"Unless intensive talks are held on the Karabakh process, I do
not think the United States will re-appoint the US co-chair", said
political scientist Rasim Musabeyov.

"Matt Bryza is taking part in the negotiation process within the OSCE
Minsk Group. Probably, unless there is a hope for promotion of the
Nagorno Karabakh process within the summer, he will stay on his post",
said Musabeyov.

"But if by the end of the summer the negotiation process proves
ineffective and the Prague round fails, the rotation of the OSCE MG
co-chairs will take place and Bryza will be offerred to become the US
ambassador. I find it difficult to say whether he will be appointed
to Azerbaijan or in other country, but I think he is likely to be
appointed to Azerbaijan", said he.

"Matthew Bryza knows the region well and there will be nothing
surprizing if he is appointed the US ambassador to Azerbaijan and no
adaptation will be needed", concluded the political scientist.

Earlier it was reported that the US co-chair of the Minsk Group
Matthew Bryza has been recommended for the post of the US ambassador
to Azerbaijan.

According to the Foreign Policy magazine, Matt Bryza was recommended by
his former director, former asssitant Secretary of State Daniel Fried.

Notably, the White House has not yet declared a candidate for position
of the US ambassador to Azerbaijan.

It should be reminded that on June 4 US president Barack Obama
appointed Anne Derse as the US ambassador to Lithuania. The new
candidacy must be approved by the US senate. It is now unclear who
will be the US ambassador extraordinary and plenipotentiary. Derse
will leave Baku in summer. Derse has been on the position of the US
ambassador to Azerbaijan since May, 2006.

A book dedicated to renowned Armenian actress Varduhi Varderesyan was
presented in Yerevan today. The book was written by journalist Gayane
Atanesyan after years of communication with the actress, who told about
the sacrifices she had to make for the sake of art, about motherhood
and her family. Varduhi Varderesyan born 19 March, 1928, in Bucharest,
Romania is an Armenian actress. She repatriated to Armenia in 1946,
where she finished the studio of Leninakan Dramatical Theater (now
Gyumri, Armenia), then worked in the same theater. Since 1958 she
has been one of the leading actresses of the Sundukyan Drama Theatre
of Yerevan. In 1988 she won the People’s Artist of the USSR. In 2002
she was declared an honorary citizen of Yerevan.

ARMENIA: Deep concern over ill-treatments against a human rights
defender

while in arbitrary detention

Paris-Geneva-Yerevan, June 12, 2009. The Observatory for the
Protection of Human Rights Defenders, a joint programme of the World
Organisation Against Torture (OMCT) and the International Federation
of Human Rights (FIDH), along with the Civil Society Institute, the
Helsinki Citizens’ Assembly Vanadzor Office, the Helsinki Committee of
Armenia, the Collaboration for Democracy Centre, Transparency
International, the Anti-Corruption Centre and the Foundation Against
Violation of Law, express their deep concern about the ill-treatments
against human rights defender Arshaluys Hakobyan while arbitrarily
detained since June 5, 2009.

On May 31, 2009, Mr. Arshaluys Hakobyan a member of the Armenian
Helsinki Association and press photographer of the official website of
the organisation (), had monitored the elections for the
Mayor of Yerevan together with a group of observers. In their
capacities as observers representing the Helsinki Association,
Mr. Hakobyan and the group visited polling station N° 8/23 in
Malatia-Sebastia district, Yerevan. The members and head of the
electoral commission blocked their way preventing them from carrying
out the monitoring process. The group was eventually taken outside the
polling station and the doors were locked. The observers were
subsequently threatened with corporal punishment.

Following the aforementioned incidents, Mr. Hakobyan filed a complaint
with the Special Investigation Department. On June 5, 2009, he was
summoned by the Investigation Department to give
testimonies. Nevertheless, he refused going there and stated that he
would only go to the Investigation Department provided they would hand
over an official summons. Later on, two police officers went to
Mr. Hakobyan’s with a `summons’, which nevertheless contained no
information about the criminal case or the reason as to why he was
being summoned.

Mr. Hakobyan refused to sign the paper alleging it was not valid.
However, after pressuring him, the police officers eventually forced
him to sign. Mr. Hakobyan, who was not wearing his contact lenses at
that time, signed in the wrong place, which made the police officers
angry. In spite of asking the police officers to leave, the officers
asked for police reinforcement, and took him to the Police Department
of Kentron District, in Yerevan, where he underwent beatings and other
ill-treatments. He was handcuffed and then taken to the Investigation
Department of Kentron District, where he was denied access to a
lawyer. He was subsequently charged with `violence against a
Government representative’, under Article 316 part 1 of the Armenian
Criminal Code. Following questioning, he was taken to a pre-detention
cell. As of issuing this press release, Mr. Hakobyan remains detained
in the Nubarashen penitentiary institution.

On June 6, 2009, the Court of First Instance for Kentron and
Nork-Marash districts confirmed Mr. Hakobyan’s arrest as a preventive
punishment. The date of his trial is still not known as the
investigation is ongoing.

Mr. Hakobyan has currently the possibility to have contacts with his
family and was granted access to a lawyer. On June 11, 2009, members
of the `prison monitoring group’, composed of various representatives
of civil society, visited Mr. Hakobyan in the Nubarashen penitentiary
institution, and reported numerous injuries on different parts of his
body (legs, hands, back and head). Such injuries were reportedly
registered in a medical folder upon his arrival in this penitentiary
institution.

Our organisations express their deep concern about Mr. Arshaluys
Hakobyan’s arbitrary arrest and firmly condemn the above-mentioned
acts of ill-treatment against him, which seem to merely aim at
sanctioning his human rights activities, and call upon the Armenian
authorities to guarantee in all circumstances his physical and
psychological integrity, in conformity with the 1998

Our organisations further urge the Armenian authorities to release Mr.
Hakobyan immediately and unconditionally. to order a thorough,
immediate, effective and impartial investigation into the
above-mentioned facts, the result of which must be made public, in
order to identify all those responsible, bring them before a
competent, independent and impartial tribunal and apply to them the
sanctions provided by the law and, more generally, to put an end to
all acts of harassment against all human rights defenders in Armenia.

Our organisations also call upon the Commissioner for Human Rights of
the CoE to act in accordance with operative paragraph 4 of the CoE
Declaration on Human Rights Defenders with regards to this
situation. We further urge the European Commission Delegation as well
as European Union (EU) Member-States embassies in Armenia to call upon
Armenian authorities to comply with the relevant international norms
and standards and take action on the above-mentioned human rights
violations, in line with the EU Guidelines on Human Rights Defenders.

Serzh Sargsyan met with Vice-chairman of "France Telecom-Orange"
Olaf Svante and Director General of "Orange Armenia" Bruno Dyotua.

The president welcomed the company’s entrance into the Armenian
market and expressed confidence that this will bring a new sweep in
the economic cooperation between France and Armenia. According to
President Sargsyan, the French company’s activities will help further
liberalize the telecommunication market and may serve as a good basis
for development of other fields of economy.

The president attached importance to the entrance of the third
operator in the market from a couple of angles. First, the "France
Telecom-Orange" will bring its experience and variety of services to

Eurasian economic partnership inter-state 23rd sitting, Government’s
public relations department reports.

Finance, Armen Movsisyan, Minister of Energy and Natural Resources,

Collective Security Treaty Organization CSTO will be held in Moscow on
June 14. Around 20 questions are on the agenda of the sitting. Foreign
ministers will discuss issues of interrelations of CSTO with other
international agencies, including UN, the plan of joint actions aiming
at stabilizing the situation in Afganistan and withstanding threats
from Afganistan.

Ministers will discuss the creation of Collective rapid reaction
forces (CRRF), examine the legal base to form CRRF, as well as the
draft agreement about basic principles of establishing a system of
concealed governance of forces and means of CSTO.

U.S. Assistant Secretary of State Philip Gordon said today that
"there were problems" in the municipal elections in Yerevan May 31.

Mediamax reports that Philip Gordon noted that the U.S. government
has not formally articulated positions concerning the elections in
Yerevan, but will be announced shortly. Assistant Secretary of State
also expressed regret at the decision of the Armenian opposition to
abandon the mandates in the town council of Yerevan.

Yerevan Jur (Armenia) To Raise Water Price

YEREVAN, June 8. /ARKA/. On July 8, 2009, the Yerevan Jur Company will
raise the price for one cubic meter of water by 8.2 AMD up to 181 AMD.

The RA Public Services Regulatory Commission made a relevant decision
at its sitting today. Head of the Commission’s Tariff Policy Department
Armen Arshakyan reported that the price for 1,000 cubic meters of
drinking water will be 153,850 AMD (inclusive of VAT). The price
for drainage will be 12, 670 AMD for 1,000 cubic meters and that for
water purification 14,480 AMD.

The following factors necessitate the price rise: smaller water
consumption, inflation, and higher electric power prices, Arshakyan
said.

He also reported that the Yerevan Jur offered 190 AMD for one cubic
meter, but, after monitoring, the Commission considers an 8.2 AMD
rise the best.

The Yerevan Jur Company is an Armenian resident. It was founded by
Generale des Eaux (France), which won a WB-announced contest for
10-year lease of Yerevan WaterSewerage Company in 2005.

The Yerevan Jur CJSC has the right to manage the Yerevan water to
render water-supply, drainage and purification services in Yerevan,
Araratm Aragatsotn and Kotayk.

The company serves 332,750 water consumers and a 2,120km water-supply
network.
