affiliate.

On Thursday, March 26, 2009, the Corporate Board of Armenia Fund,
Inc. unanimously elected Ara Aghishian to the post of Chairman/
President. Mr. Aghishian has been Vice President of the Fund since
2001. Present at the meeting were the Honorable Grigor Hovhannisyan,

According to the report of the Hayastan All Armenian Fund,
Mr. Aghishian has been in private legal practice since 1988 in
California. He is admitted to practice law in all the courts of the
State, all Federal District Courts in California, the 9th U.S. District
Court of Appeal and the U.S. Supreme Court. Mr. Aghishian heads the
Law Offices of Ara Aghishian with offices in Encino, San Diego, and
Sacramento. His client base consists of Fortune 500 companies as well
as the City of Los Angeles.

He is a member of the California State Bar, the Los Angeles County and
American Bar Associations, as well as the Armenian Bar Association. He
has served as Judge Pro Tem of the Los Angeles Superior Court for
several years.

Mr. Aghishian has received several commendations and recognitions
for his volunteer services to the legal profession.

For 15 years, Mr. Aghishian served as the Secretary of the Board
of Trustees of TCA Arshag Dickranian Armenian School in Hollywood,
CA. He is a former Chairman of the San Fernando Valley Chapter of the
Armenian General Benevolent Union. He is a former member of the AGBU
Asbeds and AGBU SCDC.

Mr. Aghishian is a Godfather of the Mother Cathedral of the Western
Diocese of the Armenian Apostolic Church.

Mr. Aghishian is married to Julia Yeranossian and a proud father of

Professor György Schöpflin was born in Budapest in 1939 and lived
in the UK from 1950 to 2004.

He graduated M.A., LL.B. from the University of Glasgow (1962)
and pursued postgraduate studies at the College of Europe in Bruges
(1962-1963). He worked at the Royal Institute of International Affairs
(1963-1967) and the BBC (1967-1976) before taking up university
lecturing, at the school of Slavonic and East European Studies,
University of London (1976-2004), including latterly as Jean Monnet
Professor of Politics and Director of the Centre for the Study of
Nationalism. He is currently teaching in Forli, University Bologna,
Faculty of Political Sciences

Professor Schöpflin, the first question that I would like to ask
is the question which is discussed now, as the most important one-
the world financial crisis. What do you think about it and what is
you point who will faster overcome this period of world panic: big
states or some small with less economic ambitions?

Basically this problem which affects the whole the world, though in
different ways. But the solution can only come from a combination
of United States as the leader, the EU together with Japan (one of
the largest economies), China, to some extent with Russia, India and
Brazil. As to the actual dimension of the crisis, they are currently
trying to sort out the crisis of the finance industry, but the problem
is that it has rippled through into the real economy. This means
that we now see the very serious impact on all economic activity,
with rising unemployment and a downturn in capital flows, and while
we can’t yet see all the other outcomes, this year and next year will
be very unpleasant.

I know that you worked as a journalist and now you currently teaching
at the University of Bologna, in the faculty of Political Science,
moreover, as a member of the European Parliament you might have clearer
position about lobbying. I’m asking about it because in Azerbaijan
there is no transparent lobbying system; and in this case how do you
think if we have strong lobby in Europe, will Azerbaijan gain from it
and may be have more opportunities to inform State members of European
Union about Armenian aggression or about conflict in Nagorny Karabakh?

In general terms, in principle, lobbying can be effective. In other
words, if you have a lobby organization which puts your case to a group
or a body or an institution which doesn’t know anything about it, that
in a way functions as a mechanism for increased information flow. As
you may know, information that is provided doesn’t automatically
mean that information is accepted. So, an effective lobby is one
that doesn’t make a propaganda, but strong rational case for what
ever the argument is. So if it starts from this position, it seems
to me, that Azerbaijani government has done a certain amount to put
its case certainly to European Union. I do talk to the Ambassador
and some members of the embassy…

You mean Azerbaijani?

Yes, and only from these conversations I actually understood, for
example, that the extent of the territory is that it currently
under the Armenian occupation, it isn’t just Nagorny Karabakh
but seven other rayons. Basically, this is a kind of information
which doesn’t get through and, by the way, it should not just be
the EU that Azerbaijan should be lobbing, but should also provide
information to the world media – which is not happening. I don’t
know for example whether Western knowledge might help Azerbaijan
to overcome this situation. For the time being Azerbaijani case
is presented rather weakly. The other point here is that when an
embassy is lobbying, it won’t achieve so much beyond a certain point
and it becomes counter-productive, because people will say "well,
they only putting their own countries case and it is not the whole
picture". You really need an independent lobby which is ready to say:
"look here is Azerbaijani case here is this, with pluses, and minuses,
and this is why it is so important… whatever". You probably need
to concentrate not so much on Nagorny Karabakh at the moment, but on
Nabucco, notably that objections being raised by Ankara.

May I might ask you the subjective question and if you mind you
could not to answer it. How do you feel as the Member of the European
Parliament, is the Armenian lobby really so effective or it’s kind
of myth? Which lobby is representing better in Europe?

There is a very strong Armenian lobby with respect to Turkey but not
with respect to Azerbaijan. I have never encountered Armenian lobbying
with respect to Azerbaijan. Neither of them is very strong – neither
the Armenian nor the Azerbaijani is making a very strong case. The
European Union is treating the three Transcaucasian countries as
a single entity, in another word in the long term they expect the
Armenia and Azerbaijan will find the solution.

Some days ago, I saw the reporting in Euronews channel and some
Members of European Parliament in their short interviews raised the
question about economic and political interests of European Union
in Azerbaijan. What do you think about it and how could be Europe
interested in the region or may be vice versa?

The primary interest is not actually the only interest of this
time… it is that Azerbaijan is the potential energy supplier, in
the simplest terms. Both with respect to Azerbaijani resources and
also the transit country for Turkmenistan. That’s it.

And what about Azerbaijani interest in Europe?

It was my impression when I went to Baku two years ago, that there
is an active interest, especially among the young people that I met
there that in participating in Europe is their future and eventually,
who knows when, a hope of membership of the European Union. The
impression that I had is that the Azerbaijani people see themselves as
the European, a long way from the centre of the Europe, but still as
the part of Europe. My position is that I quite ready to accept that,
but Azerbaijan must make a much stronger case that it is, indeed, a
European country. Most people in the West have no idea that this is,
and, if nothing else, Azerbaijan should join the European Song Contest,
showing that they are the part of Europe (this has happened since
then). Many people don’t know where Azerbaijan is, they have never
heard about it. In this area, much more should be done in terms of
cultural diplomacy, sporting and other areas of this kind. This may be
difficult at the moment, I know, when people are concerned primarily
with economic problems, but there is long term strategy here, that
what Azerbaijan is and that is what it should do to present itself
as a European country.

The last question that I would like to ask you is about Nabucco. As
far as I know there is no confirmation for Nabucco from the side
of EU. What concrete steps will be made by EU Commission for
diversification the oil imports to Europe?

This is a political commitment, though no contracts have been
signed. My understanding is that the EU continues to be committed
to Nabucco; however there are also interests which don’t want it
particularly. Germany, I think, is very committed to North Stream
and sees the Nabucco as a competitor and that is a source of the
problems. It seems to me generally looking at Nabucco that while
there is a political commitment, there is as yet no timetable for
implementation.

PA – Amendments to Armenian Criminal Code

Amendments to Armenian Criminal Code are welcomed, but PACE
co-rapporteurs stress it is their application that counts

Strasbourg, 02.04.2009 – The co-rapporteurs for Armenia of the
Parliamentary Assembly of the Council of Europe (PACE), Georges
Colombier (France, EPP/CD) and John Prescott (United Kingdom, SOC),
today welcomed the adoption of amendments to Articles 300 and 225 of the
Armenian criminal code. The co-rapporteurs underlined that, in its
opinion, the Venice Commission considered that these amendments would be
a clear improvement to the Law, and considerably reduce the scope for
over-broad and abusive interpretation.

"We note that the changes introduced to the Law within the agreed
timeframe, on the basis of proposals by the special working group set up
by the Speaker of the National Assembly, are fully in line with what was
indicated to us in January this year. This is a clear signal from the
Parliament that it wants to avoid any politically-motivated application
of these articles. It is clear to us that this should have a
considerable effect on the cases in relation to those deprived of their
freedom in relation to the events of 1 and 2 March 2008 which are
currently before the courts," said the co-rapporteurs.

However, they stressed that it is the application of these amendments
that will ultimately count. We hope that the authorities, and especially
the Prosecutor General, will now follow the clear signal made by the
National Assembly," said the co-rapporteurs. "We repeat that the
Assembly has demanded that all persons deprived of their liberty in
relation to the events of 1 and 2 March, and who did not personally
commit violent crimes, should be released. These amendments offer an
effective mechanism for Armenia to comply with that demand," said the
co-rapporteurs. "However, we want to stress that there are also persons
deprived of their liberty who are not covered by Articles 300 and 225 of
the Criminal Code. We will therefore continue our dialogue with the
authorities, and the National Assembly of Armenia, with the aim of
securing their release."

The co-rapporteurs will report back to the Monitoring Committee during
the April part-session on the progress made by Armenia in implementing
Resolutions 1609 (2008), 1620 (2008) and 1643 (2009), especially with
regard to the persons deprived of their liberty in relation to the
events of 1 and 2 March 2008.

Armenian Government, Opposition Set For Another Election Showdown

ARMENIAN GOVERNMENT, OPPOSITION SET FOR ANOTHER ELECTION SHOWDOWN

Armenia’s leadership and main opposition forces are gearing up for
a fresh showdown in the first local elections in Yerevan since the
early 1990s to be held on May 31. The surprise decision by the top
opposition leader, Levon Ter-Petrosian, to run for Yerevan mayor
has added a new twist to the race and represents the most serious
challenge to President Serzh Sarkisian during his almost one-year rule.

Mayors of the Armenian capital have been appointed by the presidents
of the republic since the country adopted its post-Soviet constitution
in 1995. Yerevan residents have only been able to elect the chief
executives of the city’s administrative districts and their "councils
of elders." The city as a whole has had no such legislative body over
the past 14 years. An amendment to the Armenian constitution enacted
in late 2005 abolished the effective presidential control of the
municipal government, leaving it to the authorities to decide whether
the Yerevan mayor should be directly elected or reinstated by the
municipal council. The authorities chose the latter option. It was not
until December 2008 that the government-controlled National Assembly
passed a law paving the way for the elections of the council. Under
that law, all of its 65 seats will be up for grabs on the party list
basis. A party or bloc winning over 40 percent of the vote would
have a 10 percent "bonus" added to its electoral tally and see its
top candidate automatically become mayor.

The controversial provision is clearly aimed at making it easier
for Sarkisian’s Republican Party of Armenia (HHK) to re-install
the incumbent Mayor Gagik Beglarian, who will be leading its list
of candidates in the upcoming polls. A wealthy businessman with a
questionable reputation, Beglarian was named by Sarkisian to run the
Yerevan municipality on March 4. He had previously governed the city’s
central Kentron district for more than six years (,
March 5).

With Beglarian’s appointment, the HHK indicated its intention to
heavily rely on its extensive government links to win a majority in the
new council. Even if the ruling party falls short of the 40 percent
voting threshold, it should be able to enlist the support of three
other parties represented within the Armenian government. However,
the popularity of these parties is unknown. Two of them, the Armenian
Revolutionary Federation (ARF, also known as the Dashnak Party)
and the Orinats Yerkir (Country of Law) party, had campaigned for
the February 2008 presidential election on opposition platforms that
secured a considerable number of votes. Their subsequent decision
to recognize Sarkisian’s victory in the disputed ballot, join his
coalition cabinet and unequivocally endorse the authorities’ deadly
post-election crackdown on the opposition is certain to have alienated
many voters. The ARF and Orinats Yerkir as well as the fourth coalition
party, Prosperous Armenia, will now have trouble distancing themselves
from the government and using opposition-style rhetoric.

The government camp appears to have been caught off guard by
Ter-Petrosian’s March 15 decision to enter the fray at the head
of the electoral list of his Armenian National Congress (HAK), an
alliance of 18 mostly small opposition groups. Explaining the move, HAK
representatives said that the Ter-Petrosian-led opposition considers
the municipal poll as a "second round" of the 2008 presidential
election and would use its control over the Yerevan municipality to
topple the Sarkisian administration. The HAK’s electoral chances were
hardly bolstered by its failure to team up with Armenia’s second most
important opposition force, the Heritage Party. The two opposition
camps disagreed over their joint candidate for the post of Yerevan
mayor. The HAK insisted on Ter-Petrosian’s candidacy, whereas Heritage
wanted one of its own leaders, notably the U.S.-born former Foreign
Minister Raffi Hovannisian, to top the list of the would-be opposition
bloc’s candidates (, March 2).

"There is a large segment of the electorate that finds it hard
to vote for Levon Ter-Petrosian," Hovsep Khurshudian, a Heritage
party spokesman, told a news conference, summing up his party’s
arguments. (RFE/RL Armenia Report, March 18.) Such statements
provoked fierce criticism from Armenian newspapers sympathetic to
Ter-Petrosian. Some of them went as far as to accuse Hovannisian of
cutting a secret deal with the authorities. This might explain why
Heritage announced in a March 23 statement that it will not participate
in the elections. As the independent daily Aravot pointed out in a
March 24 editorial, "If that party participated in the elections on its
own, it would not avoid a barrage of verbal abuse from supporters of
the Armenian National Congress for a single minute" (Aravot, March 24).

Ter-Petrosian’s aides welcomed Heritage’s decision to drop out of the
mayoral race, saying that it will facilitate the HAK’s victory in
the polls. But some local observers disagree pointing to a sizable
part of the electorate that dislikes both the authorities and
Ter-Petrosian. The latter served as Armenia’s first president from
1991-1998 and despite his recent popularity (especially with young
and middle-class urban voters) he is still blamed by many people for
severe socioeconomic hardship that characterized the early years of
the country’s independence. The Heritage boycott makes these people
more likely to stay at home on election day.

Low voter turnout would in turn benefit the authorities and the
HHK in particular, which has long capitalized on public apathy in
local elections to establish a tight grip on self-government bodies
across Armenia. This is especially true for Yerevan where opposition
candidates have traditionally performed well and where vote rigging
is much more difficult to perpetrate than in rural areas. That the
Sarkisian administration will do practically everything to ensure
a successful election seems beyond doubt. An opposition victory in
Yerevan, home to at least one third of the country’s population,
would be the beginning of its end. The only question is whether
Ter-Petrosian, who almost brought down the ruling regime with massive
street protests following the 2008 election, will be able to do it
this time around.

U.S. And Iran Find Common Cause At International Conference On Afgha

battling Afghanistan’s drugs trade and rebuilding the war-torn nation
but Tehran warned its old foe that a planned troop surge would not
bring security.

U.S. Secretary of State Hillary Clinton said top American and
Iranian officials had met briefly at the international conference on
stabilizing Afghanistan in The Hague.

"In the course of the conference today, our special representative
for Afghanistan, Richard Holbrooke, had a brief and cordial exchange
with the head of the Iranian delegation," she told a press conference.

But in a sign that Tehran and Washington are still far from reconciling
on Afghanistan, Iran’s representative Mohammad Mehdi Akhoundzadeh
warned that President Barack Obama’s promised surge of U.S. troops
was a mistake.

"The presence of foreign forces has not improved things in the country
and it seems that an increase in the number of foreign forces will
prove ineffective too," the Iranian deputy foreign minister told
the conference

Obama said last Friday that the United States would send 4,000 more
troops to train Afghan security forces in addition to an extra 17,000
already committed.

At the conference, Afghan President Hamid Karzai and U.S. Secretary
of State Hillary Clinton both said dialogue with moderate members of
the Taliban could help stem the insurgency.

And in a rare meeting of minds, Clinton and Iran’s representative
stressed their support for projects to rebuild Afghanistan and end
its role as the epicenter of the global heroin trade that finances
Al-Qaeda activities.

"Trafficking in narcotics, the spread of violent extremism, economic
stagnation (in Afghanistan) are regional challenges that will require
regional solutions," said Clinton as she sat across the table from
Iran’s envoy.

She was addressing Karzai, UN Secretary General Ban Ki-moon and
representatives of 90 countries and organizations meeting in The Hague.

"Iran is fully prepared to participate in the projects aimed at
combating drug trafficking and the plans in line with developing and
reconstructing Afghanistan," Akhoundzadeh told delegates, AFP reports.

architect and photographer Stepan Norayr Shahinian dedicated to
Armenia opened March 30 in the Rechino Maders hall of the parliament
of Argentina’s Kordoba province.

Armenian Foreign Ministry press service told Armenpress that the
event was opened by the Armenian ambassador to Argentina Vladimir
Karmirshalian and deputy chairman of Kordoba parliament Francisco
Fortuna.

The initiative of the row of exhibitions belongs to the administration
of the AGBU’s Buenos Ayres branch with the financial support of
"Ritecks" company and is sponsored by the Armenian embassy in
Argentina.

Before the event meeting of the Armenian ambassador and deputy chairman
of Kordoba parliament took place during which the sides discussed
opportunities of cooperation between the province and Armenia in
economic and cultural spheres. They agreed to establish ties between
this Argentinean province, where about 8,000 Armenian are living,
with one of the Armenian provinces.

In Kordoba the exhibition will last one week after which it will be
presented in Mar del Plata, Rio Negra, Chipplotti, Missioness and
other Armenian-populated settlements.

President Serzh Sargsyan today received the Minister of State at
the Federal Foreign Office of Germany, Gernot Erler, Chairman of the
Germany-South Caucasus Parliamentary Group of the German Bundestag,
MP Steffen Reiche and the Ambassador of Germany to Armenia, Mrs. Andrea
Victorine.

The President attached great importance to the further development
of relations with Germany in bilateral and multilateral
formats. Expressing gratitude for the assistance rendered to our
country ever since independence, Serzh Sargsyan noted with satisfaction
that Germany is the second donor country for Armenia in the field of
development cooperation, as well as one of the largest trade-economic
partners.

According to Gernot Erler, his visit is an evidence of the great
interest Germany shows in the South Caucasus, especially after the
events of last August. Saying that the military solution of disputable
political issues is unacceptable, Gernot Erler noted Germany stands
against the use of force and violation.

The Armenian President and the senior official of the German
Ministry of Foreign Affairs spoke in detail about the current stage
of negotiations on the Karabakh issue, and the opportunities of
normalization of the Armenian-Turkish relations.

Minister of State at the Federal Foreign Office of Germany said they
welcome the meetings of the Armenian and Azerbaijani Presidents,
as well as the political dialogue launched between Armenia and Turkey.

The interlocutors turned to the Eastern Partnership Initiative of
the European Union. Resident Sargsyan said it opens new perspectives
for cooperation, and the Armenian side is going to make maximal use
of those.

The parties dwelt on the democratic reforms underway in the country.

and defined 24 April Victims’ Memory Day. We think it’s high time for
you to make your position clear,’ is written in the message.

`Mr. President Armenians were following your presidential campaign
with great attention and were happy to hear the promises given by you
and your administration regarding recognizing Armenian Genocide. We
are sure you’ll keep your promise and name the crime conducted against
Armenians `genocide’ in your 24 April record,’ write the authors of
the message.
