ROBERT AMIRKHANIAN NOT CONVINCED THAT COMPETITION ON SELECTING RA ANTHEM
WILL BE HELD HONESTLY

YEREVAN, JULY 24, NOYAN TAPAN. "The competition announced for
selecting RA national anthem to be held in May should pass in honest
conditions." Robert Amirkhanian, Chairman of the Armenian Union of
Composers, declared this at the July 21 press conference. According
to him, the works presented at the competition will be performed at
halls, for the people to be able to make a choice.

"Unfortunately, all these works will be presented "in cabinet
conditions" and the choice will be made in a hurry, in August,"
R.Amirkhanian said. According to the composer, three months are a
short period for composing an anthem: years are necessary for it.

R.Amirkhanian also has his variant of anthem, but he has not presented
it to the competition yet. "I hesitate whether to present or not, as
I am not convinced that the competition will be fair," the composer
said. R.Amirkhanian considers inadmissible to restore the anthem
by Aram Khachatrian, as it cannot reflect today’s life. "If we do
not want to accept the anthem by A.Khachatrian, it does not mean
that his name is endangered," R.Amirkhanian said. At the same time,
he declared that the anthem by A.Khachatrian can be accepted only
then the works presented do not meet the competition’s requirements.

Hrachya Javakhyan of Vanadzor lost to Alexey Sishchenko from Russia
in the final round of the European Championship held in Plovdiv,
Bulgaria, thus achieving a silver medal. Before that, Hovhannes
Danielyan of Yerevan had lost in the semifinal gaining a bronze medal.

Thus, the Armenian boxers headed by chief trainer Rafael Mehrabyan
achieved one silver and one bronze medals.

David Hayrapeyan representing Russia won the champion’s title in the
48 kg weight category.

Defense ministre of Azerbaijan, colonel-general Safar Abiyev met
with the EU Special Representative on South Caucasus Peter Semnebey,
21 July. Azerbaijan is actively cooperating with the EU security
structures after regaining its state independence, the Minister
said. Some states have artificially created the Armenia-Azerbaijan
conflict to hamper this process. Minister Abiyev updated on economic
achievements of the Republic despite the war with Armenia, the current
status of the Armenia-Azerbaijan, Nagorno Karabakh conflict, and
also touched the EU-Azerbaijan relations. Touching upon the refugee
problem in Azerbaijan, Mr. Semnebey said the European Union would
certainly interfere this problem. The EU offers peaceful solution to
the problem, he stressed. We adhere creation of mutual trust between
the sides. ‘Armenia feels negative results of its military aggression
against Azerbaijan. And accepts it as the key reason of staying out
of the regional economic projects’. Safar Abiyev stated that Armenia,
on one hand, has occupied the lands of Azerbaijan, and on other hand,
tries to create mutual trust. ‘We do not believe it. Armenia should
withdraw its troops from the occupied areas, the refugees return
to their homelands and the infrastructures at the mentioned areas
be restored. Then we can speak on mutual trust. The problem should
be solved in the frame of the principles of international law and
territorial integrity of Azerbaijan’. Touching the Azerbaijan-NATO
links, the Defense Minister said it goes ahead in the frame of the
Plan of Activity for Individual Partnership. Azerbaijan observes all
the legal principles in its relations with foreign states. The same
should be demanded fromm the aggressor, he said.

The repair of separate sections of the Regional Hospital of Shushi
is an achievement for the region, think the people of Shushi. The
organization Country and Culture started funding the repair of the
hospital in 2004. The director of the hospital Vigen Khachatrian
says the therapeutic department and the maternity ward have been
repaired. Last year the theatre was repaired, but the work in the
department of surgery is still underway. Vigen Khachatrian says
after the repair is over the hospital will have 24-hour running
water thanks to huge reservoirs placed near the hospital. Besides
repairs they take care for medical equipment as well. The Armenian
Medical Association in France (Lyon) helps to improve conditions at
the hospital. The association provided the hospital with computers,
which are connected to the web. Vigen Khachatrian is thankful to
everybody and every organization, which assist to the hospital, namely
Archbishop of Artsakh Pargev Martirossian, Gurgen Melikian Foundation,
Shen, the Armenian Relief Fund, emphasizing that their contribution
will enable the hospital to settle all its problems. However, repaired
rooms are not enough to provide high quality medical care, and there is
focus on qualification of doctors as well. Vigen Khachatrian says the
Ministry of Health, as well as other local and foreign organizations
regularly conduct seminars for medics, and the doctors of the hospital
of Shushi also attend these seminars. For instance, in 2006 they took
part in the seminar organized by ARF in Goris, Armenia. Last year ARF
initiated special training of two doctors of the Shushi hospital in
Yerevan and organized seminars for the medical stations of the region
of Shushi. The director of the hospital participated in the annual
conference of Country and Culture in France. As for struggle against
epidemics, Vigen Khachatrian said they manage to prevent epidemics
by vaccination done on time, and these patients are provided with
medicine free of charge. There is shortage of specialists in the
hospital, namely there is no anesthetist, ENT doctor, general doctor
and neurologist, but the hospital organizes treatment of patients
so that they do not suffer; either they invite specialists from the
capital or they send the patient to Stepanakert. Vigen Khachatrian
was happy to state that Shushi is a young town, for every year 50-60
children are born, and there is natural growth.

Foreign Minister of Azerbaijan Elmar Mammadyarov on 20 July has met
with Mr. Peter Semnebey, Special Representative of the European Union
on South Caucasus.

The sides had a comprehensive exchange of views on the issues of
the present status of the Azerbaijan-EU relations, the negotiation
processes on settlement of the Armenia-Azerbaijan, Nagorno Karabakh
conflict, regional relations, the large-scale economic and transport
projects being realized in region.

In the discussions related to the Azerbaijan-EU relations, focused
was the process of negations on the Plan of Activity for Azerbaijan
in the frames of the Organization’s New Neighborhood Policy, and
especially were discussed the co-op opportunities in the energy sphere.

Noting, Azerbaijan is not only the source of energy, but also the
transit country, Minister Mammadyarov said the integration to reach the
European markets is priority in state policy of Republic. It is also
of great importance form the national security standpoint, he stressed.

In meeting, also touched were issues of energy safety, support for the
final document adopted by G8 on the problems of global energy safety.

Speaking of the negotiations on peaceful settlement of the
Armenia-Azerbaijan, Nagorno Karabakh conflict, Mr. Semnebey stated
expressed hope for peace achievement with the help of mutual trust
steps.

‘Azerbaijan adheres the negotiations to be continued in the frame of
Prague process’, the Minister said. ‘The occupied territories should
be freed, the refugees and IDPs return to their homelands. But the
unconstructive position of Armenia impedes it’, he underlined. The
Minister called the mass fire set in the occupied areas by Armenians
as ecological catastrophe. ‘Should these fires be eliminated by
Azerbaijan or with the mediation of the OSCE, it would contribute
mutual trust actions’, Mammadyarov stressed.

Peter Semnebey promised to lift the question in Brussels, and stressed
necessity to stop the fires.

In the meeting, also discussed were a range of questions of mutual
interest.

YEREVAN, JULY 19, NOYAN TAPAN. "Journalists are deeply concerned
that parallel with the approaching of the parliamentary elections in
Armenia the pressure towards representatives of mass media strenghtens
and the threats to their address become frequent. These are done by
those people and forces who have bases to be concerned of criticism
and of disclosings of some sides of their activity." This is said in
a joint statement made by the heads of mass media and journalist and
other NGO’s of Armenia.

According to the statement, two strange incidents happened during
the last week only: Edik Baghdasarian, Head of the Investigating
Journalists NGO received requital warnings towards himself, and Gagik
Shamshian, photo-journalist of the Chorrord Ishkhanutiun newspaper
was attacked for doing his professional
responsibilities.

The authors of the statement are convinced that "the law-enforcing
bodies are not able to secure safety of the journalists and to arrest
the criminals".

They call to discuss the issue of changing the precautionary
measures towards Arman Babajanian, to effectively investigate and
punish those who attacked Gagik Shashian, to investigate thoroughly
the circumstances connected with the anonymous threats towards Edik
Baghdasarian. "The atmosphere, in which the parliamentary elections
will be held in several months, is totally conditioned with the
readiness of the state to defend its citizens from the hooligans who
try to take posts at any price and to have respect for the democratic
institutes, in particular for the press," the statement reads.

Habok Avetikian, editor-in-chief of the Azg daily, Aram Abrahamian,
editor-in-chief of the Aravot daily, Nikol Pashinian, editor-in-chief
of the Haykakan Zhamanak daily, Vardan Haroutiunian, President of
the Right and Freedom center and Avetik Ishkhanian, President of the
Helsinki Committee of Armenia signed the statement.

TEHRAN, July 19 (MNA) — Iranian musician Shahin Farhat finished
composing the Muhammad (S) Symphony on Tuesday.

The current Iranian calendar year was named "The Year of the Great
Prophet Muhammad (S)" by Supreme Leader of the Islamic Revolution
Ayatollah Seyyed Ali Khamenei during his New Year’s message on March
21, 2006.

Sponsored by the Iranian Academy of Arts, Farhat’s work is one of
the many programs that have been arranged for the commemoration of
the Prophet (S) during the year.

"The symphony has been completed in an appropriate time so the Tehran
Symphony Orchestra has enough time for rehearsals and performances,"
Farhat told ISNA on Wednesday.

"It is better that the symphony is performed in the Great Prophet
Muhammad (S) Year, though every year belongs to him," he added.

Tehran Symphony Orchestra conductor Nader Mashayekhi said earlier that
the orchestra would perform the symphony on the birth anniversary of
the Prophet Muhammad (S) in 2007.

Like his previous works, Farhat has composed the symphony in four
movements. The first movement, which describes the personality of
the Prophet (S), has a powerful beginning and the second is related
to his thoughts and his promulgation of Islam.

The third and fourth movements, which will also feature verses of
poetry, focus on the epic life of the Prophet (S) and his triumphs.

Farhat previously composed the Martyrs Symphony, Iranian Lady Symphony,
Damavand Symphony, and Persian Gulf Symphony, which have all been
recorded with the Armenian Philharmonic Orchestra in Yerevan.

US deputy Assistant Secretary of State for European and Eurasian
Affairs, US co-chair of OSCE Minsk Group Matthew Bryza will pay his
first visit to the region as co-chair on July 29 this year.

APA reports quoting diplomatic sources Mr.Bryza will first visit the
Armenian capital of Yerevan and then the Azerbaijani capital of Baku.

The US co-chair is due to meet with Azerbaijan’s Foreign Minister,
President Ilham Aliyev and other government officials. The Minsk
Group co-chairs will meet in Paris in the first ten-day of August this
year. Azerbaijani and Armenian Foreign Ministers are not expected to
attend this meeting, which will determine next steps./APA/

Text of commentary by Ali Sharafpur entitled "Constructive interaction
and the nuclear case" by Iranian newspaper Siyasat-e Ruz on 9 July

After the ninth administration took the helm of foreign policy,
Iranian foreign policy experienced pleasant changes that were based on
authentic principles and ideals of the Islamic Revolution. Generally,
it can be concluded that Iranian foreign policy is moving from an
approach based on removing tensions to another based on constructive
interaction, i.e., a shift from a policy focused on trust-building
and detente to a dynamic and proactive policy based on constructive
interaction has occurred.

The doctrine of constructive interaction is based on the fact that
playing as a powerful actor on the international stage requires
adopting a proactive, dynamic, effective and partisan policy that in
turn must be based on a precise knowledge of political equations. Based
on this, the doctrine of constructive interaction is one step ahead
of the detente policy and an advanced phase of this policy.

There is no doubt that the Islamic Republic of Iran is the biggest
threat to illegitimate interests of America and the bullyism of this
imperialist state. These interests have accumulated in the Middle
East region and the Persian Gulf, as the geopolitical and strategic
point of the region. For the same reason, in the 27 years after the
glorious Islamic Revolution leaders of world imperialism have sought
to limit the role of the Islamic Republic of Iran in the region, have
ceaselessly tried to weaken it in all fields, and have employed all
political and economic measures to achieve this goal. The expansion
of the military presence of America in post-revolutionary years and
the military occupation of two neighbouring countries – Afghanistan
and Iraq – in recent years prove the comment that all these decisions
have been aimed at putting Iran in a state of siege and using military
invasion when required. Of course, it is obvious these measures have
led to diametrically opposite results and have plunged America into
serious problems and crises. Fortunately, as America faces serious
challenges in the region, Iran’s power and influence in the region
has strengthened so that former American Secretary of State Madeleine
Albright stated that ignoring the role of the region in Iraq was the
biggest mistake made by the American foreign policy.

Regarding the above facts and existing opportunities (the challenges
facing America in the region and Iran’s growing influence and position
in Iraq) and with respect to the constructive interaction policy,
we can mange the situation to put America face to face with numerous
and increasing crises in the region and on the other hand strengthen
and improve our position in the region.

In this connection, in order to neutralize America’s measures
especially concerning the settlement of the nuclear dispute which is
nowadays used by the West as a tool to control Iran it is inevitable to
adopt the policy of constructive interaction. So, as we have already
witnessed, political, military, security and specially economic
relations with countries in five regions as follows must be improved:
1 – South (Sheikhdoms of the Persian Gulf), 2 – East (Pakistan and
Afghanistan), 3 – Central Asia (China and Russia), 4 – The Caucasus
(Azerbaijan and Armenia) and 5 – Turkey and Iraq.

The final important fact is that Iran must not only pursue the policy
of constructive interaction in its relations with its neighbours but
towards other countries, preferentially the countries of the region
and then the countries located beyond the region, in order to get the
desired result. Developing relations with Latin American countries,
the African Union, and neighbours of Iraq that have presently gathered
in Tehran, and continuing recent contacts between Iranian officials
(Larijani and Mottaki) with their European and Asian counterparts can
be good instances for constructive interactions. These initiatives
at the present time can improve Iran’s position in the face of
extravagant demands of the West in the course of the nuclear dispute
and finally strengthen Iran’s position in regional and international
equations. Of course, it must be noted that bilateral interaction does
not mean making concessions and abandoning principles and ideals of
our foreign policy because this may lead to the isolation of Iran from
free countries and liberation movements that will not be in accordance
with our national interests and defined objectives of our country.
