Yerevan’s mayor Gagik Beglaryan met mayor of French city of
Arnouville-les-Gonesse Mishel Omas.

The French delegation attended Armenia with proposals to establish
ties with Nubarashen community. Welcoming the delegation Mr. Beglaryan
said: "Armenian-French friendly relations have got a long history
through centuries. France is the country always close to Armenian
people." Mr. Beglaryan announced that ties between the two cities
will serve to further strengthen of two peoples’ relation.

French delegation said that the most of Arnouville-les-Gonesse’s people
are Armenian, there are Armenian school and 2 churches in the city,
and five of 33 city council members’ are Armenians.

"We wish to establish cultural and educational relations with
Nuborashen community," said Mr. Omas adding that Armenians who live in
the city would like to have close relations with historical Motherland.

"Yerevan is the capital city of all Armenians and each of them wherever
he lives should feel that the dearest to him city is Yerevan,"
said mayor Beglaryan noting that city authorities de their best to
provide it.

U.S. Under Secretary for Political Affairs: The outline of a possible
settlement of Nagorno Karabakh conflict has been clear for some time

progress in the talks on the Nagorno Karabakh conflict and is ready to
help its solution, U.S. Under Secretary for Political Affairs William
J. Burns said at the conference in Georgetown University, APA reports.

`We hope that the recent progress made in talks between Presidents
Aliyev and Sargsian will lead to tangible results when they meet next
month. The outline of a possible settlement has been clear for some
time, though as with all things, the devil lies in the details and
further discussions will be needed to satisfy the concerns of both
sides. We trust that all parties will show the political will
necessary to close negotiations and bring the conflict to its desired
end. And we will devote considerable time and effort towards this
goal,’ Burns said.
`We recently announced the appointment of Ambassador Bob Bradtke as
the next U.S. co-chair of the OSCE Minsk Group. Bob brings more than
36 years of Foreign Service experience to the position, reflecting the
importance the United States places on this process,’ he said.
William J. Burns also touched on Turkey-Armenia relations.
`Likewise, the historic steps being taken by Turkey and Armenia
towards normalizing relations are very encouraging. Although this
rapprochement is not linked to the Nagorno-Karabakh negotiations, both
processes are critical for resolving the long-standing problems that
have divided the South Caucasus and limited opportunities for regional
growth. Settling these disputes will open doors to new levels of
cooperation, trust, and commercial development region-wide,’ he said.
Azerbaijan’s Deputy Foreign Minister Araz Azimov also attended the
conference in Georgetown University.

participate in the traditional international memorial tournament
after world champion Mikhail Tal scheduled for November 4-19 in Moscow.

Grand masters Vishvanatan Anand from India, Vladimir Kramnik, Alexander
Morozevich, Pyotr Swidler from Russia, Boris Gelfand from Israel,
Vassili Ivanchuk from Ukraine and other distinguished chess players
will take part in the tournament.

Today the Minister of RA Nature Protection Ministry Aram Harutyunyan
told the students and pupils gathered in Yerevan Arts’ Academy about
the preservations of Armenia, highlighted the importance of the
protection of the forests for the Preservation of the Ozone Layer
and persuaded the students and the children to put trees and take
care of them.

"The forests should be saved and protected; we should double them
and later pass it to our offspring", – said the Minister.

Answering the question of Aysor.am how many forest areas have been
destroyed the Minister answered, – "Not only in Armenia but also in
the whole world if the country has a natural wealth he should use it,
there is no a second view point, but this process should be conducted
so that it would lead to a lesser damage degree. If there are forests
for example over the gold mines so the forests can be cut."

/PanARMENIAN.Net/ Eurovision’s Reference Group which consists of eight
members has met in Oslo and discussed the issue of interrogating Azeri
citizens who voted for Armenian singers Inga and Anush Arshakyans
during Eurovision 2009 contest, Eurovision’s Executive Director
Svante Stockselius said. A decision by the group will be sent to
the European Broadcasting Union’s Television Committee, which will
announce a final decision on Azerbaijan in the coming days.

Stockselius said Azerbaijan could be cleared of the charges or it
could be found to have violated Eurovision rules and either fined or
banned from participating in the contest for up to three years.

Reference Group consists of delegates from Russia, Serbia, and Norway,
Spain, Holland, Ireland, and two representatives from Sweden, Radio
Free Europe reports.

Earlier Azerbaijani press disseminated information that the country’s
National Security Ministry had interrogated 43 citizens who voted
for Armenian singers during contest. Azerbaijani official circles
deny such information.

MOSCOW, SEPTEMBER 15, ARMENPRESS: Ministers of Finance of the
Commonwealth of Independent States (CIS) prepared a joint plan of
anti-crisis events and worked out as general position which Russia
will present during the G20 summit in Pittsburg, stated the Russian
Vice Prime Minister, Minister of Finance Alexey Kudrin.

"We have worked out a joint plan of coordination of the efforts
in combating crisis," said Kudrin summing up the results of the
consultation of the CIS Finance Ministers. According to him during
the meeting issues which CIS states would like to raise in the G20
summit have also been discussed.

The CIS Finance Ministers are mainly interested in the issue of
regulation of the financial markets and making use of the financial
resources.

"The CIS states are also interested in support to the states which
have low level of revenue," the Russian Minister of Finances stated.

New Neighborhood Policy, plans to quit the European Commission and
continue her career as Director General of UNESCO.

"It is my ambition to raise the organization’s political profile, tap
its true potential and give it the visibility it deserves," she said.

Nevertheless, she has acknowledged that she does not have the full
backing of European governments, some of which support rival bids
by Lithuania’s UNESCO ambassador Ina Marciulionyte and Bulgarian
ambassador to France Irina Bokova.

Supported by France, Egypt’s Culture Minister Farouk Hosni also runs
for the post.

To be elected, a candidate should get at least 32 votes out of 58.

Foreign Minister of Armenia Edward Nalbandyan who is currently paying
official visit to People’s Republic of China is going to leave for
Shanghai, MFA PR department reports.

Before leaving Edward Nalbandyan had meetings in Beijing. Armenian FM
had a meeting with his Chinese counterpart Yang Jiechi. Armenian FM
declared that the development of friendly relations and the
reinforcement of those relations are signified in Armenia. The Foreign
Minsiters have three-hour long discussion covering different issues.

Edward Nalbandyan has also met with the Vice President of China Xi
Jinping. Armenian FM handed the congratulatory address of Armenian
President Serzh Sargsyan on the occasion of the 60th jubilee of
People’s Republic of China.

announced introduction of a new distant Internet bank service, a press
release posted on the bank’s official website said.

The new system allows bank’s customers to make use of its major
services from any country of the world with access to Internet. The new
system, unlike the Bank-Client system, does not require special
software back up. What is needed is access to Internet and a special
device provided by the bank.

The press release said the new system has been designed both for
individual and corporate customers.

Its specific features are a wide range of services, high level safety,
accessibility to people speaking Armenian, Russian and English.

Corporate clients (heads, chief accountants and other users) are
provided with special identification devices and can use various
reference books (BIC Directory of Armenian banks and currencies and BAN
and RUR6 standards.

The Armenian Development Bank provides its clients with Digipass 270
and Digipass GO3 devices free of charge. The monthly service rate for
individuals is 2000 and 1,500 drams, depending on the type of the
device and 5,000 Drams for corporate clients.

Six thousand and 12,000 Drams are charged for a new password depending
on the device type.

The Armenian Bank of Development was founded in 1990. Until 1996 it
acted under the name of Bank of Reconstruction and Development. -0-

ArmInfo. Azerbaijani Mass Media have again disseminated prevocational
misinformation, as they usually like to do.

Thus, they reported that the microbus of the Azerbaijani sportsmen
driving to training was decorated with the flags of Armenia, Georgia
and Nagorny Karabakh and it was only after demand by Elshar Alekperli,
the head of the Azerbaijani delegation, that the flag of Nagorny
Karabakh was removed.

Armenian Judo Federation has refuted these reports.

Earlier Armenian and Azerbaijani Ministries of Sport signed an
agreement saying that the Armenian party guarantees security of
zerbaijani sportsmen in Yerevan and their training in normal conditions
as well as provides Azerbaijani journalists with an opportunity to
cover the championship. The Armenian party also guarantees existence
of the Azerbaijani national flag among the flags of the other states,
performance of the Azerbaijani hymn and authorized the flying of the
Azerbaijani flag in case Azerbaijani judoists win.

European Youth Judo Championship will be held in Yerevan on September
11-14.

Over 30 countries will participate in it.
