New time deposit terms allow increasing or decreasing of deposit
amounts within interest rate limits stipulated. The annual interest
rates can vary up to 11% for AMD deposits and 6% for USD or EURO
deposits, depending on deposit amount.

Annual interest rates will be individualized in case deposits exceed
AMD 500 million or USD 500 thousand.

As per 28.02.09, Ameriabank time deposit rate volume rose 7,2 times
as compared to the same period of 2008, and by 47.8 % within the
first two months of 2009.

While some Armenians are dismissing Pres. Obama’s solemn campaign
pledge to acknowledge the Armenian Genocide, Turkish leaders have
taken the president’s promise very seriously.

Ankara has dispatched to Washington several high-level delegations,
both before and after Obama’s inauguration, with the express purpose
of lobbying key decision-makers in the White House and Congress on
this issue.

The Turkish scheme to induce Pres. Obama not to acknowledge the
Genocide, however, was dealt a serious blow after Prime Minister
Erdogan harshly criticized Israel’s invasion of Gaza and angrily
confronted Pres. Shimon Peres in Davos. Incensed by Erdogan’s words,
Israeli and American-Jewish leaders told visiting Turkish dignitaries
that they would no longer oppose the pending congressional resolution
on the Armenian Genocide.

As April 24 gets closer, Turkish leaders have accelerated their
two-pronged campaign, trying to block the congressional resolution as
well as Pres. Obama’s anticipated statement on the anniversary of the
Armenian Genocide. Beyond Turkey’s persistent efforts in Washington
through its Ambassador, lobbying firms, and parliamentary delegations,
Turkish leaders also pressured American officials passing through
Ankara in recent weeks, such as U.S. Middle East envoy George Mitchell
and Secretary of State Hillary Clinton.

After returning home from their lobbying junkets, Turkish officials
said they were repeatedly told in Washington that unless Turkey
opens the border with Armenia promptly, there is a good chance that
Pres. Obama would use the term genocide in his April 24 statement. This
may be the reason why Foreign Minister Ali Babajan admitted last week
that there is a "risk" the American President would acknowledge the
Armenian Genocide next month.

Why is Turkey then seemingly going against its interests by continuing
to keep the border closed and risking a presidential acknowledgment
of the Armenian Genocide?

In my view, highly experienced Turkish diplomats are playing a
sophisticated game of delay tactics to gain maximum benefit from the
eventual opening of the border with Armenia.

The Turkish game plan is to block or dilute Pres. Obama’s April 24
statement, either without opening the border at all or by delaying the
opening as much as possible. Turkish officials create the impression
that relations between Armenia and Turkey are steadily improving, as
demonstrated by "secret" meetings which are then leaked to the press
as well as publicized high-level meetings. Such encounters, including
"football diplomacy," have scored public relations points for Turkey
and given credibility to its claim that relations are indeed improving.

The Turks have several reasons for preferring to give the impression
that they are about to open the border, without actually doing so.

First, any conciliatory move towards Armenia would damage Turkey’s
relations with Azerbaijan. Turkish officials have tried to manage this
problem by making the return of Artsakh (Karabagh) to Azerbaijan a
pre-condition for opening the border. Since the Armenian side appears
to have rejected this proposal, Ankara has been forced to abandon
any direct linkage between the border opening and the Artsakh conflict.

Second, by constantly repeating that they are engaged in "delicate
negotiations" with Armenia, Turkish officials have sought to prevent
other countries, particularly the United States, from acknowledging
the Armenian Genocide, even though these two issues are completely
unrelated.

Third, Turkish officials realize that opening the border promptly would
not be in their best interest. The more they drag the negotiations,
the more concessions they hope to secure from Armenia — a time-honored
Turkish diplomatic practice!

Fourth, by delaying the border opening, Turkey also gains more time
to negotiate with the Obama administration and reach a favorable
understanding on both the congressional resolution and the President’s
April 24 statement.

Fifth, another important reason why Prime Minister Erdogan and his
ruling party are using delaying tactics is that any deal with Armenia
before the March 29th local Turkish elections would harm their standing
in the polls.

Sixth, Turkish officials would probably wait until the first week of
April, when Pres. Obama is expected to visit their country, to discuss
directly with him the linkage between the border issue and granting
transit rights to U.S. troops leaving Iraq, sending additional Turkish
soldiers to Afghanistan, as well as blocking U.S. acknowledgment of
the Armenian Genocide.

Even though Armenian-Americans can neither match Turkey’s vast
resources nor its powerful clout in Washington, they are naturally very
concerned about these Turkish ploys and are hard at work to ensure that
Pres. Obama carries out his campaign promise on the Armenian Genocide.

Despite reports from reliable sources that Armenia and Turkey will be
signing an agreement when Foreign Minister Ali Babajan visits Yerevan
on April 16, one would hope that Armenian officials would delay
signing any document with Ankara just before April 24. Otherwise,
the Armenian leadership would not only desecrate the memory of the
Armenian martyrs, but would also provide the perfect excuse to the
Obama administration not to acknowledge the Armenian Genocide in
April. After waiting for the opening of the border for 16 years,
Armenia could well afford to wait a few more days!

Babacan said once again that the steps which could be taken by third
countries on the issue would not bring any good but harm this process.

Touching on the Genocide Resolution introduced in US Congress on
March 18 A. Babacan expressed hope that the ‘lawmakers will be aware
of the ongoing process and act responsibly’.

To recall, the Resolution was introduced by 77 co-sponsors in the
House of Representatives.

According to the Turkish media, there is little chance that the
resolution will be passed in Congress given the administration’s
deep interest in strong ties with Turkey as a strategic partner in
the Middle East and the ongoing talks between Turkey and Armenia.

the introduction of H. Res. 252, a congressional resolution to reaffirm
the historic record of the United States on the Armenian Genocide. The
legislation was introduced in the House of Representatives by longtime
Armenian issues supporters Reps. Adam Schiff (D-CA), George Radanovich
(R-CA) and Congressional Caucus on Armenian Issues Co-Chairmen Frank
Pallone, Jr. (D-NJ) and Mark Kirk (R-IL).

The resolution has already garnered strong bipartisan support, with
77 Members of Congress signed on as original co-sponsors, the Assembly
told PanARMENIAN.Net

It is modeled after H. Res. 106, which overwhelmingly passed the
House Committee on Foreign Affairs during the 110th Congress.

"The Assembly commends Congressmen Schiff, Radanovich, Pallone and
Kirk for their leadership and commitment to reaffirm the historical
fact of the Armenian Genocide," said Assembly Executive Director
Bryan Ardouny. "This legislation is an opportunity for the United
States to assume a leadership role in genocide affirmation and
genocide prevention."

Last month, the Assembly launched a new website dedicated to
U.S. affirmation of the Armenian Genocide. In tandem with the
introduction of the Armenian Genocide Resolution, today the Assembly
released a new video entitled "Break the Chain of Denial," which
encourages activists and all people of goodwill to take action to
ensure that their Representative also cosponsors this important human

The Prime Minister of Armenia, Tigran Sargsyan, visited the gold
refining factory of Masis today. The Prime Minister familiarized with
the manufacturing capacities, the perspectives of development and the
working conditions of the enterprise recently put into commission by
"ASSAT" Company.

Director General of the "ASSAT" Company Aram Osikyan informed the
Prime Minister that the company established in 1999, is engaged in
researching and calculating the reserves of a number of mine fields
of the republic, construction of factories and exploitation of gold,
copper and other metals. The Masis gold refining factory is one of
the projects of the company, which has already been tested and has
good perspectives of development.

Prime Minister Tigran Sargsyan told reporters that the global crisis
has brought about serious difficulties in the mining industry,
while it opens new opportunities in the filed of jewelry, which our
entrepreneurs try to make use of. According to him, the Masis gold
refining factory is one of those successful initiatives, equipped
with modern technologies and corresponding to contemporary standards.

WASHINGTON (AP) – In a move that could complicate relations with
Turkey, U.S. lawmakers introduced a resolution Tuesday that would
call killings by Ottoman Turks almost a century ago genocide.

The resolution, if passed, could undermine efforts by the Obama
administration to win help on key foreign policy goals from NATO
ally Turkey.

But it was unclear whether the resolution has sufficient support
to pass in the House of Representatives. Lawmakers almost passed a
similar resolution two years ago, but congressional leaders did not
bring it up for a vote after intense pressure from then-President
George W. Bush and top members of his administration.

President Barack Obama, who called the killings genocide while running
for office, has not said whether he will support the resolution. Its
introduction comes as he is reaching out to Turkey for help on Middle
East peace, ending Iran’s nuclear ambitions and other top foreign
policy goals. The issue will be awkward when he travels to Turkey
early next month as part of his overture.

Sponsors of the resolution argue that the United States has a moral
obligation to speak plainly on the issue regardless of the foreign
policy implications.

"The facts of history are clear, well documented, and nonnegotiable,"
said Democratic Rep. Adam Schiff, one of the sponsors of the
resolution. "It has never served our national interest to become
complicit in the denial of genocide, and it never will.

Historians estimate that up to 1.5 million Armenians were killed by
Ottoman Turks around the time of World War I, an event widely viewed
by genocide scholars as the first genocide of the 20th century. Turkey
denies that the deaths constituted genocide, however, contending the
toll has been inflated, and the casualties were victims of civil war
and unrest.

/PanARMENIAN.Net/ Gilbert Sinoue’s "Yerevan" novel about the Armenian
Genocide was published in France.

The writer set the scene with an Armenian family pitilessly decimated
as part of the first Genocide perpetrated in the 20th century. He
starts his novel with description of Armenian massacre organized by
Sultan Abdul Hamid.

The preface of the book was furnished by Charles Aznavour.

Gilbert Sinoué (born 18 February 1947 in Cairo, Egypt) is a
classically trained Egyptian novelist and guitarist. At the age
of 19, he went to France and enrolled in the Paris national music
conservatory and was trained as a guitar player. He later gave music
classes teaching guitar playing.

He published his first novel in 1987.

"A mixed Ising-Heisenberg spin system consisting of triangular
XXZ-Heisenberg spin clusters assembled into a chain by alternating
with Ising spins interacting to all three spins in the triangle is
considered," scientists writing in the journal Physical Review B report
(see also Physics).

"The exact solution of the model is given in terms of the
generalized decoration-iteration map and within the transfer-matrix
technique. Exact expressions for thermodynamic functions are derived,"
wrote D. Antonosyan and colleagues, Yerevan State University.

The researchers concluded: "Ground-state phase diagrams and
thermodynamic and magnetic properties of the system are examined."

Antonosyan and colleagues published their study in Physical Review B
(Exactly solvable Ising-Heisenberg chain with triangular XXZ-Heisenberg

National Assembly Deputy Proposes Increasing State Social Payments B

YEREVAN, MARCH 17, NOYAN TAPAN. Independent deputy of the National
Assembly Victor Dallakian proposed increasing pensions, benefits and
other social payments by 20%. He said at the parliament on March 17
that on March 11 he put into circulation a bill on making an amendment
to the Law on Indexation of State Expenditures in Social Protection
Sector, and the bill envisages the above mentioned changes.

According to V. Dallakian, a 20% rise in prices of living essentials
was recorded in Armenia recently as a result of the financial and
economic crisis, the change in the dram-dollar exchange rate, and the
expected growth of gas, power and water tariffs. The rise in prices
of living essentails has resulted in a decline of the population’s
purchasing capacity and considerable deterioration of its social
condition. The inflation has had an especially negative impact on
the vulnerable section, which, according to the deputy, makes about
a million people.

He expressed an opinion that the financial resources necessary for
this legislative initiative can be obtained by making big business pay
the full amount of taxes, "the necessity of which has been repeatedly
noted by the prime minister", as well as by reducing the inflated
expenditures of the Central Bank of Armenia and the state machinery.

YEREVAN, MARCH 17, NOYAN TAPAN. The RA National Assembly on March 17
passed the bills and legislative packages discussed the day before. The
bills and packages envisage amendments and additions to a number of
laws and codes.

In particular, the parliament passed in first reading the package
of the government-proposed amendments to the RA Criminal Code, the
RA Code on Administrative Infractions, and the RA Law on Currency
Exchange Regulation and Control. According to the chairman of the
Central Bank of Armenia (CBA) Arthur Javadian, the purpose of the
package is to fight dollarization and the shadow economy. Based on
it, it is proposed introducing greater responsibility with respect
to those who violate the requirements of the currency legislation.

The main speaker, first deputy minister of justice Gevorg Malkhasian
said that the amendments (passed in first reading) to the Law on State
Registration of Property Rights are conditioned by the necessity to
ensure a single approach in the state service system. In particular, it
is proposed that the provisions stipulating the grounds for appointment
and dismissal of heads of the State Cadastre of Real Estate and its
territorial units be recognized as invalid in order to eliminate the
possible contradictions with the RA Law on Civil Service. By the
current law, citizens under 60 years with higher education can be
appointed to these positions, whereas by the law on civil service,
persons under 65 can be appointed to positions of the civil service.

The only opposition faction – "Heritage" voted against the bill. The
faction head Armen Martirosian told NT correspondent that personally he
is in favor of eliminating age restrictions in those bodies where no
problems of special responsibility arise, but he is against "taloring
a law for a person". He explained that according to the circulating
rumors which were published in the press, the president of the country
wants to appoint former mayor of Yerevan Yervand Zakarian as chairman
of the State Committee of Cadastre, but the age restriction prevents
him from doing so.
