YEREVAN, MAY 26, ARMENPRESS. United States Secretary of State Antony Blinken welcomed the first joint meeting of the Armenia-Azerbaijan bilateral border commissions held on May 24.

“The United States welcomes the first joint meeting of the Armenia-Azerbaijan bilateral Border Commissions. The U.S. supports the EU-brokered conversations between Azerbaijan and Armenia and encourages continued positive momentum and bilateral dialogue in support of regional peace”, Secretary Blinken tweeted.

Armenia urges Azerbaijan against "warmongering, expansionist" rhetoric

PanARMENIAN.Net - Armenia has urged Azerbaijan against disrupting discussions between the two countries with "warmongering, expansionist rhetoric".

Azerbaijani President Ilham Aliyev on Friday, May 27 made more territorial claims against Armenia, claiming that "the Azerbaijan Democratic Republic handed over our ancient city – Yerevan – to Armenia in 1920."

The Armenian Foreign Ministry said on Saturday Aliyev's statements demonstrate the non constructive approach, the arbitrary, false interpretation of the agreements, and the continuation of aggressive and warmongering policy by the Azerbaijani side.

"The aspirations towards the sovereign territory of the neighboring country and standing from the position of use of force to achieve these goals are nothing but a contempt for the norms of international law, which seriously question the sincerity of Azerbaijan's intentions to achieve peace in the region," the Foreign Ministry said in a statement.

"The Ministry of Foreign Affairs of Armenia considers it necessary to reiterate its principled position, namely that the negotiations on normalization of relations between Armenia and Azerbaijan should be held on the basis of proposals of both sides, which should address the whole agenda of the issues, including the final settlement of the Nagorno-Karabakh conflict.

"With its speculations, the Azerbaijani side attempts to present the Nagorno-Karabakh issue as a territorial dispute while it is about the realization of the rights of the Armenians of Artsakh and the exclusion of the threat of ethnic cleansing."

The statement reminded that the international mandate of the OSCE Minsk Group co-chairmanship received in 1995 to support the comprehensive settlement of the Nagorno-Karabakh conflict does, in fact, exist.

"We call on the leadership of Azerbaijan not to disrupt the discussions conducted in the existing formats with warmongering, expansionist rhetoric," the statement reads.

"At the same time, we draw the attention of the international community to the statements made by official Baku, and expect the unequivocal attitude of our international partners, which will make it possible to achieve stability and peace in the South Caucasus."

EAEU to start talks with Indonesia around free trade agreement

YEREVAN, MAY 27, ARMENPRESS. The Eurasian Economic Union (EAEU) is planning to launch talks with Indonesia around a free trade agreement, Prime Minister of Armenia Nikol Pashinyan said at today’s online session of the Supreme Eurasian Economic Council.

“In the context of international cooperation, establishing contacts with partners of the third countries and building concrete cooperation chains seem relevant. I can confidently state that over the years the Union has significantly expanded the horizons of the international partnership. I consider it important to draw attention once again on Armenia’s interest to the quick signing of the fully free trade agreement between Iran and the EAEU. The experience of a temporary agreement activity with Tehran clearly shows the attractiveness of the Iranian market and the prospects of further deepening the cooperation. Today we are planning to launch talks around a free trade agreement with Indonesia. It is important to continue enriching the international agenda so that both the Union’s member states and our partners see tangible results of the mutually beneficial cooperation”, PM Pashinyan said.

Criminal cases launched against two opposition MPs

The law enforcement system of Prime Minister of Armenia Nikol Pashinyan has committed yet another ignorant and incomprehensible, clearly panicky actions, Artsvik Minasyan, secretary of the parliamentary faction of the Armenia opposition blo said at the French Square on Friday.

This, according to him, is about several specific incidents. Thus, a criminal case was opened against Artsvik Minasyan and MP from the opposition bloc I have the Honor Taron Markaryan.

According to Minasyan, he and Markaryan are suspected of distributing money to the participants of one of the opposition rallies.

“The criminal case was initiated on May 6 in the Armavir province. We were informed that Taron Markaryan and I allegedly handed out money to the participants of the action,” Minasyan said.

The parliamentarian assured that the case initiated against him and his colleague was fabricated.

“This is the political persecution of opponents by the current government and nothing more,” the opposition leader said.

Police officers of Armenia enhance their knowledge on combating violence against women and domestic violence

50 police officers from the specialised division of the police of Armenia enhanced their knowledge on combating violence against women and domestic violence during two training sessions held on 12-13 May and 19-20 May 2022 in Yerevan.

The trainings aimed at improving the capacity of the police to effectively apply international and European standards on violence against women and domestic violence, provision of comprehensive response and protection principles, applying the victim-centred approach and avoiding double victimisation. Maro Matosian, director of Women’s Support Centre NGO and Armen Grigoryan, PhD in Law, defence attorney, “Investment Law Group” used interactive training methods to help police officers to enhance their knowledge and develop skills on violence risk assessment.

Thanks to this interactive training and competent trainers we had a good chance to discuss the international standards in the area of domestic violence as well as the mechanism of application of those standards within national jurisdiction. We have police officers from different regions in this training, who shared their experience and learned the best practices presented. It was especially interesting to discuss and assess the risks related to the possibility of an escalation of violence and plan a comprehensive response and protection to victims of domestic violence”, indicated Hasmik Aleksanyan, Police Lieutenant Colonel.

The series of trainings were organised within the framework of the Council of Europe project “The Path towards Armenia’s ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence” in cooperation with the Police of Armenia.

Compared to 2018, number of jobs in Armenia has increased by 123.310 – PM Pashinyan

Prime Minister Nikol Pashinyan attended the event dedicated to the presentation of the report of the 3 years of activities, 2019-2021, of the State Interests Fund of Armenia (ANIF), during which all the programs implemented by ANIF during the reporting period were summarized, ARMENPRESS was informed from the Office f the Prime Minister.

In his speech, Prime Minister Pashinyan reminded that ANIF was established three years ago, during this period the Government has had great expectations from it and continues to have. "But we must emphasize that there are many skeptics, critics, and events that ensure accountability for what has been done during this period are very important.

I want to also say what was the reason behind the decision to establish the foundation. Because both in the system of public administration and in the economy, we see that the most important thing is to have the determination to overcome inertia. Because if we do not show that determination, political will, we will just have to follow like an observer what is happening with our economy, what are the effects, and just collect data. But ANIF was created with the sole purpose of overcoming that inertia, trying to provide a new course for our economy, a new logic, a new mood. I hope we have already approached the line after which we will see results," the Prime Minister said.

Taking the opportunity, Nikol Pashinyan referred to the impact of several previously adopted decisions on the economy. "For example, in 2018 we made a political decision to introduce a flat income tax in the Republic of Armenia. Do you remember there was a lot of criticism then, a lot of pessimism, but I must say that, for example, according to the data for April, we have a new absolute record in the Armenian labor market. In other words, the absolute number of jobs registered in the Republic of Armenia as of April is greater than ever before. Usually, we consider the last such record to be in December 2021, which is traditionally the month with the highest number of jobs, but already in April we surpassed the previous record by more than 5,000 jobs, and compared to 2018, the number of jobs in the Republic of Armenia has increased by 123.310. I am talking not only about registered jobs, but also about paid jobs, because there are jobs from which no income tax is generated," Nikol Pashinyan said.

Referring to the next important result, the Prime Minister said, “Once we were discussing, it was widely accepted, we were warned that we have risks, we may lose budget revenues, but in terms of income tax, in 2021 we collected by 120 billion AMD more than in 2018. This is very important to show why we need to overcome inertia, why we need to go beyond standards. There are examples that have been applied in other countries – we need to be very careful and take a creative approach in terms of localization, because fortunately there are various models of economic development tested in the world. Of course, we need to be careful, but on the other hand, we should introduce our own handwriting in the process.

In spite of everything, it seems that the economic mood in our country is not bad, because according to the data of the first quarter, we have a real GDP growth of 8.6%, and in Armenia, while according to the data of the first 4 months, we have an additional trade turnover of 574 billion AMD against last year. This shows that there is a certain mood. In the near future we are expecting a number of interesting investment programs of the Armenian Government, ie the launch of the new airline founded by ANIF. We hope that the presence of ANIF in the Armenian economy will become more and more visible, of course, with positive and bright indicators."

In general, ANIF invests $ 214 million in various sectors of the Armenian economy through joint projects with partners, of which 91% – by partners, 9% – by ANIF.

During the 2.5 years of activity, ANIF has signed more than a dozen memoranda of cooperation and documents with internationally recognized companies.

Thanks to ANIF, two major investment projects of strategic importance for the country have been launched.

– Construction of a 200 MW solar power plant "Ayg-1" in cooperation with Masdar company in the territory of Talin and Dashtadem communities of Aragatsotn Province.

– Establishment of “Fly Arna” Armenian National Airlines jointly with Air Arabia.

ANIF's subsidiary “Entrepreneur + State” Investment Fund continues to support local companies through investments. To date, the fund has implemented an investment program of about $ 10 million in 6 companies, as a result of which more than 170 jobs have been and will be created together with "Father and Son Yeremyans", "Amber Capital", "Food Republic", "Apaga Projects" ", “Global Connect" companies.

The purpose of the Fund is to foster the inflow of private capital into the economy, thereby ensuring sustainable long-term capital growth.

In order to promote the development of the investment environment in Armenia, the ARFI (Armenian Financed) program will be launched this year, which aims to spread investment activities on the online platform as well, increasing the scope of potential investments.

Turkish press: Analysis – Turkiye and Kazakhstan: Partners in a multipolar world

President Kassym-Jomart Tokayev of Kazakhstan and Turkish President Recep Tayyip Erdogan signed a joint declaration on May 10, 2022 which aims to stipulate strengthening both military and geopolitical partnerships between the two countries.

The agreement has another implication that in the emerging multipolar world system, even medium-sized and presumably regional powers could stand against "grand states." In this particular case, Turkiye could counterbalance Russia and change Kazakhstan's geopolitical trajectory, increasing Kazakhstan's drift from Russo-centric "Eurasianism."

Kazakhstan: A drift from Eurasianism to Kazakh nationalism

Kazakhstan was the last republic to gain its independence from the USSR because comparatively, it had a strong connection with Russia. A significant ethnic Russian/Russian-speaking population, mostly living in northern Kazakhstan, was an essential reason for such a strong connection. The majority of Russians in Kazakhstan were not pleased to be reduced to a minority.

Nursultan Nazarbayev, the founder of the new state, tried to solve this problem by appealing to "Eurasianism," a doctrine that had been forged by the groups of Russian immigrants in the 1920s. They were defending the idea that the USSR belonged neither to the civilization of Eastern Slavs nor to the West. From an ethnic standpoint, Eurasianists argued that Russia constituted a unique civilization built on the "symbiosis" of Orthodox Slavs and Muslims, particularly Turkic people.

Eurasianism was unknown in the USSR but had become quite popular by the end of the Soviet era. Nazarbayev appealed to it as a convenient ideological tool. On the one hand, Eurasianism provided him with an argument for a continued relationship with Russia. In 1994, Nazarbayev even proposed the creation of a “Eurasian Union”, a loose confederation that would include Russia, Kazakhstan, and some other states. On the other hand, he employed Eurasianism in dealing with internal problems. Kazakhstan was portrayed as a peculiar "Eurasian" nation built on the "symbiosis" of Turkic Kazakhs and minorities, primarily ethnic Russian/Russian-speaking people. However, this paradigm failed, and the ideology of Eurasianism, a legacy of the multiethnic USSR, began to crumble in both Russia and Kazakhstan.

From Eurasianism to Russian nationalism

Eurasianism was hardly the only ideology popular in the early post-Soviet Russia period. Russian nationalism, in its various manifestations, became an increasingly popular, complicated, and contradictory phenomenon at the time. It often combined two opposite drives. On the one hand, supporters claimed that Russia and Russians had taken advantage of the USSR's numerous "brothers," meaning the other republics. Those brothers despised Russians while demanding Russia's resources.

On the other hand, the proponents of the creed were not against Russia's imperial aggrandizement only if Russians would benefit from the conquest. Furthermore, they claimed that, like Nazi Germany, Russia should conquer the Sudetenland by seizing territories occupied by ethnic Russians. These are fair enough to define how Moscow's approach to Kazakhstan was.

Increasing Russian threat

There have been an increasing number of claims that Kazakhstan was an artificial state created by the Soviet regime. Russian President Vladimir Putin proclaimed that Kazakhstan had emerged only after the collapse of the USSR. There were also continuous claims that northern Kazakhstan should be given back to Russia. Alexander Solzhenitsyn, the famous Russian writer, public figure and Nobel laureate, made such statements even before the collapse of the USSR. The most recent of these statements is attributed to Viacheslav Nikonov, a Duma deputy. All of these gave Kazakhstan's leaders pause.

Eurasianism as a trend has subsided or at least has become more Kazakhstan-centered, paralleling a similar process in Russia. Astana's apprehension increased in 2014 when Russia annexed the predominantly Russian-speaking Crimea and supported Lugansk and Donetsk republics. The direct invasion of Ukraine started in February 2022 and led to even more concern. While engaged in "multivectorism" a long time ago, Astana has become especially eager to find an additional geopolitical backup in case of a Russian threat. Eurasianism, in its original interpretation, has started to lose its popularity and has been increasingly replaced by pan-Turkism. Consequently, Turkiye has arisen as a geopolitical alternative. The question is why Kazakhstan is becoming closer to Turkiye?

Turkiye: role of a regional power in multipolar universe

One might assume that Turkiye and Kazakhstan would make a good match due to their ethnic similarities. Both countries are Turkish, and Kazakh and Turkish leaders have pointed out common ancestral roots. Still, ethnic and cultural similarities often have little implication for actual geopolitical posture. Indeed, while Russians and Ukrainians are pretty close to each other ethnically and linguistically, this does not preclude brutal conflict. Kazakhstan may be turning its back on Turkiye for a variety of reasons. One of them is the role of the nature of emerging multipolarity.

It is usually assumed that only the great powers, such as China and Russia, could challenge the USA's vanishing "unipolarity." Even medium-sized countries can threaten a hegemon, and Turkiye, with its counterweight function exhibited in a variety of ways, could be one of them. To start with, Turkiye’s ability to become a global center is demonstrated by its successful relations with great nations, one of which is Russia. Secondly, during the Azerbaijan-Armenian war, Turkiye supported Azerbaijan against Russian support for Armenia regarding the Nagorno-Karabakh dispute. Finally, Turkiye's defense technological investments debunk the popular belief that only great powers can develop complex weapons.

By producing Bayraktar, an autonomous combat aerial vehicle, on par with similar devices created by any great power, including Russia, Turkiye has shown that this is not the case. Bayraktar played a decisive role in Azerbaijan's victory in the war with Armenia. As a result, Turkish military, technological, and geopolitical power has become the fundamental reason why Kazakhstan has sought closer ties with Turkiye and replaced Russia-oriented Eurasianism with pan-Turkism.

Conclusion

Kazakhstan's growing interest in Turkiye could not be explained solely by cultural, linguistic, or ethnic similarities between the two countries, but also by other, more significant factors. This alliance shows that a medium-sized and, presumably, regional power may act as a geopolitical center in its own right, protecting other states from global powers.

U.S. says recognizes Karabakh people’s role in deciding their future

PanARMENIAN.Net - The United States recognizes the role of the population of Nagorno-Karabakh in deciding its future, Ambassador of the United States of America to Armenia Lynne Tracy said in an interview with Armenpress, published on Thursday, May 19.

"We continue to believe that the key to a peaceful, democratic, and prosperous future in the region is a negotiated, comprehensive, and sustainable settlement of all remaining issues related to or resulting from the Nagorno-Karabakh conflict," Tracy said.

"Self-determination of peoples is a key, though not the only, internationally recognized principle to achieve this goal, and, in the context of a comprehensive settlement of the conflict, the United States, as a co-chair country of the OSCE Minsk Group, recognizes the role of the population of Nagorno-Karabakh in deciding its future."

The ambassador said it is U.S. policy that the status of Nagorno-Karabakh remains to be resolved, and that there is no military solution to the conflict.

"We continue to believe that the issues that led to the fighting in 2020 and are the root of the lasting tensions need to be addressed through negotiation and through a comprehensive settlement, according to internationally recognized principles, including territorial integrity, self-determination of peoples, and the non-use of force. We encourage further peace negotiations and stand ready to engage bilaterally and with like-minded partners, including through our role as an OSCE Minsk Group Co-Chair," Tracy said.

"Let me emphasize that there is no military solution to the conflict. The United States remains committed to promoting a peaceful, democratic, and prosperous future for the South Caucasus region. This includes applying existing mechanisms for direct communication to find comprehensive solutions to all outstanding issues, and to normalize their relations through the conclusion of a comprehensive peace agreement."

North Korea orders strict lockdown with first official Covid cases

YEREVAN, MAY 12, ARMENPRESS. North Korea has ordered a strict national lockdown after confirming its first official Covid infections, BBC reports.

State media have reported an Omicron outbreak in the capital, Pyongyang, but did not state the number of cases.

KCNA said leader Kim Jong-un had vowed to eradicate the outbreak, which it called a “severe national emergency” that had breached the country's “quarantine front”.

But observers believe the virus has long been present in the country.

North Korea's main way of combating Covid has been to seal its foreign borders – it was one of the first countries to do so, in January 2020.

On Thursday, KCNA said Mr Kim had ordered “maximum emergency” virus controls, which appeared to include orders for localized lockdowns and gathering restrictions in workplaces.

The North Korean news outlet added that the first case of the Omicron variant had been reportedly detected in the capital four days ago.
