The bullets of a Cheryomukha 7 over-sized, gas powered special device
can be identified, hence the murderers of at least three victims of
March 1 deadly clashes cannot be disclosed. Until recently, the
Special Investigation Service (SIS) and the Prosecutor General’s
Office claimed gas bullets found in the bodies of the victims couldn’t
be identified. Their opinion was supported by Russia’s experts who
said identification was impossible. The head of the SIS investigation
group looking into the March 1 events, Vahagn Harutyunyan, presented
Russia’s answer in the Armenian parliament today. Harutyunyan says
though the enquiry into the matter is still under way the chances to
identify the gunners are exhausted.

The Chairman of the NA ad hoc Committee looking into the events of
March 1-2, Samvel Nikoyan, read out the answer of the Chief of Police
regarding Cheryomukha 7: `Cheryomukha 7 gas cartridges were imported
to Armenia till 1990. The cartridges were last tested in 2007 during
an annual maneuver of the RA police forces.’

`In case of long preservation, the bullets of Cheryomukha 7 and
Cheryomukha 7-M can undergo technical changes accompanied with a
reduction of tear gas and distance of fired bullet. Such bullets are
not harmful to human beings,’ Nikoyan recalled Russia’s statement and
immediately raised a question, `Does it mean that the untested
cartridges were used during the maneuver?’

Turkish-Israeli Ties Sour Further

Ties between Turkey and Israel soured further on Saturday, after the
statements by Israeli General Avi Mizrahi. Turkey summoned Israel’s
ambassador over Mizrahi’s comments, which it dismissed as
"unacceptable."

Answering to the criticism Israel came in for, Mizrahi said that
Turkish Prime Minister Recep Tayyip Erdogna should have "looked in the
mirror" before slamming Israel for its offensive in the Gaza Strip.

The Israeli General meant that the Turkish Premier should have first
addressed his country’s issues, including the conflict with the Kurds,
the massacres and the displacement of the Armenian people between 1915
and 1917 by the Ottoman Empire that killed more than one and a half
million people. Turkey, on the other hand, claims that the dead ranged
between 300,000 and 500,000, denying it was genocide.

The Turkish Army also blasted the Israeli general’s comments as
excessive and unacceptable.

Turkish Prime Minister Recept Tayyip Erdogan systematically criticized
the Israeli offensive in Gaza, souring the ties between the two
nations, which singed a military cooperation deal in 1996.

French Armenian world wide famous singer Charles Aznavour
finally agreed to hold the position of Ambassador of Armenia to
Switzerland. Aznavour told Public TV of Armenia about the change of
his decision. "First I hesitated, as it is not an easy task. Then
I thought that what is important for Armenia is important for us. I
have accepted the proposal with love, happiness and feeling of deep
dignity," said the singer.

Remind: Aznavour told Spanish El Pais that he rejected the proposal as
"I am a free man. I can not lose my freedom because of one honorable
status."

Note that Charles Aznavour was granted Armenian citizenship in the
end of the previous year. He is National Hero of Armenia.

YEREVAN, FEBRUARY 12, ARMENPRESS: Delegations of 5 states of the
world will take part in the "Bridge 2009" sixth international economic
conference which will take place February 20-23 in Tsakhkadzor.

Head of the "Master center of support to international integration"
Norayr Nazinian which is the organizer of the conference
told Armenpress that Armenian as well as foreign politicians,
representatives of legislative and executive bodies, manufacturers
and businessmen, scientists and public figures will take part in
the conference.

Russia, Iran, Ukraine, Bulgaria and Austria have already confirmed
their participation, delegations from Georgia and Turkey are also
expected to be present.

"Prospects of international economic cooperation: issues and their
solutions" is the theme of the conference.

"The conference is an opportunity to stress the importance of the

has the key role in resolution of the Nagorno Karabakh conflict,
Turkish President said.

"Turkey hails the trilateral meeting that took place in Moscow in
December 2008 that resulted in signing of a declaration on peaceful
resolution of the Nagorno Karabakh conflict," Abdullah Gul said
in Moscow.

"Turkey seeks ways to normalize relations with neighboring Armenia. The
World Cup qualifier offered us a wonderful opportunity. I am happy
that the dialogue we opened in Yerevan is going on," he said.

He also remarked that Armenia-Turkey reconciliation will also
facilitate normalization of relations between Armenia and Azerbaijan,
Vesti reports.

Armenia and Azerbaijan reached a partial agreement on a solution
plan for the Nagorno-Karabakh conflict. The agreement came after the
Turkish foreign minister’s contacts with officials from both countries,
Hurriyet daily reported on Wednesday.

The sides agree on the four points of the draft plan that aimed at
resolving the Nagorno-Karabakh conflict, Hurriyet added.

According to the plan, Armenia will return some of the towns
surrounding the Nagorno-Karabakh region to Azerbaijan in a specific
timetable and repatriate the Azeris who were forced to leave the
regions, the report said.

The administration of the Nagorno-Karabakh region will be handed to
a provisional body and Kelbejer will be returned to Azerbaijan after
the status of the region is determined, Hurriyet added.

The railroad and highway between Azerbaijan and Armenia will be
opened, while an international peace force will be deployed at the
border region between Armenia and Nagorno-Karabakh, the report said.

Officials said any step taken towards the solution of the
Nagorno-Karabakh conflict will have a positive impact on Turkey-Armenia
relations. Turkey closed its borders with Armenia in the 1990s to
protest Yerevan’s occupation of Azerbaijani territory.

BABACAN’S CONTACTS

Hurriyet said the agreement came after the busy meeting traffic of
Turkish Foreign Minister Ali Babacan. He met with Armenian Foreign
Minister Eduard Nalbandian and President Serzh Sargsyan on the
sidelines of the Munich Security Conference on Saturday.

He later held a meeting with his Azerbaijani counterpart Elmar
Memmdyarov on the plane on their way to Ankara. On board, the two
ministers took the snap decision not to land in Ankara but travel onto
Baku where they met with Azerbaijani leader Ilham Aliyev on Monday.

Nagorno-Karabakh, a frozen conflict legacy of the Soviet Union, has
been standing at the center of Azerbaijan-Armenia and Turkey-Armenia
relations. Turkey closed its borders with Armenia due to Yerevan’s
aggression against Azerbaijan.

The conflict between Azerbaijan and Armenia began in 1988 on Armenian
territorial claims over Azerbaijan. Since 1992 Armenian Armed Forces
have occupied 20 percent of Azerbaijan including the Nagorno-Karabakh
region and its seven surrounding districts.

Both countries continue with fruitless peace negotiations. The OSCE
Minsk Group, co-chaired by the United States, Russia, and France,
is engaged in efforts to the conflict peacefully.

Turkish counterpart Ali Babacan are expected to meet today on the
margins of the Munich Security Conference.

It’s not ruled out that Azerbaijani FM Elmar Mammadyarov will join the
talks, Hurriyet Daily reports.

The Ministers will focus on the Karabakh problem and other aspects of
relations, according to the daily.

Meanwhile, the Armenian Foreign Ministry press office told
PanARMENIAN.Net that a trilateral meeting is not scheduled.

For all the CSTO members, including Armenia, the quick response
collective forces (QRCF) suggest consolidation of security and
reduction in the rate of threats issued by unfriendly countries.

The decision on forming quick response collective forces (QRCF)
under the Collective Security Treaty Organization (CSTO) was long
expected. Still back in 2008 when the GUAM countries voiced their
intention to establish a peacekeeping military unit, representatives of
the RF Joint Staff declared that similar units might be established in
the framework of CSTO too. And on February 4 they completed the plan.

/PanARMENIAN.Net/ Directly speaking, the absence of such bodies
in CSTO was rather strange as any military-political alliance must
possess response mechanisms. Hardly will QRCF be directed against NATO,
more likely this unit will indeed protect, if we may put it so, the
states within the organization. And, as it can be seen, it is going
to be mutually beneficial. Russia gains an additional point against
the West and may become a guarantor of security in the eyes of all
the post-Soviet states, as it was demonstrated in August 2008. Some
of the CIS states will have to give up the temptation of settling
their territorial and other pretensions in a military way. It firstly
refers to Azerbaijan and Georgia. But even if everything is more
or less clear with Georgia, there are still hundreds of unanswered
questions with Baku. President Aliyev’s administration has already
managed to declare that QRCF poses no threat to Azerbaijan. Well,
it is in fact so, but only until Baku suddenly decides to declare
war on Nagorno Karabakh. Then, if not the Central Asian countries,
at least Russia and Belarus will definitely send their military
divisions to Armenia for assistance, because declaration of war to
NKR indicates a direct war against Armenia.

Once formed, QRCF may change the geopolitical distribution of forces
not only in Central Asia but in the Caucasus as well. It is not
accidental that Kyrgyzstan made a decision on closing the USAF base
"Manas" especially now. Hardly would she go as far as that without
having the support of Russia.

If we look at the possible closing of the air base from the
outlook of Russia, the benefit for Moscow is apparent: she gains
an excellent club against NATO and the USA in Afghan matters. No
one can guarantee that after the closure of the air base "Manas",
Russia will not propose another aerodrome to the NATO forces for
transferring loads and military contingent to Afghanistan. Actually,
in that way Moscow can return part of the money given to Kyrgyzstan
"as a gift". But besides money Russia also obtains a political lever
not only against Kyrgyzstan, but against the entire Central Asia. If
we also take into account the formation of quick response collective
forces of CSTO, it becomes clear that presently the USA suffers
a strategic defeat. Even the moment was selected by Moscow rather
carefully: the new Administration has completely gone into crisis
elimination and has no time for Kyrgyzstan. It is natural that the
opposition should speak of the "treachery of national interest", but,
after all, opposing is the job of opposition. Certainly, the USA will
attempt to exert pressure on Kyrgyzstan, but it is not an easy job
to fight against 2 billion people, especially when there is neither
Dick Cheney nor Condoleezza Rice, who except for combating terrorism
(in their understanding) could do nothing else.

For the CSTO member states, no matter how they treat RF, it is yet an
obvious excess to hold a US base in their territory… And however
sad it may sound to Bakiyev the fate of "Manas" will be solved by
Medvedev and Obama. The same is also true about the whole post-Soviet
territory. The CSTO members have not recognized the independence of
South Ossetia and Abkhazia, but it is too difficult to contradict
Moscow in every matter. Who knows, President Bakiyev might still
have to do even worse things than the closure of the USAF base in
Kyrgyzstan? Besides, the USA is rather far, while Russia is within
spitting distance. Kyrgyzstan has neither oil nor gas, thus it
may cause no serious quarrels. Everything is done on the level of
declarative statements, which, by the way, may cease at any moment.

As to the QRCF, for all the CSTO members, including Armenia, they
mean consolidation of security and reduction in the rate of threats
issued by unfriendly countries. The only thing this new unit should
avoid is taking part in the peacemaking operations of NATO. CSTO and
NATO have quite different goals and, accordingly, fairly different
methods of achieving them.

"The draft resolution on recognition of the Armenian Genocide isn’t
yet presented to the new US 111th Congress, but it is expected that
the new version of the resolution will be submitted to the Congress for
approval in the nearest future", Armenian Assembly of America Country
Director for Armenia and Karabakh Arpi Vardanian informed January 4 in
"Urbat" club speaking of the processes of the Genocide recognition,
its present situation and prospects.

According to Arpi Vardanian, the Armenian Assembly of America works
parallel with the Congressmen and the new President’s new board of
administration in order to persuade the USA to adopt the Genocide
resolution at least in 2009.

Touching upon the announcements of Turkish press that the new
administration of the United States has become the most pro-Armenian
administration in the U.S. history, Arpi Vardanian informed that
the Turkish government recently sent a new delegation to present
Turkish position.

Moreover, similar delegations visit the United States many times during
the year. However, according to Mrs. Vardanian, a process has started,
which cannot have a regress. A process of understanding the Genocide
issue and recognizing that kind of crimes has started not only in
the USA but also in other countries.

As an example, Vardanian mentioned the internet campaign launched
in Turkey for apologizing to Armenians. Connected with that, Turkish
government passed a resolution not to take punitive measures.

The AAA Country Director for Armenia and Karabakh added that on
March 1-3 the Assembly would hold a campaign-conference in the USA
with participation of the US Congressmen and representatives of the
Department of State. It is anticipated that the new President and
Vice-President of the United States will keep their pre-election
promises.
