with constituencies.”

Councilman Dennis Zine, who, along with Gruel, endorsed Essel, said
Krekorian "ran a better campaign ‘ he’s the winner and we’ll work with
him.”

After his victory, Krekorian declared, "The task now ahead of us is to
build a city government that will work for the people and is marked by
integrity, honesty and accountability.”

The Second District stretches from Mulholland Drive in the Hollywood
Hills to Big Tujunga Road in the Verdugo Hills. It includes the
communities of Lake View Terrace, La Tuna Canyon, North Hollywood,
Shadow Hills, Sherman Oaks, Studio City, Sunland, Sun Valley, Tujunga,
Valley Village, Valley Glen and Van Nuys.

Krekorian was elected to the state Assembly in 2006, and became its
assistant majority floor leader. Prior to that, he was a lawyer for 20
years and served a term as head of the Burbank Board of Education. He
received his law degree from UC Berkeley and a B.A. in political
science from USC.
