ARMENIAN PRIME MINISTER PARTICIPATES IN THE OPENING OF ART SCHOOL IN ARMAVIR

Completely renovated art school opened today in the Armenian town
of Armavir with the participation of the Armenian Prime Minister
Tigran Sargsyan.

After the opening event the prime minister walked in the school,
got acquainted with the implemented work, watched the exhibition in
the school corridor prepared by the pupils of school.

Acting director of the school Katerina Papoyan said this establishment
previously was only a music school, and now after reconstruction the
functions of the school have extended. The art school, which is the
only one in Armavir town, has more than 250 pupils, it teaches music
art, dancing art, painting, etc.

Mayor of Armavir Ruben Khlghatyan thanked the Armenian government and
personally the prime minister and expressed hope that the pupils of
the school will say their word in Armenia’s culture sphere.

About 163 million AMD have been extended from the state budget for
the reconstruction of the school.

"Entering the so-called process of normalization of relations, Turkey
had a very clear single goal – to be involved into settlement of
Karabakh problem. They were trying to do it over 16 years but failed.

They couldn’t issue such statements that time. Today we gave them such
an opportunity and Turkey today is as same mediator as mediators of
OSCE Minsk group," said at today’s press-conference representative
of oppositional Armenian National Congress Vladimir Karapetyan.

He also pointed that the Armenian-Turkish protocols are drawn up
unprofessionally.

"When you are negotiating with the country like Turkey your agreements
must be perfect containing such wording which will not call into
being challenges."

In his opinion, the pacts’ are unprofessional as have unacceptable
wordings especially those on historians’ commission.

Saying that the situation is "very serious" Karapetyan considered
valid and logical the visit of President Sargsyan to NKR exactly
during these days.

"Seeing the gravity, Serzh Sargsyan initiated talks with NKR’s
authorities, since at this moment there is a necessity to clarify
the positions."

Vladimir Karapetyan also mentioned the Armenian authorities’ policy
of keeping silence under rain of Turkey’s charges which sound from
foreign ministry’s level and name Armenians as "occupies".

"We ourselves have provided this opportunity and now receive answers.

Just imagine, Turkey’s Foreign Minister signs an agreement on
reconciliation of relations and names us "occupies"."

The politician also expressed confidence that the ratification will
not be adopted at Turkey’s Parliament under maximum contribution of
"offended Azerbaijan".

At the October 22 sitting, the Armenian government approved a
package of the following bills: the bill on trademarks, the bill on
geographical indications, the bill on making additions and amendments
to the RA Civil Code, abd the bill on making additions and amendments
to the RA Law on State Duty. Prime Minister Tigran Sargsyan said that
adoption of the bills is conditioned by the necessity to improve the
system of legal protection of trademarks and to bring the Armenian
legislation on intellectual property into line with the EU legislation.

He said some enterprises have problems related to the package, adding
that the example of European countries shows how such problems should
be dealt with and it is necessary to follow their example.

"There is another problem which was raised during the recent visit of
a delegation from Kharkov. In particular, the director of a famous
Kharkov plant asked us to help with the sale of their traditional
goods such as chocolate and cakes in Armenia. They have difficulty
selling their goods here because their rival has registered these
trademarks in Armenia," the prime minister said, adding that no
products are manufactured under this brand in our country: the aim
is simply to force the rivals out of the competition field. According
to T. Sargsyan, such complaints have been also received from Russian
partners who said that if the problem is not solved, they will take
similar measures against Armenian producers.

During a briefing held following the government sitting, RA Deputy
Minister of Economy Vahe Danielian stated that the improvement of
legal protection of trademarks means first of all improvement of the
mechanisms for ensuring legal protection. There is a necessity to
envisage such a procedure of providing legal protection to trademarks
which will allow the holders of rights that emerged earlier to learn
about and, if necessary, to object to the registration of trademarks
whose use would violate their rights. In fact, this problem is solved
in the bill envisaging that within two months after the publication
of information about the registered trademarks, any interested person
may file a complaint against their registration, as a result of which
a desision will be made either to declare the registration of the
given trademark fully or partly invalid or to leave it in force.

achieved agreement with the NKR authorities the OSCE mission
conducted regular monitoring of the line of contact of Nagorno
Karabakh and Azerbaijani Armed Forces in the eastern direction of
Seysulan settlement of Martakert region, NKR.

>>From the positions of the NKR Defense Army the monitoring was
conducted by Coordinator of the OSCE Office, Lieutenant-Colonel Imre
Palatinus (Hungary) and Field Assistants of the Personal Representative
of the OSCE Chairman-in-Office Vladimir Chuntulov(Bulgaria) and
Zhaslan Nurtazin(Kazakhstan).

The monitoring passed in accordance with the planned schedule. No
violation of cease-fire regime was registered.

The monitoring mission from Karabakh side was accompanied by
representatives of the NKR Ministries of Defense and Foreign Affairs,
NKR MFA press service reported.

proved RA-Turkey protocols contain preconditions, with a stipulation
for obliging RA government to sign Kars agreement as the most
significant among them," New Times Party Leader Aram Karapetyan told
a news conference in Yerevan.

According to Karapetyan, Kars and Moscow agreements were concluded
for 25-year term. Kars agreement was found void, yet Moscow agreement
remains effective, as prolonged by agreement parties. He also added
that Kars agreement itself contains no stipulations on agreement term,
instead, the information was specified in agreement-related secret
protocols. "In 1925, RSFSR Ambassador to Turkey Vinogradov issued a
diplomatic note, insisting on denunciation of 1921 Russian-Turkish
Treaty, urging Turkey to restore Armenian border. "Soviet Russia
can’t wait 25 years," the Ambassador noted."

ArmInfo. Consultations of CSTO members-states’ experts on introduction
of changes to the documents, regulating formation and functioning
of CRDF, will be held on October 22-23 in CSTO United Headquarters,
CSTO spokesman Vitaly Strugovets told ArmInfo today.

‘In particular, the experts will discuss the draft documents on
the order of formation and functioning of collective security
system’s forces and means, their status, as well as the collective
decision-making and implementation order for CRDF application. It is
also scheduled to consider the issue of CRDF equipment with up-to-date
and compatible arms, military and special equipment. Experts of the
interested ministries and agencies of all CSTO member-sates will take

economy and assure competitiveness, World Bank Managing Director Ngozi
Okonjo-Iweala said at Sunday press-conference in Yerevan. She also
said, ‘if the government succeeds to get through these challenges,
it will be able to assure further development of the country’s

proposed offering EUR100 million of economic assistance to Armenia….

The EU’s executive body said Friday the aid to Armenia would include
a loan of EUR65 million and a grant of EUR35 million to support an
adjustment program agreed with the International Monetary Fund (IMF)
to help the country handle the global financial crisis…."

The Committee in Defense of political prisoners addressed an open
letter to the U.S. president Barack Obama, to the French president
Nicolas Sarkozi and the Russian president Dmitri Medvedev in
connection with Nikol Pashinyan’s case. The letter runs that since
these countries are engaged in the settlement of Nagorno-Karabakh
issue and the normalization of the Armenian-Turkish relations, they
seem to have left out of account the issues connected with human
rights and freedoms in Armenia which arouses doubts in connection
of their sincere intentions. The authors of the letter call on the
three presidents to force the Armenian government respect the rights
and freedoms of their own citizens.

Davutoglu said. "Ceasing occupation of Azerbaijani lands is one of
Ankara’s national priority tasks," Turkish official said. Asked about
his comments on hauling down of the Turkish flag in a martyrdom in
Azerbaijan, Davutoglu said that Turkey would never "allow attempts
to cause discord between Turkey and Azerbaijan".
