Guediguian est celui qui separe le mauvais cinema (le cinema
naturaliste) du "bon", le cinema antinaturaliste. Pourquoi bon,
pourquoi mauvais? C’est comme ca. Bresson est bon, Renoir est
mauvais. Le resume est rapide (Renoir a aussi ete antinaturaliste),
mais c’est un resume. Guegiguian? Il est la où on ne l’attend pas,
la où etait Renoir, dans la belle chaleur irrealiste du naturalisme
le plus radical. Il est la, c’est tout.

Je tiens le Promeneur du Champ-de-Mars pour le film le plus important
de ces dix dernières annees. Repeter la phrase, juste pour voir.

Guediguian echappe a la petitesse francaise, tout en etant l’honneur du
cinema francais. Le Promeneur… est a mi-chemin de la Dernière Fanfare
(Ford), dont c’est le remake detourne, et de la Bete humaine, dont il
a le naturalisme possede. Que Guediguian n’ait pas ete selectionne
a Cannes n’etonnera que ceux qui croient encore a ce non-evènement
repetitif. Du temps où le cinema etait plus vif, Cannes etait deja la
facade pompeuse des Parisiens en goguette. Repeter que Guediguian a
permis a Jalil Lespert de surpasser Jeffrey Hunter, et a Michel Bouquet
de rivaliser avec Spencer Tracy. Respirer un grand coup. Attendre le
Voyage en Armenie. Fermer les yeux. Respirer encore.

PARLIAMENTARY GROUPS AND FACTIONS DISCUSS THE AMENDMENTS TO RA ELECTORAL CODE

June 13 the preliminary conclusion of the Venice Commission on the
draft of amendments in the Electoral Code of Armenia was placed on
the official website of RA National Assembly. However, the groups
and factions of the National Assembly received the above-mentioned
document on June 15. Today representatives of the Parliamentary groups
and factions expressed their opinion about the suggestions of the
Venice Commission.

One could infer from the answers that only those from the "Justice"
block were familiar with the preliminary conclusion of the Venice
Commission.

According to Stepan Demirchyan, most of the Venice suggestions are
acceptable.

"However, in case our suggestions are not accepted by the majority,
we’ll withdraw our signatures from the bill," Stepan Demirchyan said.

Head of the "Justice" block calls attention to another issue. It is
noted in the same conclusion of the Venice Commission that at last
the most essential is the implementation of the Electoral Code." "It
can be changed endlessly. The same European observers were saying
in 2003 that the Electoral Code in force provided the opportunity
to hold normal elections. Not only the Law guarantees the conduct of
fair election," Stepan Demirchyan noted.

Head of the Armenian Revolutionary Federation faction Hrayr Karapetyan
promises to express his opinion after the discussions.

The "National Unity" will also speak after the discussions, during
the fall session of the National Assembly.

Artashes Geghamyan considers that expressing opinion about the
suggestions from Venice is a matter of concern, "It means we have
reached a stage when any news from Venice is either a ring-buoy
or a verdict for us. It is very troublesome, since it means that
the Armenian legislative mind has been exhausted, as there are no
corresponding lawyers in Armenia, who will be able to develop an
Electoral Code in commitment to international standards and present
it to the consideration of its own people, and not Europe."

Head of the Republican Party faction Galust Sahakyan promises there
will be no obstacles on the part of the Republican Party and the
coalition, and the Electoral Code will include all those suggestions,
which will be adopted through a political consensus.

Armenian Armed Forces’ units from positions in the occupied Yusifjanli
village of Azerbaijan’s region Aghdam fired on the opposite positions
of Azerbaijani Armed Forces from 22.00 on 18 June.

APA’s Garabagh bureau reports that the cease-fire was intensively
violated from 22.30 till 23.00.

Armenians kept on firing on the Azerbaijani Army’s positions until
early this morning. An Azerbaijani soldier is reported to have hit
a mine and wounded on this front line.

The Defense Ministry press service told APA that it was not informed
on the cease-fire violation and the wounded Azerbaijani soldier.

Azeri Foreign Minister Elmar Mammadyarov has welcomed the appointment
of Matthew Bryza as the United States’ co-chairman of the OSCE
Minsk Group.

"Bryza is familiar with the situation in this region and the Karabakh
conflict. He does not need to study the problem," Mammadyarov told
journalists on Sunday.

The appointment of Bryza, who will replace Stephen Mann at this post,
indicates that "the U.S. government still hopes to make progress in
these talks," the minister said.

The Minsk Group co-chairmen are to unveil a report on the Karabakh
settlement process at the OSCE Permanent Council’s session in Vienna
on June 22, he said. The session will also officially confirm Bryza’s
appointment.

"The co-chairmen have already come up with an initiative to hold a
new meeting of the foreign ministers of Azerbaijan and Armenia. I
have agreed to take part in this meeting, and expressed my readiness
to hold as many meetings as necessary," Mammadyarov said.

The Azeri authorities lost control over Nagorno-Karabakh,
apredominantly ethnic Armenian enclave in Azerbaijan, as a result of
a conflict in the 1990s.

YEREVAN, JUNE 15, NOYAN TAPAN. It is suspected that there have been
cases of human internal organs sale in Armenia. Independent deputy Emma
Khudabashin stated at the June 14 sitting of the RA National Assembly
that this information was in a letter she has received from a group
of residents of the city of Vardenis (Gegharkunik marz). According
to the letter, the internal organs of some patients of the Vardenis
mental hospital have been sold. No body was found in the grave during
an exhumation to check these suspicions.

In response to the deputy’s question whether the government has
been informed about the fact, and if so, what its attitude to such
phenomena is, the RA Minister of Health Norayr Davidian said that
a criminal case was opened based on the above mentioned facts, and
after its completion the deputy will get answers to her question.

for the Avoidance of Double Taxation on Income and Property. The
document was signed by Armenian Foreign Minister Vartan Oskanian and
Head of the Swiss Federal Department of Foreign Affairs Micheline
Calmy-Rey. At a joint press conference the FMs of the two states
stressed the importance of the document for the development of the
economic ties between Armenia and Switzerland. According to Ms.
Calmy-Rey the Convention will convey a new impulse to the relationships
between the two states. As for the relations with the European Union,
the Swiss Foreign Minister reminded that Switzerland lie Armenia
is not a member of the organization. “Alike our country Armenia
participates in the European Neighborhood Policy program. Nevertheless
we successfully cooperate in the fields presenting mutual interest. I
should underscore that Armenia and Switzerland enjoy good political
relations,” she said.

Deciphering of CVR of A320 is Over

DECIPHERING OF CVR OF A320 IS OVER

On June 8 the Interstate Aviation Committee finished deciphering the
data of the voice recorder of the Armenian A320, which had plunged
into the Black Sea on May 3. `The recorder recorded voice data with a
duration of33 minutes, including the beginning and the end of the
emergency situation. The talk of the crew was mainly in Armenian. The
recording of the conversation was translated into Russian with the
help of the officers of the Armenian embassy. In accordance with the
requirements and practice of the International Civil Aviation
Organization the transcript of the voice recorder is not published,’
runs the release of the Ministry of Transport of Russia.

The deciphering of the FDR is underway. It has recorded over 300
parameters of the technical state of the plane. The data of the
recorder and ground services are being compared. The simulation model
of the flight dynamics of A320 is worked out.

clock beginning on July 2, Airport Director Juan Pablo Gechijian
told journalists. In his words, owing to repair works at the landing
strip all flights since this March were put off till evening. “The
arrival hall of airport new complex will open in September, while the
waiting room will be ready by spring 2007. The new complex provides an
opportunity to receive 2 million passengers annually instead of today’s
1.2 million. After construction works finish in 2011, the airport will
have the capacity to receive 3 million passengers,” Gechijian remarked.

will make public the first Report on South Caucasus states (Armenia,
Azerbaijan, Georgia) within the European Neighborhood Policy (ENP),
reported Head of Sector Coordination Unit for European Neighborhood

Suspects In Moscow Policemen Murder Case Detained

SUSPECTS IN MOSCOW POLICEMEN MURDER CASE DETAINED

Two suspects in a Moscow policemen murder case have been detained.

One of the suspects is David Zviadadze, a citizen of Georgia. He
was charged with compliance in the murder of two policemen in the
southeast of Moscow on April 28, as well as with robbery.

A court has issued an arrest warrant for him.

The other suspect is also a citizen of Georgia, Teimuraz Gognadze,
43. He was detained in Georgia. “The question of his extradition is
being decided,” the Moscow prosecutor’s office said on Wednesday.

Moscow police have initiated a search for five more suspects involved
in the same case. These are Noye Gvenetadze (aka Nukri), 41, with
previous convictions, Nikolai Meladze (aka Niko), 33, with previous
convictions, David Asatiani (aka Asatyani), 39, with previous
convictions, Paliko (aka Parmen), 40, with previous convictions,
and Vakhtang Dzhjavakhadze4, 34. The latter two are from Tbilisi.

The Moscow prosecutor’s office said “a decision has been made in
absentia to put them in custody and put them on the international
wanted list.”

On April 28, 2006, the residents of one of the flats at 17-1,
Kirovogradskaya Street called police and said they could hear noise
and calls for help from one of the flats on the ground floor in their
house, where Armenians were living. A group of policemen was sent
to the scene. Senior Lieutenant Andrei Ashurkov and Master Sergeant
Sergei Rebrikov entered the flat and came under automatic gunfire.

Ashurkov was killed, Rebrikov was seriously wounded and died later.

Police asked those who may have information about the suspects to
call at 200-94-70, 200-98-35 or 200-85-47. Their photographs are
posted on the Moscow city police’s website at
